The role of technikons with regard to social and economic upliftment of communities, with reference to the Eastern Cape Technikon

Technikons were established in order to meet the need for skilled labour in the field of Engineering and Technology. Yet, within the Transkei it is found that there is a greater need for literacy training as a means of contributing to social and economic upliftment as technological advancement cannot take place within an illiterate society. As the Eastern Cape Technikon is based within the Transkei, a challenge is put to this institution to meet the needs of its surrounding community. Thus besides providing technologically -orientated education, the question is put as to how the Technikon could address illiteracy in the area. A study of countries which have addressed these issues is made and an investigation into the problem within the area is carried out. Based on conclusions drawn from these, recommendations are made. A study of the perceptions of climate change among honours students at two South African universities

Text in English / Climate change has become part of daily conversations for scholars and activists. Everyone feels entitled to an opinion on either the causes or the prescriptions of mitigation measures. Very few question the ontological existence of climate change or wonder whether their perceptions are pre-empted by over-arching metanarratives or discourses articulated elsewhere. The impact of media and other sources of information on people’s perceptions of climate change are often taken for granted. By using discourse theory, this study aims to uncover taken-for-granted metanarratives within environmentally oriented university Honours student’s perceptions of climate change. These students are majoring in the key areas of Environmental Management studies. It aims at assessing whether their perceptions are, consciously or inadvertently, mis (aligned) to any climate change discourses. In discourse theory, Laclau and Mouffe (1985) argued that within a particular knowledge domain, there are several meaning-conferring articulations (discourses) in a struggle of fixing meaning for particular social events and activities. As such, each discourse aims at negating alternative meanings from alternative discourses and naturalising its own interpretations. Within a particular discourse, actors (individuals or groups) are interpellated i.e. defined within specific confines of action and articulations. This study uses this discourse theory to test these hypotheses. As such, the study came up with three conclusions. First, there is a metanarrative of climate change realism, in which the ontological reality of climate change is taken as a given, with no attempt at individual reflection on its ontology. Secondly, the respondents held a mediated concept of climate change, in which their views largely mirror the conceptualisations of the media and other information sources. Lastly, there is an overarching climate-change aversion metanarrative, in which climate change is regarded as negative, without any distinction between its causes and effects. / Development Studies / M.A. (Development Studies)

The contribution of trees to local livelihoods in urban areas

Trees in natural forests are widely known for their essential contribution to rural livelihoods in developing countries, providing both consumptive and non-consumptive products to rural inhabitants. These benefits are also obtained from trees in urban forests and used by urban households. In the past decades, the role of urban trees to urban livelihoods, municipalities, local and global environment has often been overlooked by researchers and development agencies, and hence are poorly documented, especially in Africa. In South Africa, the increase in urbanisation and urban poverty means many urban residents are expected to be dependent on trees and tree products from homesteads, neighbourhoods and edges of towns. There is however a paucity of literature on the potential of trees in sustaining livelihoods and poverty alleviation in urban areas. This study determined the magnitude and nature of the direct contribution of trees and tree products to local livelihoods in different urban residential areas (informal, Reconstruction and Development Programme (RDP), and township) in three South African towns (Tzaneen, Bela Bela and Zeerust) which cover a rainfall gradient from relatively higher (775 mm p.a.) to low (575 mm p.a.). The results showed that most (90%) households had an interest in planting and managing trees on homesteads, given the high proportion (71%) of residents who had planted trees on their homesteads. The abundance of trees followed the moisture gradient, with Tzaneen having a larger share (46.4%) of trees, followed by Bela Bela (27.5%) and Zeerust (26.1%). Larger plots in the informal residential area accounted for the larger proportion (42.8%) of trees on homesteads, followed by the township (32.9%) and RDP households being the least because they were recently established. Tree density was also higher in the high rainfall town but the pattern did not follow the moisture gradient between Bela Bela and Zeerust due to little rainfall difference. However, tree density across residential areas was similar to the proportion of trees on homesteads in residential areas. The most common tree species were alien, and mainly exotic fruit trees made up two-thirds of the trees encountered. Most households collected various products from urban trees, particularly fuelwood, from edges of towns. This was especially by households with lower cash income. However, fruits were collected from homesteads regardless of the wealth status. Tree products had a significant contribution to the total annual household income, with fuelwood alone contributing up to R5 663 per household per annum, equivalent to two-three month household cash income. Tree products added 20% to total household income, which represents the amount of money households save by collecting tree products for free. Therefore, trees within and around urban areas contribute significantly to livelihoods and reduce poverty in urban areas. There is need therefore to encourage urban residents to plant trees on homesteads and policy makers to come up with policies that promote sustainable harvesting of tree products from areas surrounding urban areas.

Willingness to pay for the control of water hyacinth in an urban environment of South Africa

Water hyacinth is recognised as one of the most problematic invasive aquatic plant species in Africa. For this reason considerable funds are spent each year on itscontrol. As a consequence of the amount of money being spent on problems such as the invasion of water hyacinth, and because of the recognition of the ongoing and accelerated efforts that are required in the future, recent research has focused on accurately quantifying the costs and benefits of control of invasive species to aid policy decisions.A comprehensive cost-benefit analysis would be able to identify if the funds are justified and are being spent effectively. This thesis provides an example of a cost-benefit analysis of funds spent on the control of water hyacinth in an urban environment in South Africa. In order to develop a comprehensive assessment of the total economic value of the control of water hyacinth to an urban population, the Nahoon River in East London was selected as the study site to calculate the benefits of control. In addition to valuing the direct services provided by the resources that are traded in the market (in this case water provision), a contingent valuation study was undertaken in Abbottsford and Dorchester Heights (two suburbs in East London banking the Nahoon River). These were done in order to assess any non-use value a sample of 132 households of the population has for the control of water hyacinth, and any use values that are not traded in the market, for example recreational value. When the benefits of control of water hyacinth were compared to the costs of one of the least cost effective methods of control (herbicidal control), the benefits outweighed the costs by a ratio of more than 4:1, and for the most cost effective method of control the ratio was almost 6:1. These results provide a justification for the funds that are devoted to the control of water hyacinth, providing an argument for the continued expenditure for its control, and for further research into more cost effective methods of control, such as biological control.

A study of the attitudes of English-speaking high school pupils in Gauteng towards Afrikaans-speaking teachers teaching through the medium of English

The purpose of this study was to investigate the attitudes of learners at English-medium schools towards teachers whose home language was Afrikaans and who taught through the medium of English. A secondary objective was to determine whether the teacher's home language had any effect on the learners' academic performance in the subject concerned. It was found that English-speaking learners had a slightly negative attitude to Afrikaans and did not give English much consideration except as a useful means of communication. Afrikaans-speaking learners expressed a positive attitude to - and pride in - their language. They were also much more positive to English than were the English-speaking learners towards Afrikaans. The English-speaking learners' attitude towards Afrikaans was not generally carried over to Afrikaners. However they objected to being taught English by non-English-speakers. Gender appeared to play a role in the learners' attitudes, as the girls were generally more positive to Afrikaans than the boys and achieved higher marks than the boys in almost all the subjects covered in this study The academic performance of learners at the English-medium schools was adversely affected by having Afrikaans-speaking teachers since, in almost every case, the learners in these teachers' classes obtained lower marks than those who were taught by English-speaking teachers. A reconceptualisation of the concept of social capital: a study of resources for need satisfaction amongst agricultural producers in Vhembe, Limpopo

Social capital, in broad terms, refers to norms, networks, trust and forms of social connections in societies that allows people to gain access to resources. This study involves a reconceptualisation of the concept of social capital. An overview of social capital literature reveals that economic needs are still dominant in both the theory and practice of development efforts that make use of social capital. It would therefore appear that the social capital paradigm is not balanced in that it does not clearly provide for the satisfaction of the diverse range of needs that people, particularly those in the rural communities, often experience. A resource-orientated approach is suggested in broadening the concept social capital to include the satisfaction of a wider variety of needs. An effort is made in the literature study, to capture the manifestations of social capital in different societies globally, with particular emphasis on community life in developing communities of the world. In addition, the discussion of social capital is deepened to include need satisfaction. A matrix of needs, as proposed by Max-Neef (1991), is used to argue that social capital would better be seen as a synergetic resource for the satisfaction of various needs. Instead of understanding social capital as a need, single satisfier, or as a `factor of production', an argument is put forward that such a conception of social capital is incomplete and inaccurate and that, instead, social capital should be understood as a multi-dimensional resource that can be used to service various needs of communities. Extensive fieldwork amongst agricultural producers in the Vhembe district of Limpopo provided ample evidence of social capital, although a precise fit with the mainstream theoretical perspectives was not found. The unusual profile of social capital reaffirmed the argument that social capital is present in different forms in rural developing communities and that social capital can best be seen as multi-dimensional because it has the ability to satisfy a wide variety of needs at different levels. Better use can be made of the concept of social capital by viewing it as multi-dimensional and linked to resources relevant to a wide variety of needs. An investigation of social factors, which interfere with the child's ability to read and write

The changing of the education system holistically in South Africa as a prerequisite has impacted negatively on the child‘s ability to read and write, which also degraded the country‘s standard as compared to other countries in Africa. This is confirmed by the annual national assessment results where South African children‘s performance is far below the expected level. This investigation aims to serve as a guideline to all interested stakeholders who are willing to improve and develop our poor performing education system. Firstly, to identify a child‘s social factors that interfere with their ability to read and write; to find out how reading influences writing in the child and to develop intervention strategies on solving children‘s problems with reading and writing. The study revealed through the participants that, unavailability of social factors that are a need or prerequisite to the child‘s excellent academic performance hampered their ability to read and write. Furthermore, educator participants indicated that the child‘s inability to read influenced their writing ability. Data collected is based on individual interviews and documents analysis. The researcher chose Kedibone Primary School (pseudonym) as the sample. The participants were ten (10) learners from grade 3 to grade 7 and their five (5) educators, one from each grade, in the above mentioned school. That is each grade provided two participants, one boy and one girl. The main aim of the interviews was to identify how social factors interfere with the child‘s ability to read and write. In conclusion, this research had been a success through the participation of the Department of Education and all its related structures and to provide strategies that were stated in the research as solutions that would address and overcome the child‘s inability to read and write. / Inclusive Education / M. The social sustainability of the Table Mountain cableway

Social sustainability provides a meaningful approach for industry practitioners wishing to establish a platform to engage communities within enterprise development. It can be said that sustainability requires much more than environmental and fiscal achievements and, with an increased awareness of issues such as equity and power sharing, more corporates are incorporating their strategies in line with social responsibility values. This study therefore takes a closer look at how the Table Mountain Aerial Cableway Company, integrates this important concept of social sustainability in its business practices. The tourism industry has in fact grown to such an extent that global economists estimate the progress of international growth at between three and six percent annually. However, this growth can only be measured when businesses take social responsibility factors into consideration. According to the UNWTO (2011, p 1) UN Secretary-General, Ban Ki-Moon, opened the Fourth UN Conference on Least Developed Countries stating that the majority of: “…least developed countries (LDCs) are rich in resources. All have young and vibrant populations. These men and women need decent jobs, education, training, so they can make the most of their country’s assets - minerals and other commodities, farmland, rich stores of biodiversity and tourism potential”. This study therefore focuses on current and future issues pertaining to socially sustainable tourism at the Table Mountain Aerial Cableway Company in Cape Town, South Africa. In addition, it presents solutions for reducing the negative impacts of tourism, whilst at the same time embracing the benefits of tourism for the area and its local communities. The outcome of the study found that the Table Mountain Aerial Cableway Company added little value to social responsibility objectives. The company has made a significant effort in marketing their product through the mass media. However, there is an overall corporate responsibility barrier. Much still needs to be done to ensure accountability for social responsibility issues, not just within this particular company, but also throughout the tourism industry. / Environmental Sciences / M. The role of social capital in the creation of sustainable livelihoods : a case study of the Siyazama Community Allotment Gardening Association (SCAGA)

The city boasts the unique Table Mountain; Blue Flag beaches; and the distinctive fynbos of the Cape Floral Kingdom, all of which have contributed considerably to the revenue generated by the tourism industry. Even though the city’s economy appears robust, many people living in townships on the Cape Flats continue to face a reality of being trapped in a state of deprivation; unable to access those natural resources as a means to make a living; and unable to cope with shocks, trends and seasonality in a dynamic, vulnerable society plagued by inequitable distribution of wealth and environmental degradation. Yet, while access to financial, natural (and other) assets is limited, poor people can rely upon their social assets – or Social Capital (SC) in order to make a living. This case study explores the three types of Social Capital – (i) Bonding SC (between project beneficiaries), (ii) Bridging SC (between project beneficiaries and implementing agents) and (iii) Linking SC (between implementing agents and local government organs) – in an attempt to understand their impact on the livelihoods of project beneficiaries involved in the Khayelitsha-based Siyazama Community Allotment Gardening Association (SCAGA). This was done with the purpose of enabling development practitioners, government officials and local people to work together to plan sustainable initiatives that enhance peoples’ quality of life. Although case studies have been criticised by some authors as lacking scientific rigor and do not address generalisability, this study employed a case study approach due to its appropriateness when dealing with a small number of participants and the specific context of their complex real-life activities in great depth. By taking a post-positivistic stance, the researcher was able to appreciate the different constructions and meanings that people place upon their life experiences.

Biodiversity enhancement in Cape Flats urban habitats

Urbanisation, agriculture, and mining are just some of the factors responsible for the continuous degradation of the natural environment. Of these, urbanisation is one of the leading factors of diversity loss. To address this problem, it is necessary to understand the relationship between biodiversity and urban areas, as well as the relationship between society and biodiversity. This study focuses on these relationships and suggest ways in which urban biodiversity can be maximised without compromising on development. In order to create an urban environment that successfully supports maximised biodiversity, new methods and ideas must be developed to promote the protection of urban ecosystems. The Cape Floristic Region in South Africa is a good example of an area that requires immediate action in order to prevent enormous losses in biodiversity. Data have shown drastic decreases in natural vegetation cover in this area, and with its close to 9000 species, of which approximately 60% occurs nowhere else in the world. This state of affairs should be regarded as a serious crisis. This study consists of three main parts, the first being a literature review on the current relationships between the urban environment, society, and biodiversity. The second and third parts report on two empirical investigations on the campus of the Faculty of Health Sciences at the University of Stellenbosch in the City of Cape Town. The first of these investigates the possibility of using spirituality connected to nature as a promotional tool for conservation through rehabilitation or restoration of damaged urban vegetation habitats. For this purpose students’ and staff members’ opinions of the urban nature at the campus were tested. In the second investigation the options of restoring biodiversity to the campus was considered by exploring the best options available for rehabilitation while taking the current biodiversity status on and around the premises into account. This was carried out through three smaller projects that included the physical reintroduction of plant species, vegetation analysis, and bird identification and attraction. The response of employees and students at the Faculty of Health Sciences was found to be in favour of restoring vegetation and animal life to the campus. This is supported by a belief that their attitude towards their work would improve with improved natural surroundings. Initial rehabilitation attempts highlighted the complexity of rehabilitation practices by bringing forward challenges and problems experienced with the reintroduction of plant species. Despite these problems, increased plant diversity in experimental areas showed the possibility of successfully completing the project. Biodiversity analysis showed that methods of controlling vegetation used by the university are doing more harm than good, as it results in indigenous vegetation being displaced by exotic vegetation. This study introduces a number of questions regarding the relationship between urbanisation and biodiversity and to what extent the two should be linked. Hopefully it is a step in the direction towards marrying the urban and natural environment, and to create a sustainable urban environment where society no longer sees nature as something outside the city boundaries.
