Využití informačních technologií při navyšování ekonomické efektivnosti měst / Using information technology to increase the economic efficiency of cities

This work deals with the current situation of cities, government and their problems with the number of population which still rises. The cities appeal maintenance high-quality of services, content of citizens, economic growth and competitive advantage. The goal of this work is to show how works the vision Smarter Cities, which helps with setting the right strategy for the city. This work is composed of two parts. The first part is describing the situation in the cities and the state of information technology in public service. Than, it introduces the tools for investors and cities which use the Smarter Cities principles. The second part is talking how to implement these tools and principles in a real city. I received the document Information strategy for years 2011-2011 and Communication strategy for the city of Plzen (Pilsen). Value Tree and Actionable Smarter Cities tools were used to analyze the above mentioned documents. The output of this work is the recommendation for the city of Plzen (Pilsen) - which applications to use in respect for the city's strategy and at the same time, how to continue with Smarter City implementation.

Dynamic Scheduling of Flexible Manufacturing Systems

To date, group scheduling research has primarily focused on examining the performance of different group heuristics under various experimental conditions. However, the dynamic selection of group heuristics has not received sufficient attention from researchers. The objective of this paper is to demonstrate a mechanism for the dynamic selection of group heuristics from several candidate alternatives by exploiting real time information from the Flexible Manufacturing System (FMS). In this regard, two tools, viz., Analytic Hierarchy Process (AHP) and Simple Multi-Attribute Rating Technique Exploiting Ranks (SMARTER), are used to develop models for part type and family selection. The experimental results indicate that the performance of the proposed models are better than the common group scheduling heuristics under varied experimental conditions. / Singapore-MIT Alliance (SMA)

Essa preocupação engloba o nível de serviço logístico (prazo de entrega, qualidade do material) em resposta à demanda mais customizada. Diante de tal panorama, este trabalho tem por objetivo propor um modelo de decisão multicritério para a utilização de modal ou multimodal em uma Empresa Estudo de Caso. Essa empresa atua no segmento econômico de siderurgia e necessita de um sistema logístico mais eficiente, pois, o transporte de suas cargas mediante a combinação dos modais rodoviário, ferroviário e cabotagem é realizado pela contratação de empresas terceirizadas. A partir das revisões bibliográficas e diante da estrutura da Empresa Estudo de Caso, juntamente com seus decisores, foi elaborado um modelo de decisão baseado no método multicritério SMARTER. Os critérios para a tomada de decisão utilizados neste trabalho foram: custo global da operação, volumes a serem transportados, tempo de transito total, frequência dos embarques, confiabilidade na programação, avarias, nível de serviço e disponibilidade de equipamentos. Após a aplicação do modelo com esses critérios, foi obtido o modal mais apropriado em termos gerenciais, de acordo com o decisor.Dessa forma, o modal rodoviário representou a opção de modal mais recomendado na escolha pelo decisor para a contratação de empresas logísticas terceirizadas; em seguida, está o multimodal rodoviário-cabotagem-rodoviário e, por último na ordenação, a opção rodoviário-ferroviário-rodoviário. Para a Empresa Estudo de Caso, essa decisão possui caráter estratégico, no qual os efeitos da escolha correta do modal ditarão o seu grau de competitividade.

Sua motivação consiste no fato de que SI/TI podem possibilitar à organização vantagem competitiva e porque muitas empresas não conseguiram obter os benefícios que esperavam com os investimentos nestas áreas. Neste trabalho, foi proposto (e ilustrado através de simulação) um modelo para seleção de software empresarial baseado nos métodos multicritério SMARTS e SMARTER, o qual contempla as seguintes características não abarcadas na literatura pesquisada: elicitação das preferências do decisor de maneira simples (em relação à seleção do software e de sua fonte de fornecimento), tratamento de informações das decisões anteriores para serem usadas nas atuais, fase exclusiva para seleção de fornecedores baseada em critérios que podem ser utilizados na seleção de softwares empresariais gerais, possibilidade de tomar decisões parciais de aquisição (adquirir os sistemas paulatinamente) e elicitação de quais subcaracterísticas da qualidade de software presentes na ISO 9126-1 são mais importantes para o decisor, bem como de seus respectivos graus de importância

Using Radial Basis Function Networks to Model Multi-attribute Utility Functions

On-line negotiation and bargaining systems can work effectively on the Internet based on the prerequisite that user utility functions are known while undergoing transactions. However, this prerequisite is hard to meet due to the variety and anonymous nature of Internet surfing. Therefore, how to rapidly and precisely construct a user¡¦s utility function is an essential issue. This research proposes a radial basis function (RBF) network, a neural network, to model a user¡¦s utility function in order to rapidly and precisely model user utility function. We verify the feasibility of the method through experiments, and compare the performance of RBF networks in prediction performance, time expenses, and subjects¡¦ perceptions with the Multiple Regression (MR), SMARTS, and SMARTER methods. The results show that the RBF network method is feasible in these criteria. Not only the RBF network needs less time to construct the users¡¦ utility function than the SMARTS method does, but also it can model user utility functions more precisely than the MR, SMARTS, and SMARTER methods.

A Smarter Antenna

The omnidirectional antenna is found on many vehicles. Ideally, only one receiving system is ever needed to acquire an omni, no matter the vehicle orientation, given the range is not excessive. There are trade-offs with antenna efficiency, with gain typically around -15 dBi (95% coverage). This paper proposes abandoning this paradigm. If a vehicle knows where the ground is why radiate energy up into the sky, where there are no receiving stations. This can be achieved by integrating some instrumentation with a discrete antenna array so that it radiates only from selected elements. The accuracy required is modest, an inexpensive Inertial Measurement Unit (IMU) is sufficient to improve link margin by 10, 20dB or more. These numbers are credible, as outlandish as they are, and substantiated in this paper. Ironically, from the ground this non-isotropic antenna looks very isotropic. Of significant benefit, this Smarter Antenna concept enables spatial discrimination and with that comes spectrum efficiency gains beyond that achieved by other means including advanced modulation formats.

Not Just Common Sense: Principled Sensemaking and Implementation of the Common Core at Two Middle Schools

Thesis advisor: Marilyn Cochran-Smith / Across the nation, most states are implementing a new set of standards- and accountability-based reforms: the Common Core State Standards and their accompanying assessments. Unfortunately, the perspectives of school-based educators are largely missing from policy and implementation decisions about the Common Core. To address some of the gaps in previous research, the purpose of this dissertation—a comparative case study of two middle schools on the East Coast of the United States—was to describe and analyze school-based educators’ perceptions of and responses to the Common Core and the Smarter Balanced Assessment Consortium (SBAC) Exam. Data analysis revealed that educators in the two schools generally worked from an inquiry stance on teaching, learning, and schooling (Cochran-Smith & Lytle, 2009) in that they collectively and critically analyzed the intentions of educational policy and practice based in part on their beliefs about student-centered, constructivist teaching and learning. Consistent with this perspective, they made sense of the Common Core and SBAC based on the degree of alignment they perceived between their own educational values and beliefs, on the one hand, and the values and beliefs that animated the policies, on the other hand, which I conceptualized as “principled sensemaking.” How the educators actually implemented the Common Core and SBAC was the result of the intersection of their principled sensemaking of these standards-based reforms and the degree of agency they had over policy implementation. I termed this type of response to policy “principled implementation.” Four types of principled implementation were identified: principled adoption, principled neglect, principled compliance, and principled resistance. New understandings of school-based educators’ unique, critical, and nuanced perceptions of the Common Core and SBAC and how they believe the Common Core and SBAC influence teaching and learning have the capacity to inform decisions about the future of the Common Core in schools, and contributes to a broader understanding of how school-based educators take up and respond to standards- and accountability-based reforms. / Thesis (PhD) — Boston College, 2016. / Submitted to: Boston College. Com a aplicação do Método Multicritério SMARTER é obtida a pontuação geral de cada projeto por meio de agregação aditiva. A seleção do conjunto de projetos que compõem o portfólio é efetuada com o uso de Programação linear inteira 0-1. A análise de sensibilidade da solução utiliza o Método Monte Carlo. A seleção e a Análise de sensibilidade são efetuadas por um aplicativo desenvolvido em MATLAB, que caracteriza um sistema de apoio à decisão, disponibilizado para uso do Analista e do Decisor do processo de seleção.

Smarter City : A System to Systems

Developments in the technological fields have opened doors to sustain quality of life for making cities smarter and democratic by allowing citizens to play active roles rather being just passive participants along with their governments. Therefore, in this study we have proposed an idealized interaction system- a process used for organizational development based on Interactive Planning Approach, where citizen and government adopt more effective and efficient ways to coordinate, collaborate and communicate for the development and growth of different systems in the city, which ultimately serves as “system to systems”. By using Delphi methodology- a reaserch approach by Norman Dalkey (1946), we invited 25 people representing a wide variety of interests participated in the series two rounds of surveys to suggest more effective and efficient methods of interaction for the citizens and government. All proposed ways after second round of survey are used to design the Idealized Smarter City model – a model of knowledge-based sustainable development.
