The network politics of international statebuilding : intervention and statehood in post-2001 Afghanistan

This thesis focuses on international intervention and statebuilding in post-2001 Afghanistan. It offers an alternative lens, a network lens, to understand the complexity of internationally sponsored state re-building and transformation. It therefore analyses how political power is assembled and flows through political networks in statebuilding, with an eye to the hitherto ignored endogenous political networks. The empirical chapters investigate the role and power dynamics of Afghan political network in re-assembling and transforming the post-2001 state once a political settlement is reached; how everyday political network practices shape the nature of statehood and governance; and subsequently how these power dynamics and practices contribute towards political order/violence and stability/instability. This thesis challenges the dominant wisdom that peacebuilding is a process of democratisation or institutionalisation, showing how intervention has unintentionally produced the democratic façade of a state, underpinning by informal power structures of Afghan politics. The post-2001 intervention has fashioned a ‘network state’ where the state and political networks have become indistinguishable from one another: the empowered network masquerade as the state. This study suggests that a new political order is emerging in post-2001 Afghanistan where political stability is a function of patron-client relations, opportunistic practices of bargaining and expropriation of public resources for political network gain as well as the instrumentalisation of identities. In light of this analysis, it concludes with the implications of the research findings for the future of Afghanistan. It posits that a successful international military exit from Afghanistan and post-2014 state survival may depend primarily on the political stability of the empowered political networks. This research is based on extensive fieldwork, including participatory observation and interviews (more than 130 interviews) with key informants over 16 months in Afghanistan.

Ghana : from fragility to resilience? : understanding the formation of a new political settlement from a critical political economy perspective

During the late 1970s Ghana was described as a collapsed and failed state. In contrast, today it is hailed internationally as beacon of democracy and stability in West Africa. In light of Ghana’s drastic image change from a fragile and even collapsed polity to a resilient state, this thesis contributes to the statebuilding debate by analysing the social change that occurred. Grounded in a critical theory approach the thesis applies a political settlement analysis to explore how power is distributed and changed over time between contending social groups; exploring the extent to which this is embedded in formal and informal institutional arrangements. Ghana’s 2012 elections serve as an empirical basis and lens to observe the country’s current settlement. This approach enables a fine grained within-case comparison with Ghana’s collapsed post-independent settlement. The analysis illustrates that while there has been no transformation of the Ghanaian state, however, continuous incremental structural change has occurred within it, as demonstrated by a structurally altered constellation of power. While internationally propagated (neo-)liberal economic and political reforms had a vital impact on the reconstruction process of state-society relations, Ghana’s labelling as “success story” evokes the distorted idea of a resilient liberal state. The sustainability of Ghana’s current settlement characterised by electoral competitive clientelism depends on a continued inflow of foreign capital. So far the mutually beneficial interest of portraying Ghana as a resilient state by its elites and donors ensures the flow of needed financial assistance to preserve the settlement.

Peace-, State- and Trust Building in Practice : The implementation of the New Deal TRUST principles and international peacebuilding engagements in the Somali Region

Referred to as a graveyard for foreign aid and simultaneously a great example for progress in terms of implementing the New Deal for Engagements in Fragile States, Somalia is recovering from a protracted war, multi-dimensional fragility and deep mistrust. This research analyses how international actors contribute to peace, state and trust building in the Somali region by implementing the New Deal TRUST principles on a national level and by engaging in the peacebuilding process in Galkacyo, Central Somalia on a local level. Through a qualitative approach and case study design, the research relies on data collected through qualitative content analyses of reports, official documents and evaluations as well as data collected through key informant interviews. Informants involve persons working for the European Union, the World Bank, the United Nations Development Programme in New York and Somalia, the Civil Society Platform for Peacebuilding and Statebuilding, Interpeace Eastern and Central Africa Regional Office and the New York University with connection to the New Deal and or peace and statebuilding engagements in the Somali region. The findings, generated from the collected data, are analysed through a theoretical framework based on Wallensten’s (2015) theory on ‘Quality Peace’, Eriksen’s (2017) theory on Statebuilding and Barbalet’s (2009) and Eccles (2015) theory on trust building. The research finds that the implementation of the TRUST principles is scattered in terms of progress. ‘Use and strengthen country systems’ and ‘Strengthening capacities’ are the two principles delivering most progress according to the majority of the informants, whereas ‘Risk sharing’ and ‘Timely and predictable aid’ perform worse. The implementation of the first principle, ‘Transparency’, mainly referring to the sharing of documents, inclusive decision-making and reporting of aid to the Somali Aid Coordination Unit at the Prime Minister’s Office, has made moderate progress. At a local level, Interpeace engages in the Galkacyo peacebuilding process by providing strategic, financial and technical support to local structures, e.g. a joint Peace Committee and joint security force. The research identifies a tendency that the implementation of the New Deal TRUST principles has had limited impact on a local level. The development of the emerging FMSs has added an extra dynamic to the conflict in Galkacyo, a city divided by the two administrative regions Galmudug and Puntland. Furthermore, whether donor behaviour has changed in fragile states as an effect of the New Deal is debated. The engagements on a local level in Galkacyo tend to contribute to peace and trust building among clashing communities, however, limited impact can be identified on the statebuilding process and on peace and trust building vis-à-vis the Federal and State Governments.

The prioritisation and development of accountability in Afghanistan : a norm development examination of liberal statebuilding

Liberal Statebuilding in post-conflict societies is a very complex, intricate and dynamic task that is often based on liberal assumptions. Critiques argue that local contributions to define democracy and its norms, such as accountability, tend to be limited since local experiences are often perceived by the aid and statebuilding community to predate liberal requirements. Democratic norms are consequently often based on external international legitimacy and intentions rather than on domestic acceptance. In order to explore this further, this thesis critically examines the development of one democratic norm, accountability, in Afghanistan by using field data and applying Sikkink and Finnemore’s Norm Life Cycle to three accountability characteristics. These map out the norm’s legitimacy, its methods and relationship between Afghan citizens and government in order to understand the manifestation of accountability. The objective of the thesis is to assess whether accountability in Afghanistan was developed as intended by liberal statebuilding between 2001 and 2013. Empirical findings show that accountability did not manifest per the liberal democratic definition since the social and political realities that heavily impact norm development were not incorporated in the statebuilding approach. Combining theoretical and conceptual analysis, the research contributes to the Critical Peace Studies and Good Enough Governance literature and concludes that the liberal statebuilding methodology introduced accountability in a de-contextualised way that deprived it from norm contestation and local legitimacy. The thesis argues that this had both positive and negative effects. Accountability was introduced to a context that could benefit from its existence, but its introduction was done in an inconsistent manner that weakened its domestic conceptualisation by ignoring the link between social action and political power. Moreover the international community’s role in promoting accountability in Afghanistan both advanced and hampered the development of the liberal norm. Donors were able to raise accountability’s profile in the democratisation process but did so from an inaccessible and unaccountable political space that further removed Afghan citizens from policymaking and politics. The thesis’ application of a norm development lens to statebuilding provides a more in-depth and nuanced analysis to democratisation and one that, I hope, is original. It uses this alternative methodology to engage both with academic debate, and with policy development and implementation. The suggested approach allows for a better insight into the mergence between liberal concepts and local contexts as it not only confirms the existence of hybridity or mergence, but it also elaborates on its quality and consequences. It further proposes a more emancipatory statebuilding process that moves beyond a top-down vs. bottom-up perspective to a more enfranchised and integrated approach.

Assemblages of Intervention: Politics, Security, and Drug Trafficking in West Africa

International actors from International Organizations, Western States, Think tanks, risk management consultancies, NGOs, and private security companies understand borderless threats like clandestine migration, drug trafficking, and international terrorism to emanate from ‘ungoverned spaces’ in the Global South. The Sahelian sub-region of West Africa has taken a prominent place in global discourses of insecurity and borderless threats. These non-traditional security concerns have been translated into an expanding array of transnational governance initiatives that bring together the activities and practices of a wide range of state and non-state, global and local, and public and private actors in efforts to deal with the challenges that borderless threats are assumed to present. This dissertation argues that attempts to govern drug trafficking in the Sahel are producing global assemblages of security intervention: shifting, multi-scalar, institutional orders that reorient and reconfigure the security practices, knowledges, mentalities, technologies, and priorities of multiple sets of governance actors across disparate jurisdictional spaces. The effects of the transnationalized security governance and capacity-building initiatives that unfold in simultaneous, connected spaces of intervention amplify and alter positions of social power and prominence in local fields of conflict. Through the practices and projects of global security experts and capacity-builders in the Sahel, new forms of international capital are introduced and become realized in local settings that intensify rivalries between local, national, and regional security institutions over the question of the recognition of their authority over security matters. In their relationships with international capacity-builders and other global actors, sets of local recipients of security governance interventions practice forms of extraversion whereby their structural positions of dependence and differentials of power and resources are leveraged to accumulate forms of international capital that they then use to dominate the fields of power in which they are embedded. The dissertation examines three components of the assemblages of security intervention in West Africa: the effects of the transnational field of capacity- building in the Sahelian interior; the establishment and operation of the UNODC Airport Communications drug interdiction project (AIRCOP) at Dakar’s International Airport, and the joint UNODC/World Customs Organization Container Control Programme operating at the port of Dakar. It advances new empirical material from these case studies, and makes contributions to debates in three sub-fields of International Relations: critical security studies, global governance, and international statebuilding.

Federalism & post-conflict statebuilding: The case of Somalia

The use of federalism as an integral component in post-conflict statebuilding processes is becoming increasingly common (e.g. Iraq, Yemen & Sri Lanka). The current academic literature, however, is divided between those that argue that federalism in such fragile environments will increase the likelihood of secession and ‘balkanisation’ and that those that argue that only federalism can provide the periphery with constitutionally protected rights against the centre. However, currently there is little empirical evidence to support either view. This research seeks to contribute to this gap by assessing whether the recent introduction of federalism in Somalia since 2013 has led to the delivery of tangible governance and peacebuilding outcomes. This thesis specifically focuses on the federalism process in Jubaland, a state which formed in 2013. Data was gathered across the region using a statistically significant perception survey and was supplemented by Key Informant Interviews. The surveys were designed to assess public opinion towards federalism and understand how its introduction was perceived to have impacted local governance and conflict dynamics. This analysis was further extended to assess the impact of federalism in other federal member states including Puntland, Galmadug and Southwest based on a review of available secondary literature. An analytical framework assessed the strength of Federal Government-Federal Member State, intra-state and inter-state relations and the extent to which a particular state had undertook tangible governance reforms. The key findings of the research indicate that the population in Jubaland is strongly supportive of federalism in principle and the manner in which it has been implemented. Federalism was seen by the majority of the population as a way of maintaining Somali unity whilst protecting local interests and meeting ocal needs. The approach of the Jubaland authorities to adopt a consociational approach to governance led to the establishment of a sustainable political settlement and the inclusion of minority groups for the first time. However, these successes have not been experienced more widely across Somalia. Other federal member states have experienced poor relations with the federal government. Internally, some states also have weak and violent relations with groups who are competing for influence and poor external relationships with other federal member states. In general, there is a low commitment to governance reform at federal-state level. These findings underpin the final conclusion that whilst federalism in Somalia has enabled improved governance and peacebuilding outcomes in Jubaland, it is the manner of how federal governance has been implemented in other federal states that explains the disparity in results across the country as a whole. More widely, this research suggests that federalism in post-conflict contexts is neither a panacea for peace and stability, or in of itself, a catalyst for inevitable fragmentation.

Timing and sequencing of post-conflict reconstruction and peacebuilding efforts in South Sudan

Yes / The civil war in South Sudan raises the all-too familiar problem of the crisis of state formation and nation-building in post-colonial Africa. Based on extensive field research in Sudan and South Sudan between 2005 and 2013, this chapter argues that the international response to post-independence nation-building and post-liberation-war peacebuilding was not predicated on coherent and consistent timing and sequencing. If anything, the case of South Sudan illustrates that the rather inconsistent, uncoordinated post-war peacebuilding and statebuilding, as well as the lack of domestic legitimacy and ownership of the post-liberation-war peacebuilding and nation-building interventions, aggravated the fundamental grievances leading to the outbreak of the December 2013 civil war. What is more, South Sudan demonstrates how events on the ground and the pursuit of the strategic interests of the key national, regional, and international stakeholders framed and determined the nature, scope, timing, and even the sequencing of post-war peacebuilding and nation-building.

Enduring challenges of statebuilding : British-led police reforms in Sierra Leone, 1945-1961 and 1998-2007

This study analyzes two British-led police reforms in Sierra Leone from 1945-1961 and 1998-2007, exploring how reinterpretations of sovereignty, security and statehood affected strategies of statebuilding over time. Tracing the effects of reform from the first to the second period, it focuses on three practical questions facing reformers: what kind of coercive capacity the police should be invested with (force); where they should be and for what purposes (territoriality); and in what relation they ought to stand with nonstate policing actors (legitimate authority). A key finding is that reinterpretations of security and sovereignty to center on internal threats and state-society relations served to channel more international attention and resources to police forces in weak states. From a relatively restricted field whose impulses came from policing experiences in other colonies and in Britain, recent post-conflict police reforms were informed by knowledge about economic growth, social mobility and global security. However, strategy was muddled when donors committed to conflicting agendas entered the fray. As a result, the latest reform was profoundly shaped by negotiations of the meaning of key concepts like ‘security’. The second part of the study draws on insights about reform to address debates on intervention and sovereignty. Against the image of Western-led interventions suspending local sovereignty, it is argued that the colonial legacy allowed the Sierra Leonean government to prolong and deepen the recent intervention. Contrary to the image of Sierra Leone’s international relations as exploitative and personalized, the study explores how policing became a field where new and legitimate links with the outside world were established after reform.

It builds on understanding of peacekeeping as policing of certain vision of international and local order and on that basis, it explores practices and politics of keeping peace. Drawing on the study of UNIFIL II, the UN peacekeeping operation deployed in South Lebanon, the study focuses on practices by which peacekeepers perform their policing duties in the local order, which is marked by entanglements between state and non- state ordering authorities and different practice of stateness. By doing so, it seeks to advance the research on the everyday practices of peacekeeping, as well as the research on local hybridity of peace operations and engagement of liberal actors with the local difference.
