The study was made using the technique of standardised written interview and narrative method; it revealed the perspective of social participation in the community of comprehensive school by the disabled. Teachers of Siauliai town and district comprehensive schools, teaching Ethics and the Lithuanian language to primary and basic forms took part in the questioning. The study helped to disclose how the contents of education is conveyed to pupils, if social participation of the disabled is induced in the community of a school, and what is the teachers’ opinion about making “a school for everybody”. Teachers’ opinion, attitude and persuasion was analysed in respect of the disabled.

The final work treats of financing the social participation of disabled people in the public administrations of self-government institutions in order to disclose the peculiarities of financing the disabled social participation activities in Lithuanian Municipalities. Theoretical part speaks about the basic questions in public administration of self-government institutions and the spheres associated with public administration of disabled people social integration is stressed. In addition, the activities of state policy and legislative basis on the level of disabled integration have been examined, the present situation in Lithuania is given and paradigm of their social participation is presented in this work. The greatest attention in this work is given to the financing of the activities of disabled social participation according to their different spheres, comparing the situation in 2002 and 2003, showing dynamics in financing. Financing peculiarities of social participation activities of the disabled in Lithuanian municipalities have never been studied up to now. The results will help to find out the main obstacles of disabled social participation activities better, understand that some of their activities are least financed by municipality budgets and clear out how social participation of the disabled is realized on the basis of financing in Lithuanian municipalities.

Teorinė mokslinės literatūros šaltinių analizė parodė, kad socialinis dalyvavimas traktuojamas kaip daugialypis konstruktas apimantis skirtingomis formomis grįstą, aktyvų asmens dalyvavimą visuomenės gyvenime. Egzistuoja NVO apibrėžties problema, tačiau dažniausiai NVO apibūdinama kaip, bet kuri pelno nesiekianti organizacija, telkianti ir vienijanti žmones bendrų tikslų siekimui. Mokslinėje literatūroje akcentuojamas pozityvus NVO vaidmuo skatinant neįgaliųjų socialinį dalyvavimą, sprendžiant įvairias jų socialines problemas. Remiantis teorine analize, gyvenamoji teorija yra asmens paaiškinimas apie ugdomąjį poveikį savo paties mokymuisi, mokymuisi iš kitų, ir mokymuisi iš socialinių aplinkų. Socialinė pedagogika ir gyvenamoji teorija gali būti sietinos pedagoginės kilmės, mokymosi visą gyvenimą trukmės, naratyvinių socialinės pedagogikos žinių plėtotės ir refleksijų aspektais. Kokybiniu, grupinės diskusijos, metodu buvo atliktas tyrimas, kurio tikslas – atskleisti subjektyvias neįgaliųjų dalyvavimo NVO veiklose patirtis. Empirinio tyrimo duomenys apibendrinti kokybinės turinio analizės metodu. / Theoretical analysis of scientific literature sources showed that social participation is construed as multiple construct covering different-form-based active participation of a person in social life. There exists a problem of the definition of NGO (non-governmental organization); however, NGO is most frequently defined as any non-profit organization uniting people in pursuit of common goals. Scientific literature focuses on the positive role of NGOs in encouragement of social participation of the disabled and in solving various social problems of this group of people. Based on the theoretical analysis, living theory is person’s explanation about the educational impact on the self-education, learning from others and learning from social environments. Social pedagogy and living theory may be of related educational origin, of life-long learning duration, development of knowledge of narrative social pedagogy and aspects of reflections.

Darbe yra atliekama teorinė pasaulietinių ir religinių nevyriausybinių organizacijų veiklos ypatybių , padedant spręsti pradinukų socialines problemas, analizė. Iškeltos hipotezės: 1. Pasaulietinės ir religinės NVO taiko panašius veiklos metodus padėti pradinukams (Nulinė hipotezė). 2. Religinių ir pasaulietinių NVO darbe su vaikais ir tėvais dar nėra plačiai taikomi socialinio dalyvavimo ir partnerystės principai. 3. Mokyklų pedagogai turi įvairias nuostatas ir lūkesčius dėl NVO dienos centrų. Šie lūkesčiai priklauso nuo NVO vykdomos veiklos (Alternatyvioji hipotezė). Anketinės apklausos metodu buvo atliktas tyrimas, kurio tikslas - ištirti pasaulietinių ir religinių nevyriausybinių organizacijų veiklos ypatybes, padedant spręsti pradinukų socialines problemas. Atlikta statistinė (aprašomoji vidurkių; neparametrinė; vienafaktorinė dispersinė; koreliacinė bei regresinė) surinktų duomenų analizės. Empirinėje dalyje nagrinėjamas darbas su vaikais socialinio dalyvavimo aspektu, apimantis: darbą su tėvais (Partnerystės modelis), tarpininkavimą, partnerystę su institucijomis , vertybių laikymąsi NVO dienos centruose. Svarbiausios empirinio tyrimo išvados: 1. Tyrimas parodė, kad stengiamasi taikyti vaikų socialinio dalyvavimo principus NVO; į NVO gyvenimą stengiamasi įtraukti ir tėvus, tačiau tam ne visada pakanka tėvų motyvacijos ar NVO surandamų būdų tai motyvacijai kelti. The hypothesis has been enthroned: 1. World NGO and religious NGO apply similar methods of activity to help infants (Zero hypothesis). 2. Schools pedagogues have various attitudes and expectations to NGO day centers which depend on NGO work activity (Alternative hypothesis).
