Flowing Together: Addressing Social-Ecological Scale Mismatches for Estuary Watershed Restoration in the Whidbey Basin, Puget Sound, WA

abstract: Landscape restoration is a global priority as evidenced by the United Nations’ 2020 goal to restore 150 million hectares of land worldwide. Restoration is particularly needed in estuaries and their watersheds as society depends on these environments for numerous benefits. Estuary restoration is often undermined by social-ecological scale mismatch, the incongruence between governing units and the bio-physical resources they seek to govern. Despite growing recognition of this fact, few empirical studies focus on scale mismatches in environmental restoration work. Using a sub-basin of Puget Sound, Washington, U.S.A., I analyze scale mismatches in estuary restoration. I take a network science approach because governance networks can bridge scale mismatches. I combine quantitative social network analysis (SNA), geographic information systems (GIS), and qualitative interview analysis. Spatial network analysis reveals several areas with weak scale mismatch bridging networks. These weak social networks are then compared to ecological restoration needs to identify coupled social-ecological restoration concerns. Subsequent study investigates jurisdictional and sectoral network integration because governance siloes contribute to scale mismatch. While the network is fairly well integrated, several sectors do not interact or interact very little. An analysis of collaboration reasons disentangles the idea of generic collaboration. Among three relationship types considered, mandated relationships contribute almost 5.5 times less to perceived collaboration productivity than shared interest relationships, highlighting the benefits of true collaborations in watershed governance. Lastly, the effects of scale mismatch on individual restoration projects and landscape level restoration planning are assessed through qualitative interview analysis. Results illustrate why human-environment processes should be included in landscape restoration planning. Social factors are not considered as constraints to restoration but rather part of the very landscape fabric to be restored. Scale mismatch is conceptualized as a complex social-ecological landscape pattern that affects the flow of financial, human, and natural capital across the landscape. This represents a new way of thinking about scale mismatch and landscape restoration in complex multi-level governance systems. In addition, the maps, network diagnostics, and narratives in this dissertation can help practitioners in Puget Sound and provide proofs of concepts that can be replicated elsewhere for restoration and broader conservation sciences. / Dissertation/Thesis / Doctoral Dissertation Geography 2015

Ecotourism as a Social-Ecological System: A Case Study in Guanacaste, Costa Rica

Despite the dramatic increase in ecotourism as a sustainable development strategy over the last two decades (Honey 2008; Yunis 2000), theoretical models to interpret and evaluate ecotourism—as well as the broader field of tourism—are lacking (Farrell and Twining-Ward 2003; Weaver and Lawton 2007). Farrell and Twining-Ward (2003) call for a reconceptualization of tourism study that incorporates social-ecological systems (SES) theory. This dissertation responds by assessing ecotourism as an SES in a dryland setting, addressing the question: "What key characteristics of ecotourism increase social-ecological resilience?" The study site is Santa Rosa National Park and surrounding communities in Guanacaste, Costa Rica. Higham and Lück (2008) cite sustainability as the "ultimate goal of ecotourism" (Higham and Lück 2008, p 124); however sustainability itself proves to be a difficult concept to measure and evaluate (Cater and Lowman 1994; Dernbach 2002; Weaver 2001a). SES theory recognizes sustainability as a process rather than an end goal and identifies resilience as a key attribute (Berkes, Colding, and Folke 2003). With ecotourism as an economic strategy of nearly every developing country since the early 1990s and an increasing economic strategy in rural areas worldwide (Valaoras, Pistolas, and Sotiropoulou 2002; Honey 2008), this study investigates ecotourism through the lens of social-ecological resilience for increased sustainability. Based on a 12-month survey conducted in Santa Rosa National Park and the surrounding area, this study identifies characteristics of ecotourism that can cause different levels of resilience using indicators of increasing biodiversity, economic diversity and social capital. These relationships are represented by linked and continually changing social and ecological systems, diagramed by Holling‘s adaptive renewal cycle (Berkes, Colding, and Folke 2003; Gunderson and Holling 2002). Three research papers are included as part of this dissertation: 1) Área de Conservación Guanacaste, Parque Nacional Santa Rosa Ecotourism Study: Final Survey Results, Analysis and Recommendations; 2) Ecotourism‘s Contribution to Social-ecological Resilience: A Case Study Analysis of Rural, Dryland Ecotourism in Guanacaste, Costa Rica; and 3) Barrier-free Ecotourism? The Costa Rican Approach. Findings of this study include recommendations for ecotourism programs to increase social-ecological resilience and contribute to the sustainability of linked SESs.

Mapping social-ecological systems and human well-being : A spatial exploration of the links between people and the environment in South Africa

It has become increasingly clear that dealing with present day environmental crises requires a holistic view that takes into account the interactions of social and ecological factors across multiple spatial and temporal scales. An example of where this new paradigm is being operationalized is the study of social-ecological systems. A substantial aspect of this growing research area aims to contribute to a more comprehensive understanding of the links between social-ecological systems, the ecosystem services they generate, and human well-being. This thesis summarizes the first part of a PhD project with the overall objective of unravelling some of these linkages using a mapping approach in South Africa, a country with high levels of social and ecological diversity. In the first paper, I present an approach to mapping social-ecological systems based on different bundles of ecosystem services. Mapping social-ecological systems has so far mainly been achieved by the overlay of separate social and ecological data. Here, I identify characteristic bundles of ecosystem services and use these bundle types as a proxy for different social-ecological systems in South Africa. The emergent pattern shows three distinct and spatially coherent systems that represent an overall low, medium and high level of ecosystem service use amongst households, and differs markedly from maps based on the overlay of social and ecological datasets. This approach not only identifies areas within South Africa where people are especially vulnerable to environmental changes that negatively affect ecosystem services, but also highlights areas in which distinctly different system dynamics operate in close proximity. It is especially in those areas where systems characterized by high and low dependence on ecosystem services lie side by side that nuanced and differentiated decision-making is required to sustainably manage ecosystem services in support of human well-being across all sectors of society. In the second paper I expand on the approach pioneered in Paper I by mapping human well-being bundles in South Africa. Mapping human well-being as bundles allows us to interrogate the trade-offs between different constituents of well-being at the sub-national scale, something that is not possible when measuring human well-being based on indicators or indices that reduce well-being to a single number. This approach also enables us to perform a spatial comparison between the levels of ecosystem service use (identified in Paper I) and human well-being, which signifies an important step forward in the development of quantitative tools for the analysis of the relationship between ecosystem services and human well-being at scales between the local and the national. / Governance of ecosystem services under scenarios of change in southern and eastern Africa

Nature Routines of Children as Leverage Point for Sustainable Social-Ecological Urbanism : Connecting childhood and biosphere to design sustainable civilizations in the human habitat

Strong sustainability requires enhanced knowledge and understanding of complex social-ecological interactions, but it also implies a ‘novel’ conceptualization of the relationship between humans and nature, one in which individuals perceive themselves as embedded members of the Biosphere. The aim of this Licentiate thesis is to investigate the validity of a strategy that is centered on designing the urban green infrastructure to nurture such human-nature relationship in children’s attitudes. The research is framed by spatial cognition, conservation psychology, and social-ecological sustainability and it focuses on the validity of this strategy. Hence, the Licentiate analyzes how reoccurring experiences of nature that are situated in the everyday habitat (i.e. nature routines) affect personal human-nature attitudes and how these can be implemented as leverage points to change social-ecological systems using sustainable urbanism. Paper 1 tests the assumed link between the nature routines in Stockholm and preschool children’s development of cognitive and emotional affinity to nature. The results show that nature-rich routines over a period of four years are significantly correlated with the strength of preschooler’s affinity with nature. Paper 2 uses a mixed methods approach to evaluate changes in Connection To Nature (CTN) in 10 years olds who partake in a project of nature conservation. The results of Paper 2 show that there is an evaluative gap between theory and practice in connecting children with nature that impedes the evaluation of how children’s CTN changes over short periods of time and that impedes the creation of an evaluative framework for nature experiences. Paper 3 considers these empirical results in theorizing an approach to sustainable urban design based on social-ecological sustainability that includes CTN. In order to overcome existing limitations Paper 3 presents the concept of cognitive affordances as a theoretical tool to embed cognitive and emotional attitudes towards nature into the design of urban spaces. All combined these papers provide valid evidence that nature routines in cities, especially for children, can be a significant leverage point to enable future sustainable civilizations.

Meaning and Action in Sustainability Science : Interpretive approaches for social-ecological systems research

Social-ecological systems research is interventionist by nature. As a subset of sustainability science, social-ecological systems research aims to generate knowledge and introduce concepts that will bring about transformation. Yet scientific concepts diverge in innumerable ways when they are put to work in the world. Why are concepts used in quite different ways to the intended purpose? Why do some appear to fail and others succeed? What do the answers to these questions tell us about the nature of science-society engagement, and what implications do they have for social-ecological systems research and sustainability science? This thesis addresses these questions from an interpretive perspective, focusing on the meanings that shape human actions. In particular, the thesis examines how meaning, interpretation and experience shape the enactment of four action-oriented sustainability concepts: adaptive management, biosphere reserves, biodiversity corridors and planetary boundaries/reconnecting to the biosphere. In so doing, the thesis provides in-depth empirical applications of three interpretive traditions – hermeneutic, discursive and dialogical – that together articulate a broadly interpretive approach to studying social-ecological complexity. In the hermeneutic tradition, Paper I presents a ‘rich narrative’ case study of a single practitioner tasked with enacting adaptive management in an Australian land management agency, and Paper II provides a qualitative multi-case study of learning among 177 participants in 11 UNESCO biosphere reserves. In the discursive tradition, Paper III uses Q-method to explore interpretations of ‘successful’ biodiversity corridors among 20 practitioners, scientists and community representatives in the Cape Floristic Region, South Africa. In the dialogical tradition, Paper IV reworks conventional understandings of knowledge-action relationships by using three concepts from contemporary practice theory – ‘actionable understanding,’ ‘ongoing business’ and the ‘eternally unfolding present’ – to explore the enactment of adaptive management in an Australian national park. Paper V explores ideas of human-environment connection in the concepts planetary boundaries and reconnecting to the biosphere, and develops an ‘embodied connection’ where human-environment relations emerge through interactivity between mind, body and environment over time. Overall, the thesis extends the frontiers of social-ecological systems research by highlighting the meanings that shape social-ecological complexity; by contributing theories and methods that treat social-ecological change as a relational and holistic process; and by providing entry points to address knowledge, politics and power. The thesis contributes to sustainability science more broadly by introducing novel understandings of knowledge-action relationships; by providing advice on how to make sustainability interventions more useful and effective; by introducing tools that can improve co-production and outcome assessment in the global research platform Future Earth; and by helping to generate robust forms of justification for transdisciplinary knowledge production. The interventionist, actionable nature of social-ecological systems research means that interpretive approaches are an essential complement to existing structural, institutional and behavioural perspectives. The Precipitationshed : Concepts, Methods, and Applications

Human societies are reliant on the functioning of the hydrologic cycle. The atmospheric branch of this cycle, often referred to as moisture recycling in the context of land-to-land exchange, refers to water evaporating, traveling through the atmosphere, and falling out as precipitation. Similar to the surface water cycle that uses the watershed as the unit of analysis, it is also possible to consider a ‘watershed of the sky’ for the atmospheric water cycle. Thus, I explore the precipitationshed - defined as the upwind surface of the Earth that provides evaporation that later falls as precipitation in a specific place. The primary contributions of this dissertation are to (a) introduce the precipitationshed concept, (b) provide a quantitative basis for the study of the precipitationshed, and (c) demonstrate its use in the fields of hydrometeorology, land-use change, social-ecological systems, ecosystem services, and environmental governance. In Paper I, the concept of the precipitationshed is introduced and explored for the first time. The quantification of precipitationshed variability is described in Paper II, and the key finding is that the precipitationsheds for multiple regions are persistent in time and space. Moisture recycling is further described as an ecosystem service in Paper III, to integrate the concept into the existing language of environmental sustainability and management. That is, I identify regions where vegetation more strongly regulates the provision of atmospheric water, as well as the regions that more strongly benefit from this regulation. In Paper IV, the precipitationshed is further explored through the lens of urban reliance on moisture recycling. Using a novel method, I quantify the vulnerability of urban areas to social-ecological changes within their precipitationsheds. In Paper V, I argue that successful moisture recycling governance will require flexible, transboundary institutions that are capable of operating within complex social-ecological systems.
