Warriors of Choice: The (Re)articulation of Militarized Masculinities in Private and Public Special Forces

I employ a gender analysis to highlight how militarized masculinity impedes women’s participation from Special Forces and private security firms. Feminist scholarship by Cynthia Enloe, Ann Tickner, Sandra Whitworth, and Charlotte Hooper has examined how militarized masculinity is associated within a particular political/situational context and therefore should be understood in its plural—as militarized masculinities. However, there is limited scholarship focusing on how masculinities vary in Special Forces and private security firms. This lack of scholarship results in limited knowledge of the implications militarized masculinity in these units has for women’s security and for women’s participation in these units. The purpose of this thesis is to add to the current literature by exploring, through militarized masculinities, the gender barriers to women’s participation and the consequences of the security produced when these units deploy. To analyze the impact of militarized masculinity in these units I conducted interviews with authorities on these units, applicants interested in participating in these units, and performed a content analysis of Blackwater’s website. I argue based on the information gathered that militarized masculinity, while varied in its application in special units and private security firms, continues to impede women’s participation and in some cases can cause greater insecurity for women where these units are deployed. / Master

Analysis Investigation of Immediately Established Emergency Outdoor Fever Triage Service for Severe Acute Respiratory Syndrome in Kaohsiung Medical Center Hospital

The objectives of this research study are: 1. To probe into the widespread period of severe acute respiratory syndrome. 2. To study on this highly contagious and rapid spread of this new kind of disease At the time when nearby emergency department of medical center breaks out a suspicion of nasocomial infection. First, our emergency department immediately formed a strict fever screening station. After comparing the outcome of the prevention and spreading of this disease by the set-up of the emergency fever station between the central and southern medical institution. The research period was from May 15, 2003to July 15, 2003. Our research targets made by the emergency fever station were around 3730 patients with a random selection of 300 cases. This research uses the structure of fever screening measurement questionnaires to gather information and then adapted the EP1-INFO 10.0 version of statistical analysis. The results of the research are as follows: 1. Chief complaint of sore throat (38.3%) and fever (17%) fitted to the clinical symptoms of SARS. In relation to SARS before and after the spread of the disease, there are still other complaints such as the gastrointestinal system (18.7%) and cardiovascular disease (16.7%) that showed no obvious difference. 2. During the period of emergency fever screening station, an additional 50% of manpower are being arranged to screen probable or non-probable affected cases. (from the 300 randomly selected cases) 3. There are no obvious difference showed after comparing the outcome of the prevention and spreading of this disease by the set-up of the emergency fever center between the central and southern medical institution. 4. After tallying the number of doctors and nurses participated in screening procedure and number of non-medical staff developed similar symptoms to SARS, we can see the result of total number of medical staff from the emergency fever screening station that can successfully control the spread and prevention of the disease, making it the standard and model in the prevention and control of other communicable disease in the future. Este trabalho aborda a atuação da Companhia Metropolitana de Habitação de São Paulo COHAB-SP, em vários momentos de sua história, observando mudanças que sofreu desde que foi constituída, como agente promotor do SFH, até hoje. E foca mais suas observações no desempenho desse órgão na esfera da provisão habitacional e no período 2001-2004, quando participou da implementação de uma política habitacional marcada por diferenças significativas em relação àquelas dos períodos precedentes. Diferenças que se verificaram no desenvolvimento de novas tipologias de projeto (terrenos menores e mais centrais, reforma de prédios, etc.), na implantação de novos programas habitacionais (moradia na área central, locação social, bolsa aluguel, etc.), na sua consolidação como agente operador do Fundo Municipal de Habitação, no papel ativo que desempenhou na busca de novas fontes de recursos (Ministério das Cidades (PSH e PEHP), CEF/PAR, CDHU, BID, etc) e em uma maior interlocução com movimentos e associações comunitárias. Este trabalho busca compreender potencialidades e limitações dessa Companhia, na solução dos problemas de habitação para população de baixa renda em sua área de abrangência, mas, sobretudo, no Município de São Paulo, onde tem um papel relevante, dentre os vários órgãos de provisão habitacional. / This thesis examines the experience of the Metropolitan Housing Agency of the city of São Paulo (COHAB-SP, for its name in Portuguese) in different periods of its history and detects changes that took place since its origin, as an agent of the Brazilian Housing Finance System (SFH, for its name in Portuguese), until the present day. It focuses mainly on this agencys performance in the provision of housing and on the period of 2001-2004, when it implemented a housing policy which represented a significant departure from past practice. These differences may be observed in new project typologies (smaller and more centrally located plots, building reform, etc.) and new housing programs (central-area housing, public rental housing, rent subsidies, etc.), as it asserted its role as an operational agent of the Municipal Housing Fund, in the active pursuit of new funding sources (Ministry of Cities; CEF, the federal governments savings bank; IDB, etc.) and a greater dialogue with social movements and community organizations. The research attempts to determine the potentialities and limitations of the agency in the solution of problems related to the provision of low-income housing in its metropolitan sphere of influence, but mainly in the city of São Paulo, where it plays an important role among the different agencies involved in the provision of housing.

A Politically Appointed Task Force: Can It be Effective?

Community service projects have consistently been an effective means of community involvement and an avenue in which improvement in an area may be measured. Although the roles each participant assumes may differ, the ultimate accomplishment of the project is paramount to each person involved. This paper will explore the Governor's Task Force on Venereal Disease to determine both the effectiveness of the Task Force and the methods utilized to accomplish the task force goals. Primarily, this group of selected individuals will be reviewed to determine whether they were effective due to their ability to influence others, or simply through a great deal of hard work and co-operation. Data for this work was collected from individual written responses from Task Force participants, the Governor's Commission on Youth, various medical professionals, several works of other authors (see bibliography), data gathered by me as participant-observer, and through interviews from selected Task Force participants. Upon compiling the data, several concepts were revealed. I found that the influence that each participant enjoyed in the community was a primary factor of the effectiveness of the Task Force. Moreover, it was the influence of the particular individual with others who could assist with this particular problem which created a positive response, and thus effective results. This paper also explores the Task Force as a politically appointed group chosen to complete a specific project. The goals, operations, and accomplishments are detailed in an effort to measure the significance of the Task Force in the community.

A Case Study of the Evolution of High School Academies in a Large Suburban School System

In 1993 a Career and Technical Preparation Task Force, was formed in a nothern Virginia suburban school system, to study and recommend changes to the vocational education curriculum and two high school vocational centers. The task force met for thirteen months and concluded its study in a report entitled "Securing Our Students' Future in a High Tech Global Economy." The Division Superintendent presented this report and its recommendations to the county school board on January 12, 1995. The Board voted unanimously to accept the recommendations of the task force. After that point, an Implementation Task Force met from 1996to 1996 to plan the implementation of the original task force's seven recommendations. The recommendations represented a paradigm shift by advocating the elimination of the traditional vocational education philosophy of training some students for jobs while academically preparing others for future education. Vocational education was transformed into Professional Technical Studies, an academic discipline that integrated academic and career education. High school academies were established to replace the two vocational centers located within two existing high schools. The history that surrounded the implementation of the task force recommendations is presented in this study. / Ed. D.

Currently, USNORTHCOM does not have an apportioned or assigned command and control structure for the conduct of special operations. This thesis analyzes three courses of action to fulfill this requirement: use the current USNORTHCOM battle staff command structure including the integration of the Standing Joint Force Headquarters-North; rely on the newly formed US Special Operations Command's Joint Task Force Structures; and establish a Theater Special Operations Command North assigned to USNORTHCOM. Through the conduct of analysis and research this thesis recommends that The Joint Staff direct the reorganization required to establish a Theater Special Operations Command North to exercise command and control of special operations forces conducting operations in the USNORTHCOM AOR. / Lieutenant Colonel, United States Army
