Social sustainability in public-work procurement

[ES] La contratacion pública ha sido destacada como el elemento clave para impulsar las tres principales dimensiones de la sostenibilidad (económica, ambiental y social) en la industria de la construcción. Sin embargo, a pesar de los esfuerzos llevados a cabo por las administraciones públicas a nivel internacional, en la actualidad, existen importantes limitaciones que están obstaculizando la implementación efectiva y eficiente de la sostenibilidad social en la contratación de obra pública. Las limitaciones más importantes son: la falta de conocimiento sobre cómo implementarla en el sector de la construcción; la escasez de definiciones claras, consistentes y prácticas sobre qué es la sostenibilidad social para esta industria; y, la necesidad de determinar los criterios sociales a tener en cuenta, así como el mejor método para evaluarlos y medirlos. En base a esto, la literatura científica destaca la necesidad de estudiar cómo la sostenibilidad social podría implementarse de manera más efectiva en la industria de la construcción a través de la contratación pública, y alega la necesidad de desarrollar una metodología que ayude a las administraciones públicas en la implantación de dichos criterios, al mismo tiempo que se garantiza su evaluación objetiva. A la vista de estos antecedentes, el presente trabajo propone dos preguntas de investigación. Por un lado, esta investigación busca caracterizar la situación actual respecto a la inclusión de la sostenibilidad social en la contratación de obra pública a nivel internacional. Para ello, se analizan 451 licitaciones procedentes de diez países con el objeto de estudiar el uso de estrategias de contratación y estrategias de licitación a nivel internacional, identificar los principales criterios de sostenibilidad social, estudiar cómo se definen estos criterios según la etapa de la licitación y determinar las variables que influyen en la implementación de dichos criterios en la contratación de obra pública. Por otro lado, esta investigación analiza cómo debería mejorarse la integración de los criterios de sostenibilidad social en la contratación pública respecto al escenario actual. Por tanto, se establecen los indicadores que deberían utilizarse para evaluar la sostenibilidad social en la contratación pública de obras de ingeniería civil; y se desarrolla una metodología que favorezca la correcta implementación de dichos criterios a nivel internacional, especificando dónde deberían ser incluidos según la estrategia de licitación. Este estudio define un alcance específico para cada pregunta de investigación. En lo que respecta a la caracterización de la sostenibilidad social en la contratación de obra pública, se busca un alcance internacional que cubra cada etapa del ciclo de vida de la infraestructura. En dicho estudio se analizan licitaciones relativas a proyectos tanto de edificación como de ingeniería civil. Por otra parte, a la hora de desarrollar la metodología para integrar los criterios sociales en la contratación de obra pública, el alcance se limita únicamente a la etapa de construcción de proyectos de ingeniería civil. El estudio de la caracterización del escenario actual concluyó que existe una falta de comprensión sobre cómo hacer que los indicadores sociales sean cuantificables; se necesitan mayores esfuerzos para aumentar el número de categorías sociales en las estrategias de licitación; y, existe una fuerte dependencia del contexto nacional en la inclusión de criterios sociales en la contratación pública. En base a estos resultados, se abordó el desarrollo de una metodología holística en la que se destaca que para garantizar una efectiva implementación de los criterios de sostenibilidad social se deben diferenciar tres grupos: 1) derechos fundamentales; 2) responsabilidad social corporativa; y, 3) compromiso social en el proyecto. Les limitacions més importants són: la falta de coneixement sobre com implementar-la en el sector de la construcció; l'escassetat de definicions clares, consistents i pràctiques sobre què és la sostenibilitat social per a esta indústria; i, la necessitat de determinar els criteris socials a tindre en compte, així com el millor mètode per a avaluar-los i mesurar-los. Basant-se en açò, la literatura científica destaca la necessitat d'estudiar com la sostenibilitat social podria implementar-se de manera més efectiva en la indústria de la construcció a través de la contractació pública, i al·lega la necessitat de desenrotllar una metodologia que ajude a les administracions públiques en la implantació d'estos criteris, alhora que es garantix la seua avaluació objectiva. A la vista d'estos antecedents, el present treball proposa dos preguntes d'investigació. D'una banda, esta investigació busca caracteritzar la situació actual respecte a la inclusió de la sostenibilitat social en la contractació d'obra pública a nivell internacional. Per a això, s'analitzen 451 licitacions procedents de deu països amb l'objecte d'estudiar l'ús d'estratègies de contractació i estratègies de licitació a nivell internacional, identificar els principals criteris de sostenibilitat social, estudiar com es definixen estos criteris segons l'etapa de la licitació i determinar les variables que influïxen en la implementació d'estos criteris en la contractació d'obra pública. Este estudi definix un abast específic per a cada pregunta d'investigació. Pel que fa a la caracterització de la sostenibilitat social en la contractació d'obra pública, es busca un abast internacional que cobrisca cada etapa del cicle de vida de la infraestructura. En el estudi s'analitzen licitacions relatives a projectes tant d'edificació com d'enginyeria civil. D'altra banda, a l'hora de desenrotllar la metodologia per a integrar els criteris socials en la contractació d'obra pública, l'abast es limita únicament a l'etapa de construcció de projectes d'enginyeria civil. L'estudi de la caracterització de l'escenari actual va concloure que hi ha una falta de comprensió sobre com fer que els indicadors socials siguen quantificables; es necessiten majors esforços per a augmentar el nombre de categories socials en les estratègies de licitació; i, hi ha una forta dependència del context nacional en la inclusió de criteris socials en la contractació pública. Es va definir un enfocament metodològic per a cada un d' / [EN] Public procurement has been claimed as the key element to drive the integration of the three dimensions of sustainability (economic, environmental, and social) in the construction industry. However, important drawbacks are hindering the effective and efficient implementation of social sustainability in public-works procurement. Currently, a lack of knowledge exists about how social sustainability is considered in the construction industry. There is also a lack of consistent, clear, and practical definitions about what is social sustainability in the construction industry, what factors should be used to define it, and how social sustainability in this industry should be measured and assessed. Based on this, scientific literature highlights the need to study how social sustainability could be implemented more effectively in the construction industry through public procurement, claiming the need for developing a methodology to assist agencies in the effective inclusion and objective assessment of social criteria in public-works procurement. According to these needs, two research questions are defined. On the one hand, this research seeks to characterize the current scenario regarding the inclusion of social sustainability within public-works procurement at the international level. To that end, the analysis of 451 tendering documents from ten countries is performed in order to: determine how public-works procurement procedures and project delivery methods are considered at the international level; identify the main social sustainability criteria; study how these criteria are defined depending on the stage of the tendering procedure; and, identify the variables that influence the implementation of social sustainability criteria in public-works procurement. On the other hand, this research analyzes how the integration of social sustainability criteria in public-works procurement should be improved to overcome the current scenario. The indicators that should be used to assess the social sustainability criteria in public procurement of civil engineering construction projects are established; and a methodology is developed to improve and strengthen the correct implementation of the social criteria in public-works procurement at the international level, specifying where the social criteria should be included depending on the procurement procedure. This study has established a specific scope for each research question. To characterize the inclusion of social sustainability criteria in public-works procurement, the scope has been defined considering an international approach; and every stage of the infrastructure life cycle of building and civil engineering projects covered. To integrate the social criteria in public-works procurement, the methodology focused only on the construction stage of civil engineering projects. The characterization of the current scenario concluded that there is a lack of understanding regarding how to quantify social indicators; more significant efforts are needed to increase the number of social categories in procurement procedures; and, a strong dependence of the national context on the inclusion of social criteria in public procurement exists, emphasizing the consideration of location-dependent aspects in the development of methodologies to assess social sustainability in public procurement. Based on this, the development of a holistic methodology to include social criteria in public procurement of civil engineering construction projects was addressed. This work highlighted that, in order to guarantee their effective implementation, three groups of social criteria should be differentiated: 1) human rights; 2) corporate social responsibility; and, 3) social commitment in the project. Undervisning för hållbar utveckling : Förskollärares uppfattningar och beskrivningar av variationer på undervisning: innehåll, aktiviteter och den egna rollen

The aim of this essay is to contribute to knowledge about how teaching for sustainable development (TSD) in a preschool context is understood by preschool teachers. The new curriculum for early childhood education (ECE) in Sweden, Läroplan för förskolan Lpfö 18 (Skolverket 2018) addresses sustainable development for the first time explicitly as part of the ECE program, with all three dimensions (environmental, social and economic) included in the description. In a qualitative approach through semi-structured interviews and with inspiration from phenomenographic method, this essay is focused on preschool teachers various views on their own teaching practices regarding sustainable development. Considerations of ethic matters such as confidentiality and informational consent were taken. We built our analysis upon to what extent the three dimensions of sustainable development; environmental, social and economic, were included in the teachers expressions. What kind of content and activities were expressed as a part of their TSD and how they described their own teaching role were explored. Three different teaching roles were identified through the material. Together with teachers descriptions of content and activities, these were subsequently related to the teaching traditions; fact-based, normative and pluralistic, as described by Öhman and Östman (2004). This as the third and last step in our analysis. The result shows a variation of teaching roles, content and activities, where the three dimensions as well as the teaching traditions are sometimes overlapping. Conclusions and implications are discussed.

Bakgrund: Corporate Social Responsibility har haft stor genomslagskraft de senaste decennierna. Inom fältet har tidigare studier primärt fokuserat på den miljömässiga och ekonomiska aspekten samtidigt som social hållbarhet givits mindre utrymme. Tidigare forskning visar att verksamhetsstyrning spelar en central roll vid implementering av CSR-relaterade aktiviteter, vilket gör det intressant att undersöka företags arbete med social hållbarhet utifrån ett styrningsperspektiv. Social hållbarhet anses vara en viktig faktor för tillväxt vilket gör Gasellföretag, små snabbt växande företag, till intressanta subjekt för en studie inom detta område. Syfte: Syftet med studien är att bidra till ökad förståelse om och hur Gasellföretag säkerställer intern social hållbarhet genom sin verksamhetsstyrning Metod: Studien är en flerfallstudie och antar en kvalitativ metod med en induktiv ansats. Då tolkning varit av central betydelse vid studiens genomförande har hermeneutiken utgjort den filosofiska utgångspunkten. Empirin utgörs av semistrukturerade intervjuer med sju Gasellföretag, vilket kompletteras med dokumentstudier samt observationer. Slutsats: Gasellföretag arbetar aktivt med intern social hållbarhet. Primärt sker arbetet genom aktiviteter som främjar anställdas välmående och kompetensutveckling. Arbete med intern social hållbarhet har även en positiv inverkan på nyrekrytering och bibehållande av personal. En av de viktigaste styrverktygen för främjande av intern social hållbarhet är kommunikationsverktyg. Belöningssystem är också en form av verksamhetsstyrningsverktyg som anses vara betydande för intern social hållbarhet. Kunskapsbidrag: Denna studie bidrar med ökad förståelse för hur Gasellföretag arbetar med intern social hållbarhet samt vilka verksamhetsstyrningsverktyg som används för att göra detta. / Background: Corporate Social Responsibility has had a great impact in recent decades. Within this field of research, previous studies have primarily focused on the environmental and economic aspect, while less space has been given to the aspect of social sustainability. Previous research shows that operations management plays an important role in implementing CSR-related activities, which makes it interesting to examine companies’ work with social sustainability from a governance perspective. Social sustainability is considered an important factor for growth, which makes Gazelle companies, small and fast-growing companies, interesting subjects to study within this field of research. Purpose: The purpose of this study is to contribute to an increased understanding of and how Gazelle companies ensure internal social sustainability through their operations management. Method: A multiple case study has been carried out using a qualitative method with an inductive approach. Interpretation has been important when executing this study, hence hermeneutics has been the philosophical starting point. The empirical work consists of semi-structured interviews conducted on seven Gazelle companies, accompanied by document studies and observations. Conclusion: Gazelle companies work actively with internal social sustainability. Primarily, the work is performed through activities that promote the well-being and professional development of employees. Work that is related to internal social sustainability also has a positive impact on recruitment and maintaining staff within the company. One of the most important tools for promoting internal social sustainability is communication tools. Reward systems are also considered to be tools with great significance for internal social sustainability. Science contributions: This study contributes with an increased understanding of how Gazelle companies work with internal social sustainability and which operations management tools that are used to perform this work.

Social Cohesion in Multicultural Society : A Case of Bangladeshi Immigrants in Stockholm

Due to the rapid urbanization and globalization, urban social life is getting more complex thanever. Stockholm, the capital city of Sweden, is the residence of about 180 nationalities thatmakes it one of the prominent multicultural cities in Europe. Moreover, sustainable developmentis one of the main goals of the Swedish government. In this circumstance, it is the challenge tomake a socially cohesive society to ensure its social and economic development. This study isaimed to have an inner look at social cohesiveness between Bangladeshi community and otherethnic groups including native Swedish in Stockholm from a qualitative research approach. Asocial cohesion framework has been formulated by analyzing various literatures for the purposeof this study. This social cohesion framework comprises of social, cultural, political andeconomic indicators to understand the different dimensions of social cohesion in Stockholm.This framework is used during preparation of the questionnaire for conducting the qualitativesurvey that includes twelve in-depth interviews. Empirical result reveals that Bangladeshicommunity has a weak sense of belonging and a lack of common identity to the mainstreamsociety, rather they have stronger attachment to other Bangladeshi immigrants in Stockholm.Although lack of social cohesiveness has been found between Bangladeshi immigrants and otherresidents in Stockholm, but many threats to social cohesion (for example; racial conflict) areabsent in Stockholm. Therefore, it is a reachable challenge to make this society cohesive for thebetterment of the country by initiating proper measures.

The important positions and proposals of the thesis are firstly the framework posited for a socially sustainable urban environment, and secondly a proposal for the parameters of place formation for sustainable urban design. Research into social sustainability has provided a variety of approaches among which Castells&amp / #8217 / model for urban movements have been adapted as a matrix for social organization in terms of placemaking, highlighting the goals of an urban movement, in this case of a place, with the citizen as urban actor, against its adversary the historical actor. As for the parameters of place formation a matrix of place is developed as a tool for urban design and for measuring urban sustainability. The matrix delineates the six dimensions of place in terms of the three sustainabilities most strongly involved in each / to be measured by the indicators of sustainability which are to be achieved by applying various strategies for urban design. As a result of the study of the underlying dynamics of the paradigms of sustainability, place, and place-making, and the shifting role of urban design necessitated by problems of urbaproposed within a discourse that prefers to see the three sustainabilities in conjunction and, believes socially sustainable communities to be also environmentally and economically sustainable- the issue becomes how to facilitate a place process through urban design. Place as a social product, and place as an experiential, cognitive construct, place as object and subject of place-making, and place as a geographically specific, historical materialist formation are the four vantage points from which to inspect the juxtapositions and differences of the concept / and may be arrive at a theory of place. The predilection that sustainability and urbanization can be evaluated via placemaking stems, on one hand, from a study of the city/urbanization through the works of Harvey, Castells, Lefebvre and Bookchin who emphasize social space/process in the face of physical/geometric space / and an architectural background/disposition which finds place congenial on the other hand. The paradigm of sustainability and place, and place-making as urban design is applied to the case of Temelli, Ankara for a critique of sustainable/unsustainable urbanization. As a geographic, social, economic and historical location within the Greater Municipality of Ankara, Temelli has been a region of attraction for investors since the 1990s. What was once a small village planned for settling Balkan immigrants, became a municipality in 1994 / the land within the municipal boundaries were increased tenfold, and the region was earmarked for an overspill of 650,000 people from Ankara Metropolitan Area in the next 20 years. Four residential areas in the region have been assessed comparatively in terms of sustainable urban forms / and an evaluation of everyday lives have been conducted through surveys and interviews with residents to observe how and if place as social product evolved / how the conceived, perceived and lived spaces interacted.

Social hållbarhet är ett mångdimensionellt begrepp där trygghet utgör en av dimensionerna och är en viktig faktor för att skapa god livskvalité. Det offentliga rummet utgör en nyckelfaktor i en hälsosam och välfungerande stad. En god omgivande miljö är en källa till att motivera medborgare till bättre hälsa och välbefinnande. Det offentliga rummet har även en stor inverkan på trygghet, god urban planering är essentiellt för att skapa en god miljö att leva och bo i. Hög grad av trygghet skapar också förutsättningar för att nå social hållbarutveckling. Bakomliggande drivkrafter till denna studie är att det offentliga rummet är en viktig plats där alla ska vara välkomna och känna sig trygga. Det offentliga rummet skapar möjlighet för sociala relationer, kunskapsutbyte samt utgör en viktig funktion i samhället. Det offentligarummet ska värna om människan, och människan ska värna om det offentliga rummet. Därmed syftar denna studie till att undersöka ungdomars upplevelse om det offentliga rummeti relation till social hållbarhet och trygghet. Den valda arenan utgörs av det offentliga rummet i Stenungsund. Metoden som använts i studien är av en kvantitativ ansats, enkäter har delats ut till gymnasieelever i årskurs 1-3 iStenungssunds kommun. Enkäten avslutades med möjligheten för respondenterna att markera på en karta över Stenungsund de platser respondenterna känner sig trygga, otrygga samt tycker om. Resultatet av studien visar att ungdomarna i Stenungsund överlag känner sig trygga i det offentliga rummet. Dock förekommer det skillnader mellan hur tjejer och killar upplever trygghet. Killar känner sig i högre grad trygga än vad tjejer gör. Eleverna i de olika årskurserna tenderar även att uppleva trygghet på olika sätt. Markeringarna på kartan visade således på en gemensam uppfattning om vilka platser som upplevs som både trygga, otrygga samt omtyckta. / Social sustainability is a multidimensional concept in which safety is one of the dimensions, and is an important factor in creating a good quality of life. The public space is a key factor in a healthy and well-functioning city. A good environment is a source for motivating citizens to better health and wellness. Public space also has a great impact on safety, good urban planning is essential to create a good environment to live in. High level of safety also creates the conditions for achieving socially sustainable development. The driving forces behind this study is that the public space is an important place where everybody will be welcomed and feel safe. The public space creates the opportunity for social relations, exchange of knowledge and constitute an important function in society. The publicspace should protect and promote the citizen, and the citizen must take care and show respect for the public space. Thus, this study aims to investigate young people's experience of publicspace in relation to social sustainability and safety. The method used in the study is a quantitative approach, questionnaires have been distributed to high school students in Stenungssund. The survey ended with the possibility for respondents to mark on a map of Stenungsund the places they feel secure, insecure and like. The results of the study show that young people in Stenungsund generally feel safe in public spaces. However, there are differences between how girls and boys experience safety. Boys feel increasingly confident than girls do. Students in different grades also tend to experience safety differently. The markings on the map thus showed a common understanding of what places are experienced as both secure, insecure and liked.

Decision Making for Strategic Sustainable Development in Selected Swedish Ecovillages

Despite of significant role of collective decision making in strategic community development towards sustainability, this area is seen to be generally underestimated by community planners and ecovillage members, comparing with, for example, legal, financial and technological aspects of community life. This study aims to understand how Strategic Sustainable Development (SSD) perspective can contribute to decision making procedures in ecovillages in Sweden. The research examines how decision making procedures work in ecovillages today and to which extent strategic component, viewed through SSD perspective, is currently incorporated. Secondly research explores how SSD perspective could possibly be incorporated into decision making procedures in ecovillages, in order to foster their development towards sustainability. To address this purpose decision making model was created, based on literature review; three ecovillage studies were conducted; and recommendations were offered, based on findings from literature and findings from current experience of selected ecovillages in Sweden.

Exploring Just Sustainability in a Canadian Context: An Investigation of Sustainability Organizations in the Canadian Maritimes

Sustainability has been characterized and explored mostly from an environmental standpoint, with relatively less attention paid to social and economic dimensions. Because many sustainability organizations have grown out of the environmental movement, they tend to emphasize environmental priorities and retain many of the organizational strategies that were pioneered when the focus was on environmental conservation. However, to attain a more socially and economically informed environmental practice, broader procedural aspects, including recognition and participation, and substantive aspects, including issues of social need, distribution of wealth, and economic opportunity, need to be addressed as these matters are intimately linked to environmental concerns. In this thesis, I examined sustainability organizations against the concept of ‘just sustainability’, with specific consideration paid to uniting the substantive concerns of sustainability with the procedural concerns of environmental justice. I focused my examination on model forests and UNESCO biosphere reserves located in the Maritime Provinces of Canada, an area of high economic vulnerability and low political power. By looking to governance directives from environmental justice, entrepreneurship, and community development, I conducted a multi-case study analysis with organizations that have a mandate to address the environmental, social and economic imperatives of sustainability. Through engaging these organizations in a comparative learning situation, I was able to achieve the following objectives, to: i) assess the governance strategies used within these organizations against just sustainability theory; ii) understand the challenges faced by place-based organizations and examine strategies to better improve local understanding, community empowerment, as well as sustainability outcomes; and iii) assess the feasibility - conceptually and empirically – of incorporating social entrepreneurship into the governance practices of sustainability organizations to bring together the benefits of both approaches. The findings of this thesis make valuable contributions to the empirical evidence needed to advance our understanding of just sustainability, both conceptually and in practice. Overall, my findings point to the importance of understanding and improving our practice of sustainability governance through identifying and offering examples of innovative governance arrangements that are better able to address procedural and substantive concerns. Findings show that the stakeholder model typically used by biosphere reserves and model forests contributes to systemic challenges that limit procedural justice in these organizations. By looking to other literatures, including community development and social entrepreneurship, and to lessons learned from other place-based organizations, I propose ways to adapt governance strategies to improve community engagement and organizational outcomes, including a framework to inform place-based governance for just sustainability and a “hybrid model” that captures the benefits of stakeholder representation and social enterprise. This study speaks to the need for researchers and practitioners seeking to advance sustainability governance to extend their understanding beyond environmental sustainability to embrace more social dimensions. This thesis demonstrates the value of looking to broad literatures and new models to inform sustainability governance and encourage the adoption of new ways of thinking, new strategies, and new tools to help advance sustainability.

Paradise On Earth: Designing A Socially Sustainable Landscape In Northwest Pakistan

Landscape architecture is about creating a sense of place. A worthwhile investigation lies in how to reinforce and/or improve that sense of place where one already exists, be it good or bad. The purpose of this practicum is to investigate the sabotaged landscapes in and around Landi Kotal, a city that lies near the border of Pakistan and Afghanistan, and determine how the quality of the exterior environment can be enhanced to improve the already tumultuous sense of place that exists in the city. People within this disrupted landscape are optimistic about the future. This optimism is the reason why I am inspired to focus on this place and understand how current methods of design can aid to improve the futures of this distinct region. The influence of subjective beauty was taken into consideration. This can be achieved through the study of people within environments, those who ultimately contribute to the perception of particular landscapes, and eventually, societies. In this project it is pertinent to reveal the effects environments have on the children that occupy them. The approach taken to this practicum is to consider the measures to be taken in order to encourage a socially sustainable environment in the region through a designed exterior environment surrounding an orphanage.The ways in which people interact with their environments can be understood through a phenomenological interpretation. Phenomenology will be used in this practicum as a lens by which exterior environments and their individual perception are understood. The Islamic paradise garden has influenced the research and design approach used throughout this practicum; the centrifugal/centripetal qualities of symmetrically designed outdoor environments are a useful platform for this design intervention. The proposition of an orphanage situated in the city of Landi Kotal will focus on the shelter and education of the less privileged communities that reside on the borders of Pakistan and Afghanistan. As previous efforts to establish a peaceful settlement in these regions have achieved little to no results, this project proposes mechanisms for regional stability by applying design techniques to demonstrate how landscape architecture can contribute to education and experience for children of all ages, specifically in a war-torn area through the creation of appropriate environments. The research and subsequent design offer an example for future socially sustainable projects which aim to enhance individual and communal territories of regions negatively affected by war and violence.

This dissertation concerns everyday life and sustainability in sparsely populated parts of Northern Sweden. The aim is to study how sustainability is constructed, experienced, practised and perceived in a field of tension between local everyday life and political discourses. Apart from written material, the study is based on interviews and observations performed in the municipalities Strömsund and Örnsköldsvik. Empirical themes include everyday life movements and means of transport, work and spare time practices, and experiences of time. The central theoretical concepts used are everyday life, provinces of meanings, typifications, community, place and policy. These concepts shape the analysis of processes pertaining to space and movement, work and leisure, time and tempo. The study shows gaps between sustainability policies and local experiences of sustainability. In order to highlight complications like the ones between the center and the periphery, polices and lived experiences, I have stressed the importance of the social dimension of sustainability. It is nevertheless important to nuance the concept of social sustainability since it carries an ambiguity, for example in terms of collisions with other dimensions of sustainability. Socially good life styles have a tendency to collide with the ecological definitions of sustainability. The emphasis on the social dimensions has been done in order to draw attention to unfair effects from a time-space perspective, and to point at the problem with urban norms in policies on sustainability.
