Magistro baigiamajame darbe analizuojamas valstybės tarnautojų pasitenkinimas darbu. Pirmojoje pagrindinėje darbo dalyje aptariamos valstybės tarnautojų pasitenkinimo darbu teorinės prielaidos: valstybės tarnybos ir valstybės tarnautojo sampratos, pasitenkinimo darbu samprata, valstybės tarnautojo pasitenkinimą darbu įtakojantys veiksniai, sudarytas valstybės tarnautojų pasitenkinimą darbu įtakojančių veiksnių modelis. Antrojoje darbo dalyje analizuojamas ir lyginamas dviejų Lietuvos savivaldybių – Radviliškio ir Vilkaviškio rajonų savivaldybių - valstybės tarnautojų pasitenkinimas darbu (bendras respondentų pasitenkinimo darbu lygis; nuo pačių respondentų ir nuo savivaldybių administracijos priklausantys pasitenkinimą darbu įtakojantys veiksniai). Trečiojoje darbo dalyje pristatomos abiejų analizuotų rajonų savivaldybių valstybės tarnautojų pasitenkinimo darbu didinimo kryptys. Darbe bandoma išsiaiškinti, ar abiejose tyrime dalyvaujančiose savivaldybėse darbuotojų pasitenkinimas darbu atitinka modernaus viešojo valdymo reikalavimus. / In the Master thesis the work satisfaction of employees on the basis of their work is analyzed. In the first main part of the thesis the theoretical assumptions of employees’ satisfaction on the basis of work are described: the concepts of state service and state employees, the concept of work satisfaction, the factors influencing the work satisfaction. The author presents the model of factors influencing the satisfaction of work. In the second part the work satisfaction in two municipalities (Vilkaviskis and Radviliskis) is analyzed and compared (the basic level of work satisfaction of the respondents; the factors depending on the respondents themselves and on the management of the municipalities). In the third part the directions improving work satisfaction in both municipalities are presented. The thesis includes the concept connected with the fact if the work satisfaction in both municipalities is equivalent to the requirements of modern public management.

Employment Decline in the Douglas-fir Region's Lumber and Plywood Industries: An Analysis of Structural and Cyclical Factors

Over the years a significant decline in employment had occurred in the Douglas-fir region’s lumber and wood products industry. High levels of unemployment can lead to undesirable economic and social effects. An understanding of the nature of unemployment can facilitate future planning as well as mitigating current problems. This study has attempted to examine the underlying causes of employment decline in the region’s softwood lumber and plywood industries, specifically over the period 1979-86. This time span is of particular importance since there was a rapid decline in employment levels after 1979. There has been much controversy over the causes of this reduction but no comprehensive empirical analysis was ever undertaken to determine its cause. Meanwhile levels of output, which also declined in the early part of this span, have again reached pre-recession levels. A cost function approach was employed as the basis of the empirical analysis. The results suggest that most of the employment decline in these industries has been caused by changes in the structure of production and by increasing labour productivity. Although there are indications of cyclical unemployment, much of the reduction in the industries' labour force seems to be attributable to greater substitution of capital and logs for labour. Simulation analyses tend to suggest that changes in factor prices would not have had any dramatic effect on employment levels. It was found that of the recent employment decline in the two industries, around one-quarter of the loss in the lumber industry and one-third in the plywood industry are caused by cyclical forces. Structural factors were assumed to be the cause of the remaining loss in levels of labour input.

De la relation entre service public et fonction publique. Etude comparée des droits français et chinois / The relationship between public services and civil service. Comparative study of french and chinese laws

En France, depuis les années 1990, la polarité traditionnelle service public / fonction publique est mise en cause par des mesures de privatisation et d'externalisation des services publics d'une part, et par la contractualisation et la « managérialisation » de la fonction publique d'autre part. Ces tendances s'observent également en Chine dans la construction d'un système de services publics à partir des années 1990, et dans l'instauration d'une fonction publique décidée à la fin des années 1980 et entérinée par la loi du 27 avril 2005 « sur les agents publics ». Malgré les divergencespolitiques et culturelles entre les deux pays, on constate non seulement un même mouvement de recul de l'administration publique dans la gestion des services publics, mais aussi l'influence croissante du droit privé sur le droit de la fonction publique. Le droit public, en tant qu'il régit traditionnellement le service public et la fonction publique, est dès lors mis en question tant au niveau de son périmètre qu'au niveau de sa substance. À mesure que la relation entre service publicet fonction publique se distend, la corrélation entre les finalités de l'État et les structures administratives devient moins évidente. Dans ce contexte, la comparaison des droits français et chinois éclaire les transformations en cours du droit public. / In France, since the 1990s, the traditional polarity public service / civil service is questioned by privatization and public services outsourcing on the one hand, and by contracting and "managerialization" of civil service on the other hand. These trends are also observed in China in the construction of a public services system from 1990s, and in the establishment of a civil service decided in the late 1980s and endorsed by the Law of 27 April 2005 on Public Servants. In spite of the political and cultural differences between the two countries, there is a converging movement : the public administration steps back from the public services management, while the private law grows its influence on the civil service law. Public law, as it traditionally governs the public service and the civil service, is therefore challenged both in its scope and in its substance. As the relationship between public services and civil service distends, the correlation between the purposes of state and the administrative structures is less obvious. In this context, the comparison of French and Chinese laws illuminates the ongoing transformations of public law.
