<p>This thesis investigates the use of mobile phones as service-delivery devices in a sign language machine translation system. Four sign language visualization methods were evaluated on mobile phones. Three of the methods were synthetic sign language visualization methods. Three factors were considered: the intelligibility of sign language, as rendered by the method / the power consumption / and the bandwidth usage associated with each method. The average intelligibility rate was 65%, with some methods achieving intelligibility rates of up to 92%. The average le size was 162 KB and, on average, the power consumption increased to 180% of the idle state, across all methods. This research forms part of the Integration of Signed and Verbal Communication: South African Sign Language Recognition and Animation (SASL) project at the University of the Western Cape and serves as an integration platform for the group's research. In order to perform this research a machine translation system that uses mobile phones as service-delivery devices was developed as well as a 3D Avatar for mobile phones. It was concluded that mobile phones are suitable service-delivery platforms for sign language machine translation systems.</p>

Durgin Accurate geo-location is an important emerging technology for public safety, commercial use, and military application. Especially, in the United States, the wireless Enhanced 911 (E911) rules by the Federal Communication Commission (FCC) seek to provide 911 dispatchers with additional information on wireless 911 calls. This dissertation presents a novel technique for indoor/outdoor location of cellular handsets based on received signal strength (RSS) measurements taken by a cellular handset of the surrounding base stations. RSS location accuracy for different environments is studied as a function of base station separation distance, cell sector density, measurement density, radio propagation environment, and accuracy of measurement. The analytical and experimental results in this thesis serve as a guideline for the accuracy of RSS signature location technology under different conditions. Accurate outdoor to indoor penetration models are proposed and validated for dense urban areas by introducing pseudo-transmitters to simulate the wave-guiding effects in urban canyon environments. A set of location algorithms is developed to improve location accuracy. Furthermore, an algorithm to discriminate between indoor and outdoor users is proposed and validated. The research results demonstrate the feasibility of RSS location techniques to meet the FCCs requirements for E911 accuracy in urban and semi-urban environments. The techniques remain accurate for indoor handsets. The results also suggest that a hybridization of the handset-based GPS method and the RSS signature method may prove to be the most effective solution for locating handsets across a range of environments; including rural, suburban, dense urban, and indoor.

Essa mudança na natureza dos agentes prestadores dos serviços de telecomunicações, antes estatais e agora privados, demandou a criação de instrumentos regulatórios que visam garantir a universalização e continuidade no que diz respeito ao serviço de telefonia fixa. A proposta de universalização tem como objetivo assegurar a oferta desse serviço básico para qualquer pessoa independentemente de sua localização ou condição sócio-econômica. Assim, as metas de universalização surgiram como uma espécie de garantia para a população frente ao processo de privatização do sistema de telecomunicações brasileiro. ssa proposta, porém, é baseada somente na expansão do número de linhas telefônicas instaladas o que não significa dizer que essas linhas estejam realmente sendo utilizadas. O uso desse serviço é condicionado ao pagamento de altas tarifas, o que impede o acesso de parcela da população, que não possui potencial econômico suficiente para arcar com tais custos. O Estado concede o oferecimento de um serviço básico para agentes privados e se exime do planejamento de um segmento estratégico. Se o Estado deve ter o comprometimento com a totalidade do território, os agentes privados comprometem-se apenas com a busca pelo lucro, o que em um país que revela tantas desigualdades torna-se um dado perverso. Desse modo, procuramos, neste trabalho, desvendar essa contradição a partir da análise do território brasileiro, pois este revela as conseqüências das ações políticas e a coerência com a realidade na qual estas se dão. Essa discussão se fará por meio da análise das transformações técnicas e normativas em curso no sistema de telecomunicações brasileiro, na busca de contribuir para a identificação dos rumos da universalização proposta para o serviço de telefonia fixa no Brasil / Abstract: The break in the State monopoly in 1995 and a few years later, the privatization properly said, constitute the main bases of the process of restructure of the Brazilian telecommunication system. This change in the nature of the telecommunication services render agents, in the past, being from the State and now private, demanded the creation of regulatory instruments that aim to warranty the universalization and continuity in what concerns to the fixed telephone system service. The proposal of universalization has as an aim to ensure the offer of this basic service for every person independently from his or her localization or social-economic condition. Thus, the goals of universalization came up as a kind of guarantee for the population front to the process of privatization of the Brazilian telecommunication system. However, this proposal is based only in the expansion of the number of installed telephone lines, what doesn¿t mean that those lines are really being used. The use of this service depends on the payment of high tariffs, which impedes the access of part of the population that doesn¿t have enough economic potential to afford such costs. The State concedes the offering of a basic service for private agents and releases itself from the planning of a strategic segment. If the State must have the commitment to the totality of the territory, the private agents commit themselves only to the seek for the profit, which in a country that reveals so much inequality, it turns into a wicked date. In this way, we tempt, in this work, to unmask this contradiction, from the analysis of the Brazilian territory, because this reveals the consequences of the political actions and the coherence to the reality in which they occur. This discussion will be achieved through the analysis of the technical and normative transformations occurring in the Brazilian telecommunication system, in the search for the contribution to the identification of the ways the proposed universalization for the fixed telephone system service in Brazil / Mestrado / Mestre em Geografia

En el Perú, el servicio de interpretación telefónica es ofrecido por distintas empresas y la mayoría de los traductores e intérpretes en formación postulan a empresas de interpretación telefónica para completar sus prácticas pre-profesionales o desarrollarse profesionalmente. Ozolins (2011) plantea que existe la necesidad de información actual sobre el fenómeno global de la interpretación telefónica, pues este ha ido creciendo junto a los avances tecnológicos. Con respecto al aprendizaje en el lugar de trabajo, para Ha (2008) por más que el lugar de trabajo no sea un espacio creado específicamente para el aprendizaje, se pueden encontrar oportunidades que permiten el aprendizaje mediante las actividades que los trabajadores realizan. En ese sentido, la presente investigación adoptará un enfoque cualitativo y empleará un estudio de caso con el objetivo de conocer y describir las experiencias de aprendizaje de los intérpretes novatos en su rol como intérpretes telefónicos en una empresa de interpretación en Lima. Además, esta investigación propone realizar entrevistas semiestructuradas a doce estudiantes o egresados de la carrera de traducción e interpretación con experiencia de tres meses como intérpretes telefónicos para así indagar en sus percepciones y experiencias sobre la experiencia de aprendizaje durante su trabajo en dicha empresa de interpretación. / In Peru, telephone interpreting services are offered by different companies, and most translators and interpreters in training apply to telephone interpreting companies to complete their pre-professional internships or develop themselves professionally. Ozolins (2011) states that there is a need for current information on the global phenomenon of telephone interpreting, as it has been growing along with technological advances. Regarding workplace learning, Ha (2008) argues that even if the workplace is not a space created specifically for learning, workers can find opportunities for learning through the activities they perform. Consequently, this research will adopt a qualitative approach and a case study with the objective of learning and describing the learning experiences of beginner interpreters in their role as telephone interpreters in an interpreting company in Lima. In addition, this research intends to conduct semi-structured interviews with twelve students with three months of experience as telephone interpreters, both students and graduates of the Translation and Interpreting program in order to investigate their perceptions and experiences regarding the learning experience during their work at an interpreting company. / Trabajo de investigación

Telefonrådgivning har ersatt en stor del av traditionella vårdbesök, nationellt och internationellt. Tillgängligheten och enkelheten gör det till en uppskattad funktion av vårdsökande. För att kunna utveckla telefonrådgivning och för att implementera personcentrerad vård är det viktigt att lära sig hur telefonsjuksköterskor och vårdsökande upplever samtalen. Syfte: Att beskriva upplevelser av rådgivande telefonsamtal på en hälsocentral utifrån telefonsjuksköterskors och vårdsökandes perspektiv. Metod: Kvalitativa semistrukturerade intervjuer utfördes under hösten 2017. Deltagare: Fem vårdsökande och fem telefonsjuksköterskor. Analys: Telefonsjuksköterskors och vårdsökandes intervjuer analyserades för sig. Materialet analyserades med hjälp av kvalitativ innehållsanalys med induktiv ansats. Resultat: Telefonsjuksköterskors intervjuer gav tre slutgiltiga kategorier; oro för att stressfaktorer ska påverka kvaliteten och arbetstillfredsställelsen, närvaro och förståelse är viktigt för att göra bra bedömningar samt känslor och förväntningar kan vara svåra att bemöta. Vårdsökandes intervjuer resulterade i tre kategorier; Att inte alltid bli förstådd och rädsla för felbedömningar, ett respektfullt bemötande skapar en känsla av att tas på allvar samt att önska sig enklare och tryggare tillvägagångssätt. Slutligen skapades en kategori utifrån de båda perspektiven: Egenskaper som kännetecknar det bra samt det mindre bra samtalet. Konklusion: Telefonrådgivning är komplext och telefonsjuksköterskor upplevde svårigheter i arbetet. Vårdsökande var överlag nöjda med telefonrådgivningen men upplevde problem med förtroende och ansvar. Telefonrådgivning upplevs överlag fungera bra. Vårdsökande upplever den som en trygghet men även som en nödvändighet vilket ger orsak till att fortsätta förbättra kvaliteten och minimera riskerna. / Telephone nursing has replaced a large part of traditional health care visits, nationally and internationally. The availability and accessibility makes it an appreciated service for health seekers. In order to develop telephone nursing and for implementation of person centered care it is important to learn how phone nurses and care-seekers experience the calls. Aim: To describe experiences of telephone nursing in primary care from the perspectives of telephone nurses and care seekers. Participants: Five telephone nurses and five care seekers. Method: Qualitative individual semi structured interviews were conducted during autumn of 2017. Analysis: Interviews of telephone nurses and care seekers were analyzed separately using qualitative content analysis with an inductive approach.  Results: Three final categories for telephone nurses were found; concern that stress factors can affect assessment quality and work satisfaction, presence and understanding is of importance in making correct assessments, emotions and expectations can be difficult to account. Three categories for care-seekers; not always being understood and fear of misjudgments, respectfulness can create feelings of being taken seriously and wishing for easier and securer accessibility. In the end a final category was created that included views from both perspectives regarding the good respective the difficult call.  Conclusion: Telephone nursing is complex and telephone nurses experienced work difficulties. Care seekers were generally pleased with the service provided but still had issues concerning trust and liability. Telephone nursing is generally well functioning. Care seekers look to it as a security and as a necessity which is cause to keep improving quality and eliminating risks.
