Procura-se destacar os aspectos que podem ser significativos para garantir o fomento desta atividade econômica em transbordamentos que atinjam a sociedade a sua volta de maneira positiva, buscando estabelecer os elos econômicos, sociais e institucionais que melhore o potencial inovador da região, fazendo desta atividade não somente um cenário pontual e destoante no Estado, mas algo que seja parceiro deste estado e sua sociedade. / The purpose of this work is to analise the third cycle of investments in the State of the Espirito Santo through the foreseen governmental actions, pro-development, and its comparison with the literature of the regional economy, systems of innovation and the complex systems approach. It is looked to detach the aspects that can be significant to guarantee the promotion of this economic activity in overflows that reach the society its return in positive way, searching to establish the economic, social and institucional links that improves the innovative potential of the region, making of this activity not only a isolated and dissonant scene in the State, but something that is partner of this state and its society.

No Brasil e, especialmente, no Nordeste, o setor turÃstico apresenta uma dinÃmica caracterizada por um relevante peso de participaÃÃo na economia. Neste contexto de evoluÃÃo econÃmica da atividade, pode se observar que outro modelo tem sido discutido e analisado amplamente na busca de outra possibilidade da produÃÃo econÃmica que seja capaz de promover melhorias qualitativas atravÃs da atividade produtiva, gerando desenvolvimento e sustentabilidade. Como instrumento de desenvolvimento, a atividade turÃstica precisa configurar-se em processo que vise, alÃm do dinamismo e crescimento econÃmico, à melhoria direta da qualidade de vida da populaÃÃo nela inserida. Esta qualidade de vida e valorizaÃÃo pode ser obtida atravÃs da geraÃÃo de empregos e renda que verdadeiramente valorizem seus beneficiÃrios diretos e que agreguem qualidade real a seus resultados. In this context of economic evolution of the activity, it can be observed that another model has been argued and analyzed widely in the search of another possibility of the economic production that is capable to promote qualitative improvements through the productive activity, generating development and sustentability. As development instrument, the tourist activity needs to configure in process that aims, at beyond the dynamism and economic growth, the direct improvement of the quality of life of the population in inserted it. This quality of life and valuation can be gotten through the generation of jobs and income that truily value its beneficiary right-handers and that its results add real quality. Thus, with this perspective of understanding the relations of generated work and income in the interior of the tourist activity, the inherent quality and the real generated development that this research is presented, desiring to fill a gap in the target of the analyses of the work market of the sector of the tourism, its relations with the space and dynamism and decurrent improvement of it. This aim showed an adverse economic context to the development. The founded economic scene in the state of the Cearà related to on activities to the Tourism points that the desired social and economic development comes being relegated the inferior conditions to the economic growth, therefore the workers, probable first beneficiaries of the impacts generated for the sector, did not feel these increases, therefore its purchasing power and of consequent improvement of life did not follow the increases lived deeply for the sector.

Regional differentiation is a complex phenomenon concerning all countries of the world, which is analyzed by countless studies, but without a generally accepted theoretical anchorage. The Thesis deals with the transformation of Turkish regional image at multiple levels from 1975 to 2018. This transformation is analyzed by a set of selected demographic and socioeconomic indicators. The main objective is to document and evaluate Turkish regional demographic and socioeconomic differentiation, which leads to the country's polarization. The Thesis is based on statistical data from the Turkish Statistical Office. The geographical concentration of demographic and socioeconomic indicators was illustrated by tabular and map outputs. Sigma convergence evaluating the evolution of differentiation of individual indicators Gini coefficients are shown by graphs. The multiple regression analysis method examined the impact of geographical aspects on selected demographic and socioeconomic indicators. Significant part of the Thesis also deals with Turkish political- geographical context and the theoretical approaches on which it is based.

Information Technology Infrastructure: Global Economy and National Development in Haiti

Political and environmental chaos recently experienced in Haiti has damaged the economic sector and telecommunication infrastructure. Developmental data from Haiti show 3 major trends: inadequate social and economic development, insufficient benefits from the global economy, and poorly planned information technology infrastructure (ITI). The specific problem addressed in this study is a knowledge gap in the views of stakeholders within Haiti's national culture on how the country's ITI can be developed to better engage Haiti in 21st century global and digital economy. The purpose of this qualitative case study was to explore the views of 48 expert participants regarding ITI development within Haiti's national culture to better engage Haiti with the 21st century global and digital economy. To satisfy the goal of this exploratory research a case study research design was used, and data were collected from multiple sources including in-depth interviews of 48 participants, observational field notes, and archival documentation. The analysis of the archival data, online surveys, and semi-structured interviews of expert informants revealed that nationwide broadband internet availability has been achieved, which has resulted in internet usage increasing from 2% in 2002 to 12% in 2009. The study participants noted the lack of reliable access to electricity limits the implementation of ITI in the nation. Legislation and financial investment are needed to improve ITI in Haiti. The academic significance and social change implications of the study include filling the knowledge gap of the status of ITI in Haiti, helping the national development of a modernized ITI well-connected to the global economy, and a better quality of life for Haiti's people.

Strengthening the capability approach : the foundations of the capability approach, with insights from two challenges

The Capability Approach was initially developed by Nobel laureate Amartya Sen, with the first basic articulation presented in his 1979 ‘Equality of What?’ Tanner Lecture. Since then, the approach has gained a huge amount of attention as a conceptual framework which offers a clear and insightful way to measure well-being and development. Most recently, the approach has been refined and extended by Martha Nussbaum to issues of disability, nationality, and species membership in political philosophy. This project is about the foundations of the capability approach. More specifically, this project asks whether we can, and whether there are good reasons to, strengthen those foundations. The conclusions drawn here are that we ought to think seriously about the way that the capability approach develops as a theory that responds to real world challenges and change. More importantly, this project contends – in light of the challenges of future people and indigenous peoples – that there is good reason to think of new ways to ground the approach. This project takes up this challenge and grounds the approach in a modified version of Tim Mulgan’s approach to well-being. This project demonstrates that this alternative enriches the capability approach by providing us with a way of making sense of important problems, and with options for moving forward. Overall, this project asks important questions about how the capability approach could evolve based on challenges that remain relatively under-explored in the current literature. This project contributes to this literature by demonstrating that we can and ought to strengthen the capability approach and its ability to understand, take on board, and resolve these challenges.

Les assises idéologiques du projet conservateur de Stephen Harper

Plusieurs indices permettent de croire que le premier ministre Harper a pour projet de faire du Parti conservateur le parti politique dominant au Canada. À cette fin, il doit transformer l’organisation sociale et politique du pays de façon à le rendre plus conservateur. L’objectif du présent mémoire est de préciser les fondements idéologiques du projet de réforme de l’État canadien du premier ministre en m’appuyant sur les écrits des membres de l’École de Calgary. Je fais l’hypothèse que les politiques publiques mises en place par Harper sont inspirées des convictions des membres de cette école de pensée, dont il est un proche. Dans le premier chapitre, je détermine la signification du concept d’idéologie et établis la pertinence de l’analyse des idéologies pour expliquer les décisions politiques. Je définis ensuite les principaux types de conservatisme, afin de déterminer lequel inspire les membres de l’École de Calgary et le Parti conservateur. Dans le second chapitre, je dresse un portrait de la pensée de l’École de Calgary relativement à quatre thèmes, soit ceux du développement économique et social, du pouvoir judiciaire, de la politique étrangère et de l’identité nationale. Enfin, dans le troisième chapitre, je recense les décisions prises par le gouvernement Harper en relation avec ces quatre mêmes thèmes et vérifie leur concordance avec les idées portées par l’École de Calgary. / Several signs suggest that Prime minister Stephen Harper is seeking to make the Conservative Party the new dominant political party in Canada. For this purpose, he has to transform the social and political organization of the country to make it more conservative and move the ideological preferences of the majority to the right. The objective of this thesis is to explain the ideological foundations of the reform strategy adopted by Harper in light of the writings of the members of the Calgary School. Because the Prime minister is close to the members of this school of thought, my hypothesis is that the public policies he implements are inspired by their convictions. Through a brief review of the literature, I clarify, in the first chapter, the meaning of the concept of ideology and establish the relevance of studying ideologies to explain political decisions. Then, I define the main types of conservatism to determine which one inspires the Calgary School and the Conservative Party. In the second chapter, I draw a portrait of the ideas promoted by the members of the Calgary School, on issues of social and economic development, on the role of the judiciary, on foreign relations and on national identity. Finally, in the third chapter, I identify the decisions taken by the Harper government in relation to these four themes since it came to power and I verify their consistency with the ideas promoted by the Calgary School.
