An analysis of the declared and undeclared reasons for the Second Gulf War

The dissertation aims to explore the declared and the alleged undeclared reasons for the Second Gulf War (2003), against the background of the 11 September 2001 terrorist attacks in the US. To achieve the aim of the study, the research commenced with a conceptual framework of the causes, reasons and motives for war. The framework not only identifies the various type of wars, but also distinguishes between the general causes of, and specific reasons for war within the context of realist, liberal and conservative theories. To analyse the context of the 2003 US-led war with Iraq, the study explores the reasons why Iraq invaded Kuwait in 1990, and how this invasion ultimately resulted in the US participation in the 1991 Gulf War against Iraq. Following from this, the study identifies certain reasons/factors emanating from the 1991 Gulf War that may have influenced the US decision-making process in the lead up to the 2003 war against Iraq. Mainly, the study explores the three declared reasons for the war as well as the intelligence failures by the US and the UK intelligence agencies, especially the incorrect assessments of Iraq WMD capabilities and related programmes, which consequently resulted in the US-led campaign against Iraq. Although most of the declared US reasons of Iraq’s alleged WMD and its alleged links to Al Qaeda could not be substantiated, the study argues that these were important factors in building a case for the war. Lastly, the study explores the alleged undeclared reasons for the Iraq war, and suggests that oil seems to have been an important factor which led the US to war. Japan and United Nations peacekeeping : foreign policy formulation in the post-Cold War world

This thesis investigates Japan's contribution to United Nations (UN)-sponsored peacekeeping operations (UNPKO) by locating sources of activism and passivism in Japan's foreign policymaking process. In particular, it examines the influence of factors, such as Japan's traditional post-W.W.II commitment to pacifism, its relationships with the US and its East Asian neighbours, and the role of the UN. The introduction provides a broad overview of the remit of the thesis as well as clarifying its ontological commitments and justifying the topics of focus, Japan and the UN. Chapter One constructs a detailed theoretical approach to this topic by rejecting traditional realist, liberal, and Marxist interpretations of international politics and, instead, highlighting the study of norms in international society. Chapter Two centres on the topic of UN peacekeeping operations and explains how this practice has become a norm of international society. Chapter Three introduces the topic of Japan's foreign policy by examining traditional approaches and interpretations. It also utilises the approach outlined in Chapter One and examines Japan's contribution to PKO from the time of admission to the UN in 1956 through to the eve of the outbreak of the Second Gulf War. Chapter Four looks at Japan's response to the Second Gulf War from the financial contribution through to the legislation adopted to facilitate the despatch of the Self-Defence Forces (SDF). It demonstrates the initial power of traditional norms in shaping policy and how this changed with the rise of the influence of the UN. Chapter Five takes the first despatch of the SDF to Cambodia as its case study and reveals how the traditional norms of domestic-rooted pacifism and the opposition of East Asian nations to Japanese re-militarisation continued to be eroded. Chapter Six looks at the most recent of the SDF's despatches to Mozambique, Rwanda and the Golan Heights and demonstrates the continued influence of the US as well as the consolidated power of the UN, in contrast to the declining influence of pacifism and Japan's East Asian neighbours. Taking this empirical investigation into account, the conclusion reappraises the importance of norms in Japan's foreign policy making process, and highlights the influence of the UN.

Reintegration of the Iraqi military in post-conflict era

Approved for public release; distribution is unlimited / A historical analysis of the Iraqi military suggests that certain actions should be taken if the state building process of the United States led coalition is to be successful. The fulcrum of power in Iraq has always been the internecine ethnic, religious, and tribal relationships and interactions. This thesis studies the recently constructed security structure of Iraq, particularly the new Iraqi Armed Forces, by focusing on likely influences of the ethnic and sectarian factions and social structure of the country on security and reconstruction/reintegration of the new Iraqi Military. The thesis brings into sharp focus a singular fact that the military of Iraq has always been used in one way or another against one section of the population or another by the prevailing political power using the time-honored virtues of patronage and corruption. The use of the military in Iraq as an internal political tool more than anything else contributed to the lack of national identity, the prerequisite for a sound military structure. The thesis presents some situational operating methodologies that if followed should provide a structurally sound modern Iraqi military rather than a supernumerary police force. The recommendations would not only provide a military as a strong basis for national unity and identity, but they would create a military contributing to regional stability. / Major, Turkish Army

「情報」與「決策」存在著高度的密切關係,「情報」正確而及時則相對提高「決策」的正確性;反之,則降低「決策」的正確性。但同一個「情報」對不同的個人而言,會產出不同的「決策」結果,此即是「決策」不僅與「情報」有關,亦與個人的「認知」條件有著密切的關係。   因此,本文透過孫子兵法「情報」與「決策」的關係,架構出孫子的決策邏輯與位階性,再以此建構出情報決策「象限理論」,企圖系統性地解釋「情報」條件與決策者「認知」條件的複雜關係,並藉由第二次美伊戰爭的決策過程作為例證,說明導致決策錯誤的重要因素。並由「象限理論」中第一象限區域,及美伊戰爭決策缺失中,檢討並演繹出「國家安全決策新思維」,文中指出一個專業且中立的情報機關,除了要提升情報信息的客觀性外,更要避免、改變決策者先入為主的錯誤認知。經由本文所提出的「象限理論」、「決策方程式」、「個案分析」、「國家安全決策新思維」,將有助於瞭解並加速決策產出的質量與效能,進而有利於優質決策的產出。 / There is highly relationship between intelligence and decision-making. The correct and on time intelligence will make a good policy; but the wrong or slow intelligence will make a bad policy, on the contrary. The same intelligence for different individuals will result in different decision-making, which means decision-making has high relationship with intelligence and personal cognition. For this reason, this article constructs The Quadrangular Theory of Intelligence and Decision-making based on The Art of Sun-tzu theory, to explain the complicated relation between intelligence and personal cognition, as well as to state the important factor which leads to the wrong decision-making in the Second Gulf War. This article also point out an important concept: the professional and intelligence agencies will not only improve the objectively intelligence, but also will avoid policymaker's prejudiced cognition. The Quadrangular Theory of Intelligence and Decision-making will help to understand the whole situation and accelerate the high quality and high efficiency decision-making process.

Diploma thesis "Changing of a Media Coverage of the Iraq War ("Second Gulf War") in a Czech press in the Period 2003-2008" deals with news media position and their activities during the Second Gulf War. The goal of the thesis is to explain the media power during the public opinion influencing. This is the reason why the theoretical part of the thesis deals with a propaganda, agenda-setting function of the mass media and media framing. The Iraq war was the reaction to the September 11th 2001 events and president Bush claimed the war against global terrorism. This is the reason why the thesis deals with sociology of terrorism and connection of terrorism and the news media. Influencing of a public opinion deals with an extensive propaganda campaign of the USA and the UK politics in connection with an agenda-setting function of the mass media by political and media agendas. The goal of the analytical part of the thesis is to find media framing in Czech daily newspapers called Mladá fronta Dnes and Lidové noviny. Quantitative and qualitative research combination is focused on the Second Gulf War changing of media coverage during the six year period started by the allied invasion to the Iraq and ending by George Bush leaving a presidency.
