Values and moral contribute to the maintenance of women s sub-alternation to men, to the forms of political and social domination as well as to economic, patriarchal and racial exploitation. The change of this reality will depend on the development of material conditions which might enable conscious ways that will allow patterns of conscience able to target new values. To make the investigation development possible, some aims were established: to analyze the historical constitution of the human rights for women, facing the process of their violence; to identify and deepen the knowledge of the different institutional paths gone through by women which search for alternatives for domestic violence; to know how the political proposals for women have been formulated once non-violence actions are characterized; to analyze the legal procedures which involve situations of serious physical violence, characterized as domestic and gender-based violence; and to analyze the contribution of the social service in the process of formulation of the political proposal for women. In order to reach these aims, studies of women s legal rights and documents about politics for women were necessary. An exploratory investigation was carried out in the region of the big São Paulo SP and redoubled in deep inquires in the municipality of São Carlos SP. The knowledge of the proposal of politics for women, in the municipal context, involved institutions of public security, social assistance, health, Law Court and the university where the interviews were carried out, visits to the services of care to women in situations of violence, and analyses of documents / A hipótese adotada nesta tese subentendeu que a dificuldade de rompimento entre as vítimas e os agressores, nas situações de violência doméstica e de gênero tem relação com a ausência de mecanismos institucionais, que concretizem a política de atenção à mulher. Os valores e a moral contribuem com a manutenção da subalternidade das mulheres em relação aos homens, às formas de dominação política e sexual e de exploração econômica, patriarcal e racial. A modificação dessa realidade dependerá do desenvolvimento de condições materiais que possibilitem formas de consciência capazes de objetivar novos valores. Para o desenvolvimento da investigação, foram estabelecidos alguns objetivos: analisar a constituição histórica dos direitos humanos das mulheres, frente ao processo de sua violação; identificar e aprofundar o conhecimento dos diferentes espaços institucionais percorridos pelas mulheres, que buscam alternativas para a violência doméstica; conhecer como vêm se formulando as propostas de política para as mulheres nas particularidades das ações de não-violência; analisar processos jurídicos que envolvem situações de violência física considerada grave, caracterizados como violência doméstica e de gênero; analisar a contribuição do serviço social no processo de formulação da proposta de política para as mulheres. Para concretizar esses objetivos foram necessários estudos sobre os direitos humanos das mulheres, da legislação criminal e dos documentos sobre a política para as mulheres. Uma investigação exploratória foi realizada na região da grande São Paulo - SP e desdobrou-se em aprofundamentos no município de São Carlos - SP. O conhecimento da proposta de política para as mulheres, no contexto municipal, envolveu instituições de segurança pública, de assistência social, do Tribunal de Justiça e da universidade onde se realizaram entrevistas, visitas aos serviços de atenção às mulheres em situação de violência e análise de documentos
