This diploma thesis' theme is the elaboration of the strategic development plan for the municipality of Hostomice. The thesis first focuses on an introduction to the theory of regional and strategical planning, then it continues to a detailed analysis of opportunities that the municipality od Hostomice provides. This was followed by a field research to obtain a public opinion. On the basis of the results, concrete future development proposals were elaborated.

The first part of the thesis proceeds mainly from specialized literature and presents the theoretical solution for other parts. The practical part was focused on the analysis of strategic plans of town Tabor development from theoretical knowledge gained point of view. I would assess the strategic plans of town Tabor development as positive. They are contribution to further development planning and enable to reach set goals and improve life conditions for the town citizens. The town is also successful in gaining subsidies and grants for which processing a strategic plan of development is crucial. Making use of financial means from European funds is a large contribution. Questionnaire research was placed to find out citizens´points of view of strategic developing documents.

The aim of the thesis: to design the model of the consulting process of the preparation of development plans of municipalities and recommendations for the improvement of the advisory process of the preparation of development plans of municipalities. Tasks: 1. To carry out the theoretical analysis of the organisation of the development plan designing process and establish the main problems of practical designing as well as the defects of the organisation of this process; 2. To analyse the theoretical methods of consultation organisation and their place in the preparation of municipal development plans; 3. To carry out the analysis of the advisory process of the preparation of municipal development plans; 4. By employing a questionnaire survey, to find out the opinion of representatives from municipalities on the issues of consultations on the preparation of strategic development plans; 5. The role of diplomacy in the delivery of regional public goods with specific reference to the Department of International Relations and Cooperation (DIRCO) in southern Africa

This study explores the role of a foreign ministry within the context of diplomacy and regional cooperation, focusing on the delivery of regional public goods. Diplomacy is described as a state of mind, an approach to the conduct and/or management of international relations that emphasises the timeous and pacific application of intelligence and tact in the making and implementation of foreign policy. As the custodian of diplomacy and diplomatic practice within a national government, the foreign ministry constitutes the primary grouping of expertise on international matters, responsible for the execution of foreign policy but also involved in the process of foreign policy making. Regional cooperation is defined as an issue-focused arrangement, in terms of which participating states may cooperate for a joint development project and facilitation of exchange of information or best practices. Within the context of regional cooperation, regional public goods are defined as any goods, commodities, services, system of rules or policy regimes that are public in nature, that generate shared benefits for the participating states and whose production is a result of collective action by the participating states. Arguably, the provision of regional public goods is considered the most effective way for regional economic communities to reduce poverty and to develop economies of scale. As an assumption, this study contends that, because of the need for regional public goods agenda-setting and policy prioritising, and based on the utility of diplomacy, the Department of International Relations and Cooperation (DIRCO) plays a central and catalytic role within the Southern African Development Community (SADC). This assumption is described and analysed at the regional strategic level, specifically related to the responsibility of SADC foreign ministries in terms of the management of regionalisation in Southern Africa; and at the national operational level, emphasising the role of DIRCO vis-à-vis the delivery of regional public goods. At the regional strategic level, it was found that diplomacy serves as an institution of regional relations; as an instrument of regional foreign policy; as an administrative function in SADC, specifically related to the responsibilities of foreign ministries; as an instrument in the formulation of regional foreign policy; and as a dialogue between regional actors. At the national operational level, it is evident that diplomacy serves as an institution in DIRCO‟s management of regional public goods delivery; as an instrument within DIRCO‟s participation in the execution of policies towards regional public goods delivery; as an administrative function within DIRCO; as an instrument in terms of DIRCO‟s role towards the formulation of policies towards regional public goods delivery; and as a dialogue between DIRCO and key regional actors in terms of regional public goods delivery. Introduktion för arbetsledarrollen / Indtroduction to the Role as a Work Manager

Syftet med detta examensarbete är att komma underfund med hur introduktionen kan förbättras för nyanställda arbetsledare utan tidigare erfarenheter från arbetsområdet. Examensarbetet är en respons på Peabs interna enkät som under ett antal år belyst hur medarbetarna bland annat ser på trivseln och arbetsmiljön på sin arbetsplats. Denna enkät är till för att finna förbättringsområden. Flera anger att de anser att introduktionen är otillräcklig och behöver förbättras. Denna rapport använder sig av en kvalitativ metod med intervjuer av tio personer med koppling till yrkesrollen arbetsledare samt ytterligare tio kompletterande intervjuer. De huvudsakliga slutsatser och förbättringsförslag som dragits från intervjuerna är att nyanställda arbetsledare ska få tillgång till bättre arbetsbeskrivningar om hur Peabs arbetsmetoder och vad dess kärnvärden är och dessutom få klart för sig vad företaget har för förväntningar på de nyanställda. Större delen av intervjupersonerna ansåg att någon form av strukturerad utvecklingsplan var att föredra. Under rapportskrivandet upprättades följaktligen en sådan, som anger vilka moment och fördjupande kurser som är lämpliga för en nyanställd arbetsledare. Fokus riktas på både de praktiska och teoretiska avsnitten och innefattar samtliga arbetsmoment från grundläggning till färdigt hus. / The purpose of this graduate thesis is to figure out how to improve the introduction for newly employed work managers with no earlier experience within this field. This thesis came as a response to Peabs’ internal survey which for a couple of years has illuminated the coworkers´ view on their well-being and working environment at the workplace. The survey has been used for finding improvement areas and several respondents have reported that the introduction is inadequate and is in need of improvement, which thus has led to this thesis for the division Peab Bostad in Solna. This report uses a qualitative interview method of ten persons with connection to the work manager role and additional ten complementing interviews. The main conclusions and suggestions for improvement which were brought up from the interviews (for this thesis) are that all the interviewed believe that the newly employed work managers should be assigned with a significantly enhanced description of Peabs’ work methods, core values and the company’s expectations of the newly employed. The majority of the interviewed regarded some form of a structured development plan was to be obtained. Consequently a plan intended for a newly employed work manager was established, including phases and corresponding courses to be taken prior to each phase. The focus is on both the practical and the theoretical parts which include all the work phases from the start to the completed building. This report illuminates the importance of an increased co-operation between the experienced staff and the newly employed inexperience work managers. Accordingly they will receive support from several individuals and thus increase the feedback.

Regionalisation through economic integration in the Southern African Development Community SADC (SADC) / Amos Saurombe

The regional economic community (REC) of the Southern African Development Community (SADC) compri'ses 15 Southern African countries. The' economic and political aspects of regional integration in SADC dictate the pace of integration while the influence of a legal regime for regional integration remains at the periphery. While the SADC Treaty and its Protocol on Trade are clear about the priority of economic integration; the full implementation of SADC's economic integration is still yet to be realised using these legal instruments. Regional economic integration is also a priority at both continental and global level. The legal instruments applicable at these levels are those established through the African Union (AU) and the World Trade Organisation (WTO) respectively. Analysis of these external legal instruments is relevant because SADC Member States are signatories to agreements establishing these organisations·. Thus, rules based trade in SADC should be understood from a regional, continental and global perspective where a community must have well-structured and managed relations between itself and other legal systems as a necessary condition for its effectiveness. These structured relations refers to a legal and institutional framework that defines the relations between community and national laws, spelling out the modalities for implementing community law in Member States, defines the respective competencies of the community and Member States and provide rule based systems for resolution of conflicts. In setting the scene for an in-depth discussion of the legal and institutional framework for regional economic integration in SADC, this study presents the history of SADC, its political and economic characteristics that have shaped the legal aspects of trade within the region, the continent of Africa and the world at large. Within this context, the definition of regional integration is presented from a general and international understanding but ultimately gets narrowed down to what it means for Africa and SADC. The discussion on the · theories behind regional economic integration gives understanding to the integration approach employed in the organisation. South Africa's economic and political leadership is critical in the realisation of economic integration; hence this study acknowledges that without South Africa's full commitment; regional economic integration will suffer .a setback. Besides the challenge of implementing rules based trade in SADC, this study also identifies a number of obstacles to SADC regional economic integration and multiple memberships are identified as a: major stumbling block. A comparative study of SADC's institutional framework with that of the E1;Jropean Union· (EU) is undertaken to establish the rationale behind SADC's choice of utilising the EU model of integration. This study establishes the critical role institutions play in the implementation of treaty obligations as established by the agreements. The main lesson from this comparative study is that the EU institutions are allowed to fulfill their obligations of implementing treaty provisions, while SADC institutions are handicapped. The future of SADC is presented within the context of a set of recommendations that identifies the tripartite free trade area (FTA) that includes the East Africa Community (EAC) and the Common Market for Eastern and Southern Africa (COMESA) as one of viable legal instrument for deeper integration in SADC and the continent of Africa.
