Graças ao abrandamento das crises econômicas por que passavam os países da América do Sul e à implementação de melhores políticas de apoio ao cinema, a produção cinematográfica da região começou a retomar o seu ritmo nas últimas duas décadas. Esta atividade vem recebendo o apoio de algumas iniciativas da região. O debate em torno da idéia de integração fomentado pelo Mercosul, bem como os acordos que daí têm resultado, oferecem oportunidades de fortalecimento para a indústria cinematográfica e de ampliação de mercado através da entrada nos países vizinhos. Ainda que estabelecidos à margem de um programa comum com objetivos coordenados, os desafios apresentados a partir do Mercosul Cultural levaram a iniciativas que tecem redes e têm instalado circuitos para ocupar o espaço quase vazio de trânsito cultural entre os países mercosulinos. / In the past two decades the South American film production went back on track thanks to the slowdown of economic crises in the countries of the region and the implementation of better policies to support the film sector. This movie activity has received support from some initiatives in the region. The debate around the idea of integration promoted by Mercosul and the agreements signed since that offers opportunities to consolidate the movie industry and to expansion the film market through the entry into neighboring markets. Although weren´t established by a program with coordinated goals, the challenges presented to the MERCOSUR Cultural led to initiatives that weave networks and installed 5 circuits to occupy the space almost empty of cultural traffic between the countries of MERCOSUR.

O lobo-marinho-sul-americano (Arctocephalus australis) membro da Ordem Carnivora, é comumente visto nos períodos de outono e inverno na costa brasileira do Rio Grande do Sul até o Rio de Janeiro, porém, sem colônias reprodutivas estabelecidas. A espécie pertence ao grupo dos pinípedes, carnívoros com membros em forma de nadadeiras que vivem em ambiente aquático e terrestre. Estudos sobre a morfologia da pele em pinípedes são raros e antigos, destes procederam muitos relatos divergentes, em virtude da colheita da pele sem referências anatômicas. O objetivo desta pesquisa foi descrever o sistema tegumentar da espécie Arctocephalus australis, utilizando animais que vieram a óbito por causas naturais de uma colônia reprodutiva do Uruguai. As áreas corporais colhidas dorso-ventralmente foram identificadas anatomicamente. Essas regiões foram examinadas por microscopia óptica, segundo critérios histológicos, histomorfométricos, histoquímicos e imuno-histoquímicos nas diferentes estruturas que constituem o sistema tegumentar. A pele do Arctocephalus australis apresentou diferenças entre as regiões de epiderme delgada e espessa. A epiderme delgada apresentou maior quantidade de pêlos do que a epiderme espessa, a qual em algumas regiões era destituída destes. Como os demais mamíferos, a pele do lobo-marinho-sul-americano apresentou glândulas sebáceas, glândulas sudoríparas apócrinas e merócrinas. As nadadeiras apresentaram o maior número de especializações entre as regiões do corpo estudadas, especialmente vinculadas à termorregulação, como o maior volume de glândulas sudoríparas e secções vasculares. Esta pesquisa apontou os aspectos morfofuncionais relacionados à biologia da espécie em ambientes distintos, e esclareceu alguns dados controversos na literatura sobre o sistema tegumentar em pinípedes. / The South American fur seal (Arctocephalus australis) members of the Order Carnivora is usually seen during the autumn and winter season in the Brazilian coast from Rio Grande do Sul to Rio de Janeiro, however, there are no reports of reproductive colonies established. The species belongs to the group of pinnipeds, carnivorous with limbs fin-shaped that inhabits both terrestrial and aquatic environments. Studies of the skin morphology are rare and ancient; these studies have arisen many divergent reports, due to sampling of the skin without anatomical references. The purpose of this research was to describe the integumentary system of the species Arctocephalus australis, using animals that came to death by natural cases from reproductive colonies from Uruguay. The body dorsal and ventral regions were identified anatomically. These regions were examined by light microscopy, according to the histological, histomophometric, histochemical and immunohistochemical criteria in the different structures constituting the integumentary system. The skin of the Arctocephalus australis showed differences between the thin and thick epidermis. The thin epidermis showed larger amount of hair follicles than the thicker epidermis, which in some regions was devoid of hair. As well as the other mammals, the South-american-fur-seal skin showed sebaceous glands, apocrine and eccrine sweat glands. The limbs showed the largest number of the specialization among the regions of the body examined, particularly related to thermoregulation, as well as the largest volume fraction of sweat glands and vascular sections. This research pointed the morphofunctional aspects related to biology of the species in different environments, and elucidated some controversial data in the investigation about the integumentary system in pinnipeds.

Goal and source in South American languages / Mål och källa i sydamerikanska språk

This study primarily investigates the expression of two local roles, goal and source, in South American languages. Local roles describe the direction of movement or locatedness in relation to a physical object, a ground, in a motion event. While goal expresses motion to or towards and source expresses motion from a ground, these are not always distinguished from one another but sometimes encoded indifferently. A previous cross-linguistic study by Wälchli and Zúñiga (2006) shows that the encoding of goal and source tends to be distinct in Eurasia, North Africa, and Australia, and more diverse in the Americas and New Guinea. However, the sample used in their study is not representative in the Americas. The principal aim of the present study is to determine whether the encoding of goal and source is distinct or indifferent in a representative sample of South American languages, using both reference grammars and parallel texts consisting of Bible translations. The local role path, expressing motion through a ground, is also studied to the extent that this is possible given the data. The findings show that distinct encoding of goal and source is most common in the sample. Indifferent languages are still attested for, yet to a smaller extent than in Wälchli and Zúñiga's study (2006).

Tuberculosis in South American sea lions (Otaria flavescens) - diagnostic options and its epidemiologic importance for other mammals within the zoological garden

Tuberculosis is a widely spread zoonotic disease caused by acid-fast bacteria of the Mycobacterium tuberculosis complex in a variety of mammalian species. In pinnipeds, tuberculosis has been reported in different captive and wild sea lions and fur seals. The causative agent, Mycobacterium pinnipedii, is part of the M. tuberculosis complex and has shown pathogenicity in other mammalian species including human beings. Since 2000 the Heidelberg zoo has been dealing with tuberculosis in its collection of South American sea lions (Otaria flavescens). After a Malayan tapir (Tapirus indicus) was transferred to a zoological institution in France it transmitted the disease to the other tapirs that succumbed to tuberculosis. Culturing and spoligotyping confirmed the origin, the sea lions at the Heidelberg zoo. An investigation of the sea lion group housed at Heidelberg in addition to different species of mammals living in adjacent exhibits as well as a sea lion, born in Heidelberg but then living in Hamburg, revealed multiple cases of pinniped tuberculosis.

Perceptions and Behaviors of Caribbean and South American Women of Color Living in the United States Towards Breast Cancer

Breast cancer is a global public health issue, and even though the incidence and mortality rates for this disease have declined, a substantial gap in mortality rates between U.S. women of color and European American women remains. Strategies have been initiated to decrease this gap, but they have not addressed the special needs of women of color residing in the United States, who tend to be diagnosed only after they have developed late-stage breast cancer. The purpose of this phenomenological study was to understand the perceptions and behaviors of 20 first-generation Caribbean and South American-born women of color living in Atlanta, Georgia, related to breast cancer awareness, screening, treatment, and follow-up care. Qualitative data analysis was used to identify themes that included, but were not limited to, the role of genes in breast cancer, lifestyle influences and risk of breast cancer, environmental factors, positive perceptions of foods and their impact on breast health, the role of culture on health care decisions, fear of harm from radiation exposure, familial relationships, understanding why they sought screening and/or treatment, and familial health histories and increased risk of breast cancer. The participants' cues to take action were influenced by knowledge, health insurance coverage, confidence, educational attainment, age, income, family support, and self-motivation. Culture, race, or ethnicity had little to no effect on whether the women received breast cancer screening or mammography. The findings could facilitate social change by educating Caribbean and South American women of color in the United States about breast cancer and the need for screening, to reduce the incidence of breast cancer and the mortality rates among the target population and improving their quality of life.

Peruvian Pinnipeds as Archivists of ENSO Effects

Environmental fluctuations in the eastern Pacific Ocean are reflected in the tissues of some of its most vulnerable apex predators, the Peruvian fur seal (PFS) Arctocephalus australis ssp.and the South American sea lion (SASL) Otaria byronia.These large pinnipeds live in sympatry along the Pacific coastline of South America and forage within the neritic waters over the continental shelf. The coastal waters off Peru are a region of great environmental fluctuations due to periodic, oscillating El Niño- La Niña- Southern Oscillation (ENSO) events, which result in ecosystem-wide food web changes. Pinniped vibrissae (whiskers) are continuously growing keratinous tissues and reflect the incorporation of prey from the region. Fine resolution sampling along their length provided trophic information on a weekly to monthly time scale over several years. Vibrissae were obtained from 2010-2016 from female (n=47), male (n=17) and newborn pup (n=6) fur seals and male (n=6) sea lions collected during pinniped rookery health assessments. Stable isotope ratios (δ13C and δ15N) in vibrissae infer temporal primary production and dietary variations in individuals. ENSO conditions were dictated by the sea surface temperature anomaly (SSTA) recordings from the Niño 1+2 Index region over 12 years. Fluctuations in vibrissae δ15N were correlated to varying SSTA readings (p15N (p15N signatures (p13C revealed minor fluctuations ranging from -18.13 to -13.17‰over the 12-year period, δ13C did reveal a significant depletion and enrichment oscillation during specific points in time, such as the 2014-2016 El Niño event, which ranged from -15.09 to -13.83‰(p=0.040). Stable isotope signatures varied between genders, but not by species. Female fur seal stable isotope signatures were significantly more depleted in both δ13C and δ15N than males (p13C and δ15N were inversely correlated to each other from 2014 to 2016; this was during the strongest El Nino-Southern Oscillation event on record (p=0.002). As δ13Csignatures became more enriched, δ15N signatures depleted from 2014 until 2016. This suggests that when ENSO warm phase conditions occur, the environments resources change in historic foraging grounds, possibly forcing pinnipeds to travel farther distances offshoreto forage or altering what they feed on throughout these stressful conditions.This study serves to help understand of the impact of oceanographic influences on these pinnipeds.ENSO conditions influence the trophic dynamics and resultant survival adaptations in both of these vulnerable Peruvian marine mammals.

Alpacas kept in Central Europe are often deficient in vitamin D3, which is supplemented orally or by injection by the owners or veterinarians. Vitamin D3 can be specified in two different units (IU and µg), which differ by a factor of 40. By mixing up these units, an overdosage can be induced. In this study, three alpaca crias were examined after vitamin D3 intoxication, with particular reference to kidney function. All three animals developed non-specific clinical alterations 1–2 weeks after a vitamin D3 overdose of approximately 40 times. Plasma of the animals revealed several alterations. The main findings were severe azotemia, hypercalcemia and hyperphosphatemia, 15 days after treatment. Kidney function analysis (endogenous creatinine clearance) in two of the crias revealed severe glomerular damage. All crias died despite intensive treatment within 23 days after vitamin D3 treatment. Necropsy revealed calcification in different organs, mainly the kidneys, lungs and liver. Since nine other crias in the same group were treated with comparable doses of vitamin D3 and no clinical signs were observed in these animals, it is concluded that individual animals show different levels of sensitivity to vitamin D3.

The Chilean naval mutiny of 1931

On 1st September 1931, the most serious mutiny affecting the Chilean Navy in nearly two centuries of existence broke out. The various books and articles which have examined this subject have used as their sources the local press and the participants´ own stories. Just in a few cases, historians have had access to official documents, because they were seldom published or access was restricted until now. This has led to gross factual mistakes in the existing historiography, leading to questionable interpretations and to the creation of legends still alive in Chile and elsewhere. This thesis discusses these topics. The Chilean Navy has in its archives a collection of 35 volumes (about 9,200 pages) of Courts Martial official documents and proceedings never studied by historians. The author used these sources under a special authorization for academic purposes. The following theories of the causes of the mutiny commonly expounded by contemporaries and subsequent historians have been researched: a. Participation of Marxist groups in the origin of the mutiny and exploitation of it. b. Participation of the two Chilean populist political groups in the movement’s generation (headed by the former presidents Arturo Alessandri and Carlos Ibáñez) c. Army and Navy officers’ participation in politics during 1924 to 1931 and the consequence in the behaviour of the mutineers. Examination has also been made of connections with the mutiny on board HMS Lucia in Devonport in January 1931 which occurred while the Chilean battleship Latorre was being refitted at that port. Months later and being anchored in the port of Coquimbo, Chile, serious mutiny or revolt started on board Latorre and spread to other naval units as well as other Navy’s, Army’s and Air Force’s shore establishments. One week after the Chilean mutiny, the Invergordon mutiny started in the Royal Navy Atlantic Fleet. This thesis also compares both mutinies because they had many aspects in common.

Esta dissertação apresenta o resultado de um levantamento de sítios líticos caçadores-coletores no alto rio das Almas nos contrafortes ocidentais da Serra de Paranapiacaba. Dados sobre as indústrias líticas relacionadas são fornecidos sucintamente e comparadas às pesquisas desenvolvidas no Médio Ribeira por De Blasis (1988). Em acréscimo, esta Dissertação trata de estabelecer parâmetros para a compreensão da formação de sítios arqueológicos detectados em profundidade em porções de alta vertente, datados do Holoceno Médio. A continuidade de grupos caçadores-coletores na área de pesquisa é delimitada entre 5920 e 1000 anos AP e, em face a este período, tratamos de reconstruir os cenários sob transformação ambiental regional em a que estiveram submetidos esses grupos humanos e seus assentamentos. Nossa contribuição é desvincular os estudos sobre grupos caçadores-coletores do cunho hiper-determinista da tecno-tipologia lítica para uma discussão mais ampla que dialogue de forma transdisciplinar com a geomorfologia, a palinologia e a espeleologia. / This thesis provides the results of an archaeological survey focused in hunter-gatherer settlements from Upper Almas valley, on the western side of Paranapiacaba Mountains. Dates from lithics analysis associated to these sites are compared with results from Middle Ribeira valley, developed by De Blasis (1988). In addition, this Thesis treats to establish frames of reference to understand the formation processes of archaeological sites settled during the Middle Holocene in high depth on high portions of the mountains. The hunter-gatherer continuity between 5920 and 1000 yr BP in the studied area is approached by a paleoambiental treatment: our additional goal is to reconstruct the scenarios of environmental transformations in which these human groups developed their History. Furthermore, this thesis provides an instance to reduce the technological approach over these groups, opening an ecosystem approach which includes dates from palinology, geomorphology and espeleology.

A presente tese versa sobre a cooperação internacional em saúde como um mecanismo de fortalecimento do direito humano à saúde, de forma específica no bloco regional da União das Nações Sul-Americanas (Unasul). Desde 1945, quando a Organização das Nações Unidas (ONU) é criada, a cooperação internacional se fundamenta como propósito e postulado jurídico para o alcance dos direitos humanos. Ainda assim, à luz da Teoria das Relações Internacionais, os Estados podem se relacionar de maneira conflituosa ou de maneira cooperativa. As formas mais extremas dessas duas possibilidades são a guerra e a integração. Artigo 1º - Os propósitos das Nações Unidas são: (...)3. Conseguir uma cooperação internacional para resolver os problemas internacionais de caráter econômico, social, cultural ou humanitário, e para promover e estimular o respeito aos direitos humanos e as liberdades fundamentais para todos, sem distinção de raça, sexo, língua ou religião (...). No caso desta pesquisa, a hipótese aplica-se na assertiva de que a cooperação internacional em saúde entre os países membros da Unasul - bloco regional de integração política - contribui para o fortalecimento do direito à saúde. No contexto dessa tese, compreendemos que o fortalecimento se dá com a adoção de mecanismos e processos de garantia do direito à saúde, tais como a criação de órgãos e instituições especializados no tema, a adoção de resoluções, de recomendações e demais instrumentos jurídicos que reconheçam a saúde como um direito, e que orientem e apoiem os países na formulação de políticas públicas em saúde. O fortalecimento do direito à saúde via cooperação, no contexto do bloco regional, ocorrerá na medida em que (i) se desenvolvam as relações entre esses países através do intercâmbio de experiências e da propositura de metas e estratégias comuns para o enfrentamento de problemas de saúde; (ii) proporcione uma compreensão e reconhecimento conjunto quanto à saúde como direito humano; e (iii) se estabeleçam órgãos e instituições especializados no tema. / This thesis deals with international health cooperation as a mechanism for strengthening the human right to health, specifically in the regional bloc of the Union of South American Nations (Unasur). To achieve international cooperation to solve international problems of economic, social, cultural or humanitarian law caracter, and to promote and encourage respect for human rights and fundamental freedoms for all, without distinction of race, sex, language or religion (...). In the case of this research, the hypothesis applies in the statement that international cooperation in health among the Member countries of Unasur - regional bloc of political integration - contributes to the strengthening of the right to health. In the context of this thesis, one understands that strengthening is with the adoption of mechanisms and processes to guarantee the right to health, such as the creation of specialized bodies and institutions on the subject, the adoption of resolutions, recommendations and other instruments recognize legal health as a right, and to guide and support the countries in the formulation of public health policies. The strengthening of the right to health via cooperation, in the context of the regional bloc, shall occur to the extent that (i) relations among these countries are developed through the exchange of experiences and the bringing of common goals and strategies for dealing with health problems; (ii) an understanding and recognition set as to health as a human right is provided; and (iii) specialized bodies and institutions on the subject are established.
