Socio-Technical Analysis for the Off-Grid PV System at Mavuno Girls’ Secondary School in Tanzania

The aim of this study is to investigate, analyse and evaluate the installed off-grid PV system in Mavuno girls’ secondary school that is located in a rural area in northwest Tanzania. The original motivation behind this study was the rapid degradation of the installed battery bank within less than 3 years. The PV system was installed before the actual operation of the school, so the study aimed to answer a very pressing question which is "What is the actual load profiles in the school?". There was a high need to identify the actual school load profiles to enable several concerned social actors to evaluate the system and to decide for future extensions. Therefore, the study aimed to analyse the implementation of electricity in the school by creating actual load profiles, analysing the system performance versus the users’ needs and evaluating the sustainability and utilization of implementation. The study followed a multi-disciplinary approach combining the social and technical aspects of PV systems implementation to seek further understanding of the users’ consumption behaviours. It thus included a 1-month of field work in June 2018 during which participant observations and semi-structured interviews together with load measurements were carried out so as to create load profiles that are considering the patterns and deviations in users’ behaviours. During the field work, 2/3 of the students were in holidays so the taken measurements corresponded to the school at 30 % capacity. That is why the study also included 4 days of inverter data logging after the 1-month field work by the technical head of the school to overcome the limitations in held measurements. The observations showed that the actual installed system was slightly different from the documentation. In addition, the local installation practices are not fully appropriate from the technical point of view, and are affected by local social norms, as will be discussed. Besides, the participant observations and held interviews with relevant social actors showed that the daily behaviours of energy users do not exactly follow the school daily routine. Consequently, the social study was important to create actual effective load profiles. The observations and responses from interviews together with measurements were used to categorize the school loads into 29 different units. Those units can be used for current load prioritizations and for future load extrapolations. The created load profiles also represent a useful addition to load databases used by energy researchers who work on similar rural electrification projects. After the field work, several characteristics were calculated by Microsoft Excel such as apparent power consumptions, active power consumptions, battery bank state of charge, load power factor and PV generated energy. The characteristics were used in calculations evaluating the energy balance in the system. The results of held calculations showed that lighting during dark hours accounted for on around 78 % of the logged daily apparent energy use, as it has a low a low average power factor of 0.28. It also showed that some loads if time-bounded, they will significantly decrease the daily energy consumption. The calculations were also used to run PVSyst simulations to evaluate the system sizing which resulted in the recommendation that either the array size should be doubled, or the apparent energy consumption should be decreased to half. The study included suggestions for possible improvements such as decreasing the reactive consumed energy by either replacing the currently used light bulbs with ones that have higher power factor ( ≥0.8 for example) or by installing a capacitive compensation for power factor correction. In addition, it was recommended to quantify the school loads according to their priority or importance and to regulate observed time-unbounded loads such as "pumping water" and "ironing". Lastly, the study discussed how generated electricity is utilized in the school and what opportunities for women empowerment have become potentially possible with the provision of electricity.

Ressignificando a Palmeira-juçara : atores, práticas sociotécnicas e a produção de novidades no litoral norte do Rio Grande do Sul

A relação da palmeira-juçara com os atores sociais no Litoral Norte do Rio Grande do Sul é representada pelo conflito socioambiental entre o extrativismo ilegal e o uso sustentável da espécie. A palmeira-juçara na história da Mata Atlântica possui relevada importância ecológica, cultural e socioeconômica. Apesar das ações de corte e furto do palmito realizada por infratores ambientais ainda ser recorrente, muitos agricultores familiares manejam a palmeira-juçara em quintais agroflorestais, cultivos consorciados, áreas de ocorrência natural aliando a produção agroflorestal agroecológica e a conservação da espécie nos agroecossistemas da região. O trabalho de pesquisa teve como objetivo central compreender a dinâmica das práticas sociotécnicas dos atores sociais e a produção de novidades associadas ao manejo sustentável da palmeira-juçara. Os objetivos específicos da pesquisa consistiram em identificar os atores sociais, descrever as práticas sociotécnicas, caracterizar as novidades e a rede de novidades interligadas. O referencial teórico-metodológico mobilizado no trabalho consistiu na interface dos elementos teóricos da Perspectiva Orientada ao Ator, Perspectiva Multinível (transições sociotécnicas) e da produção de novidades. A construção da pesquisa se deu a partir de uma abordagem qualitativa de estudo de caso onde foram utilizados elementos metodológicos da pesquisa etnográfica como a observação participante, entrevistas semiestruturadas e diálogos informais com atores sociais nas comunidades rurais de Aguapés, Vale do Maquiné, Morro Azul, Arroio do Padre e Chapada do Morro Bicudo no Litoral Norte do Rio Grande do Sul. Como resultados da análise do estudo empírico nas comunidades rurais se identificou a emergência de novidades (técnico-produtivas, organizacionais e de acesso a mercados sociais) que por sua vez, geraram novidades interligadas estabelecidas a partir das práticas sociotécnicas associadas a palmeira-juçara pelos atores sociais. / The relation between the juçara palm and the social actors on the North Coast of Rio Grande do Sul is represented by the socio-environmental conflict between illegal extractivism and the sustainable use of the species. The juçara palm in the history of the Atlantic Forest has important ecological, cultural and socioeconomic importance. In spite of the fact that the palmito cutting and theft actions carried out by environmental violators are still recurrent, many family farmers manage juçara palm in agroforestry yards, intercropping, natural occurrence areas combining agro-ecological agroforestry production and species conservation in agroecosystems in the region. The main objective of the research work was to understand the dynamics of sociotechnical practices of social actors and the production of novelties associated with the sustainable management of the palm tree. The specific objectives of the research were to identify the social actors, to describe the socio-technical practices, to characterize the novelties and the network of interlinked novelties. The theoretical-methodological framework mobilized in the work consisted of the interface of the theoretical elements of the Actor-Oriented Perspective, Multilevel Perspective (sociotechnical transitions) and the production of novelties. The construction of the research was based on a qualitative approach of case study where methodological elements of the ethnographic research were used as participant observation, semi-structured interviews and informal dialogues with social actors in the rural communities of Aguapés, Vale do Maquiné, Morro Azul, Arroio do Padre and Chapada do Morro Bicudo in the North Coast of Rio Grande do Sul. As a result of the analysis of the empirical study in rural communities, the emergence of innovations (technical-productive, organizational and access to social markets) was identified, which in turn generated interconnected novelties established from the sociotechnical practices associated with the juçara palm by the social actors.

Political, economic, environmental and social elements undergo continuous changes through intricate relationship between these two forces, handled as synonymous for progress and evolution, but has placed humanity on alert due to its controversial effects, from the construction and use of chemical and nuclear weapons up to the effects of increased deforestation and environmental pollution. Thus, technoscience, a term used within the STS studies to describe the disfigurement of scientific development, has become a source of hazards and damages to modernity. This research is concerned on understanding the way technoscientific development has occurred and what are its controversial effects produced. Through a sociological and historical interpretation, the work is divided into four parts: the first attempts to evidence how technoscience is formed and what is its relationship with global capital. In the second part, through the theories of sociology of science classic authors , the aim is to understand the internal and epistemological aspects of the technoscientific practice. In the third part it will be analyzed the negative effects and damages that S&T brought to the present. In a last part, through the STS approach and Social Technology concepts, it will be presented some reflections about the possibility and need for a socio-technical adequacy. / A dinâmica do desenvolvimento e da aplicação da C&T vem transformando a sociedade moderna desde o início da revolução científica do século XVII. Fatores políticos, econômicos, ambientais e sociais sofrem mudanças contínuas através da intrincada relação entre essas duas forças, tratadas como sinônimos de progresso e evolução, mas que tem colocado a humanidade em estado de alerta por conta dos seus efeitos controversos, que vão desde a construção e utilização de armas químicas e atômicas até os efeitos do crescente desmatamento e poluição ambiental. Dessa maneira, a tecnociência, termo utilizado dentro dos ECTS (Estudos em Ciência, Tecnologia e Sociedade) para caracterizar as desconfigurações do desenvolvimento científico, tornou-se uma fonte de riscos e prejuízos para a modernidade. O presente pesquisa se ocupa em compreender como ocorreu o desenvolvimento tecnocientífico e quais os efeitos controversos gerados por ele. Através de uma leitura histórico/sociológica, o trabalho divide-se em quatro partes: num primeiro momento busca-se evidenciar como a tecnociência se constituiu e qual sua relação com o capital global. Na segunda parte, através das teorias de autores clássicos da sociologia da ciência, procura-se compreender os aspectos internos e epistemológicos da prática tecnocientífica. Na terceira parte serão analisados os efeitos negativos e prejuízos que a C&T trouxeram à contemporaneidade. Num último momento, através do enfoque do campo CTS e dos conceitos da Tecnologia Social, serão apresentadas algumas reflexões sobre a possibilidade e necessidade de uma adequação sócio-técnica.

To support the research we used the concept of socio-technical networks and translated it into the development of technologies and innovations, instead of using it like the author purposed, it is, to evaluate and understand the academic production and its dynamics. On a second moment, we investigated the relationship between the culture of sugarcane, and the developments that this culture has endured over the centuries, culminating in the direction of the current generation of sustainable energy. Yet at this point, are identified the actors in the network, linked to the development of ethanol. In a third step the analysis is performed, for which are important to understand, who the actors are, whether they are strong or weak, and indentify the responsible for developing and positioning the network. The case study takes place in the city of Ribeirão Preto, where are located important actors to the sugarcane economy. / A presente pesquisa investiga baseada nas teorias de Latour, a maneira como se articulam e interagem redes sócio-técnicas, que visam consolidar tecnologias. Para embasar a pesquisa é utilizado o conceito de redes sócio-técnicas, que foi traduzido para o desenvolvimento de tecnologias e inovações atuais, diferente do utilizado pelo autor para tratar da produção acadêmica e sua dinâmica. Em um segundo momento, investiga-se a relação entre a cultura da cana-de-açúcar e os desdobramentos que essa cultura tem sofrido ao longo dos séculos, culminando, hoje, na direção da geração de energia sustentável. Ainda neste momento, são identificados quais os integrantes da rede ligada ao desenvolvimento de etanol. Em um terceiro momento é realizada a análise, no qual é estudada a rede, levantando questões como quem são os atores responsáveis pelo desenvolvimento e qual formato que a rede vem tomando. O estudo de caso se dá na cidade de Ribeirão Preto onde está localizado um dos principais centros econômicos ligados ao mercado de cana-de-açúcar.

Resserrer le dispositif européen de l'enseignement supérieur par les acquis d'apprentissage / To tighten up the European higher education apparatus with the learning outcomes

Depuis septembre 2014, les établissements d’enseignement supérieur belges francophones ont été amenés à définir des acquis d’apprentissage pour chacun de leurs programmes. Cette thèse étudie les processus qui ont conduit à cette obligation.Les acquis d’apprentissage sont appréhendés comme un concept pédagogique aux usages divers. Ils sont mobilisés par divers instruments européens : cadre européen des certifications pour l’éducation et la formation tout au long de la vie, cadre global des qualifications pour l’espace européen de l’enseignement supérieur, assurance qualité et labels ECTS et Supplément au diplôme. Les objectifs affichés de ces instruments sont de renforcer la transparence, la lisibilité, la comparabilité et la transférabilité des qualifications afin de favoriser la mobilité des étudiants et des travailleurs.Après avoir retracé la montée en puissance de la notion de compétence dans l’enseignement, cette thèse analyse la manière dont chaque instrument a été mis en œuvre en Belgique francophone. Elle propose également une sociohistoire de la pédagogie à l’université qui a participé à l’introduction des acquis d’apprentissage dans l’enseignement supérieur de la Belgique francophone.Les données récoltés sont des discours (traités pédagogiques, textes législatifs, documents institutionnels et internationaux, entretiens semi-directifs) dont certains ont été analysés avec l’aide du logiciel de textométrie TXM. Trois cadres théoriques sont assemblés. La sociologie de la traduction est mobilisée décrire les réseaux socio-techniques qui sont construits autour des instruments analysés, les controverses que ceux-ci ont suscitées en Belgique francophone et la place qu’occupent les acquis d’apprentissage au sein de ces réseaux. Le modèle des cités de Boltanski et Thévenot est utilisé pour interpréter la logique sur laquelle les discours se construisent. Il est fait appel au concept de « dispositif européen de l’enseignement supérieur » développé par Croché et Charlier à partir des travaux de Foucault pour interpréter la manière dont convergent les conduites des acteurs de l’enseignement universitaire belge francophone. / Since September 2014, the Belgian French-speaking higher education institutions must define learning outcomes for each of their programs. This thesis studies the processes which led to this obligation.The learning outcomes are understood as an educational concept with different uses. They mobilized by various European instruments: European qualification framework, Overarching framework of qualification in the European higher education area, quality assurance, ECTS and Diploma supplement labels. The objectives of these instruments are to enhance the transparency, the readability of the qualifications in order to support the mobility of the students and the workers.First, this research describes the expansion of the concept of competence in education. Secondly, it analyses the transposition of the European instruments in the French-speaking of Belgium. Thirdly, it presents a history of pedagogy in the three main universities.The data are discourses (educational texts, laws, institutional documents, international texts, interviews). Some of these discourses are analyzed with the TXM textometry software. Three theoretical frameworks are mobilized: actor-network theory and the concept of socio-technical networks (Callon & Latour), the Economies of worth and the idea of worlds of justification (Boltanski & Thevenot), and the concept European higher education apparatus (Croché, Charlier).

Entwicklung und Untersuchung einer Stresstestmethode für die Risikoanalyse von soziotechnischen Systemen in der Luftfahrt

Die Unfallstatistik der kommerziellen Luftfahrt verzeichnet in diesem Jahrzehnt einen Höchststand betrieblicher Sicherheit. Es ist das Ergebnis einer jahrzehntewährenden Entwicklung der Luftfahrt, Vor- und Unfälle systematisch zu dokumentieren und aus ihnen lernen zu können, um zukünftig Unfälle zu vermeiden. Zwangsläufig führt diese Sicherheitsaffinität zu einer Überregulierung, die den Flugbetrieb in seinem bestehenden Konzept zunehmend konserviert und die Einführung von Innovation zunehmend hemmt. Einer der Gründe für diesen Trend ist, innovative Konzepte und Systeme nicht gefahrenlos während der Konzept-, Implementierungs- und Migrationsphase des Lebenszyklus hinsichtlich des Risikos analysieren zu können. Die Erlangung von Sicherheitsnachweisen gestaltet sich schwierig, wenn der bestehende Flugbetrieb kein innovationsinduziertes Risiko akzeptieren kann. Insbesondere bei sogenannten soziotechnischen Systemen, die den Menschen und die Interaktionsvorgänge mit der Technik berücksichtigen, können innovative Konzepte zu neuartigen Gefahren führen, die aus einem komplexen Zusammenspiel, z.B. zwischen den Piloten und den Fluglotsen mit Verfahren sowie Technik, resultieren. Ein Nachweis unter Berücksichtigung einer Zielsicherheit, wie z.B. ein Unfall auf eine Milliarde Flugstunden vor Inbetriebnahme, ist praktisch nicht leistbar. Diese Arbeit befasst sich mit der simulationsgestützten Risikoanalyse und liefert ein Konzept zur Nutzung von Echtzeitsimulatoren für die Erbringung des Sicherheitsnachweises. Das Konzept adressiert dabei ein statistisches Problem, seltene und unbekannte Gefahrensituationen mit Hilfe von Echtzeitsimulationen nicht oder unzureichend häufig beobachten zu können, um einen Rückschluss auf die Risiken eines neuartigen Systems ziehen zu können. Dieses Problem ist bekannt als statistische Rechtszensur. Das Kernelement des Konzeptes ist die Stressinduktion mit Hilfe von Zeitdruck, die ein hohes Maß an Kontrollierbarkeit und Reproduzierbarkeit des induzierten Stresses verspricht. Nach Vorbild eines beschleunigten Ermüdungstests sorgen die stressintensivierten Simulationsbedingungen für ein zunehmendes Fehlerverhalten des Operateurs. Gefahrenereignisse und Vorfälle sollen aufgrund der Stressreaktion verstärkt zu beobachten sein, ohne diese direkt hervorzurufen. Nicht bekannte oder seltene Gefahren können somit beobachten werden, die ansonsten aufgrund der kleinen Eintrittswahrscheinlichkeit innerhalb der Simulationszeit nicht zu beobachten wären. Die Bestimmung des Risikos und der Sicherheitsnachweis werden unter Einbezug seltener Gefahren möglich. Bei gezieltem Anfahren von zwei bis drei Zeitdrucklasten lassen die aufgezeichneten Ereignisdaten einen Rückschluss von den beschleunigten auf die unbelasteten Bedingungen (Designstress) zu. Eine experimentelle Studie testet eine prototypische Implementierung eines Zeitdruckinduktionsverfahrens hinsichtlich der Kontrollierbarkeit der Stressreaktion. Dies soll sowohl den Zeitdruck als geeigneten Stressor bestätigen als auch Hinweise auf die Effektivität des Induktionsverfahrens liefern. Der Versuchsaufbau umfasst die Arbeitsposition des Platzverkehrslotsen am Flughafen Frankfurt am Main mit drei zu kontrollierenden Pisten, Rollwegen und Vorfeld an einem Surface Movement Manager. Es wurden drei studentische Probanden aus 14 ausgewählt, trainiert und mit Hilfe des Induktionsverfahrens getestet. Die aufgezeichneten Stressreaktionen zeigen kontrollierbare Reaktionen in der beobachteten Häufigkeit des Vorfalltyps Runway Incursion und Zeitfehler. Individuelle Stressreaktionen, wie z.B. die individuelle Basisleistung und die Freiheitsgrade des Probanden, zwischen Risiko und Schnelligkeit abzuwägen, tragen zur Streuung der Stressreaktion erheblich bei. Ein modellbasierter Ansatz konnte eine Erklärung zu diesen Varianzen liefern und eine systematische Abhängigkeit der Stressreaktion der Probanden zum induzierten Zeitdruck verifizieren. Die Ergebnisse zeigen, dass ein lastenunabhängiges Verhältnis zwischen Risiko und Schnelligkeit für den Fall zu erwarten ist, dass der Operateur höhere Ziele seines Aufgabenbereiches bedienen kann. Bei zunehmender Zeitdrucklast ist dieses Verhältnis zunehmend variabel. Auf Basis der Ergebnisse werden weiterführende Hypothesen und Erklärungsansätze vorgestellt, die für die Realisierung des beschleunigten Stresstests und somit für die Unterstützung einer Risikoanalyse soziotechnischer Systeme dienen.

Discourses of energy justice : the case of nuclear energy

The energy sector faces sustainability challenges that are re-working the established patterns of energy supply, distribution and consumption (Anderson et al. 2008; Haas et al. 2008; Stern 2008; Shove and Walker 2010). Amidst these challenges, socio-technical energy transitions frameworks have evolved that focus on transitions towards decarbonised, sustainable energy systems (Bridge et al. 2013). However, the ‘socio-‘ or social is typically missing as we confront climate and energy risks in a moral vacuum (Sovacool et al. 2016). The energy justice framework provides a structure to think about such energy dilemmas. However, the full extent and diversity of justice implications within the energy system have been neglected. Thus, borrowing from and advancing the framework this research explores how energy justice is being articulated with attention to three emergent areas of growth, the themes of: (1) time, (2) systems component and (3) actor. It does so through a case study of nuclear energy, which was chosen because of its points of enquiry with regards to these three areas of growth, and its historical and on-going importance in the UK energy mix. Using results from 36 semi-structured interviews with non-governmental organisations and policy actors across two case studies representative of the nuclear energy stages of energy production and of waste storage, disposal and reprocessing – the Hinkley Point and Sellafield nuclear complexes – this research presents new insights within each of these previously identified areas of development. It offers the contributions of (1) facility lifecycles, (2) systems approaches and (3) the question of ‘justice by whom?' and concludes that the energy justice framework can aid energy decision-making in a way that not only mitigates the environmental impacts of energy via socio-technical change, but also does so in an ethically defensible, socially just, way.

Sous un prisme réflexif, cette recherche vise l’appréhension d’un cadre conflictuel (une controverse ou un conflit), à partir de différentes angles de la construction scientifique d’un problème. Elle articule ainsi trois regards méthodologiques, l’ethnographie, la sociologie de la traduction et de l’analyse de discours, pour examiner les aspects techniques, politiques et communicationnels d'une discussion qui dura une dizaine d'années et qui engagea de centaines de scientifiques, experts, politiciens et profanes dans la production de connaissances. Le cas d’étude est le projet hydroélectrique HidroAysén. Il visait la construction de cinq méga-barrages dans la Patagonie chilienne et proposait de fournir un cinquième de toute la production nationale. Les jeux d'acteurs, leurs argumentations et la circulation discursive de leurs productions culturelles sont des problématiques qui s’intègrent à l’attention à l’autre dans un contexte conflictuel, imprégnant la recherche dans tous les niveaux étudiés : situations de communication dans le cadre des entretiens, logiques d’acteurs et analyse de textes médiatiques. / Through a reflexive perspective, this research looks to apprehend a conflictual frame (it may be a sociotechnical controversy or a communicational conflict), regarding different angles of a scientific construction’s problem. We articulate methodological elements from ethnography, translation sociology and discourse analysis to examine the technical, political and communicational aspects of a discussion that lasted for ten years and engaged hundredths of scientists, experts, politicians and lay people in the production of knowledge.Our case study is the hydro electrical project HidroAysén in Chilean Patagonia that proposed to install five mega-dams in this territory in order to produce one fifth of the national production of energy. We integrate the attention to the other in a conflictual frame to stakeholders, its argumentations and the discursive circulation of its cultural productions. Those problématiques impregnate the research in every studied level: communication situations in the interviews, stakeholder’s interactions and media text’s analyses.

Paratransit and Bus Rapid Transit Interaction Approaches and Corresponding Barriers

Public transport in many Sub-Saharan African cities consists of paratransit, mini-to-medium-sized buses, which provide public transport and operate demand-driven and unscheduled. This form of public transport is often seen as less safe, less dependable, and environmentally unfriendly. One common intervention is the development of a Bus Rapid Transit system. A Bus Rapid Transit system is characterized by its bus-only lanes and offers a cheaper solution to rail transit systems. The development of such a BRT system changes the structure of the public transport system as BRT often takes over the areas in which paratransit previously operated. This leads to clashes between the stakeholders of the two modes of transport, which can threaten the success of the system as well as the livelihood of the paratransit workforce. This paper uses socio-technical transition theory, as well as stakeholder theory, to provide a clear picture of the entire land passenger mobility system. The focus of this thesis lies on firstly, analyzing the question why the development of BRT is favored over the optimization of paratransit. Secondly, it looks at different interaction approaches between the multi- regimes scheduled public transport (BRT) and paratransit, which can lead to a successful public transport system. Lastly, socio-technical barriers (political, technical, socio-cultural, and economic) are analyzed to understand which obstacles have to be overcome and what corresponding measures are. The results show that the development of Bus Rapid Transit is favored over the optimization of paratransit. Paratransit is seen as unsafe and unreliable, while Bus Rapid Transit offers an efficient, reliable, eco-friendly solution which also targets vulnerable groups. Out of the four different interaction approaches, competition between BRT and paratransit, a hybrid form between paratransit and BRT, the replacement of paratransit, and the prohibition of paratransit, the hybrid form is seen as most successful, as it allows both systems to contribute their strengths. Lastly, the actors involved in the socio-technical system, and socio-technical barriers and corresponding measures were analyzed. The biggest take-away when looking at the actors of the land passenger mobility system is that all stakeholders have to be involved, which includes paratransit drivers and people working on and off the vehicles. This paper has shown that when these stakeholders are not included, there might be resistance that might compromise the success of the BRT. The socio-technical barriers used were divided into economic, financial, infrastructural, and socio-cultural barriers. A successful paratransit / BRT interaction benefits from the move from a target system to a monthly salary for the paratransit driver. There should both be regulations and incentives so that paratransit acts as a reliable partner for the BRT system. It should be noted that a successful BRT / paratransit interaction cannot easily be replicated in another country without looking at the urban form preconditions. Bus Rapid Transit is a feasible solution for many Sub-Saharan cities. For an encompassing public transport system to be successful and to outcompete the car, it is necessary that all stakeholders work together and contribute with their strengths.
