An analysis of service delivery protests and their implications on the economic stability of Musina Municipality: 2007-2014

MA (Political Studies) / Department of Political Studies / The adoption of the constitution in 1996 has opened a new era of establishing a local government system that recommended that municipalities be established for the whole territory of the republic of South Africa. The white paper on “Local Government adopted by Cabinet in March 1998 outlined framework and programmes to guide municipalities to commit to work with citizens and groups within the communities to find sustainable ways to meet their social, economic and material needs to improve the quality of their lives”. Since 2007 epidemic service delivery protests started to be a national problem where 80 percentages of service delivery protests between the periods of 2007-2014 were violent. For instance, Musina Municipality experienced violent service delivery during the period of 2007-2014 where its properties, economy and people’s lives were in stake. Therefore, this study was driven by the need to analyse the implications of service delivery protests on the economy of Musina Municipality. A qualitative method approach to investigate the problem of service delivery protests implications on stability and economy in Musina Municipality will be used. A case study regarding service delivery effectiveness and violence used by people as a response and expression of a plea to be heard by their municipality will be investigated. / NRF

Experiences and challenges of witnesses in the witness protection programme in South Africa : guidelines for coordinated service delivery developed from a social work perspective

Modern society is increasingly threatened by organised crime. Crime undermines democracy and causes harm to the general functioning of a country and the quality of life of its citizens. A lack of protection measures for witnesses of crime renders the criminal justice system weak and ineffective in its quest to fight crime. Witness protection programmes and the testimony of a witness play a pivotal role in the fight against organised crime, without which securing successful prosecutions becomes a daunting task. Despite the important role of witnesses in the criminal justice system, there seems to be a dearth of literature focusing on the experiences of witnesses within the South African context. The researcher was able to gain an in-depth understanding of the experiences, challenges, and coping strategies of witnesses by employing an instrumental case study design within the framework of exploratory, descriptive, and contextual research from the vantage point of witnesses and staff members in the witness protection programme in South Africa. A total number of 30 participants were recruited by means of purposive sampling. Data was collected through individual, face-to-face interviews undertaken in six provinces. Analysis of the data was conducted in line with the eight steps of data analysis proposed by Tesch (in Creswell 2009:186) and Guba’s principles of trustworthiness were employed in the verification of the data. The ethical principles of informed consent, confidentiality, anonymity, beneficence, data management, and debriefing were observed. This study drew from Caplan’s (1964) crisis theory and the coping theory by Lazarus (1993). The findings of this study revealed that there is a general lack of awareness among the communities and members of the criminal justice system about the existence of the witness protection programme in South Africa. Witnesses also expressed that they found it difficult to cope and adjust in the programme, because of challenges such as social uprooting and isolation. While some witnesses were able to adjust, some resorted to exiting the programme prematurely. Suggestions by participants towards the support of witnesses paved a foundation for the development of guidelines for coordinated service delivery in the South African Witness Protection Programme. / Social Work / D. An investigation into levels of service provided by private security officers at government printing works in Tshwane

Effective and satisfactory security service is critical to private security officers (PSOs) working in the private, state-owned and public sectors as it plays a pivotal role in improving organisational productivity and helps to promote good working relationships. When PSOs project poor attitudes, clients are seriously affected by such negative behaviour and the level of service rendered will eventually deteriorate. This study sought to understand and explore the factors that contributed to unsatisfactory services rendered by PSOs at GPW in Tshwane. The researcher utilised a nonexperimental quantitative research approach and a self-administered questionnaire survey was used to collect data. Data collected was analysed and interpreted using quantitative methods and procedures. The findings emanating from the research revealed that the levels of service rendered by PSOs at GPW in Tshwane was ineffective and unsatisfactory and various factors contributed to ineffective service delivery. Enhancing service delivery through records management in Mogale City Local Municipality

Records are essential to the efficient administration of municipalities and more critical to the facilitation of good governance, transparency and accountability. Despite this, the records management processes of many municipalities in South Africa have remained ineffective and inefficient. The study investigated the extent to which records management enhances service delivery in Mogale City Local Municipality. The objective was to determine how far sound records management goes in enhancing the public services, accountability, transparency and good governance. The study sought to address the following research questions: “What contribution, if any, does records management play in enhancing service delivery?”; “Are there any suitable standards and practices for creation and maintenance of records MCLM?”; “To what extent does records management impact on transparency and accountability in Mogale City Local Municipality?” and “Identifying the benefits derived from records management in the municipality.” The study was underpinned by the record life-cycle and records continuum models. The literature reviewed was based on themes derived from the research questions, the underpinning models and broader areas of the study. The study adopted an interpretivist paradigm, which is associated with the qualitative research approach. The study adopted a single case study design and data were collected through the use of interviews and observation. The qualitative data collected were presented and analysed in narrative description. The findings of the study revealed that there is a positive correlation between records management and effective service delivery. In conclusion, it is evident that the future well-being and quality of basic service delivery depend on the ability of the MCLM to utilise records management strategic planning processes. Records contain information that will assist the municipality in determining the required resources, and moreover, in setting or improving service standards. The records management policy in the municipality must be adhered to and practiced consistently to ensure compliance and sound records management. This affirms the need for reformed records management strategies to enable administration efficiency and improved service delivery in the municipality. / Rekords is noodsaaklik vir die doeltreffende administrasie van munisipaliteite en meer krities vir die fasilitering van goeie bestuur, deursigtigheid en verantwoordbaarheid. Ten spyte hiervan het die rekordbestuursprosesse van talle munisipaliteite in Suid-Afrika ondoeltreffend en ondoeltreffend gebly. Die studie het die mate waarin rekordbestuur die dienslewering in Mogale City Plaaslike Munisipaliteit verbeter, ondersoek. Die doel was om te bepaal hoe ver klankrekordbestuur gaan om die openbare dienste, verantwoordbaarheid, deursigtigheid en goeie bestuur te verbeter. Die studie het probeer om die volgende navorsingsvrae aan te spreek: "watter bydrae, indien enige, doen rekordbestuursspel in die verbetering van dienslewering?"; "Is daar enige geskikte standaarde en praktyke vir die skepping en instandhouding van rekords MCLM?"; "Tot watter mate het rekordbestuursimpak oor deursigtigheid en verantwoordbaarheid in Mogale City Plaaslike Munisipaliteit?" en "die identifisering van die voordele wat uit rekordbestuur in die Munisipaliteit afkomstig is." Die studie is gerugsteun deur die rekord lewe-siklus en rekords kontinuum modelle. Die literatuur is gebaseer op temas wat afgelei is van die navorsingsvrae, die onderliggende modelle en breër areas van die studie. Die studie het 'n interpretivist paradigma aangeneem, wat geassosieer word met die kwalitatiewe navorsingsbenadering. Die studie het 'n enkele gevallestudie aangeneem en data is ingesamel deur die gebruik van onderhoude en observasie. Die kwalitatiewe data wat ingesamel is, is aangebied en ontleed in narratiewe Beskrywing. Die bevindinge van die studie het getoon dat daar 'n positiewe korrelasie tussen rekordbestuur en effektiewe dienslewering is. Urbanisation and the development of informal settlements in the City of Johannesburg

Urbanisation in South African cities is a worrying phenomenon. Cities such as the City of Johannesburg are faced with a severe housing backlog. This situation could be attributed to many issues such as lack of suitable land for housing, and the existence of informal settlements. This study has been undertaken to investigate whether the interventions implemented by City of Johannesburg Metropolitan Municipality to eradicate informal settlements are effective in addressing challenges faced by informal settlement dwellers. In South Africa, informal settlement upgrading process is acknowledged as an effective means of eradicating informal settlements. In this regard, interventions to eradicate informal settlements require extensive research in order to have proposals for future policy interventions. Perceptions of parents/guardians about the effectiveness of future families programme in Olievenhoutbosch

Abstract in English, Sepedi and Zulu / The people with the greatest stake in Orphan and Vulnerable Children (OVC) interventions are the children and their parents/guardians. Unfortunately, most OVC programmes are predesigned and implemented without considering beneficiaries’ perceptions when developing solutions (ALI 2007:15). The purpose of this study was to explore and describe the perceptions of orphans and vulnerable children’s parents/guardians about the effectiveness of Future Families’ children programme in Olievenhoutbosch. This study used a qualitative, explorative and descriptive design. Thirteen parents/guardians of children registered with the Future Families were interviewed on the effectiveness of the Future Families programme using a semi-structure interview guide. The study results suggested that parents/guardians were happy with Future Families’ services and believed the programme is effective in responding to their families’ needs / Abantu abathinteka kakhulu ekungeneleni kokuphathelene nezintandane kanye nabantwana abasengcupheni (ama-OVC) ngabantwana kanye nabazali noma abaqaphi. An analysis of the policing of service delivery protests in the Free State

Text in English / The study investigated the policing of service delivery protests in South Africa with specific reference to Free State province. Failure by local governments to provide basic services to the previously disadvantaged South Africans has led to a number of service delivery protests taking place. The manner in which these protests are managed by the police in South Africa more especially the Public Order Police who are specialists in this field, raises concerns. One would perceive that the police are losing the battle in dealing with protest action for they are criticised for their brutal tactics in quelling the violence. This brutal handling of protesters dates back to the apartheid era and not much has changed contrary to the expectations of a newly formed democratic country. This therefore led to the investigation as to why the police in South Africa fail to contain such protest actions. The South African Police Services (SAPS) as it is known in a democratic South Africa employed tactics from international countries in order to introduce more professionalism in the SAPS. Although better tactics have been introduced, this did not seem to improve the situation because not only are properties destroyed but many lives are also lost through police action. The researcher conducted his investigation in the central part of South Africa in the Free State Province concentrating in the three main areas; namely Bloemfontein, Welkom and Bethlehem where the Public Order Police units are based. The investigation resulted in the researcher arriving at the conclusion that there are a number of challenges that are experienced by the SAPS when dealing with protests and the main problem identified was that of a shortage of manpower. This problem create challenges when it came to managing the number of protests taking place and exacerbated by not allowing the police to use the tactics that they were trained in. As much as we acknowledge these challenges, there are best practices that can be learnt from international countries. The crowd psychology strategies applied by the Swedish police as well as the high tolerance level of the British police, are the good practices that can be recommended in dealing with protests in South Africa. / Police Practice / M.Tech. Hierdie studie is gebaseer op die behoefte wat bestaan aan dienslewering wat regerings-departemente behoort te lewer en meer spesifiek ten opsigte van hierdie studie die diens wat die Suid-Afrikaanse Polisiediens (SAPD) lewer. Gevolglik is die primêre navorsingsdoelstelling egter om 'n evaluasie van strategiese bestuur te doen ten einde te bepaal watter bydrae en waarde dit kan hê vir die Suid-Afrikaanse Polisiediens ten einde dienslewering te optimaliseer. Hierdie studie vervul die volgende navorsingsdoelwitte:  Die waarde en belang van strategiese bestuur is bepaal,  Die waarde en belang van leierskap is bepaal,  Die waarde van organisasiekultuur is bepaal en die rol wat dit vervul ten einde dienslewering te optimaliseer. Die navorser het 'n nie-empiriese (teoretiese) navorsingsontwerp gevolg wat fokus op 'n sistematiese oorsig van nasionale media-artikels as bronne. Die navorser het vir die doeleindes van hierdie studie dokumentêre bronne, in die vorm van nasionale gedrukte media en persoonlike ondervinding gebruik as datainsamelingsmetode. Volgens Punch (2014:158) mag dokumentêre bronne vir data op verkeie maniere in die sosiale wetenskaplike navorsing gebruik word. Somige studies kan en mag moontlik totaal afhanklik wees van dokumentêre data, met hierdie data dan die fokus in eie reg. Hierdie studie het verder aanbevelings gemaak dat strategiese bestuur wel voordele inhou vir die Suid-Afrikaanse Polisiediens. Strategiese bestuur kan in enige organisasie toegepas word. Die waarde daarvan is dat organisasies wat strategies bestuur word, die eksterne invloede van die omgewing proaktief kan bestuur. Die sosio-politieke en ekonomiese omstandighede in Suid-Afrika maak beleidsaanpassings in openbare organisasies noodsaaklik as gevolg van die dinamiese verandering op hierdie terrein. Met die hulp van 'n strategiese plan kan bestuur die organisasie proaktief bestuur na gelang van wat die interne en eksterne omgewing vereis. Die lojale, effektiewe, opgeleide, doeltreffende leiers en polisiebestuurders behoort daardie beamptes te wees wat strategiese bestuur optimaal benut en daadwerklik toepas sodat doeltreffende dienslewering optimal aan die diverse gemeenskappe gelewer kan word. Dit blyk ook verder dat die strategiese bestuur en beplanningstegnieke waardevolle hulpmiddels is vir die professionele polisiebestuurder in terme van die verwesenliking van doelstellings en doelwitte van die Suid-Afrikaanse Polisiediens. Die strategiese plan (2014-2019) van die Suid-Afrikaanse Polisiediens bevat alle fokusareas wat nodig is vir sukses en die uitvoering daarvan op operasionele vlak bly die maatstaf. Daar word opsommend volstaan dat al vier geformuleerde hipoteses wetenskaplik geverifieer kon word in hierdie teoretiese literatuurstudie en dat al vier die geformuleerde hipoteses wat gestel is aan die begin van hierdie navorsing, wel aanvaar kan word vir die suksesvolle implementering van strategiese bestuur in die Suid-Afrikaanse Polisiediens ten einde dienslewering te optimaliseer. Hierdie navorsing lewer ‘n bydrae tot die kennis verwant aan ‘n meer strategiese rol van leiers om dienslewering te optimaliseer. / This study has been based on the need for service delivery by government departments and more specific for this study the service delivery of the South-African Police Service. Consequently, the primary research goal was to evaluate strategic management to establish what contribution and value it could have for the South-African Police Service to optimize service delivery. This study fulfilled the following objectives:  The value and importance of strategic management was ascertained,  The value and importance of leadership was ascertained,  The value and importance of organisational culture was ascertained and the role it fulfills to optimize service delivery. The researcher followed a non-empirical (theoretical) research design that focused on a systematic overview of national media articles as sources. The researcher for the purpose of this study used documented sources, in the form of national printed media and personal experience as data collection method. According to Punch (2014:158), documentary sources of data might be used in various ways in social science research. Some studies might depend entirely on documentary data, with such data the focus in their own right. This study further provided recommendations that strategic management have essential benefits for the South African Police Service. Strategic management can also be implemented in any organisation. The value for organisations using strategic management is actually to be able to manage the influences from the external environment proactively. It is neccessary for public organisations to adjust policy due to the changes in the socio-political and economical circumstances. Management will be able, with the strategic plan, to manage the organisation proactively with regard to the ongoing needs and changes from the external environment. The loyal, efficient, effective, trained leaders and police managers should be those officials to use strategic management optimally and implement the strategic plan so that effective service delivery can be rendered to all diverse communities. Further more strategic management and planning techniques serve as valuable support for professional police managers in terms of reaching the goals and objectives of the South African Police Service. The strategic plan (2014-2019) of the South African Police Service includes all the focus areas that are needed for success, but the executing on operational level will be the measure. Thus, in summary, the researcher accepts that the four formulated hypotheses could be verified scientifically in this theoretical literature research. All four hypotheses are accepted for the successful implementation of strategic management in the South African Police Service to be able to optimise service delivery.
