An exploratory analysis of the response of urban police to labor radicalism

Social scientists examining the police role have typically assumed that the individual police officer or department is relatively free to implement social policy as he/she or it sees fit. This assumption is reflected in many police studies which stress the importance of police chiefs, police discretion, and police personalities as being the decisive factors in police behavior. A more tenable approach to studying the police would be to examine police behavior in terms of the place of the police in class conflict. This approach would focus mainly on how conditions outside of police organizations have shaped police response. To date there have been few attempts to systematically collect and analyze data on the police role in any kind 0f class conflict. A potentially rich area of study involves the police response to the pitched battles fought between labor radicals and the dominant political and economic interests. Two key empirical issues in this area are: 1) What do the police do in times of worker rebellion and revolution? and 2) Why do they act the way that they do? These type of queries have rarely been subjected to critical examination. Such a task was undertaken in this dissertation. More specifically, this dissertation was an exploratory study of the response of the urban police to labor radicalism. The purposes of the inquiry were to develop a conceptual framework that allowed for a more precise examination of police response than is currently feasible and to apply the framework in a comparative analysis of the responses of the city police in Portland, Oregon and Seattle, Washington to radical labor unrest during the period of 1912-1920. An exploratory approach was necessary because the theoretical work pertaining to police response is not sufficiently developed yet to generate rigorous hypotheses for testing. Additionally, the literature on this subject is limited and widely spread about in articles and books in the fields of labor history, policy history, urban history, criminology and criminal justice; these studies have yet to be combined into a single conceptual scheme. Hence, it was imperative to first systematize the knowledge of the area and to formulate "working" propositions; this made it possible to then conduct a more definitive investigation of the cases of the Portland and Seattle police. The product of this approach is a dissertation in three main parts. In part one, a theoretical frarrework is explicated for the analysis of the police response to labor radicalism. The second part consists of an empirical study of the response of the Seattle and Portland police to the protest and unrest of labor radicals in 1912-1920. Finally, in the concluding section, the theoretical concepts and propositions in the first part of the dissertation are checked in terms of their applicability to the empirical data in the second part.

"A White Issue": Examining Racial Equity Efforts in a Predominantly White Seattle High School

My project explores the ways in which racial equity is addressed in a predominantly white school, through a study of Washfield High School in Seattle, WA. Through semi-structured interviews with three administrators, six teachers and two alumni, I examine themes including the prominence of blackness, segregation, curricular strategies, differential expectations across races, campus efforts and leadership. Through this study, I focus on the role that predominantly white schools have in increasing racial equity in education.

This thesis analyzes the Seattle and Winnipeg general strikes of 1919, and represents them as two analogous ideological struggles for national hegemony in the post-First World War period. It argues that a comparative analysis of the pro- and anti-strike press during these two strikes reveals that the “form” of nationalism enveloped the “content” of each group’s ideological foundations, conceptions of class, and conceptions of justice, and that this “content” – when extracted from its national “form” – reveals a shared sense of progressive vision among the two groups of strikers, and a shared sense of conservative vision among their opponents. / Graduate / 0578 / 0615 / vanmull@unbc.ca

The politics of racial integration in the Seattle Public Schools: Discourse, policy, and political change, 1954-1991

Search the library catalog for the location and call number. / This study examines the role of narrative in racial integration politics in the Seattle Public Schools between 1954 and 1991. In 1978, the Seattle School District in coalition with civic actors implemented a mandatory student assignment desegregation policy, "The Seattle Plan," without a court order. A decade later, another similar coalition of actors came together to shift desegregation policy towards a "controlled choice" method of student movement. In 1991, with the support of the newly elected Democratic mayor, the foundation of desegregation was dismantled. In Seattle, the shifts in desegregation conflicts can be explained as the transposition of certain arrangements of ideas into policy and the concurrent shift in the arrangement produced by new alignments of actors able to find enough common ground to coalesce and make policy. This dissertation explores the complexity of ideas about racial equality and the oftentimes-surprising arrangements actors created. I analyze the way elected, elite, and non-elite actors at the local level talked about, interpreted, and re-interpreted questions of racial segregation, equality, and the role of the public schools and explore the amalgamations of ideas about race and schools that explain the unique development of policy in Seattle with a way to account for change relying on micro-political developments. I examine the discursive arrangements generated within these conflicts, the coalitions built around these ideas, and how the ideas were implemented as policy. Problems of Transportation Planning During Winter Storms in Portland, Oregon, and Seattle, Washington: A Comparative Study

abstract: Winter storms decrease the safety of roadways as it brings ice and snow to the roads and increases accidents, delays, and travel time. Not only are personal vehicles affected, but public transportation, commercial transportation, and emergency vehicles are affected as well. Portland, Oregon, and Seattle, Washington, both suffer from mild, but sometimes extreme, storms that affect the entire city. Taking a closer look at the number of crashes reported by the City of Portland and the City of Seattle, it is seen that there is an increase in percent of crashes with reported road conditions of snow and ice. Both cities appear to have nearly the same reported crash percentages. Recommendations in combating the issue of increased accidents and the disruption of the city itself include looking into communication between the climate research institution and city planners that could help with planning for better mitigation during storms, a street or gas tax, although an impact study is important to keep in mind to make sure no part of the population is at risk; and engineering revolutions such as Solar Roadways that could benefit all cities. / Dissertation/Thesis / Masters Thesis Urban and Environmental Planning 2015
