O objetivo foi descrever e analisar essa situação e propor Plano de Ação Educacional (PAE) com ações direcionadas ao Grupo de Referência do ISE. Os recursos metodológicos utilizados foram: grupo focal realizado com gestores das escolas que compõem o Grupo de Referência do ISE da Escola Municipal Guimarães Rosa e entrevistas com roteiro semiestruturado com a equipe gestora e os professores da referida escola. Com essa perspectiva, realizou-se, inicialmente, a descrição da escola, das ações desenvolvidas pela equipe gestora (2007-2011) e os dados de desempenho nas avaliações externas (2009 a 2011). O segundo capítulo contempla o debate teórico sobre a influência do nível socioeconômico no desempenho escolar e a análise dos fatores de eficácia escolar, à luz dos autores Francisco Soares, Nigel Brooke, Heloísa Lück, Luiz Fernandes Dourados, Fabiana de Felício, Angela Albernaz, dentre outros. Com base na descrição e análise do caso é apresentado o Plano de Ação, para o 3º ciclo do Grupo de Referência do ISE, que propõe ações de formação para a gestão escolar e pedagógica, de reestruturação dos projetos e programas institucionais e de criação de um repositório digital de projetos para o 3º ciclo. As ações visam contribuir para minimizar os efeitos extraescolares causados pelo baixo índice socioeconômico no desempenho escolar dos alunos do ensino fundamental da RME-BH. / This dissertation is a case study of the Municipal School Guimarães Rosa, the Municipal Education Network Belo Horizonte, having low socioeconomic index and showed significant improvement in the performance of students in the 9th grade of elementary school in the subjects of portuguese language and mathematics in Avalia-BH, in the period 2009-2011, compared to schools that make up your Reference Group Socioeconomic Index. The objective was to describe and analyze the situation and propose a plan of educational action (PAE) with actions directed to the Reference Group of the ISE. The methodological tools used were focus group conducted with managers of schools that comprise the Reference Group of the Municipal School of ISE Guimarães Rosa and semi-structured interviews with the management team and teachers of that school. With this perspective, initially held up the description of the school, the actions developed by the management team (2007-2011) and performance data in external evaluations (2009-2011). The second chapter covers the theoretical debate on the influence of socioeconomic status on school performance and school effectiveness analysis of factors in the light of the authors Francisco Soares, Nigel Brooke, Heloise Lück, Luiz Fernandes Dourados, Fabiana de Felício, Angela Albernaz, among others. Based on the description and analysis of the case is presented an Action Plan aimed at the 3rd cycle of the reference group of ISE. The plan proposes actions aimed at the school training and educational management, restructuring projects and institutional programs and the creation of a digital library project for the 3rd cycle. The actions aim to contribute to extracurricular minimize effects caused by low socioeconomic index in the academic performance of elementary students of RME-BH.

A instituição foi escolhida como objeto de pesquisa por sobressair-se em uma série histórica de resultados educacionais. Desde a edição de 2007, a escola tem atingido o maior IDEB do 9º ano dentre todas as unidades pertencentes à SRE e um dos mais altos índices do 5º ano. Destaca-se, também, que suas notas no SIMAVE são coerentes com os índices do IDEB. Em um primeiro momento, apresentou-se o caso de gestão e descreveu-se a escola. Em um segundo momento, procurou-se identificar e analisar elementos de escolas eficazes apontados no trabalho do Grupo de Avaliação e Medidas Educacionais, da UFMG, denominado Escola Eficaz: um estudo de caso em três escolas da rede pública de ensino do Estado de Minas Gerais. Os elementos de eficácia escolar presentes na unidade foco de pesquisa foram analisados à luz de referenciais teóricos de autores como José Francisco Soares, Maria Teresa Gonzaga Alves, Creso Franco, além de pesquisadores internacionais, como Sammons, Hillman e Mortimore. O percurso metodológico contempla pesquisa bibliográfica, documental e empírica, observação in loco, aplicação de questionários e entrevistas semiestruturadas realizada com os gestores e equipe pedagógica. A pesquisa revela características de escolas eficazes, como uma gestão focada na dimensão pedagógica, professores qualificados, compromissados e com altas expectativas com relação aos alunos. Esses resultados da investigação fundamentam o capítulo propositivo, composto por ações direcionadas às escolas, circunscritas à SRE/Divinópolis, como a criação do Repositório Digital de Projetos Eficazes e também para a própria unidade investigada, como a reativação do grêmio estudantil e do laboratório de informática, a fim de que ela possa ampliar ainda mais suas possibilidades de sucesso enquanto referencial de gestão para a SRE. / The present work has the characteristic of being a case study aimed to identifying elements of school effectiveness through analysis of a state school in Divinópolis/MG and propose an Action Plan to improve educational outcomes of schools circumscribed to the SRE/Divinópolis. The institution was chosen as an object of research for excelling in a historical series of educational outcomes. Since the 2007 edition, the school has achieved the highest IDEB in the 9th year among all the units belonging to the SRE and one of the highest rates in the 5th year. It is noteworthy, too, that its grades in SIMAVE are consistent with the rates of IDEB. At first, one presented the management case and described the school. In a second step, one aimed to identify and analyze elements of effective schools highlighted in the work of the Evaluation Group and Educational Measures, from UFMG, called Effective School: a case study in three schools in the public school system of the State of Minas Gerais. The elements of school effectiveness in the focus research unit were analyzed in the light of theoretical frameworks of authors like José Francisco Soares, Maria Teresa Gonzaga Alves, Creso Franco, as well as international researchers, such as Sammons, Hillman and Mortimore. The methodological approach includes bibliographic, documental and empirical research, on-site observation, questionnaires and semi-structured interviews conducted with managers and pedagogical staff. The research reveals characteristics of effective schools with management focused on the pedagogical dimension, qualified, committed teachers with high expectations for students. These research findings underlying the propositional chapter, composed of actions directed at schools, circumscribed to the SRE/Divinópolis, such as the creation of the Digital Repository of Effective Projects and also directed for the unit investigated, for the reactivation of the student union and the computer lab, so that the school can further expand the chances of success while as a management referential for SRE.

[pt] A presente dissertação recorre à literatura sobre escolas eficazes e sobre espaços escolares para referenciar a pesquisa em três escolas públicas municipais da cidade do Rio de Janeiro que tiveram desempenho diferenciado em Leitura nos dois primeiros resultados longitudinais do Geres (Estudo Longitudinal da Geração Escolar 2005). A literatura revela que a materialidade da escola é fator relevante na constituição de determinadas práticas escolares capazes de constranger ou de estimular a disseminação social de certos conhecimentos e competências. Mais especificamente, por meio do estudo dos usos e funções de espaços e de objetos escolares como, por exemplo, salas de leitura, murais das escolas e das salas de aula e cantinhos de leitura, a presente pesquisa procura aumentar o entendimento do conjunto de fazeres pedagógicos ativados no interior das escolas investigadas e que guardam relação mais direta com o desenvolvimento de habilidades básicas de leitura e escrita. Com esta finalidade, foram realizadas incursões às escolas ao longo do ano de 2007, em três momentos estratégicos do calendário escolar (início, meado e final do ano letivo) com o objetivo de registrar fotograficamente os espaços privilegiados de suporte e promoção da leitura. Com base nas análises implementadas a partir desse registro, foi possível identificar aspectos relevantes das instituições pesquisadas pautados na natureza, disposição, usos e funções de espaços e objetos relacionados à promoção da leitura, contribuindo para o entendimento da eficácia escolar sob o ponto de vista dos discursos visuais da escola como fatores promotores de aprendizagem. / [en] The present dissertation recurs to the literature about effective schools and school spaces in order to reference a research in three municipal public schools in the city of Rio de Janeiro which have had a remarkable performance in Reading at the two first longitudinal results from Geres (Estudo Longitudinal da Geração Escolar 2005). The literature reveals that the materiality of school is a relevant factor in the constitution of determinate school practices and is able to constrain or stimulate the social dissemination of certain knowledge and competences. More specifically, through the study of the uses and functions of school spaces and objects as, for instance, a room in school for activities of reading and writing, the school`s and classroom`s bulletin boards and an area in classroom with a small library, the present research attempts to enlarge the understanding of the whole pedagogical duties activated in the interior of the investigated schools that keep a more straight relation to the development of basic reading and writing abilities. Aiming that, incursions to the schools were carried out throughout the year of 2007, in three strategic periods of the school calendar (beginning, middle and end of term) with the objective of photographing the privileged spaces designated to the support and the promotion of reading. Based on the analysis implemented from this register, it was possible to identify relevant aspects of the researched institutions, ruled by its nature, dispositions, uses and functions of spaces and objects related to the promotion of reading, contributing to the understanding of school effectiveness from the point of view of the school visual discourses as learning promoting factors.

本研究旨在探討國內校長服務領導與學校效能關聯性之實際效應量,採用後設分析法進行數據分析與討論,藉由整合17篇文獻及研究數據,探討校長服務領導與學校效能之關聯性,並分析調節變項所帶來的影響力。 本研究提出以下三項結論如下:壹、校長服務領導與學校效能在整體層面間具有高度且正向的關聯性;貳、整體校長服務領導與學校效能分層面間具有高度且正向的關聯性;參、校長服務領導與學校效能關係間存在調節變項,包括任教階段及碩士學歷比等研究特徵具有調節作用。 最後,根據上述研究結論,提供相關教育相關人員與單位研究建議作為參考,並提供未來研究建議作為後續研究者研究之依據。 / The main purpose of this research is to prove the correlation between principals’ servant leadership and school effectiveness in Taiwan. The present research employs meta-analysis as methodology based on the findings of 17 master theses concerning principals’ servant leadership and school effectiveness, and moderator the two variables as the relationship between study characteristics are. This result indicates as following: 1.There is a positive and high correlation between whole principals’ servant leadership and school effectiveness. 2.There is a positive and moderate correlation between whole principals’ servant leadership and school effectiveness. 3.Education ratio and school location is the variable that moderates the effect size of principals' servant leadershiand school effectiveness. Based on the above findings, the researcher provided several suggestions for school leadership, education practices and future research.

A comparison of the effectiveness of science education in Korea and South Africa : a multilevel analysis of TIMSS 2003 data

Science education becomes more important for future national development globally in high-technology-based society. In reaction to the trend, the International Association for the Evaluation of Educational Achievement (IEA) has conducted achievement tests in science along with mathematics, called TIMSS every four years. In TIMSS 2003, while Korea was a higher-performing country, South Africa was ranked in the lower-performing countries. Korea features homogenous demography, centralized curriculum, and competitive educational zeal while South Africa is characterized by multicultural demography with various languages, and previously segregated schools based on races. The current research, which is a secondary analysis of TIMSS 2003 data, aimed at explaining the differences and similarities by identifying factors most likely to influence science achievement in the two countries. A conceptual research framework was built on the comprehensive literature review which involved mainly school effectiveness research and factors related to science achievement. The conceptual framework consists of multi-levels, viz., student, classroom, school, and context, and three key concepts, namely time on task, opportunity to learn, and quality. Two research questions were formulated to reach the goal of the research and the first question is: To what extent does TIMSS 2003 reflect factors related to effective science education? Data from the student, teacher and school questionnaires were included in conjunction with the achievement data and analysed by means of factor, reliability and correlation analyses. The factors found to influence science achievement in three levels are as follows: at the student level, books at home, attitudes towards science, time on task; at the classroom level, time scheduled for science and teacher interaction; at the school level, school size, community size, and student background. The second research question is: To what extent do the factors derived from the analysis explain the differences in the achievement of Korean and South African students? To answer this question, the current research used multilevel modeling techniques to deconstruct the total variance in achievement into within- and between-classroom/school level. The strongest predictor is attitudes towards science in both countries at the student level. Student background in Korea and safety in school in South Africa is the strongest predictor of science achievement at the classroom/school level. Furthermore, educational resources such as books at home and educational level of father are significant in Korea while language, teacher qualification, physical resources, and educational leadership are significant in South Africa. For Korea, 93% of total variance in science achievement occurred at the student level while only 7% was attributable to the classroom/school level. For South Africa, 41% of the total variance was assigned at the student level and 59% at the class/school level. From this comparative study, it was recommended that development of student-centred teaching practices to address negative attitudes to science in Korea be considered as opposed to basic issues such as improving teachers’ subject knowledge, developing language skills, and fostering a culture of learning to improve science performance in South Africa. / Thesis (PhD)--University of Pretoria, 2011. / Science, Mathematics and Technology Education / unrestricted

The purpose of this study is to explore school principals’ perceptions of the possible effects and benefits of formal university-based education management development programmes (EMDPs) on their practical work in schools. It also aims to inquire into the kinds of challenges that principals in South Africa, specifically in the province of KwaZulu-Natal (KZN), are faced with in the post-apartheid era and their perceptions of the extent to which these EMDPs meet or fail to meet their needs and those of their schools. In this study I move from the basic premise that professional development is critical for all principals and that given the new conditions that exist in SA post-1994, more than ever, the ideal situation would be for all principals to be trained so as to enable them to deal effectively with the changed and constantly changing conditions that prevail in schools. The study is guided by the following general research question: What are the perceptions of school principals of the benefits of formal EMDPs on their practices in school? The following related questions are also addressed, namely i) What are the links between formal EMDPs and the needs of school principals? ii) What kinds of challenges do principals in KZN face in the post-apartheid era and what are their perceptions of the extent to which EMDPs have met or failed to meet their needs and those of their schools? Working in an interpretivist research paradigm within a qualitative research design, the inquiry used document analysis, content analysis of research literature and semi-structured interview methods. Data were analysed using a grounded theory approach in an effort to make sense of the meanings that the participants, mainly the school principals, in this study give to their experiences of EMDPs. One of the main findings of this study is that some principals demonstrated the ability to reflect on their professional development programmes and to make connections between theory and research and some of the challenges that they encounter. The other main insights of the study include the following: a) Regarding their content and context, and according to the participants, EMDPs in KwaZulu-Natal (KZN) have major shortcomings in relation to needs assessment and analysis, programmatic aims and objectives, recruitment and selection of candidates, and field-based learning experiences. However, EMDPs are perceived to have been successful in areas such as understanding the environments for which principals need to be developed, the application of leadership and management development content to organisational settings, and in their modes of delivery. b) Although a majority of principals recognised the need to change and work within the new democratic environment ushered in by the new socio-political dispensation in SA, a few principals expressed their challenges with engaging in shared leadership and shared decision making in schools. c) Pertaining to the perceptions of school principals regarding the value of EMDPs in KZN, the majority of principals felt that although they were still struggling with a number of post-1994 challenges, EMDPs had equipped them, for the most part — albeit inadequately — to deal with the challenges that they face in schools. d) School principals highlighted what they saw as two significant aspects (emerging themes) in the professional development of principals: i. Though very critical of training workshops in their current form, school principals in this study saw training workshops as important vehicles for assisting principals to keep abreast of the developments in the leadership and management of their school, as a means for providing opportunities to share and learn from the experiences of others, and as an avenue for collaborative problem solving; ii. A majority of school principals emphasised what they regarded as the important role played by experiences beyond the formal education management development programmes, in the effective running of schools. Apart from presenting “thick descriptions” of the voices of school principals regarding the effects of the post-1994 changes on their practices and the extent to which EMDPs are perceived to have met principals and school needs, the significance of this study lies in plugging the gap of previous impact analysis studies by, amongst other things, not only focusing on the perceptions of the recipients of the EMDPs, but also focusing on the views of the EMDP providers and the policy makers. Understanding Catholic School Attrition: Catholic Elementary School Students’ and Parents’ Perceptions and Matriculation Decisions

This mixed methods study shed light on the issue of attrition within Catholic education and points to opportunities for leaders to improve the effectiveness of elementary and secondary schools as well as identify barriers impacting access to poor and vulnerable populations. The purpose was to: describe factors eighth-grade Catholic school students and their parents consider in choosing a high school; determine correlations between degree of satisfaction with Catholic elementary schools and perceptions of programs in Catholic high schools; and understand the extent students’ and parents’ identified attributes corresponded to their high school selection. Quantitative data was generated from surveys of a proportionally stratified sample of 610 eighth-grade students and parents from 25 Catholic elementary schools in Los Angeles County. Qualitative data was yielded from follow up interviews of nine parents whose graduating children were not matriculating to a Catholic high school. Statistically significant differences in the importance of factors were found between parent and student, among participant ethnicity, and among family income level. While expense was the primary reason for not attending a Catholic high school, it was most often in combination with at least one of several other reasons. Strong correlation between satisfaction of elementary school and perceptions of high school was prevalent among participants, particularly parents and those matriculating to private and public high schools. With attrition found to be highest among students of color, lower middle-income families, and girls, recommendations for school improvement practices and collaboration with diocesan, higher education, and foundation leaders are presented.

Effective schools and learner's achievement in Botswana secondary schools : an education management perspective

This thesis describes the background and findings of a study of effective schools and learners achievement in Botswana senior secondary schools from an education management perspective. The aim was to identify schools that promote learners’ achievement when the students’ initial intakes were considered. The study was guided by five research questions. The study adopted an ex post facto design and a quantitative value added methodology to answer the research questions. Simple random sampling was used to select a sample of 5662 from the population of 58 032 students who wrote the BGCSE examinations for 2005, 2006 and 2007. Two sets of data: prior and later achievements at individual student level were collected from BEC and Secondary Education. The statistical software, MLwiN 2.10 beta 4, which is based on hierarchical linear modelling or multilevel modelling, was used to analyse the data for the value added by schools. The findings indicated that a) schools differ in their effectiveness. Some schools were more effective than others; b) Ten characteristics of effective schools were identified from the literature review c) schools differed in their consistency across the three core curriculum areas of Setswana, English and Mathematics; d) schools differed in their stability from year to year and e) schools were differentially effective. They were effective for the mid ability students and boys more than the other groups. The study confirmed that the use of a single statistic measure even in value added analysis could be misleading because of the internal variations between departments in schools. Furthermore, the uses of raw results for measuring school effectiveness were misleading. Some schools which were at the top in raw results were not doing so well in terms of value added and vice versa. The value added measures of school performance proved to be the most appropriate measure of school’s contribution to students’ learning. The value added by schools is also a measure of schools’ productivity. The study made recommendations to improve practice, such as the use of appropriate and fairer methods to evaluate and compare schools. Outcomes of the implementation of school improvement program in Sidama Zone schools, Ethiopia

The purpose of the study was to explore the experiences of the school community with regard to the outcomes of a school improvement program (SIP) on the effectiveness of Sidama Zone schools. It was primarily a qualitative study, which explored the experiences of the school community with regard to the outcomes of the SIP. Four schools were purposefully selected. The data were collected by means of interviews, focus-group discussions, observations and relevant documents, and analyzed focusing on thematic categories. The findings indicated that in schools where there existed a strong collaboration of the school community in the planning, decision-making, monitoring and evaluation processes, the improvement initiatives were owned by all in the school and the performance of the schools was enhanced. On the other hand, the lack of collaboration in the school community negatively affected the performance of those schools. Besides, in all the schools the CPD was challenged by the resistance of the teachers, the lack of resources and poor implementation strategies. It also became apparent that the teachers' commitment to support each other and their students, to implement active learning methods and continuous assessment contributed to the effectiveness of the better-performing schools. Findings further revealed that to the contrary, these actions were loosely implemented in the poorly-performing schools. Though the peer learning approach was implemented, it became evident that there were mixed views regarding its benefits. The availability of the necessary facilities created an environment conducive to learning in schools one and three. Although there were attempts to implement extra-curricular activities for the social and emotional development of the students, its implementation was negatively affected by a lack of coordination and resources in the schools. In the poorly-performing schools, the school environment was found not to be conducive to teaching and learning. In the better-performing schools, the feedback from the school community was used as an input to make adjustments to the improvement process, and this created a feeling of ownership that led to the effectiveness of the schools. The outcomes of the study indicated that the promotion-rate of the students to the following grade was considered as a measure of the effectiveness of the schools. Conversely, the lack of proper participation of the school community in the school’s affairs, the lack of proper leadership support, the teachers’ resistance to participate in CPD, the non-existence of training opportunities and workshops for the teachers, and the shortage of resources were reported as challenges. From the findings it has been concluded that the SIP has contributed to school effectiveness in the schools that have properly managed the change process as opposed to those schools which remained poorly performing due to low level of SIP implementation. Finally, monitoring the SIP cycles, building trust between the principals and the teachers, creating a link between the schools and other institutions, introducing recognition mechanisms, and providing support to the poorly-performing schools were indicated as strategies to enhance the effectiveness of the school. / Educational Leadership and Management / D.
