Le Sénat de la IIIème République de Pologne est une institution restaurée en 1989. Elle faisait alors partie d’un compromis conclu dans les négociations de la Table ronde, devenant ainsi un symbole fort de la démocratisation de la Pologne. Pourtant cette seconde chambre polonaise a vite perdu sa légitimité originelle. En outre, le bicamérisme polonais manque d’une vision cohérente. Le Sénat est donc continuellement en quête d’une mission.Ce travail propose de porter un regard nouveau sur le Sénat polonais, en adoptant une approche compréhensive focalisée sur ses membres, les sénateurs. L’analyse de leurs stratégies de légitimation, effectuée à partir d’un important corpus de discours, montre que les sénateurs emploient des arguments qui renvoient à la fois à l’origine aristocratique de ce corps parlementaire et à la genèse démocratique du Sénat après 1989. A travers la combinaison paradoxale de ces deux registres contradictoires, ils tentent de contribuer à leur propre légitimation et celle de leur institution. Dans le cadre de cette approche, le métier sénatorial est également soumis à une analyse sociologique. D’abord, l’activité des sénateurs est analysée dans son homogénéité pour passer ensuite à l’examen des rôles parlementaires. / The Senate of the Third Republic of Poland is an institution restored in 1989. It was then a part of the compromise reached in the negotiations of the Round Table, becoming a sign of the democratization of Poland. Yet, this Polish second chamber quickly lost its primary legitimacy. In addition, the Polish bicameralism lacks of a coherent vision. Thus, the Senate is continually in search of a mission.This work proposes to take a new look at the Polish Senate, adopting a comprehensive approach focused on its members, senators. Analyses of their legitimization strategies performed from an important speech corpus shows that senators employ arguments referring to both the aristocratic origin of this parliamentary body and democratic genesis of the Polish Senate after 1989. By the paradoxical combination of these two contradictory records, they attempt to contribute to the legitimization of themselves and their institution. Under this approach, the Senate activity is examined as well. First, the activity of senators is analyzed in its homogeneity and second, their parliamentary roles are considered.

O argumento do trabalho entende que a caracterização do Senado enquanto recinto de políticos experientes encontra importantes variações, sugerindo uma maior heterogeneidade e permeabilidade política da casa. Num primeiro momento será posto à prova a face senhorial do conjunto dos senadores ao que se refere à longevidade política e partidária. Posteriormente a meta passa a ser o teste de hipóteses que permitam compreender o surgimento de diferentes perfis. Os dados foram organizados em torno das dimensões da composição sócio-ocupacional e da carreira política e serviram a dois movimentos analíticos. Em primeiro lugar, uma análise desagregada por unidade da federação que, além de captar importantes diferenças observadas entre as bancadas estaduais, registra o impacto da competição sub-nacional na configuração dos perfis dos senadores. Em segundo lugar, uma análise dos dados agregados serviu para uma comparação entre os padrões de composição sócio-ocupacional e de carreira política dos senadores com o universo dos deputados federais do mesmo período, de onde se chegou ao exame de algumas hipóteses disponíveis sobre a composição da classe política do Congresso Brasileiro. Dentre três hipóteses testadas, o universo dos senadores permitiu que se confirmasse uma e se refutasse duas outras. Portanto, tal como na Câmara dos Deputados, a existência de bases sociais distintas de recrutamento político entre das bancadas ideológicas da esquerda, centro e direita também se verifica para o Senado. Entretanto, diferentemente do que se observou nas eleições mais recentes para a Câmara Baixa, a ocorrência de uma incipiente "popularização" da classe política brasileira no período mais recente da democracia brasileira não se observou, indicando que o Senado exerce maiores dificuldades para esse tipo de processo sócio-político. Por fim, o escopo ou volume de carreira política observada entre os deputados federais é muito diferente daquele visto entre os senadores, que são políticos com uma experiência política prévia muito mais substantiva / Abstract: This thesis presents a survey of the socio-political profile of the senators elected in the six latest elections for the upper chamber of Brazilian parliament. It covers the parliamentary elite that has occupied the Senate during the recent democratic period. Data were organized around the dimensions of the socio-occupational composition and political career and they served for two main analytical lines. First, an analysis state by state, which not only shows important differences observed between groups of parliamentarians of each state, but also registers the impact of sub-national competition in the configuration to the senators' profiles. Second, an analysis of aggregated data served for comparison between the patterns of socio-occupational composition and political careers of the senators with those of the deputies elected in the same period. The comparison led to the scrutiny of three hypotheses about the composition of the political class occupying Brazilian National Congress. One of these hypotheses was confirmed and two were refuted. The existence of distinct social backgrounds of political recruitment between distinct ideological (left, centre and right) groups of parliamentarians was verified for the Senate as well as for the Chamber of Deputies. However, differently from what was observed in the recent elections for the lower chamber, an incipient "popularisation" of the Brazilian political class could not be observed for the upper chamber. This fact indicates that the Senate presents more obstacles for this type of socio-political process. In the Chamber of Deputies as Draft Law Nº 8.035/2010, in the period from 2010 to 2012, returning in 2014 to final analysis, and in the Federal Senate as Draft Law Nº 103/2012, in the period from 2012 to 2014, until it is sanctioned by President Dilma Rousseff, in Law Nº 13.005/2014. Throughout the almost five years of the Proceedings of the Law, much was discussed about Education in the Brazilian National Congress, entering as a list of the Speeches of Deputies and Senators, many in the Commissions in which the Draft Laws were appreciated, as well as in the Sessions Legislative Plenaries of the Chamber of Deputies and the Federal Senate. This research, therefore, aimed to answer the following problem: What are the predominant trends on the conception of Education underlying the speeches of Deputies and Senators of the National Congress, from 2010 to 2014? In order to respond to the problem, two specific objectives were defined: a) To understand the relationship between the State, Social / Educational Policy and the Draft Law Nº. 8.035 / 2010 and Draft Law Nº 103/2012 in the Brazilian National Congress ; b) to analyze the predominant tendencies of the conception of Education underlying the Discourses of Deputies and Senators of the National Congress, from 2010 to 2014. It is a Documentary Research in which the selection of the sources occurred through the access to the Discourses available in the site of the Chamber of Deputies, speeches and shorthand notes from 2010 to 2012 and 2014, and the Federal Senate, Federal Senate Diary, from 2012 to 2014, which correspond to the process of Draft Law. As a result of the analysis of the content of the speeches of the Deputies and Senators two objectives were obtained: Education and Economic Development and Work, Work and Poverty. With this, it can be concluded that it is a predominantly educational trend that underlies the Speeches of Deputies and Senators and liberals, having a relationship with an Economic and Social Development and Social Development, among other categories: Quality, Competitiveness, Productivity, Workforce Qualification, Eradication / Combating Poverty / Inequalities / Poverty, an Inclusion / Insertion / Social Rise, Social Justice / Dignity / Citizenship, Research / Science / Technology / Innovation. / O Plano Nacional de Educação – PNE (2014-2024) tramitou no Congresso Nacional Brasileiro durante os anos de 2010 à 2014. Na Câmara dos Deputados como Projeto de Lei N° 8.035/2010, no período de 2010 a 2012, retornando em 2014 para análise final, e no Senado Federal como Projeto de Lei N° 103/2012, no período de 2012 a 2014, até ser sancionado pela Presidenta Dilma Rousseff, Lei N° 13.005/2014. Ao longo dos quase 5 anos de tramitação dos Projetos de Lei, muito se discutiu acerca da Educação no Congresso Nacional Brasileiro, entrando como pauta dos Discursos de Deputados e Senadores, tantos nas Comissões em que os Projetos de Leis foram apreciados, bem como nas Sessões Legislativas Plenárias da Câmara dos Deputados e do Senado Federal. Esta pesquisa, portanto, teve o intuito de responder ao seguinte problema: Quais são as tendências predominantes sobre a concepção de Educação subjacente aos Discursos dos Deputados e Senadores do Congresso Nacional, no período de 2010 a 2014? Para responder ao problema, delimitou-secomo objetivos específicos: a) Compreender a relação entre o Estado, a Política Social/Educacional e a tramitação do Projeto de Lei Nº 8.035/2010 e do Projeto de Lei Nº 103/2012 no Congresso Nacional Brasileiro; b) analisar as tendências predominantes da concepção de Educação subjacente aos Discursos dos Deputados e Senadores do Congresso Nacional, no período de 2010 a 2014. Trata-se de uma Pesquisa Documental em que a seleção das fontes ocorreu no site da Câmara dos Deputados, Discursos e Notas Taquigráficas em 2010, 2012 e 2014, e do Senado Federal, Diário do Senado Federal,de 2012 a 2014, períodos que correpondem ao processo de tramitação dos Projetos de Lei. Como resultado da análise do conteúdo dos Discursos dos Deputados e Senadores obteve-se dois eixos: Educação e Desenvolvimento Econômico e Educação, Trabalho e Pobreza. Com isso, pode-se concluir que a tendência predominantemente de Educação subjacente aos Discursos dos Deputados e Senadores é liberal, cuja relação entre a Educação e o Desenvolvimento Econômico e Socialenvolveu, dentre outras categorias: a Qualidade, a Competitividade, a Produtividade, a Qualificação da Força de Trabalho, a Erradicação/Combate da Miséria/Desigualdades/Pobreza, a Inclusão/Inserção/Ascensão Social, a Justiça Social/Dignidade/Cidadania, a Pesquisa/Ciência/Tecnologia/Inovação.

The President's Influence on Congress: Toward an Explanation of Senators' Support for Presidents Carter and Reagan

This study examines the possible effect of the president's vote totals in states on Presidents Carter's and Reagan's support among senators. Using senators' Congressional Quarterly (CQ) presidential support scores as the dependent variable, this paper hypothesizes that Carter and Reagan's support is significantly and positively related to their electoral success in that Senator's state for the years 1977 through 1988. Several control variables are included to help explain support. There is qualified corroboration for the hypothesis that senator's presidential support scores are significantly and positively related to the president's electoral success for specific administrations and for specific-party senators, although not for the original hypothesis that aggregated the period 1977 to 1988.
