A Study on the Restructuring of the Administrative Organization Within elementary schools in Kaohsiung City

Abstract The purpose of this study is to explore the restructuring of the administrative organization in Kaohsiung City¡¦s elementary schools. It further analyzes the perception of educators with different independent variables toward the workload of elementary school administrative units, adjustment of business coverage of different units, adjustment of organization structure of school administration, and the adjustment of staffing. This study randomly samples 660 subjects, including 44 elementary school principals, 88 unit directors, 176 section chiefs, and 352 teachers without administrative duties. A total of 502 questionnaires were returned and 498 were evaluated as valid. The method of questionnaire survey is adopted in this research to collect data with the help of the tool: ¡§A questionnaire for exploring the restructure of the administration organization in Kaohsiung City¡¦s elementary schools¡¨. Data obtained in this study are analyzed by the descriptive statistics, t-test, one-way ANOVA, and two-way ANOVA. The major findings of this study are as follows: I.Most school educators consider that the workload of differentadministrative units is heavy. II.Most school educators consider that the organizational adjustment ofadministrative units and sections is not necessary. III.Most school educators consider that the policy about the adjustmentof school staffing is not necessary. IV.The effect of background variables on the school educators¡¦ perception toward the workload of different administrative units is significant. V.The effect of background variables on the school educators¡¦ perception toward the organizational adjustment of different administrative units and sections is significant. VI.The effect of background variables on the school educators¡¦perception toward the policy of adjusting the school staffingis significant. VII.Over 60% of the school educators admit that the wordload of ¡§Computer Equipment Maintenance¡¨ of Information Section is too heavy and should consider the way of labor outsourcing.¡@ VIII.All subjects believe that the Section Chief of General Affairs Office should be taken charge by the clerks; among 30% of all subjects, the most urgent need to be appointed are listed in order: General Affairs Section and Cashier¡¦s Section. The next in order are Section Chiefs of Information Section and Equipment Section. VIIII.On the premise that the total number of the staffing quota keep to the status quo, the subjects believe that the most urgent need to be increased is the number of teachers, while the most urgent need to be reduced is the number of janitors. Finally, several specific suggestions based on the research findings are proposed to the educational administrative authorities, school administration system, and the further studies in the future.

Number of people suffering from tuberculosis is big all over the world. Consequently, the health care cost required for treatment is also big. Some of the sick ones don’t even know about their illness that’s why the disease is diagnosed behind time and that can carry negative results. Aim of the study. To estimate the structural changes that were made in VSI Klaipeda tuberculosis hospital in the position of the working personal. Methods. In February – November 2005, questionnaire survey of the working VSI Klaipeda tuberculosis hospital personal was conducted. Statistical analysis package SPSS (9.0) was used to analyse the data. Dependence of two symptoms was researched by the use of Chi-Square test ( ). Zero hypothesis was rejected, when . Conclusions. In my research I‘ve analysed restructure singularities of medical institutions, merits and demerits of it‘s realization with reference to experience of all Lithuanian medical institutions. I‘ve made an analysis of National tuberculosis control program and estimated how does this program affect VSI Klaipeda tuberculosis hospital. I‘ve determined that one of the goals of the restructure is to guarantee the quality of the provided services of medical care, to approach a patient and to orient the providers of these services toward to the needs of the patients. Clipped Wings: Management discourses during organisational change at Australia's Civil Aviation Authority

Structural change in organisations is stressful for staff and the managers who must implement it. Most change programs use employee communication techniques to support change directions set by senior executive decision makers-dominant coalitions. This research used a single case study to explain the context and management discourses of a major re-structure of an Australian Federal Government agency, the former Civil Aviation Authority (CAA), during the early 1990s. A content analysis examined the use of keywords in management discourses that argued the need for change. The keywords represented the two major change discourses: micro-economic reform and aviation safety regulation. A critical discourse analysis investigated the dominant coalition's discourse strategies to justify change. Content and process communication theories, and the role of framing in organisational change, were used to explain how employees may have reacted to change directions. The research found that change directions were framed as an economic imperative that clashed with a traditional organisational culture that emphasised the primacy of aviation safety. It found that mixed messages by the two principal members of the dominant coalition who drove change exacerbated the clash. The results suggest a need for further analysis of management discourses used to inform employees about structural change, especially in organisations that have legislative responsibilities. Further analysis of change messages framed by dominant coalitions could lead to a deeper understanding ofhow they affect employees and the change process.

ABSTRACT According to the annual report of Gambro, there were about 1,153,080 ESRD ( End Stage Renal Disease ) in the world-wide market; meanwhile, there were 294,050 ESRD in US market, 244,450 in European market, 206,000 in Japanese market. From Brooke Hollis¡¦ research report ( 1998 ), it indicated about 34% of Dialysis Center belonging to Dialysis Provider in the US market, and it forecasted the percentage should be increased up to 71% until 2001. Actually, there is about 66% of Dialysis Center hold by Dialysis Provider in the US market in 2001. In the Taiwan market, there were 31,106 ESRD ( 1999 ), depending on the statistic from Taiwan Society of Nephrology. The total expense of the dialysis therapy was about 13.37 billion in 1998. It increased about 14% per year, therefore, it expanded to 15.22 billion in 1999, then up to 17.57 billion in 2000. Since the fast growth of the Dialysis market in Taiwan and its potential, some of famous global industries, such as Fresenius, Gambro, and Baxter has get involved in Taiwan market and has directly entered the competition in the management of channel. Originally, Dialysis Agent was prototypical style for the Multiple-national industry in the Dialysis Market to develop cross-aboard. But, the competition type has became to be Dialysis Provider. Enfield Medical Inc. is one of successful companies during the development. The applied methods analyze the preparation of change process, its continuance the way of a top management communication with employees and the result of the restructure. Afterwards the way of the top management communication to insiders is evaluated. At the end there are proposed recommendations, which could help the company to achieve a better implementation of the process of change and also to obtain a higher percentage of satisfied insiders with that change.

A partir disso, procura-se desenvolver a pesquisa em três partes, relacionando-as com o passado, o presente e o futuro, mas não apenas no que tange ao processo de desenvolvimento das Constituições, porque isso seria um tanto quanto complicado, devido ao movimento constitucional ser formado por tempos contínuos e descontínuos ao longo da trajetória. Não se pretende desenvolver a história do constitucionalismo, mas relacionar este movimento com outro, denominado de cosmopolitismo. Primeiramente, são traçados aspectos relacionais, demonstrando que, mesmo não havendo uma mescla ou fusão, seria possível encontrar pontos de contato, desde os cínicos até o inacabado ideal kantiano de paz e hospitalidade universal. Costing Constitutional Change: Estimates of the Financial Benefits of New States, Regional Governments, Unification and Related Reforms

There have been numerous proposals to reform Australia's government structures, both prior to and since Federation in 1901, including calls for New Colonies and New States, Unification plans, Regional Government models spanning across the federal-unitary continuum, and proposals to transfer functions between Commonwealth and State governments, such as the modern day attempts by the Commonwealth government to establish a national Industrial Relations system. But while several functions have been transferred from the States to the Commonwealth since Federation, major changes sought by supporters of New States, Regional Governments and Unification have never been achieved. The financial benefits possible through various reformed government structures are first examined in terms of claims and estimates that have accompanied past reform proposals. Financial benefits are then estimated for the four years from 1998-99 to 2001-02 using population and expenditure data, per capita expenditure comparisons, and various linear and non-linear regression techniques. New States appear likely to cost in the order of $1 billion per annum per New State, and possibly more if costs associated with State-Territory borders are taken into account, but their financial viability could be vastly improved if New State formation follows or is accompanied by functional transfers to achieve national systems in areas such as health and education. It is estimated that Unification and some Regional Government models could achieve financial benefits in the order of five to ten per cent in both public and private sectors and the economy as a whole, which, in June 2002 dollar terms, would amount to some $15 billion to $30 billion per annum in the public sector, $25 billion to $50 billion in the private sector, and hence $40 billion to $80 billion per annum across both public and private sectors and the entire Australian economy. It is also estimated that for several functions, including education and health, unitary national systems under Commonwealth control could generate significant financial benefits, whereas for other functions, notably transport and communications, national systems could prove more costly. Additional research could clarify estimates, but ultimately the only way to fully check estimates is to observe and measure actual reforms in action. If all State-Territory level health care functions, for example, were transferred to the Commonwealth government to achieve a fully national health system, then the benefits and costs of such reform could be assessed with much more certainty than is possible through pre-reform empirical estimates. The establishment of a national health system could also diminish concerns that New States or Regional Governments might exacerbate problems associated with separate State laws, regulations and systems - problems likely to be tolerated least in health care given its life-and-death gravity. And for Unification advocates, a national health system would represent a significant step towards complete Unification across all functions. Estimates appear to be robust when assessed in light of Commonwealth Grants Commission methodologies, differential levels of tax expenditures and privatisation across the current States and Territories, and Australia's economic and industrial geography, and on balance suggest that intelligent government structure reforms have the potential to significantly enhance Australia's financial and economic strength, and hence provide the financial capacity to achieve significantly improved social and environmental outcomes as well.
