Smart Cities: uso de aplicativos de tecnologia para o planejamento urbano na cidade de São Paulo / Smart cities: use of technology applications for urban planning in the city of São Paulo

O objetivo geral dessa dissertação é estudar como aplicativos de tecnologia, a partir da lógica das cidades inteligentes, atuam no planejamento urbano da cidade de São Paulo. O conceito de cidades inteligentes é bastante controverso no meio acadêmico, enquanto CEOs, diretores de grandes corporações de tecnologia e administradores públicos urbanos o entendem como sustentabilidade, eficiência e melhora da qualidade de vida nas cidades, muitos pesquisadores consideram o conceito como uma utopia ou a total alienação da sociedade à tecnologia e ou ao sistema capitalista. Acreditamos que exista a possibilidade de um meio termo entre as duas proposições: enquanto entendemos o lado crítico da lógica capitalista, queremos buscar nas entranhas desse novo cenário das cidades, possibilidades de melhora na qualidade de vida, maior transparência nos processos e serviços urbanos, além da possibilidade de aumentar a democratização dos espaços públicos e, consequentemente, obter uma cidade um pouco mais equitativa. Para compreendermos as dinâmicas urbanas na atual dimensão de evolução tecnológica, considerando o caráter dialético de aproximação e distanciamento que a globalização influi, partimos da análise da significação da vida nas cidades na intensificação das relações capitalistas resultante da pós-modernidade. Contemplamos também, o aumento do volume da produção de dados, o IoT, Internet of Thinks, como a 4ª Revolução Industrial, além da economia criativa como a nova economia. Nessa perspectiva, analisamos medidas top down (de cima para baixo) e bottom up (de baixo para cima), a partir dos setores do cotidiano: mobilidade urbana (Uber, Onde está meu ônibus? e Olho vivo); segurança urbana (Onde fui roubado e SP+Segura); e lazer (TripAdvisor e SP Mobile); além da própria concepção de planejamento urbano (Maptriz e Colab). Assim estudamos, dentro da nova lógica das cidades, medidas e aplicativos de tecnologia que remodelam o planejamento urbano, para, consequentemente, analisarmos as possibilidades de diminuir as desigualdades socioespaciais e aumentarmos a democratização do espaço público. / The general objective of this dissertation is to study how technology applications, based on the logic of intelligent cities, act in the urban planning of the city of São Paulo. The concept of smart cities is quite controversial in the academic world, while CEOs, directors of large technology corporations and urban public administrators understand it as sustainability, efficiency and improvement of the quality of life in cities, many researchers consider the concept as a utopia or total alienation of society from technology and / or the capitalist system. We believe that there is a possibility of a middle ground between the two propositions: while we understand the critical side of capitalist logic, we want to seek interlines of this new scenario of cities, possibilities for improvement in the quality of life, greater transparency in urban processes and services, besides of the possibility of increasing the democratization of public spaces and, consequently, of obtaining a fairer city. In order to understand urban dynamics in the current dimension of technological evolution, considering the dialectical character of approximation and distance that globalization influences, we start with the analysis of the meaning of life in cities in the intensification of capitalist relations resulting from postmodernity. We also contemplate the increasing volume of data production, the IoT, Internet of Thinks, as the 4th Industrial Revolution, as well as the creative economy as the new economy. From this perspective, we analyze top-down and bottom-up measures from the sectors of daily: urban mobility (\"Uber\", \"Onde está meu ônibus?\" and \"Olho vivo\") ; urban security (\"Onde fui roubado\" and \"SP+Segura\"); and leisure (\"TripAdvisor\" and \"SP Mobile\"); in addiction to the very conception of urban planning (\"Maptriz\" and \"Colab\"). Thus, we study, within the new logic of cities, measures and applications of technology that reshape urban planning, in order to analyze the possibilities of reducing socio-spatial inequalities and increase the democratization of public space.

Living in the calm and safe part of the city : The socio-spatial reproduction of upper-middle class neighbourhoods in Malmö

When residential segregation is mentioned in news coverage and when it is talked about in everyday discourse in Sweden, it is very often associated with immigration and minority groups living in the poorer areas of the city. A common assumption is that “immigrants” actively withdraw from society and that they choose to live together rather than integrating with the majority population. This study, however, argues that discussions about segregation cannot be limited to the areas where minorities and poorer-income groups live, but must understand segregation as a process occurring in the whole system of urban neighbourhoods. In order to reach a more complete understanding of the ways in which segregation processes are at work in contemporary Swedish cities, knowledge is needed about the inhabitants with greater resources and power to choose their dwellings and residential areas. The neighbourhood choices of more privileged groups, and the socio-spatial reproduction of the areas of the upper-middle class, are investigated by applying a qualitative ethnographic framework. The thesis studies two neighbourhoods located in the post-industrial city of Malmö: Victoria Park, a US-inspired “lifestyle community” which is the first of its kind in Sweden, and Bellevue, older but still one of the most exclusive and high-status neighbourhoods in the city. In order to understand self-segregation among privileged groups, the study especially scrutinises the concepts of class and security as well as the impacts of neoliberalisation on the Swedish housing market. The main argument of the study is that the self-segregation by members of the upper-middle class demonstrates a rift which runs through the urban fabric of Malmö, splintering the city up into perceived separate worlds. The existence of physical, symbolic and social boundaries in Victoria Park and Bellevue reproduces these neighbourhoods as exclusive, private and tranquil spaces of the upper-middle class. By locating themselves in the calm and safe part of the city, the upper-middle class can buy security as a commodity, rather than relying on the welfare state to provide it for them.
