This report explores example models from nine different operational areas found in the arts schools movement, examines the positive and negative impact of each, and attempts to draw cursory conclusions that could be applied to those seeking to evaluate an existing, or establish a new, arts school. The operational areas included in this report are the purpose of the school, size and scope, finances, governance and administration, faculty and staff, facilities, recruitment/auditions/retention, community involvement, and learning and information resources. Over the past four decades, arts-focused primary and secondary schools have been established to provide students with an alternative to traditional campuses across the country using a variety of operational models and tactics for success but there has been limited documentation of their effectiveness. This report seeks to begin the establishment of such documentation. / text

En viktig del i skolans arbete är det systematiska kvalitetsarbetet som syftar till att synliggöra likvärdighet och kvalitet i skolorganisationen. Studier och rapporter från både Västerås stad och Skolinspektionen visar att det finns brister i likvärdighet kopplat till ledarskap och förståelse på huvudmanna och enhetsnivå. Syftet med fallstudien är därmed att stärka det systematiska kvalitetsarbetet inom Västerås stad på huvudmannanivå. Studien har en deduktiv ansats och en kvalitativ forskningsstrategi som bygger främst på en dokumentstudie av Västerås stads processer, Skolverkets dokumentation samt myndigheters krav samt på enkäter till rektorer i form av brevmetoden. Studiens resultat analyseras utifrån en tematisk innehållsanalys samt en processkartläggning av Västerås stads systematiska kvalitetsarbete samt av det nationella kvalitetssystemet. Processkartläggningarna jämförs för att identifiera likheter och skillnader i Västerås stads nuvarande process och Skolverkets nationella kvalitetssystem. Den tematiska analysen bygger på studiens teoretiska ramar om offensiv kvalitetsutveckling, ansvars- och uppdragsförståelse, styrning och hörnstensmodellen.   Resultatet visar att kommunens rektorer förstår den struktur som används för det systematiska kvalitetsarbetet. Däremot är rektorernas uppfattning om vad det systematiska kvalitetsarbetet syftar till olika. Dokumentstudien visar även den att strukturen för hur arbetet ska fortlöpa är tydlig medan arbetets resultat inte presenteras. Processkartorna visar även att det inte är så stora skillnader mellan de olika processerna utöver att det nationella kvalitetssystemet kan stärka myndigheternas kontroll över huvudmännen.     I slutet presenteras ett implementeringsförslag i fyra steg som innehåller rekommendationer förslag på vidare utredning. Det presenteras även förslag på vidare forskning som behandlar möjligheter till benchmarking samt organisationskultur kring medarbetares engagemang till att medverka i förbättringsarbeten. / An essential part of the school's work is the systematic quality work that aims to visualize equality and quality within the school organization. Studies and reports from both the municipality of Västerås and the Swedish Schools Inspectorate indicate deficiencies in equality linked to leadership and understanding at the municipality and unit levels. Therefore, the purpose of this case study is to strengthen the systematic quality work within Västerås municipality at the municipality level. The study employs a deductive approach and a qualitative research strategy primarily based on a document study of Västerås municipality's processes, the Swedish National Agency for Education's documentation, and governmental requirements, as well as surveys of principals using the letter method. The study's results are analyzed through thematic content analysis and process mapping of Västerås municipality's systematic quality work and the national quality system. Process mappings are compared to identify similarities and differences between Västerås municipality's current process and the Swedish National Agency for Education's national quality system. The thematic analysis is based on the study's theoretical frameworks of proactive quality development, understanding of responsibility and mission, governance, and the cornerstone model.   The results show that the municipality's principals understand the structure used for systematic quality work. However, there are differing perceptions among principals regarding the purpose of systematic quality work. The document study also reveals that while the structure for how the work should proceed is clear, the results of the work are not presented. Process maps also indicate that there are no significant differences between the various processes except that the national quality system can strengthen governmental control over the municipalities.   In conclusion, an implementation proposal is presented in four steps, including recommendations and suggestions for further investigation. Additionally, proposals for further research are presented, focusing on benchmarking opportunities and organizational culture regarding willingness and engagement in improvement efforts.
