We live in a legal and democratic society, where every person has got his/her rights and licenses. A child is also a human being. In Lithuania children’s rights and due interests protection are taken care and implemented by Children’s Rights Protection Services in local regional municipalities. Only a strong and active institution with a model, supported by cooperation between different institutions as well as enforced legally, can efficiently implement this aim. This master thesis discusses the evolution of the children’s rights protection system, the model and the functions of the Service, the importance of social partners for the Service work, as well as possible influences to the Service work quality and effectiveness, problems encountered by the Service specialists under question. The research covers the problem of improvement of children’s rights protection system and Services work, the particularities of the Service work, legal base and existing drawbacks and advantages. It is also discussed the view of the very children’s protection Service managers, workers, their social partners and clients to the possibilities to improve the Services work. In the last decades, the spatial organization of services has become a key issue in the urban planning literature. The basic reasons for this significance are the difficulties not only in understanding this complex and context-dependent organization, but also in developing planning interventions for this organization. Moreover, author believes that the existing theoretical frameworks have some inabilities in interpreting the spatial organization at the intra-metropolitan scale. Therefore, this study basically aims to redefine the spatial organization of service activities in Ankara with a relational perspective, and consequently, to develop an information-base for new types of planning interventions. For this purpose, first, the concepts and the fields of concepts that are integral to the spatial organization of services are examined. These concepts are the spatial patterns of concentration and dispersion and the spatial cohesiveness. Thereafter, the analytical framework that is required to study these concepts empirically, is introduced by stating the advantages of using descriptive mathematical techniques, indicators and methodological procedures in relational perspective. In the case study, the spatial organization of services in Ankara is redefined basically with reference to the spatial patterns of concentration and dispersion and the spatial cohesiveness of services. This redefinition displays the monocentric structure of Ankara and the differentiated parts within the spatial organization of services according to the activity compositions. Afterwards, this redefinition is utilized as the starting point for the reformulation of a new planning approach and new regulations directed towards the differentiated parts of the spatial organization of services. Finally, the methodological and contentual contributions, and also the possible further studies are presented as concluding remarks.

The implementation of energy-saving measures aimed at improving of the energy efficiency of the Russian economy, including the introduction of energy management system, is impossible without involvement of the investment funds. Financial support of the development of energy efficiency in Russia from the state, in the current economic and political conditions, is sharply reducing. In turn, the development of private investment in energy efficiency is not possible due to a mismatch legislative framework. The difficulties of investment sort during the introduction of energy management systems in Russian companies are so serious that to find ways to overcome them, and specific proposals for developing an energy efficiency investments market is still extremely important. Regulatory and legislative framework in the field of energy saving and energy efficiency, requires specific proposals for its optimization. On the assumption of the urgency, shown above, in this work are formulated comprehensive proposals to amend the legislative framework in order to attract private investment, including during the introduction of energy management system in the current economic conditions. The first chapter deals with the theoretical aspects of the energy management system, the nature and mechanisms of its functioning: international standardization, energy analysis, assessment of energy efficiency of the enterprise. The second chapter provides an analysis of legal and regulatory framework in the field of energy conservation and efficiency. It is suggested ways to form the market of infrastructure of energy services and to reduce a risk of investors. Some of the suggestions listed in this study are currently discussed in the Energy Committee of the State Duma of the Russian Federation. Финансовая поддержка развития энергоэффективности в России со стороны государства, в современных экономических и политических условиях, резко сокращается. В свою очередь, развитие объема частных инвестиций в энергосбережение не возможно из-за несоответствия нормативно-законодательной базы. Сложности инвестиционного характера при внедрении системы энергетического менеджмента на российских предприятиях настолько серьезны, что поиск путей их преодоления, и конкретных предложений по развитию рынка инвестиций в энергосбережение остается крайне актуальным. Нормативно-законодательная база в области энергосбережения и повышения энергетической эффективности, требует конкретных предложений по ее оптимизации. Исходя из указанной выше актуальности, в данной работе формулируются комплексные предложения по изменению нормативно-законодательной базы с целью привлечения частных инвестиций, в том числе, при внедрении системы энергетического менеджмента, в современных экономических условиях. В первой главе рассматриваются теоретические аспекты системы энергетического менеджмента, сущность и механизмы ее функционирования: международная стандартизация, энергетический анализ, оценка энергоэффективности предприятия. Вторая глава представляет собой анализ нормативно-законодательной базы в области энергосбережения и повышения энергоэффективности. Предлагаются пути ее совершенствования для формирования инфраструктуры рынка энергосервисных услуг и сокращение рисков инвесторов. Некоторые из предложений, перечисленных в данном исследовании, обсуждаются в данное время в комитете по энергетике Государственной Думы РФ. В ходе исследования проведен обзор литературных данных по вопросам внедрения сервисных технологий в индустрию спорта; проведен сбор и рассмотрение данных по вопросам деятельности спортивного клуба «Олимп», г. Каменск-Уральский; разработаны и экономически обоснованы сервисные технологии для спортивного клуба «Олимп», г. Каменск-Уральский. Апробация результатов исследования проведена на двух международных конференциях.
