Imigrační politika a pracovní migrace v Ruské federaci: případ Petrohradu / Immigration policy and labor migration in the Russian Federation: the case of St. Petersburg

This diploma thesis focuses on the problem of legal and illegal labor migration in the Russian Federation, both at federal and local levels, namely in St. Petersburg. The thesis has two main objectives and firstly focuses on the federal level. There it attempts to map current migration trends in the Russian Federation with an emphasis on labor migration, its legislation and rights and the status of working migrants in Russian society. It examines the development of migration policy of the Russian Federation from the collapse of the Soviet Union to the present towards a particular group of people. The author of this thesis tries to analyze it critically and to evaluate the effectiveness and the adequacy of taken measures. In order to fulfill the first objective, some additional questions were put. An integral part of the thesis is an analysis of the integration policy of the Russian Federation vis-à-vis working migrants and problems faced by labor migrants on Russian territory. The second objective is to monitor development and current migration situation in the second largest city of the Russian Federation - St. Petersburg. This is a case study, where the emphasis is placed on labor migration and the way how the amendments to federal immigration laws affect the situation in the regions.

The thesis focuses on current diversification scenarios in the field of gas supply the Visegrad Group (V4) and the Russian Federation relying on the model of asymmetrical interdependence. Russian Federation, the main supplier of natural gas to this region, has lost its status of a reliable partner due to the gas wars with Ukraine in 2006 and 2009, which have negatively affected the supply of natural gas to the EU countries. The research focuses on the current diversification options of V4 countries related to their suppliers and supply routes with respect to their relationship with the Russian Federation; the diversification options for the purchasing markets of the Russian Federation are also analyzed. The author validates the hypothesis that energy relations among the Visegrad countries and the Russian Federation in the field of gas supply are largely controlled by the asymmetric interdependence that is currently exacerbating tensions among the set actors. Current diversification scenarios are presented and evaluated, with the aim of assessing the importance of the projects with regard to actors' energy security. The Master thesis is dealing with the external policies of the Republic of Tatarstan, a unit of the Russian Federation, and its relations to Turkey, a nation Tatarstan has cultural ties to, in light of the Russo-Turkish conflict following the shooting down of the Russian fighter jet Su-24 by the Turkish army. To answer questions about the influence of national diplomacy over a region's paradiplomacy, and the possibility to conduct independent paradiplomacy in an authoritarian state, speeches given on topics related to Turkey by the President of Tatarstan Rustam Minnikhanov were analysed against the background of the changing Russian relations to Turkey, using the Critical Discourse Analysis. The analysis revealed that although Tatarstani paradiplomacy reflects the developments of Russian diplomacy - it is not possible not to, since the decisions of the Federal government are binding for its subjects - President Minnikhanov continued to advocate for a long-term (and as close as possible) cooperation with Turkey regardless of Moscow's current stance. In fact, he was lobbying the Kremlin for this end, trying to influence the Federal diplomacy.

This thesis concentrates on the case of Russian economy and assessment of its dependence on oil. Russia is often cited as an example of country suffering from resource curse as its natural wealth forms significant share of country's exports and revenues. Thesis will first concentrate on factors determining current state of Russian economy. Presence of the symptoms of Dutch disease in the Russian economy will be studied using the Vector error correction model (VECM) applied on the real effective exchange rate of country (REER). Thesis will also contain an assessment of Russian institutional environment to check for other symptoms of resource curse theory. Analysis of latest federal budget will be used to evaluate the sustainability of Russian federal finances. The thesis is concluded by discussion of results and possible paths of future development of Russian economy.

Stranická disciplína poslanců ruské Státní dumy po obnově smíšeného volebního systému / The Party Discipline of the State Duma Deputies after the Mixed-Member Electoral System Renewal

The study examines the level of party voting discipline displayed by current Russian deputies. The objective is to discover whether deputies elected since the reintroduction of the mixed-member electoral system in 2016 showed a diverse level of party voting discipline. The study expands on the existing research and verifies results of earlier analysis proving weaker party discipline among politicians elected from single-member districts (SMDs). A sample of over 500 thousand deputy votes is analyzed with multiple regression analysis and other methods of quantitative research. The research explores the influence of several variables including the type of elections, political faction membership, double candidacy of a deputy and his incumbency in the previous term of office. Evaluation of results implies that the type of elections does not have a significant impact on party discipline of deputies. The most noticeable is the impact of the membership in various political factions. Greater independence in voting typical for SMD deputies does not manifest considerably in Russia because of the impact of the local hybrid regime and because the majority of SMD deputies belong to the faction of United Russia. Ruská bezpečnostní politika vůči muslimským autonomním republikám na Severním Kavkaze / Russian Security Policy towards Muslim Autonomous Republics in the North Caucasus

The aim of this diploma thesis is to answer the question why the crisis caused by the Chechen struggle for independence gradually escalated into war, while the rest of North Caucasus remained relatively calm, despite the predictions of many authors. Also to determine to whether extend the repetition of Chechen scenario is nowadays possible. Or in other words what are the odds that a new ethnopolitical conflict will erupt in some other Muslim autonomous republic in the North Caucasus. The answers to these questions are sought via factors causing the emergence of ethnic conflict, as were defined by Svante E. Cornell in his book Autonomy and Conflict: Ethnoterritoriality and Separatism in the South Caucasus - Cases in Georgia. These factors are continually confronted with empirical data, which are provided by the case study of Chechen conflict in the first part of the thesis. Presence or absence of those factors in other Muslim autonomous republics is examined by method of Process Tracing. The data obtained are then processed quantitatively, in the way that presence or absence of the factor in question by a certain score.

The diploma thesis focuses on great power politics at the dawn of the twenty-first century. The studied phenomenon is viewed through the lens of defensive, offensive a neoclassical realist perspective. The key goal of the thesis is to determine, whether contemporary streams of the realist international relations tradition can provide plausible explanation of great powers relations. The research is also embedded in the fourth great debate, which entered the international relations discipline during the course of 80's, and as such it tries to reflect current ontological and epistemological debate. Research results then show that realism is still a valid scientific discourse. On the other hand, neoclassical realism's research agenda, as is shown, takes over other theoretical perspectives features.

The master thesis consists of three chapters, introduction, conclusion, list of references and applications to the work. The first chapter outlines the theoretical aspects of the redevelopment of industrial areas, discusses the Russian and foreign experience in the implementation of projects for the redevelopment of industrial zones, and also identifies actual practical problems faced by development companies in the implementation of such projects. The second chapter presents the methodological support mechanisms for the implementation of projects for the redevelopment of industrial areas, the process of implementing projects in the United States and Germany, and a comparative analysis. On the basis of the materials studied, recommendations have been formulated for improving the redevelopment processes in Russia, aimed at enhancing the process of incorporating industrial areas into the city’s investment and construction activities. The third chapter proposed a project for the implementation of the redevelopment of industrial areas on the example of the industrial site of OJSC Jewelers of the Urals, Ekaterinburg. A feasibility study and calculation of the effectiveness of the proposed project implementation are given. The results include recommendations aimed at improving the redevelopment of industrial zones in Russia, the developed project of redevelopment of an industrial site. / Магистерская диссертация состоит из трех глав, введения, заключения, списка литературы и приложений к работе. В первой главе изложены теоретические аспекты редевелопмента промышленных территорий, рассмотрен российский и зарубежный опыт реализации проектов редевелопмента промышленных зон, так же выявлены актуальные практические проблемы, с которыми сталкиваются девелоперские компании при реализации таких проектов. Во второй главе приведено методическое обеспечение механизмов реализации проектов редевелопмента промышленных территорий, рассмотрен процесс реализации проектов в США и Германии, проведен сравнительный анализ. На основе изученных материалов сформулированы рекомендации по совершенствованию процессов редевелопмента в России, направленные на активизацию процесса включения промышленных территорий в инвестиционно- строительную деятельность города. В третьей главе предложен проект по реализации редевелопмента промышленных территорий на примере промышленной площадки ОАО «Ювелиры Урала», г. Екатеринбург. Дано технико-экономическое обоснование и расчет эффективности реализации предложенного проекта. Результаты включают в себя рекомендации, направленные на совершенствование процессов редевелопмента промышленных зон в России, разработанный проект редевелопмента промышленной площадки.

Цель исследования – сформировать научное представление о международных стандартах прав человека как об элементе государственного управления, обозначить основные проблемы механизма их обеспечения в государственном управлении и пути повышения эффективности данного механизма. В процессе исследования были выявлены проблемы реализации международных стандартов прав человека в сфере образования, здравоохранения, физической культуры и спорта. В заключение содержатся выводы, характеризующие итоги исследования. По итогам исследования в адрес органов государственной власти разработаны рекомендации по обеспечению международно признанных прав человека. / The object of research in this paper is internationally recognized human rights as an element of public administration. The purpose of the research is to form a scientific understanding of international human rights standards as an element of public administration, to identify the main problems of the mechanism for ensuring them in public administration and ways to improve the effectiveness of this mechanism. In the course of the research, the problems of implementing international human rights standards in the field of education, health, physical culture and sports were identified. The conclusion contains conclusions that characterize the results of the study. Based on the results of the study, recommendations were made to state authorities to ensure internationally recognized human rights.
