"Hur vet vi att det vi gör hjälper?" : En kvalitativ studie om fältsekreterares brottsförebyggande arbete

The aim of the study is to investigate how field secretaries work preventively against juvenile delinquency. The study also intends to investigate how field secretaries interact with other societal actors in their work. Field secretaries meet adolescents in their natural context and thus have the opportunity to create relationships within youth arenas. The basis of preventive work is important for adolescents to be established in society, which can thus counteract criminal development. The data collection method used is semi-structured interviews. The empirical data consists of six field secretaries from Sweden, the empirics have been transcribed and been analyzed by using two theories. The theories for the study are stamp theory and systems theory. Stamping theory has provided an understanding of how stamping processes can advance continued crime. System theory has instead illustrated interaction between different systems and how it affect the individual. The results of the study show that field secretaries do not use a specific way of working to prevent juvenile delinquency. The opportunities that field secretaries find with their work are about their accommodating approach and encouraging adolescents to use their abilities, while one of the challenges is that they do not know if it prevents delinquency. The results also highlight the importance of collaboration to be able to work preventively.

The purpose of this study was to develop an understanding of how social secretaries in childwelfare service (CWS, in swedish BoF) work with children with symptoms ofneurodevelopmental disorder (NDD, in swedish NPF) and how they experience that the longcare queues at Child and Adolescent Psychiatric Services (CAP, in swedish BUP) affect theirwork. The empirics were collected through six semi-structured interviews with socialsecretaries from CWS in six different municipalities in a county in Sweden. The empirics wereanalyzed through a qualitative content analysis, and the professional logic has been used as atheoretical framework in the analysis of the results. In summary, the study showed that thesocial secretaries felt that they often came into contact with children with NDD problems. It isfurther explained that, based on their area of responsibility, they handled different problems inthe child's social situation. The results also showed that social secretaries experienced that theyhad many different opportunities to handle these children's social situation. However, the socialsecretaries wanted more alternatives of interventions directly to the child and that they couldwork more preventively and less in an emergency situation. The social secretaries' workclimate, workload and cooperation between the two organizations are some examples of areasthat the results showed were negatively affected by the care queues for CAP. One conclusionwas that social workers did not experience working differently with children with suspected ordiagnosed NPF, in comparison with other children. Their work was instead guided by the child'sneeds. Another conclusion is that the social secretaries had different experiences about how thecare queues affected their work. The results of the study provided valuable experiences fromthe social secretary and invited further studies of the staff on CAP's experiences, in order tothen solve the problem areas that are also highlighted in the study. / Syftet med denna studie var att utveckla förståelsen för hur socialsekreterare på Barn-ochfamiljeenheten (BoF) arbetar med barn med misstänkt eller diagnostiserad neuropsykiatriskfunktionsnedsättning (NPF) samt hur de upplever att de långa vårdköerna till Barn- ochungdomspsykiatrin (BUP) påverkar deras arbete. Empirin insamlades genom sexsemistrukturerade intervjuer med socialsekreterare på BoF i sex olika kommuner i ett län iSverige. Empirin analyserades genom en kvalitativ innehållsanalys, och den professionellalogiken användes som teoretisk utgångspunkt vid analys av resultatet. Sammanfattningsvisvisade studiens resultat att socialsekreterarna upplevde att de ofta kom i kontakt med barn medNPF-problematik. Vidare förklarades att de utifrån sitt ansvarsområde hanterade olika problemi barnets sociala situation. Resultatet visade även att socialsekreterare upplevde sig ha mångaolika möjligheter att hantera dessa barns sociala situation. Socialsekreterarna önskade dock fleralternativ av insatser direkt till barnet och att de kunde arbeta mer förebyggande och mindre iett akut läge. Socialsekreterarnas arbetsklimat, arbetsbelastning och samarbetet mellan de tvåorganisationerna var några exempel på områden som resultatet visade påverkas negativt avvårdköerna till BUP. En slutsats var att socialsekreterare inte upplevde sig arbeta annorlundamed barn med misstänkt eller diagnostiserad NPF, i jämförelse med andra barn. Deras arbetestyrdes istället utifrån barnets behov. Ytterligare en slutsats är att socialsekreterarna hade olikaupplevelser om hur vårdköerna påverkade deras arbete. Studiens resultat gav värdefullaupplevelser från socialsekreterare och inviterade till vidare studier av personalen på BUP:supplevelser, för att sedan lösa de problemområden som också har lyfts i studien

村里基層行政人員民主價值觀與行政裁量之探析 / Exploring the Democratic Values and Discretion of Street-level Administrators in Village/Li

村里基層行政人員是執行政策的主要行動者,其業務執行的判斷與裁量行為將影響民眾的權利,其對民主價值觀的認知,則左右其行政行為態樣。本研究的主要目的是欲探討民主化後的台灣,村里基層行政人員的民主價值,並找出影響因素。同時,探討村里基層行政人員是否因為民主價值的差異,而對於裁量行為有不同偏好。本研究使用2007年國科會計畫『填補「公民參與」研究脫落的環節—基層公務人員對公民參與態度的初探』所收集的量化資料。在分析961位村里基層行政人員所填答的問卷資料後,發現多數村里基層行政人員具中等程度的民主價值,其中村里幹事更達八成以上。主要影響民主價值差異的因素,是村里基層行政人員的年齡與教育程度。在裁量的偏好方面,多數受訪者傾向依法行政,民眾需求居次。主要解釋變異的因素是村里長與村里幹事間職責的差異,導致其偏好不同的裁量原則。因為村里長與村里幹事在民主價值以及裁量類型方面有許多的不同,而村里層級又是民主機制運作的第一線,因此應強化村里基層行政人員的民主價值。本研究建議政府應當建立村里長的培訓課程,以提升其對民主機制的認識與涵養,確保民眾的利益。 / Street-level administrators in Village/Li are the main actors for policy implementation. Their discretionary behaviors will affect the rights of citizens and such behaviors are profoundly influenced by their belief in democracy. The purpose of this thesis is to explore the democratic values of Village/Li Chiefs and Secretaries in Taiwan, and to find out the influential factors of democratic values. Further, this thesis discusses the extent to which their democratic values affect the preference of discretionary behaviors. The data used in this article are from the research sponsored by the National Science Council of the Executive Yuan; which conducted 961 face-to-face interviews with Village/Li Chiefs and Village/Li Secretaries in Taiwan in early 2007. This study finds that the majority of street-level administrators and 80% of Village/Li Secretaries have moderate democratic values. Statistical analysis indicates that age and education have critical influence on democratic values. With regard to their preference of discretionary behaviors, most respondents make decision mainly based on the enactments, and the need of citizens is secondary concern. The crucial factor to explain the variation is the difference on duties between Village/Li Chiefs and Secretaries. Consequently, the preference of their discretionary behaviors is diverse. Because of such divergence and the crucial role of street-level administrators in service delivery and grass-root democracy, this study suggests that the government should provide training programs to enhance the democratic values of Village/Li chiefs in particular and street-level administrators in general.

Children who experience violence is one aspect of the work of social secretaries and is a complex assignment in their work. The purpose of this essay has been to understand how social secretaries describe their work within their discretion on children who experience violence. More specifically focus has been on cases where there is a lack of consent to voluntary interventions according to the Social Services Act and when compulsory care is not possible. Previous research about this specific situation is limited which makes this study necessary. The questions of this study had a focus on how social secretaries use their discretion in these cases, which challenges they meet in their work and also their reasoning on today´s legislation regarding children who experience violence. The method of this study has been qualitative semi-structured interviews with five social secretaries in three different municipalities in Sweden. Our results have been analysed with previous research and two theoretic starting-points, discretion and caring power. This study shows that knowledge about children who experience violence is an important part in the work of social secretaries and is a crucial factor in children’s right to protection. It also shows that parental rights to refuse interventions is a major aspect that prevents the possibilities of social secretaries to protect children who experience violence which the social secretaries describe as a difficult challenge. Another difficult challenge described was when parents deny that their children are experiencing violence and there is a lack of proof in the same time. The social secretaries in this study expressed a wish to have a possibility in the law to force parents of children who experience violence to receive interventions even though there is a lack of consent.

The study examines family law secretaries’ descriptions of working with parents and children in matters of custody, residence and contact. In addition, the study intends to shed light on the activities that family law secretaries work with, as well as examine the family law secretaries’ descriptions of the interpersonal meeting between a client and a person in authority. The study is based on semi-structured interviews with seven family law secretaries in southern Sweden. The collected data has been analyzed using a thematic analysis. The study’s theoretical premises are based on Yeheskel Hasenfeld’s human service organizations, Michael Lipsky’s street-level bureaucrats, power according to Michel Foucault and the concept of empowerment. By investigating the family law secretaries’ descriptions of the purpose of the activities informational dialogue, collaborative talks and contract, it emerges that the family law’s ambition is to, as far as possible, prevent parental conflicts from leading to disputes in court. Throughout, family law secretaries highlight the importance of a children's law perspective where the best interests of the child should be taken into account based on the individual and his or her situation. Furthermore, there is a common perception among all family law secretaries regarding the dilemma they face as representatives of an organization and fellow human beings. They describe how they have both a little and a large amount of power at the same time, something that has an impact on the room for action of the family law secretaries. In the study’s discussion reasoning is carried out using previous research and the study’s theoretical premises. Among other things it is discussed how the family law secretaries need to take into account factors at both individual, group and societal level, when it comes to working with families. / Studien undersöker familjerättssekreterares beskrivningar av att arbeta med föräldrar och barn i frågor kring vårdnad, boende och umgänge. Dessutom avser studien att belysa de aktiviteter som familjerätten arbetar med samt undersöka familjerättssekreterarnas beskrivningar av det mellanmänskliga mötet mellan klient och myndighetsperson. Studien bygger på semistrukturerade intervjuer med sju familjerättssekreterare i södra Sverige. De insamlade data har analyserats med hjälp av en tematisk analys. Studiens teoretiska utgångspunkter bygger på Yeheskel Hasenfelds människobehandlande organisationer, Michael Lipskys gräsrotsbyråkrater, makt enligt Michel Foucault samt begreppet empowerment. Genom att undersöka familjerättssekreterarnas beskrivningar av syftet med aktiviteterna informationssamtal, samarbetssamtal och avtal framkommer att familjerättens ambition är att så långt det är möjligt förhindra att föräldrars konflikter leder till tvister i domstol. Genomgående belyser familjerättssekreterarna vikten av ett barnrättsperspektiv där barnets bästa bör beaktas utifrån den enskilde individen och dennes situation. Vidare förekommer en gemensam uppfattning bland samtliga familjerättssekreterare kring det dilemma de står i som organisationsrepresentant samt medmänniska. De beskriver hur de har lite och mycket makt på samma gång, något som får en inverkan på familjerättssekreterarnas handlingsutrymme. I studiens diskussion förs ett resonemang med hjälp av tidigare forskning och studiens teoretiska utgångspunkter. Det diskuteras bland annat hur familjerättssekreterarna behöver ta hänsyn till faktorer på både individ-, grupp- och samhällsnivå när det kommer till arbetet med familjerna.
