An evaluation of the South African Department of Defence's policy on Defence Industrial Participation (DIP) as a defence industrial development mechanism

This dissertation focuses on the local defence-related industry as a beneficiary under the Department of Defence’s defence industrial participation (DIP) programme, managed by Armscor. Attention is given to the main construct of the development theory and how the DIP process in South Africa compares with the international reciprocal trade phenomena commonly referred to as ‘countertrade’. The author does an in-depth analysis of the Government’s policy regarding the defence-related industry (DRI) that forms part of the local defence industrial base (DIB), as well as the DIP policy, procedures and practices and their subsequent bearing on the local defence industry. The study is further substantiated with a comprehensive review of the consequences and outcomes resulting from the largest defence package deal (SDP), signed in December 1999, between the Department of Defence and several major foreign original equipment manufacturers (OEMs) and subsequently benchmarked against academic discourse on the subjects of international countertrade and development theories.

The object of investigation is the dynamics and respective interests of the various players involved in the Brazil-South Africa joint development of the air-air missile A-Darter. Based on International Relations theory, this research project deals with the interaction among the main players at the Brazilian defence sector, regarding their specific as well as interdependent contexts, namely, diplomatic, military, business and managerial factors. The period of analysis includes the first high-level contacts, conducted in 2003, and the first successful launch of the A-Darter missile, dated of July 2010. It is argued that there is a need for clear mechanisms and permanent coordination among the key players in the Brazilian defence sector in order to maximize the benefits of such type of cooperation

He had to transform the South African armed forces into an efficient and combat ready Union Defence Force. He also had to implement the National Party's defence policy, which hitherto consisted of abstract principles contained in the party's political programme. Erasmus made far reaching changes to the Union Defence Force, furnishing it with a distinct South African identity. Despite criticism against him and the country's limited resources Erasmus improved South Africa's defence significantly. He modernized the organization, training and equipment of the Union Defence Force and established the basis for an independent local armaments industry. Erasmus also played a prominent role in South Africa's international military strategy. He laboured unceasingly to persuade the European colonial powers to enter into an African defence alli~nce.
