Europos Sąjungos struktūriniai fondai ir jų reikšmė Lietuvos ekonomikai / European Union Structural Funds and their significance for Lithuanian economy

Magistro baigiamajame darbe analizuota Europos Sąjungos struktūrinių fondų teikiamos paramos reikšmė Lietuvos ekonomikai, iškeltos esminės struktūrinės paramos įsisavinimo problemos ir iššūkiai bei pateiktos rekomendacijos, siekiant efektyvesnio struktūrinių lėšų įsisavinimo. Pirmoje darbo dalyje teoriniu aspektu tiriama ES regioninės politikos turinys, ES struktūrinių fondų sąvoka, jų rūšys, apžvelgiama ES Struktūrinių fondų paramos administravimo sistema Lietuvoje. Antroje dalyje analizuojamas struktūrinės paramos panaudojimas Lietuvoje 2004-2006 m. programavimo laikotarpiu, ir dabartiniu 2007-2013 m. paramos laikotarpiu, pateikiami esminiai struktūrinės paramos panaudojimo Lietuvoje prioritetai naujuoju 2014-2012 m. paramos laikotarpiu. Trečiojoje darbo dalyje nagrinėjama ES struktūrinių fondų įtaka pagrindinių Lietuvos makroekonominių rodiklių kaitai: BVP, biudžeto balansui, infliacijai, užimtumui ir eksportui. / In Master’s final work were analyzed the meaning of the assistance allocated by the European Union Structural Funds for Lithuanian economy, were raised essential problems and challenges of structural assistance reclamation, and recommendations were given on purpose of reaching a more effective reclamation of structural resources. The first part of the work analyzes theoretically the content of EU policy, the correlation of EU Structural Funds and their kinds, one takes into account the system of EU Structural Funds support administration in Lithuania. The second part analyzes the usage of structural assistance in Lithuanian in programming period of 2004-2006 and in present supportive period of 2007-2013, it presents essential priorities of structural support usage in Lithuania in the new supportive period of 2014-2012. The third part analyzes the influence of EU Structural Funds on the fluctuation of main rates of Lithuanian macro-economics: GDP, budget balance, inflation, employment and export.

Research object – economical subjects, which have used SAPARD support in Lithuania. Research aim – to evaluate the usage of the support funds for rural regional development. Objectives: 1. Based on the analysis of the scientific literature, to overview the theoretical aspects of the regional politic. 2. Identify the types of the support funds and their principles. 3. To analyse the distribution of the support between the Lithuania regions. 4. To identify the advantages and disadvantages of the support in the region of Panevėžys. Research methods: analysis, synthesis, data analysis, survey research, interview, graphic presentation. Based on the analysis of Lithuanian and foreign scientific literature sources, the review of types of European Union support funds and their principles is presented in the paper. Besides, it is presented the evaluation of the significance of support funds to the rural regional development and analysis of SAPARD funds distribution in Lithuanian regions, paying the biggest attention to the investigation of advantages and disadvantages of the above mentioned support.

Magistro darbo pirmoje dalyje išanalizuota saugomų teritorijų samprata ir jų klasifikacija, saugomų teritorijų veiklos finansavimo šaltiniai. Taip pat aptarta Neries regioninio parko esama būklė. Antroje darbo dalyje pristatoma tyrimo metodologija, naudoti tyrimo instrumentai. Trečioje darbo dalyje atliktas ES struktūrinių fondų lėšų panaudojimo Neries regioninio parko turizmo ir poilsio infrastruktūros plėtrai tinkamumo tyrimas. Darbas yra sudarytas iš įvado, trijų pagrindinių dalių, išvadų bei rekomendacijų. Darbo apimtis – 75 puslapiai. Darbe pateikiama 60 paveikslų, 25 lentelės ir 9 priedai. / The first part of Master work analyzes the concept of protected areas and their classification of protected areas financing sources. It also discusses the existing state of the Neris Regional Park. The second part presents the research methodology used to test instruments. The third part examined the EU structural funds of the Neris Regional Park tourism and recreation infrastructure development suitability. The work consists of an introduction, three main parts, conclusions and recommendations. Scope of work -75 pages. The paper contains 60 figures, 25 tables and 7 accessories.

Ampia discussione è in corso riguardo ai Fondi Strutturali Europei, uno strumento creato dall’Unione Europea per ridurre le differenze economiche tra le sue regioni. Durante il CSF 2000-06 essi hanno rappresentato 1/3 del budget comunitario. Nonostante tale sforzo, parte della letteratura trova scarsi effetti e persistenza nei differenziali di PIL che i fondi dovrebbero ridurre. In questo lavoro si affronterà la questione osservando le regioni dell’EU-15, nel periodo 2000-07. L’effetto dei fondi è stato dapprima stimato con modelli di convergenza assoluta e considerando problemi come l’autocorrelazione spaziale e l’eterogeneità delle regioni. L’attenzione si è quindi diretta alla costruzione di un dataset contenente cifre dettagliate dei fondi pagati annualmente a ciascuna regione, tramite combinazione di informazioni da fonti ufficiali e tramite stime per coprire le cifre per cui tali informazioni erano mancanti. Con questo dataset sono quindi stati stimati modelli che considerassero effetti di spill-over e la possibilità di cluster convergence. È risultato che i fondi strutturali hanno effetti tutto sommato positivi. L’utilizzo di modelli più complessi e realistici ha però mostrato una debole convergenza, lasciando quindi dubbi sull’effettiva efficacia dei fondi. / A vast discussion is underway regarding European structural funds, an instrument the European Union created in order to reduce the economic differentials among its regions. During the 2000-2006 CSF they represented 1/ 3 of EU budget. Despite these efforts, part of the literature finds small effects and persistence in those differences in GDP which these funds should reduce. In this work the issue will be addressed by looking at regions within EU-15, in the period 2000-2007. Proof of the positive effect of funds was first searched using models of absolute beta convergence and addressing issues like spatial autocorrelation and heterogeneity between regions. The attention moved then to the task of constructing a dataset which could provide detailed figures on funding paid to each region each year, by combining information available from official sources and through the estimation of those figures for which information was missing. On the base of this dataset new models were estimated, taking into account the spill-over effects and the possibility of cluster convergence. The result was that structural funds have, overall, a positive impact. Once we move to more complex and realistic models, convergence becomes weaker, casting some doubts on the effectiveness of these funds.

The aim of this thesis was to present an overview of the Regional policy of the European Union and of the effects of this policy in relation to selected the town. The main aim was to evaluate the finances resources of the EU funds gained by the town of Písek in the period 2007-2013. Reaching the target was preceded by a theoretical basis, which explains basic terms related to cohesion policy and describes of effects of this policy in connection to the development of regions EU. On the main aim were followed sub-goals, who were achieved accross of the selected methods and procedures in a particular parts of thesis. The main goal and sub-goals were fulfilled. Sub-goals were to describe and analyze implemented projects to town of Písek, to analyze the use of finances from the funds of EU and to assess whether the projects were implemented in accordance with the aims of strategic plan of development town Písek. The last sub-goal of the formulation own proposals for the future of town of Písek were presented at the end of thesis.

The main aim of the thesis is to analyze how the town of Jindrichuv Hradec has used the European Union's financial resources during the program period 2007-2013. The thesis is divided into three parts, i.e. theoretical and practical part, and part of evaluation of outcomes of the thesis. The first goal of the thesis is a description of projects realized by the town of Jindrichuv Hradec, and funded by the European Structural and Investment Funds. These projects are compared to the strategic document of development of the town of Jindrichuv Hradec. The last part of the thesis fulfills its goals by giving recommendations for further development of the town of Jindrichuv Hradec.

The subject of my diploma work is the {\clqq}EU Structural Funds and priorities of financing South Bohemian Region``. The thesis are focused on the South Bohemian Region and its unused potential and primary objectives that need to be targeted and that could be funded from actual programme period 2007 - 2013. Obtaining these financial sources should lead to further developement of the region as a whole and finaly improve the life of the South Bohemian citizens. The theoretical part of the thesis define the basis and main purpose of the economic policy and social cohesion in its entire context. Programme tools that can help to implement projects supporting the development a strengthening the competitiveness of the region are further defined. The aim of this study is to evaluate the possibilities that the South Bohemian Region can use for obtaining financial sources from structural funds alocated by the EU for the Czech Republic on individual priorities, which were evaluated as important and were stated in the basic, medium-term document - Regional Development Programme (PRK). The evaluation shows that the South Bohemian Region in its basic document (PRK) has defined a priority, which corresponds with the intentions of the European Community, which can be documented by the fact that especially in these areas European Union intend to provide its help. This is a good chance for the Region to fulfill the strategic goals and measures of the region. These goals are met largely through thematic operational programs that are available in current programming period and that correspond with the area of the financial support in the Czech Republic. Solving environmet problems can be given as good example how the EU funds are used. It was confirmed that priority issues can be successfully financed from the operational program for selected areas of environment according to priority axes. Programs in the total volume of 50,6 milliards CZK have already been approved for Czech Republic, 4 milliards CZK were allocated to the South Bohemian Region., It is apparent that the proportion is equivalent to the size of the region. Sufficient use of European financial sources significantly helps to fulfil the goals of the Regional Development Programme.

Title of the thesis Post-communist Hungary as an opportunity: from the transfer of urban intervention models by the Caisse des Dépôts et Consignations to its abortion, the case of Ferencváros district in Budapest (1988-2014). Abstract In a context of regime change this study offers to focus on the process by which the French institution, the Caisse des Dépôts et Consignations, started the diffusion of urban intervention models and then aborted it. The analysis based on networks of actors formed locally in Hungary, attempts to describe the logics of actions constituting of this transfer at different scales: local, national and transnational. Treating this subject post-festum drove the study towards an ethnographic and historic approach, focusing on the analysis of actors' discourses in order to raise different narratives of the past actions. The fall of communism is here understood as a period of uncertainty and its successive redefinitions by politicians are still structuring the actual Hungarian political and economic issues. More than a simple rupture, this period is characterized by a power struggle in the discourses for the justification of different interest groups' actions. This thesis deals with subsidy received city Rožmitál pod Třemšínem, as a territorial authority unit. The work consists of two parts. First theoretical part is composed of individual chapters that help to create complex ideas about the problems regional policy of the European Union and the Czech Republic, the Structural Funds and the Cohesion Fund, municipalities and their economic relationship. The second part is in the beginning created the profile of the city Rožmitál pod Třemšínem. Other chapters have dealt with the practical part of the subsidy policy city Rožmitál pod Třemšínem and description of financial stimuli for the area. It is designed to work in a project that seeks to improve the quality of life in rural areas and increasing the level of public services of the city.
