Specialized, Localized, Privatized: An Institutional and Historical Analysis of the Emergence of New Graduate Schools of Education

Thesis advisor: Marilyn Cochran-Smith / This dissertation presents an institutional and historical analysis of the emergence of new graduate schools of education, or nGSEs. A controversial reform in the field of teacher preparation, nGSEs offer teacher preparation, state certification, and master’s degrees in a variety of new non-university contexts. With bipartisan support and philanthropic backing, the nGSE phenomenon has gained traction quickly. Today, 11 nGSEs, some with several branches, are operating in 16 different states. The dissertation examines the emergence of nGSEs using concepts from sociological neoinstitutionalism through primary document analysis and institutional analysis to answer the following questions: (1) What is the nature of nGSEs as organizations, including their historical features, funding models, and organizational environments? What changes have occurred in these features since the inception of nGSEs? (2) What institutional logic animates nGSEs as organizations? (3) What happens to teacher preparation in market-organized environments? Analysis revealed that nGSEs have diverse organizational origins and that they have largely reconfigured time and place for teacher preparation. As organizations that have moved the bulk of teacher preparation to K-12 schools and/or the internet while evolving rapidly in different environments, nGSEs naturally have different cultural-cognitive schemata. However, market logic is evident in some form, though to varying degrees, at each new organization. nGSEs tend to be private sector solutions to problems in the public education system, and they enjoy the support of education philanthropists who fund alternatives to the public education bureaucracy. I show how nGSEs are fundamentally responses to specialized, and oftentimes regionalized, circumstances that create demand for new kinds of teacher preparation programs. nGSEs are tailored for particular contexts and conditions—some nGSEs serve certain geographical communities while others serve certain kinds of school communities or pedagogical movements. I argue that this has led to the creation of highly specialized niches in the 21st century market for teacher preparation. Though they all constitute one reform, namely the relocation of teacher preparation from universities to new and different kinds of organizations, nGSEs are remarkably different from one another and from the wider field of teacher preparation. / Thesis (PhD) — Boston College, 2022. / Submitted to: Boston College. Exploring beginner teachers' perceptions of school support to enhance their capability sets in relation to teacher education policy

Philosophiae Doctor - PhD (Education) / The National Policy Framework for Teacher Education and Development in South Africa of 2006 (NPF) outlines seven principles which underpin this policy as expressed in the Norms and Standards for Educators (2000). These principles require a teacher to be: a specialist in a particular learning area, subject or phase; a specialist in teaching, learning and assessment; a curriculum developer; a leader, administrator and manager; a scholar and lifelong learner; and a professional who plays a role in community development, citizenship education, and pastoral care. Beginner teachers have difficulty adapting to these new roles as they have not had efficient exposure to the actual, often harsh realities of the classroom situation as it unfolds on a daily basis. A qualitative research approach is employed in the research study to explore beginner teachers' perceptions of school support to enhance their capability sets in relation to teacher education policy. Generally, a qualitative study lends itself to developing an understanding of a particular phenomenon of interest without formulating a hypothesis. In this explorative study, the investigation was underpinned by the elements of Amartya Sen's Capability Approach which include "Freedoms", "Unfreedoms", "Capabilities" and "Functionings" (Sen 1992). These elements were used to understand the nature of beginner teachers' competences and the impact of policy on their performance. In this regard, the achievement of quality learning outcomes concerning the basic competences of beginner teachers could be linked to Sen's vision for reaching achieved functionings (those valuable activities and situations that make up a person's well-being, which is also referred to as that which a person ultimately manages "to be and to do").

O objetivo principal é analisar as propostas de formação de professores do Estado de Mato Grosso implementadas pelo CEFAPRO, bem como, a do sindicato da categoria dos profissionais da educação, e como estas chegam às escolas de Educação Básica. Para analisar as propostas de formação, utilizei como suporte teórico Frigotto (1996), Pimenta (2002), Silva (2002) e outros. Nessa trajetória, fui guiado pela questão: Que perspectiva de formação política as propostas de formação docente do Estado implementadas pelo CEFAPRO, do sindicato e da escola proporcionam aos professores da Educação Básica? Para buscar respostas a esta questão me utilizei da metodologia qualitativa numa perspectiva interpretativa. Os sujeitos da pesquisa são três lideranças sindicais, três professores formadores do CEFAPRO e três coordenadores pedagógicos das escolas selecionadas. Os sujeitos são professores efetivos da Educação Básica de Escolas Públicas do município de Cáceres – MT. Através do contato com a direção do sindicato, do CEFAPRO e das escolas selecionadas coletei dados para construir a caracterização dos espaços de pesquisa. Por meio de questionário coletei e organizei dados para a caracterização dos sujeitos da pesquisa. Por meio de entrevistas semi estruturadas busquei compreender as concepções dos sujeitos sobre categorias sociais previamente selecionadas por meio de estudo teórico. São elas: o Estado como sociedade política, o Estado como sociedade civil, relações sociais e da classe, o professor como intelectual, proposta de formação de professores, o papel da escola e democracia e cidadania. Para fundamentar as categorias utilizei como suporte teórico Gramsci (1979), (2000), Giroux (1997) Frigotto (1996), Silva (2002). Ferreira (1993) entre outros. Um dos procedimentos metodológicos que utilizei foi a análise de conteúdo para analisar a transcrição das entrevistas. Busquei dados nas propostas de formação docente do MEC desenvolvida em parceria com a SEDUC/MT e da própria SEDUC/MT, no Projeto Político Pedagógico do CEFAPRO, os materiais de divulgação para mobilização do sindicato bem como nas atas das assembléias. buscando dados em relatórios avaliativos, referentes ao ano letivo de 2006. Procedemos a análise dos dados coletados confrontando a opinião dos entrevistados com a fundamentação teórica de cada categoria. As análises revelaram que as propostas de formação de professores implementadas nas escolas de Cáceres – MT proporcionam aos professores não contribuem para a educação intervir na realidade no sentido da construção de outro modelo de sociedade. / This dissertation deals with the political education of teachers. The main objective is to consider proposals for teacher education in the State of Mato Grosso implemented by CEFAPRO, as well as the Syndicate of professional educators, and how they reach the schools of basic education. To consider proposals for training, used as theoretical support Frigotto (1996), Pepper (2002), Silva (2002) and others. Along the way, I was guided by the question: What perspective of a policy proposals for teacher training CEFAPRO implemented by the state of the union and the school provide teachers of Basic Education? To seek answers to this question, I have used the qualitative methodology in an interpretative perspective. The research subjects are three union leaders, three teachers trainers and three CEFAPRO educational coordinators of the selected schools. All subjects are teachers of Basic Education for Public Schools in the city of Cáceres - MT. Through contact with the union leadership, the CEFAPRO and selected schools, I collected data to construct a characterization of space research. Throughout a questionnaire, I collected and organized data for the characterization of the research subjects. Through semi-structured interviews, I sought to understand the concepts of the subjects on social categories, previously selected by means of theoretical study. They are: the State and political society, the state as civil society, social relations and class, the teacher as intellectual, teacher training proposal, the role of schools and democracy and citizenship. In support of these categories, it was used as theoretical support Gramsci (1979), (2000), Giroux (1997) Frigotto (1996), Silva (2002), Ferreira (1993) and others. One of the main methodological procedures that were used was the content analysis to analyze the transcripts of interviews. I sought the data in MEC proposals for teacher education developed in partnership with SEDUC / MT and the very SEDUC / MT, CEFAPRO of Educational Policy Project, the publicity materials for mobilization of the syndicate, as well as the minutes of the meetings. Looking for the data from the evaluative reports, referring to the 2006 academic year, we conducted data analysis comparing the respondents' opinions with the theoretical basis of each category. The analyses revealed that the political perspective that proposals for teacher education implemented in schools in Cáceres - MT contributes to the education to intervene in reality in order to construct another model of society.

It focuses on graduates of a course of Education subsidized by the program in pre-school schools where they work, their fellow teachers and school managers. The research is part of the third phase of this project and aims to contribute to studies on the possibilities of training policy of consolidation in schools, focusing on teachers' knowledge, graduates, teachers and administrators from the same school units concerning the quality of early childhood education. This study intends to highlight convergences with the potential to maintain and strengthen the training declared by graduates as forged in the completed course. It is understood that the convergences constitute as links to promote their consolidation. The study is based on literature about education quality in schools with emphasis on early childhood education. It also highlights the training of teachers at school and their work conditions. The research adopts a data integration approach, meeting documents and testimony during the investigation: observation, questionnaire applied to 24 Parfor graduates, teachers and their managers and interview with the managers of two municipal preschools. The results call for more concerns that have become knowledgeable about school, childhood, early childhood education, quality and quality in early childhood education. It risks some thoughts to contribute to improving the quality of early childhood education offered by both schools maintained by the Government: engage Parfor graduates and teachers in administrative, educational and social aspects of school; encourage and invest in the training of professional management and teachers; ensure moments of collective training (attendants and teachers), with discussions related to childhood and human rights; closer relationship between attendant and teacher; and speed reforms and implementation of educational policies that stimulate and develop the professionals who work with children in early childhood education. / Trata-se de pesquisa inserida em projeto do Observatório de Educação da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (OBEDUC/CAPES), centrado na implantação do Plano Nacional de Formação dos Professores da Educação Básica (Parfor). Focaliza egressos de um curso de Pedagogia subsidiado pelo referido programa nas escolas de educação infantil em que atuam, bem como seus colegas professores e gestores escolares. A investigação integra a terceira fase desse projeto e tem como objetivo contribuir com estudos sobre as possibilidades de consolidação de política de formação nas escolas, enfocando a compreensão de professores-egressos e demais professores e gestores das mesmas unidades escolares a respeito de qualidade na educação infantil. Intenciona destacar convergências com potencial para manter e reforçar a formação declarada pelos egressos como forjada no curso concluído. Entende-se que as convergências constituem-se como laços passíveis de favorecer a sua consolidação. O estudo fundamenta-se em literatura sobre qualidade na educação escolar, com ênfase na educação infantil, destacando a formação de professores na escola e suas condições de trabalho. A pesquisa adota uma abordagem de integração dos dados, documentos e depoimentos reunidos no decorrer da investigação: observação, questionário aplicado a 24 egressos Parfor, professores e seus respectivos gestores, além de entrevista com os gestores de duas escolas municipais de educação infantil. Os resultados despertam para mais inquietações que se transformaram em conhecimento sobre escola, infância, educação infantil, qualidade e qualidade na educação infantil. Nesse sentido, arriscam-se algumas reflexões no sentido de contribuir para a melhoria da qualidade da educação infantil ofertada pelas duas escolas mantidas pelo Poder Público: envolver os egressos Parfor e os professores nos processos administrativos, pedagógicos e sociais da escola; incentivar e investir na capacitação dos profissionais de gestão e docentes; garantir momentos de formação coletiva (atendentes e professores), com discussões inerentes à infância e aos direitos humanos; estreitar a relação atendente e professor; e acelerar/agilizar as reformas e a implementação de políticas educacionais que estimulem e desenvolvam os profissionais que atuam com crianças na educação infantil.

O Instituto Superior de Educação no contexto de produção dos ambientes institucionais de formação dos professores das séries iniciais: uma abordagem histórica / The Superior Institute of Education in the context of production of the institutional environments to the teachers´ of the initial series formation: a historical approach

O presente trabalho tem como objetivo analisar o processo histórico da constituição dos ambientes institucionais voltados para a formação, no âmbito da escola secundária e do ensino superior, do professor das séries iniciais, bem como de situar, no interior desse processo, a criação dos Institutos Superiores de Educação. A partir de um resgate histórico, procuramos demonstrar o perfil assumido pelas políticas públicas no campo da formação docente e suas respectivas implicações nos movimentos de constituição dos ambientes e dos cursos de formação dos docentes da escola primária, desde a instituição da Escola Normal até a criação, em 1996, dos Institutos Superiores de Educação (ISEs). A centralidade da nossa investigação reside na análise dos mecanismos de rupturas e continuidades que foram, historicamente, caracterizando não só as políticas públicas na área como também as implicações desses mecanismos no processo de constituição, ou não, de um locus institucional especificamente voltado para o preparo profissional dos professores das séries iniciais da escolarização. Nesse sentido, procuramos situar a constituição dos Institutos Superiores de Educação no interior das políticas de formação docente, destacando nesse percurso dois elementos básicos: a) os limites e as possibilidades oferecidas por essa instância diante do desafio de se constituir como um modelo institucional especificamente voltado para a formação profissional, em nível superior, dos quadros do Magistério; b) a forma como esses novos ambientes têm se estruturado frente às disputas travadas no interior do campo educacional brasileiro, especialmente no âmbito das políticas de formação de professores. Em função dos objetivos da presente pesquisa, empregamos no nosso percurso investigativo duas abordagens complementares, caracterizadas, respectivamente, por um estudo histórico e um empírico. Para o desenvolvimento da abordagem histórica, serviram-nos como fonte a produção bibliográfica relativa ao tema e a documentação oficial responsável pelo ordenamento das políticas de formação docente na cidade de São Paulo. No âmbito do estudo empírico, nosso recurso nuclear foi o banco de dados do Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (INEP). Recorremos também ao uso de entrevistas, cuja finalidade era perceber, para além do registro oficial, as expectativas, (iniciais e atuais), de alguns dos membros que participaram do processo de criação e regulamentação dos ISEs. Esperamos que o presente trabalho possa contribuir para novas reflexões acerca das questões relativas às políticas públicas e à formação inicial de professores. / This work analyses the historical process of the constitution of institutional environments of elementary school teacher education in the context of the secondary and post-secondary schools, as to situate, in this process, the creation of Higher Education Institutes. From a historical perspective, we look at the profile assumed by the public policies in the area of teacher education and its respective implications in the movements of constitution of environments and elementary school teacher education, from the creation of the Escola Normal to the creation, in 1996, of the Institutos Superiores de Educação (ISEs) (Higher Education Institutes of Education). The aim of our investigation stems from the analysis of breaking up and continuity mechanisms that were, historically, characterizing not only the public policies in the area, but the implications of these mechanisms in the process of creation, or not, of a institutional locus specifically directed to professional teacher training of elementary school teachers. Thus, we have tried to situate the creation of Institutos Superiores de Educação inside the policies of teacher education, emphasizing in this process two basic elements: a) the limits and the possibilities provided by this instance before the challenge of the constitution of an institutional model specifically directed to the professional training, in higher education, of teachers; b) the way these new environments have been structured within the discussions in the Brazilian educational field, especially in the area of teacher education policies. Considering the main objectives of this investigation, we used two complementary approaches in this process characterized, respectively, by a historical study and an empirical one. For the development of the historical approach, we used the bibliography related to the subject and the official documents for the governing of the policies of teacher education in the city of São Paulo. In the empirical study, our main resource was the database of the Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (INEP). We also used interviews, whose main object was to note, besides the official register, the former and present expectations of some members that took part in the process of creation and implementation of the ISEs. We hope this present work may foster new considerations on the issues related to public policies and to teacher education.
