"King hereafter" : Macbeth and apocalypse in the Stuart discourse of sovereignty

“‘King Hereafter’” posits Shakespearean theater as a gateway between Reformation England’s suppressed desire to rid itself of monarchy and that desire’s expression in the 1649 execution of King Charles I. Specifically, I argue that Macbeth darkly manifests a latent Protestant fantasy in which the kings of the earth are toppled in a millenarian coup. Revolution- and Restoration-era writers John Milton and William Davenant attempt to liberate or further repress Macbeth’s apocalyptic republicanism when they invoke the play for their respective causes. Shakespeare’s text resists appropriation, however, pointing up the blind spots in whatever form of sovereignty it is enlisted to support. I first analyze Macbeth (1606) in its original historical context to show how it offers an immanent critique of James I’s prophetic persona. Macbeth’s tragic foreknowledge of his own supersession by Banquo’s heirs mirrors James’s paradoxical effort to ground his kingship on apocalyptic promises of the demise of earthly sovereignty. Shakespeare’s regicidal fantasy would be largely repressed into the English political unconscious during the pre-war years, until John Milton drew out the play’s antimonarchical subtext in The Tenure of Kings and Magistrates (1649). Yet the specter of an undead King Charles, I argue in chapter two, haunts Milton just as Banquo’s ghost vexes Macbeth because Milton’s populist theory of legitimate rule continues to define sovereignty as the right to arbitrary violence. In chapter three, I show how Sir William Davenant’s Restoration revision of Macbeth (c.1664) reclaims the play for the Stuart regime by dramatizing Hobbes’s critique of prophetic enthusiasm. In enlarging upon Macduff’s insurgency against the tyrant Macbeth, however, Davenant merely displaces the rebellious potential of the rogue prophet onto the deciding sovereign citizen. Finally, my fourth chapter argues for Milton’s late-career embrace of Shakespearean equivocation as a tool of liberty in Samson Agonistes (1671). Samson’s death “self-killed” and “immixed” among his foes in a scene of apocalyptic destruction challenges the Hobbesian emphasis on self-preservation and the hierarchical structures on which sovereignty itself depends for coherence. Milton’s mature eschatological vision of the end of sovereignty coincides with his artistic acceptance of the semantic and generic ambiguities of Shakespearean drama. / text

<p>Our aim with this paper is to study the debate concerning the refusal of entry of the two Egyptians and the involvement of USA, to see if the Swedish sovereignty has been compromised. We have chosen two theories, realism and radicalism, to read if opinions can be identified of supporting one of them. The empiricism we selected are from debate articles in the big news papers Dagens Nyheter, Svenska Dagbladet and Expressen. We also studied the debate in the Riksdag . The method we used was qualitative and is called analysis of content.</p><p>The result we could conclude was that most of the debaters are disappointed with how the government handled the whole situation, but still believes that it made the decision on itself. This opinion reflects the theory realism. Further more, we found that the debate in the Riksdag was more diverse in terms of reflecting both of the theories, than the news papers. We also conclude that the debaters preferably would talk about torture and the violation of human rights and not the reason to why the government made that decision.</p>

'Do Good Things for the Fish': Organizational Innovation in Tribal Governance

This dissertation examines the organizational aspects of fish and wildlife management for Native American nations. Fish and wildlife management is an arena of great importance to many Native nations in subsistence, economic and cultural realms. Additionally, fish and wildlife, being common-pool resources, offer interesting management challenges. My research focuses on what happens when Native American nations exercise self-determination in this arena which requires them for both political and practical reasons to interact with state and federal governments and for economic reasons to deal with markets, all while attempting to meet the needs of their nations. Using fuzzy-set qualitative comparative analysis and drawing upon survey and case study research with Native American fish and wildlife programs, I examine how tribes manage their fish and wildlife resources and with what results.This research helps identify under what conditions tribes may achieve various management goals. In some important ways, tribes are limited in what they can do, particularly in regards to land base size and degree of jurisdiction over non-Indians. More importantly, however, this research identifies some of the many ways tribes can work to take charge of or support tribal fish and wildlife management without having to appeal to outsiders. While there are some very real limitations to fish and wildlife management external to tribes, within those limits, tribes have opportunities to assume and be effective in resource management.This dissertation also provides evidence to suggest that as tribes are better able to determine their own management and governance paths, elements of clan structures and logics develop where the organizational literature would predict they would not. Studying tribal fish and wildlife programs in particular offers an examination of these clan-like features typically found only on the societal fringes. Perhaps even more importantly, this dissertation research demonstrates that there are different governance structures, or logics, co-existing and operating in hybrid forms. For tribes, these hybrid structures create some challenges and inconsistencies that more pure governance structures would not. Nevertheless, these hybrid structures also allow for flexibility and effectiveness in responding to the diverse stakeholders invested in or influencing tribal fish and wildlife management.

A Better Framework for Legitimacy: Learning from the Christian Reformed Tradition

In recent years, political legitimacy as a concept distinct from full justice has received much attention. Yet in addition to querying the specific conditions legitimacy requires, there is a more general question: What is legitimacy even about? How ought we identify and conceptualize these conditions? According to the regnant justificatory liberal (JL) approach, legitimate legal coercion is based on reasons all reasonable persons can accept and JL is explicated in terms of a hypothetical procedure. Alas, Part I explains why JL is inadequate. First, I argue that it de-legitimizes all coercion. Second, it undercuts the proposition that there are certain basic rights which must be protected for legitimacy. Third, I suggest that JL structurally involves paternalism. Where should theorists turn? My perhaps surprising proposal is that they turn to the Christian Reformed (CR) tradition of social thought. As I take it, this tradition is composed of such figures as Augustine and Calvin, Abraham Kuyper and Herman Dooyeweerd, and, more recently, Francis Schaeffer. It has long theorized such issues as church-state separation and permissible coercion, and is replete with conceptual resources. Thus, Part II reconstructs an alternative legitimacy framework out of these resources. The central CR insight is this: legitimacy is a function of preventing basic wrongs. Legal coercion is only necessary "by reason of sin". I develop this insight in terms of three ideas. First, those wrongs which must prevented as conditions of legitimacy are objective wrongs, obtaining universally regardless of consent. Second, they presuppose some view of basic teleology. A teleological view is needed to elaborate contentful basic rights non-arbitrarily, but only a basic teleological view insofar as legitimacy is distinct from full justice. Third, I suggest these wrongs are fruitfully understood as constituting an exogenous standard, one that is neither the product of actual nor hypothetical self-legislation. Part III brings JL and CR legitimacy into dialogue. Understanding legitimacy in terms of objective, teleological, and exogenous wrongs, respectively, helps us avoid each of the unacceptable consequences of JL covered in Part I. A Genealogy of Humanitarianism: Moral Obligation and Sovereignty in International Relations

This dissertation examines the history of humanitarianism in international relations by tracing the relationship between moral obligation and sovereignty from the 16th century to the present. Its main argument is that moral obligations and sovereignty are mutually constitutive, in contrast to a widely held assumption in international relations scholarship that they are opposed to each other. The dissertation’s main theoretical contribution is to develop a framework, using a genealogical method of inquiry, for understanding the relationship between sovereignty and the shifting boundaries of moral obligation during the Westphalian period. This approach makes it possible to identify both elements of continuity and change in the history of humanitarianism and practices of sovereignty. The first chapter demonstrates how the extant literature on sovereignty and humanitarianism fails to adequately account for how states have participated in the construction of new moral boundaries even as they have sought to assert their own sovereignty. Chapter two lays out the dissertation’s theoretical framework, first by outlining an identity-based understanding of sovereignty in relationship to moral obligation, and then discussing the genealogical method that is used in three case studies. The following three chapters contain the dissertation’s empirical contributions, which are three historical cases that represent pivotal moments in the history of moral obligation and sovereignty. Chapter three examines the assistance offered by Elizabeth I to Huguenot refugees from 1558-1603, and relates England’s moral obligations towards Huguenots to the emergence of a sovereign English confessional state. Chapter four examines the relationship between British abolitionist arguments against slavery in the 19th century, and justifications for the extension of empire. Chapter five examines the emergence and evolution of the Responsibility to Protect (R2P) doctrine since 2001, whose advocates posit a modified conception of sovereignty that is explicitly tied to moral obligation. The concluding chapter discusses how the dissertation accounts for both the rise of humanitarianism and the persistence of sovereignty in international relations, as well as provides some reflections on areas for future research.

Genomic sovereignty and "the Mexican genome"

This PhD seeks to explore the development of a bio-molecular (i.e., genomic) map as a sovereign resource in Mexico. The basic analytical thread of the dissertation is related to the circulation of genomic variability through the policy/legal and scientific social worlds that compose the Mexican medical-population genomics arena. It follows the construction of the Mexican Institute of Genomic Medicine (INMEGEN), the notion of genomic sovereignty, and the Mexican Genome Diversity Project (MGDP).The key argument for the construction of the INMEGEN relied in a nationalist policy framing, which considered the Mexican genome as a sovereign resource, coupling Mexican “uniqueness” to the very nature of genomic science. Nevertheless, the notion of genomic sovereignty was nothing similar to a paradigm, and was not based on shared visions of causality, since the very “nature” of the policy object —Mexican Genome— was, and still is, a disputed reality. It was through the rhetoric upon independence, emancipation and biopiracy: i.e. experiences of dispossession “in archaeology, botany or zoology” (IFS 2001: 25) that the novelty of population genomics became amenable to be understood as a sovereign matter. Therefore, the strategic reification of Mexicanhood fuelled the whole policy and the legal agenda of the INMEGEN as well, which permitted cooperation without consensus and opened the process of policy innovation. Conversely, scientists considered genomic sovereignty an unfounded exaggeration, but anyhow they cooperated and even created a new policy and scientific enterprise. Genomic sovereignty exemplifies the process of cooperation without consensus on its most extreme version .So, as the notion circulated and gradually became a law to protect Mexican genomic patrimony, the initial coalition of scientists, lawyers and policy makers disaggregated. Many of the original members of the coalition now think of genomic sovereignty as a strategy of the INMEGEN to monopolise genomic research in the country. This dissertation additionally explores the way in which the MGDP is constructed in mass media, in INMEGEN´s communication and in the laboratory practices. These different dimensions of the MGDP depict the difficulties that emerge between the probabilistic, relative and multiple constructions of population genomics and the rhetorical strategies to continually assert the existence of the unique “Mexican Genome”. I argue that the Mexican case study provides an entry point to what I and others (Benjamin 2009; Schwartz-Marin 2011) have identified as a postcolonial biopolitics in which the nation state is reasserted rather than diluted. However the relation between sovereignty, race and nation is not mediated by the biological purification of the nation (Agamben 1998; Foucault 2007), or the active participation of citizens looking to increase their vitality (Rose 2008, Rose & Rabinow 2006), but on an awareness of subalternity in the genomic arena and a collective desire to compete in the biomedical global economy.

Mapping New Jerusalem : space, national identity and power in British espionage fiction 1945-79

This thesis argues that the espionage fiction of Graham Greene, Ian Fleming and John le Carré published between 1945 and 1979 illustrates a number of discontinuities, disjunctions and paradoxes related to space, sovereignty and national identity in post-war Britain. To this effect, the thesis has three broad aims. Firstly, to approach the representations of space and sovereign power in the work of these authors published during the period 1945-1979, examining the way in which sovereign power produces space, and then how that power is distributed and maintained. Secondly, to analyse the effect that sovereign power has on a variety of social and cultural environments represented within spy fiction and how the exercise of power affects the response of individuals within them. Thirdly, to establish how the intervention of sovereign power within environments relates to the creation, propagation and exclusion of national identities within each author’s work. By mapping the application of sovereign power throughout various environments, the thesis demonstrates that the control of environment is inextricably linked to the sovereign control of British subjects in espionage fiction. Moreover, the role of the spy in the application of sovereign power reveals a paradox integral to the espionage genre, namely that the maintenance of sovereign power exists only through the undermining of its core principles. Sovereignty, in these texts, is maintained only by weakening the sovereign control of other nations.

Living in Indigenous sovereignty: Relational accountability and the stories of white settler anti-colonial and decolonial activists

Canadian processes such as the Royal Commission on Aboriginal Peoples, the Truth and Reconciliation Commission of Canada, and Comprehensive Land Claims as well as flashpoint events (Simpson & Ladner, 2010) such as the Kanien’kehaka resistance at Kanehsatà:ke and Kahnawà:ke (the “Oka Crisis”) and more recently, the Idle No More movement, signal to Canadians that something is amiss. What may be less visible to Canadians are the 400 years of colonial oppression experienced and the 400 years of resistance enacted by Indigenous peoples on their lands, which are currently occupied by the state of Canada. It is in the context of historical and ongoing Canadian colonialism: land theft, dispossession, marginalization, and genocide, and in the context of the overwhelming denial of these realities by white settler Canadians that this study occurs. In order to break through settler Canadian denial, and to inspire greater numbers of white settler Canadians to initiate and/or deepen their anti-colonial and/or decolonial understandings and work, this study presents extended life narratives of white settler Canadians who have engaged deeply in anti-colonial and/or decolonial work as a major life focus. In this study, such work is framed as living in Indigenous sovereignty, or living in an awareness that we are on Indigenous lands containing their own protocols, stories, obligations, and opportunities which have been understood and practiced by Indigenous peoples since time immemorial. Inspired by Indigenous and anti-oppressive methodologies, I articulate and utilize an anti-colonial research methodology. I use participatory and narrative methods, which are informed and politicized through words gifted by Indigenous scholars, activists, and Knowledge Keepers. The result is research as a transformative, relational, and decolonizing process. In addition to the extended life narratives, this research yields information regarding connections between social work education, social work practice, and the anti-colonial/decolonial learnings and work of five research subjects who have, or are completing, social work degrees. The dissertation closes with an exploration of what can be learned through the narrative stories, with recommendations for white settler peoples and for social work, and with recommendations for future research. / February 2017
