In this work, it was identified the normative paper of that collegiate organ through its legislative production, as well as through the field research accomplished, when the former-counselors were heard in that integral period of CEE-PB, and whose performance, successively, collects the whole space of time demarcated by the work. In the methodology, a questionnaire was applied and an interview was accomplished with a representative part of that universe. In the same way, the objects of studies were documents produced in that period, such as federal and state constitutions, laws, ordinances, statutes, regiments, norms and administrative acts in general, etc. It was found, during the course of the research, evidences about the CEE/PB performance as a normative organ of the Education System of Paraíba, being, for the obtained results, verified that condition. / Esta pesquisa apresenta os resultados dos estudos desenvolvidos para o Mestrado em Educação do Programa de Pós-Graduação em Educação do Centro de Educação da Universidade Federal da Paraíba, tendo como objeto de estudo o Conselho Estadual de Educação da Paraíba (CEE-PB) e sua função no Sistema Estadual de Ensino, no período de 1962 a 2002. Nesse trabalho, foi identificado o papel normativo desse órgão colegiado, através da sua produção legislativa, bem como da pesquisa de campo realizada, quando foram ouvidos ex-conselheiros(as), naquele período integrantes do CEE-PB, e cuja atuação, sucessivamente, cobre todo o espaço de tempo demarcado pelo estudo. Em termos de metodologia, foi aplicado questionário e realizada entrevista com parte representativa daquele universo. Da mesma forma, foram objetos de análises documentos produzidos naquele período, como constituições federais e estaduais, leis, decretos, estatutos, regimentos, normas, atos administrativos em geral, etc. Procurou-se, durante a pesquisa, evidências sobre a atuação do CEE/PB como órgão normativo do Sistema de Ensino da Paraíba, sendo, pelos resultados obtidos, constatada essa condição.

This is on the assumption that the comparison with a system different from our own might provide a better understanding of our own numbering system, but also help in the process of arithmetic operations of addition, subtraction and multiplication, since it will force us to think in ways that are not routinely object of our attention. The systems covered in the study were the Egyptian hieroglyphic system of numbering, the numbering system Greek alphabet and Roman numbering system, always compared to our numbering system. The following teachung is presented structured in the form of our activities, so-called exercise set and common tasks around a former same numbering system.
