Governança de TI : análise crítica das práticas existentes em uma empresa estatal do setor de TI

As condições desafiadoras enfrentadas pelas empresas no atual cenário econômico e político, aliadas às rápidas mudanças na qual a tecnologia de informação se insere, exigem a maximização do uso dos escassos recursos como forma de sobreviver no mercado. No caso específico das empresas estatais, a motivação primordial é reduzir o desperdício dos recursos públicos, através do seu uso racional. A Governança de TI surgiu como subconjunto da Governança Corporativa e sob a influência do Planejamento Estratégico de Sistemas de Informação. A Governança de TI é o alinhamento estratégico da TI com o negócio, para que o máximo de valor de negócio seja alcançado. O objetivo do presente trabalho é analisar a abordagem da Governança de TI existente em uma empresa estatal fornecedora de bens e serviços de TI para o governo estadual. Através de um estudo de caso exploratório concluiu-se que a empresa possui traços da Administração Pública Burocrática, como a hierarquia funcional, o formalismo e a presença de fortes controles administrativos. A mudança do corpo diretivo a cada quatro anos, devida à troca de governo, introduz novas diretrizes e novos funcionários não-permanentes com estratégias diferentes da administração anterior. Não foi encontrada uma estrutura de decisões permanente capaz de resistir às oscilações da política governamental. A mudança do cenário político influencia a estrutura de poder interna da organização, numa intensidade além do que seria esperado se existisse um mecanismo de decisões consolidado. / Challenging conditions in business and political landscape in which enterprises are inserted, allied to information technology fast diversity of changes, demand actual maximization of scarce resources in order to survive in market. Similarly, in governmental enterprise environment, the prime motivation is to reduce public resources waste through its rational use. Gestão estratégica da informação nas pequenas empresas: um estudo comparativo com as médias e grandes empresas do setor de serviços (hotelaria) / Strategic information management at small enterprises: a comparative study with medium and large hospitality enterprises

O objetivo principal da pesquisa foi propor medidas de aperfeiçoamento dos procedimentos de gestão estratégica da informação na pequena empresa, compatíveis com suas especificidades. Para avaliar as dificuldades e possibilidades das pequenas empresas no uso desses procedimentos, foi utilizado o artifício de compará-los aos procedimentos utilizados pela média e grande empresa. A gestão estratégica da informação vem se tornando cada vez mais presente no dia-a-dia das empresas. Porém, nas pequenas empresas isso é realizado de uma maneira peculiar devido às suas especificidades, que apresentam diferenças significativas em sua forma organizacional. Os métodos de pesquisa foram delineados para duas fases: na primeira fase foi quantitativa, tendo como objetivo principal atualizar o mapeamento das empresas hoteleiras da região central do estado de São Paulo, além de compreender as principais características dessas empresas e de seus dirigentes. Na segunda, optou-se pelo emprego do método comparativo de casos e pela pesquisa qualitativa; para a coleta de dados fez-se uso de entrevistas, além da observação livre. Entre os principais resultados, constatou-se que as empresas estudadas se apóiam em fontes de informações informais para tomada de decisão. Foi possível afirmar que no primeiro momento do processo estratégico as informações informais e pessoais são mais valorizadas, mas ao passo em que uma estratégia se estabelece todos os procedimentos da GEI facilitam a continuidade do que foi estabelecido. A GEI foi identificada como consciente e compartilhada nas grandes empresas, enquanto que nas pequenas é inconsciente e centralizada. / This study aimed at proposing measures to improve strategic information management (SIM) procedures at small enterprises, compatible to their specificities. In order to assess the difficulties and possibilities of small enterprises in using these procedures, they were compared to those used by medium and large enterprises. Strategic information management has become an important procedure in the everyday management of enterprises. At small enterprises, however, this is carried out differently due to their particularities, since they present distinctive organizational features. The research method was designed to have two phases: the first one had a quantitative nature, and its goal was to chart the hospitality enterprises in the central region of São Paulo State, Brazil, in addition to understanding their main characteristics and managers. The second phase employed a comparative case method of a qualitative nature: interviews and unstructured observations were used as data collection tools. In general, the results show that all of the enterprises rely on information to make decisions. This study also shows that while informal and personal information is more valued in the beginning of the strategic process, SIM procedures are then used to promote the continuity of the chosen strategic actions. In addition, while SIM is intentional and shared at large enterprises, it seems to be rather instinctive and centralized at small enterprises.

Este trabalho teve por objetivo apresentar propostas de melhoria no gerenciamento da informação interna visando à administração estratégica das pequenas empresas. Apresenta uma revisão bibliográfica sobre o processo de gestão da informação, as informações necessárias ao processo estratégico e as especificidades das pequenas empresas, o que permite definir as variáveis de pesquisa. No trabalho de campo foram estudadas quatro empresas hoteleiras de porte micro e pequeno, instaladas na cidade de Brotas/SP e uma média empresa sediada na cidade de Águas de São Pedro. A pesquisa de campo permitiu identificar as informações que são utilizadas para analisar os aspectos internos do hotel, como também a maneira que essas empresas coletam, processam e distribuem dados e informações aos tomadores de decisão. Verificou-se que os hotéis pesquisados apresentam mais facilidades do que dificuldades para o aprimoramento do processo de gestão estratégica da informação. Os dirigentes dos hotéis de pequeno porte não têm plena consciência dos benefícios que o gerenciamento da informação pode trazer. Alguns dados e informações relevantes para o hotel estão dispersos dentro da empresa e circulam de forma desestruturada, dificultando a recuperação pelos dirigentes na hora da tomada de decisão. Para melhoria do gerenciamento estratégico da informação foram apresentadas cinco propostas adequadas às especificidades da pequena empresa: conscientização dos dirigentes da relevância do processo de gerenciamento da informação; identificação das informações estratégicas a partir da compreensão do funcionamento do hotel; aperfeiçoamento dos instrumentos de coleta de dados; tratamento dos dados dispersos e ampliação da memória organizacional; exibição das informações em relatórios, formulários ou gráficos visualizados na tela do computador ou impressos em papel. / This dissertation presents proposals for the management improvement of inner information aiming at the strategic management of small enterprises. It presents a bibliographical revision of the process of information management, the information necessary to the strategic process and the specific characteristics of small companies that permit defining the variable of the research. In the fieldwork four small hotel enterprises settled in Brotas city and a medium enterprise settled in Águas de São Pedro city were studied. Both cities are located in São Paulo region. This fieldwork allowed identifying the process of strategic decision-making, the information utilized in this activity as well as the way these companies collect, process and distribute the data and information to the people who make decisions. In a final evaluation it was possible to observe that the organizations analysed presented more facilities than difficulties to the improvement of the information management process. Managers of small hotel are not completely conscious of the benefits that information management can bring. Significant hotel data and information are scattered and flowing without control in the organizations, which hampers their recovery in the decision-making process. Aiming at the improvement of strategic information management five proposals were presented: making managers conscious of the importance of information management process; identification of strategic information by the comprehension of the hotel operation; improvement of data collecting tools; collection and analyses of scattered data and extension of organizational memory; exhibition of reports, graphs or formularies of information either printed or on computer screen.

É uma investigação exploratória, pois se realiza em área na qual há pouco conhecimento acumulado e sistematizado. A revisão de literatura foi sistematizada tanto na conceituação e aprofundamento de aerotrópole, como na conceituação da disciplinaridade e da interdisciplinaridade, alicerçando gestão estratégica da informação e inteligência competitiva, bem como outros aspectos da informação entre as duas disciplinas. Ainda com relação aos meios de investigação, teve caráter quali-quantitativo, pelo uso de entrevistas semi-estruturadas, observação e questionários pela internet. Os principais resultados revelaram uma diferença de perspectiva entre os respondentes que trabalham no desenvolvimento e condução de aerotrópole e os que tem conhecimento ou se relacionam com aerotrópole, quanto ao mapeamento do ambiente e uso de informações estratégicas, nos setores Aeroporto, Cidade Aeroportuária e Aerotrópole/Cidade. Os resultados da pesquisa levaram à proposição de um portal para aerotrópole visando aumentar a sistematização e disponibilização de informações. / This research has as a general objective the identification of strategic information that forms the models of airports and aerotropolises, in order to ascertain the coming together of knowledge in Information Science and Administration in strategic actions of interdisciplinary nature between these two areas. It is an exploratory investigation, since it is carried out in an area where there is little accumulated and systematized knowledge. The review of literarure was systematized in the conceptualization and deepening of the idea of the aerotropolis, as well as in the conceptualization of the disciplinarity and interdisciplinarity of the subject, consolidating the strategic management of information and competitive intelligence, together with other aspects of information between the two disciplines. Still in relation to the means of investigation, this study presents a quali-quantitative character, by the use of semi-structured interviews, observation, and questionnaires via internet. The main results reveal a difference in perspective between the group that answered and work in the development of an aerotropolis and those who know or relate themselves with an aerotropolis, as regards the environmental mapping and the use of strategic information, in the sectors: Airport, Airport City, and Aerotropolis/City. The results of this research led to the proposal of a site for aerotroplis aiming at the increase of systematization and availability of information.

Strategic Information Systems Planning (SISP) in Australia Assessment and Measurement

Strategic Information Systems Planning (SISP) is an important activity for helping Chief Information Executives (CIOs) and top management identify strategic applications and align Information Technology (IT) with business needs. Like all strategic planning, SISP requires measuring how well SISP is done and how planning is improving over time. The measurement of these intangibles is a complex exercise. There have been few efforts undertaken in the Information Systems (IS) literature to formally develop a model for assessing and measuring SISP efforts. In this study, two models were proposed: a five-stage SISP maturity model for defining SISP maturity and another one for assessing the degree of SISP maturity. The five SISP maturity levels were defined as: Rudimentary Planning, Ineffectual Planning, Attainable Planning, Sustainable Planning, and Adaptable Planning. The assessment model was structured as a third-order system, where eight first-order dimensions were termed as Form and Content, Collaboration, Policies, Stakeholders' Designation, Knowledge Bank, Technology, Time Dimension, and Viability. The first-order dimensions were grouped into three second-order constructs, namely Effectiveness, Efficiency and Manoeuvrability, which ultimately characterise the level of SISP success. This model was used to establish a theoretical benchmark for each SISP maturity level. To model the level of SISP maturity, an 'Integral Engineering' approach was established and the Analytic Network Process (ANP) theory was used. The study is a novel approach in using ANP to synthesize the measures of the various SISP constructs into a single overall measure of SISP maturity level. A survey was performed and data collected from 260 Australian organisations to examine the degree of SISP maturity and the relationships among SISP constructs. Structural equation modelling (SEM) was used to test the fit between the hypothesized model and the survey data The models were applied to the data collected and the findings suggested that the models fit the data well. While Effectiveness and Efficiency are well recognised planning constructs, Manoeuvrability as a measure of planning dynamics is not acknowledged in the literature as an equally important construct. This study confirmed a strong correlation between Manoeuvrability and SISP success and found it to be more important than the Efficiency construct. The empirical data did not confirm the existence of Rudimentary and Ineffectual planning levels of SISP maturity Australia-wide. SISP maturity in the majority of Australian organisations is at Sustainable and Attainable planning levels. A small percentage of the surveyed organisations have actually reached the highest planning level (Adaptable planning). The empirical data showed that current SISP is lacking strategic dimension and that the recently popularised one-year planning horizon may not be the best choice. Australian organisations did not consider the strategic relevance of IT as the key objective. IT/IS was seen as a business enabler, thus the strategic advan tage associated with IT came as a secondary objective.

Ao nível estratégico da Secretaria Municipal de Educação de Belo Horizonte (SMED), essas informações vêm sendo disponibilizadas após tratamento, organização e agregação de outros dados com grande esforço e, muitas vezes, baseadas em dados não sistematizados ou através de planilhas, relatórios ou gráficos elaborados manualmente. Além disso, o georreferenciamento dessas informações tem sido demanda constante do Gabinete, assim como o cruzamento com informações de outras áreas e indicadores sociais produzidos por fontes de dados externas à SMED. Não existe, no entanto, uma gestão de informação capaz de armazenar, processar e distribuir tais dados e informações e que facilite o acesso e a integração destes com outros sistemas de informação da SMED ou com outros órgãos da Prefeitura de BH. O Plano de Ação apresentado consiste na proposição de diretrizes para a criação de um sistema de informações estratégicas composto de banco de dados educacionais e que, através do georreferenciamento dos principais indicadores, possibilite o acesso rápido e a apresentação visual (gráficos e mapas) dessas informações para o nível estratégico da SMED. Este sistema dará maior visibilidade aos principais indicadores utilizados pelo Gabinete, de forma ágil e por meio de mapas. Sendo assim, o sistema se constituirá numa ferramenta útil para o planejamento e monitoramento dos programas e políticas públicas da educação municipal. / Currently the availability of educational information at the municipal administration level indicates the existence of a large amount of data produced and an increasing demand for such information. At the strategic level of the Municipal Secretary of Education of Belo Horizonte (SMED), such information have been available after treatment, organization and aggregation of other data with great effort and, many times, not based on systematized data or through worksheets, charts or reports prepared manually. Furthermore, geographically organized information has been constantly demanded by the Secretary Cabinet, along with the requirement of an intersection with information produced by other areas of the municipal administration and with social indicators produced by external database. However, there is no information management system capable of saving, storing, processing and distributing such information and, at the same time, providing the access and integration of all information systems of SMED or the external bases. This Educational Action Plan consists in the proposal of the guidelines for a strategic information system composed by educational database and geographic indicators with an accessible interface that returns visual displays (charts and maps) of the information to the strategic level of SMED. This system will give greater visibility of the most important educational indicators used by the council with more agility and by means of maps. Thus, the system will provide a useful tool for planning and monitoring of public policies and programs of municipal education.

Impact of data quality on utilisation and usefulness of integrated Human Resources Information Systems (HRIS)

Integrated HR Information systems have become prevalent in modern organisations. These systems promise operational efficiencies and competitive advantage. In order to deliver these benefits, the systems should be effectively utilised and perceived as a useful business tools. The utilisation and perceived usefulness of the HRIS could be influenced by quality of data it produces. The objective of this study was to investigate the impact of data quality on the utilisation and usefulness of the HRIS. The aim was to ensure that organisations realise their investments in HRIS. This would be achieved by improving qualities that ensures effective utilisation of HRIS. Moreover, the study sought to enhance the body of academic knowledge in HRIS as far data quality is concerned. Mixed research method was used to meet the objectives of the study. Survey research and qualitative interviews techniques were employed. Statistical and deductive analysis was applied to raw data in order to draw conclusions. The study found that data quality positively influence utilisation and usefulness of HRIS. Moreover, findings revealed that the HRIS was predominantly used for operational, rather than strategic tasks. HRIS data is also not generally perceived to be of poor quality. HR practitioners emphasise accuracy over other quality dimensions. Organisations that seek to maximise their investment in HRIS should implement data quality improvement initiatives. This will ensure that the system is effectively utilised and produces high quality information for decision-making. This could lead to competitive advantage. Further research could be undertaken to understand; success factors for HRIS data quality initiatives, determinants of HRIS user satisfaction, drivers for dedicated HRIS management roles and the impact of having HRIS manager among others.

Developing strategic information system planning model in Libya organisations

This quantitative research study investigated the impact of organisational context on the process and success of strategic IS planning (SISP) in post-implementation information systems in Libyan organisations. A set of direct and indirect relationships were investigated in the research model. The organisational context presented as a contingent situational variable mediated by SISP process and predicted by SISP success (the criterion variable). The causality of the relationship set was developed from the contingency theory of information systems and supported by fit models in strategic management research. The study deployed multivariate analysis represented in the structural equation modelling (SEM) to develop robust construct measurements and analyse data collected from executives responsible for information systems planning in both public and private Libyan organisations. Multi-dimensional multi-items constructs were used in the path analysis model after they were extensively validated. The path analysis model represented as mediation model, where hypothesise suggest that SISP context has an impact SISP success, through the influence of the SISP process. In the model, four dimensions of the SISP context construct were found to have a significant impact on SISP success directly and indirectly through the SISP process. Two of these dimensions are components of the leadership orientation construct, namely “Creative and Controlling” leadership. The other two dimensions are “Organisation centralisation structure and the Riskiness of organisation strategies”. The environmental uncertainty and planning resource constructs were found to have no impact on SISP success in Libyan organisations. Furthermore, this study validated six out of seven dimensions of SISP process construct measurement; only five exhibited acceptable fit level in the path analysis model and all were affected by the SISP context. However, just three out of five SISP process constructs had an impact on SISP success namely “Comprehensiveness, Focus and Intuition planning process”. Different SISP processes were associated with different levels of SISP success, “Intuition” was the most effective SISP process approach. The second most effective SISP process approach was the “Focus on innovation”, followed by “Limited comprehensiveness”. The SISP success measured by the fulfilment of key objectives that has three measurements constructs namely “Analysis, Alignment, and Cooperation”. The research suggest that under the effect of organisation context the most successful SISP produced by (CIO, CEO, or top executives) who rely less on personal judgment, focus more on innovation rather than control and limit their comprehensiveness of information systems planning process.
