Orientador: José Carlos de Oliveira / Resumo: Das mudanças que o Estado sofreu no decorrer dos tempos, ultimamente, tem este passado por novas e relevantes alterações. De Estado prestador de serviços, obrando diretamente para a busca do bem estar de sua população, sob a forma de Welfare State, mudou seu enfoque. Diante da crise vivida por este tipo de Estado, impossibilitado de manter e acompanhar - no que diz respeito à prestação de serviços públicos - a evolução tecnológica e a necessidade de cada vez maior demanda na prestação destes, aliado à falta de recursos para continuidade dos apoios e auxílios prestados, obrigatoriamente, viu-se diante da necessidade de rever suas funções e atuações, a fim de não correr o risco de causar um colapso nas relações a seu cargo. Assim, instalou-se o que se convencionou chamar de Estado Regulador ou Subsidiário. Transferiu-se a prestação direta de alguns serviços públicos aos particulares, deixando o Estado de prestá-los, sem, no entanto, abrir mão de seu poder de polícia, ou seja, das funções de planejar, incentivar, regular e fiscalizar a área econômica. Agora, uma nova fase da história se instala, com um Estado mais enxuto, menor, porém não menos presente e atuante. / Abstract: The changings suffered by the State in elapsing of the times, lately it has suffered new and important alterations. From State render services, working directly for the search of well being of its population, which is, Welfare State, changed its focus. Before the crisis lived by this kind of State, disabled maintaining and accompaning with respect to the installment of public services, the technological evolution and need of every time bigger demand in the installment of these, allied to the lack of resources to continuity of the supports and aids then rendered, obligatorily there was the need to review the functions and mainly performances of the State entily, in order not to run a risk of causing a collapse in the relationships to its position. Like this, it settled that stipulated call State Regulator and Inspector, that means, the direct installment was transfered of some public services into privates, stopping the State exercising the installment of these directly, without however, to give up hand of police power, that means, of planning, controling and fiscalization. Knowledge management practices in the public sector in Botswana

Magister Bibliothecologiae - MBibl / The study investigates knowledge management (KM) practices in the public sector in Botswana. The underlying premise is that good KM leads to efficiency and effectiveness. The study assesses the KM practices in the government departments by means of a questionnaire survey of senior managers. The assumption is that the corporate manager/directors will know what knowledge is there, how knowledge is created, shared and flow in the organization. The main question of this study is whether the Botswana public sector is practicing KM. The study explores the problem and questions by means of a questionnaire survey amongst 43 departmental directors of the Government of Botswana. The overall finding is that information management rather than KM is being practiced. The respondents, senior public service managers, certainly recognize the value of and the need for KM. But, they themselves identify certain weaknesses, such as lack of knowledge of KM among their staff, weak communication inside and across the departments, lack of policy and lack of good KM systems. / South Africa

Implementation of strategic plan in the public service : case in the national department of human settlements

Thesis (MPA.) -- University of Limpopo, 2017. / South African Government departments, through the relevant executing authority, are required to develop strategic plans in terms of the Public Service Amendment Act (2008, Act No. 30 of 2007) and Public Finance Management Amendment Act (2003 Act No. 29 of 1999) through Public Service Regulations. Public service departments are also required to table a strategic plan with a five-year planning horizon, Annual Performance Plan including two-year forward projections in line with the Medium Term Strategic Framework (MTSF) and Medium Term Expenditure Framework (MTEF) period, with annual and quarterly performance targets. This study was undertaken to investigate the implementation of the strategic plan in the National Department of Human Settlements and it followed a qualitative research methodology. The study also seeks to determine the alignment of the strategic plan and the medium term strategic plan, evaluate the causes of the disconnect between the strategy and its implementation, identify systems of facilitating the implementation of the strategic plan and explore challenges in the implementation of the strategic plan in the Department. For the researcher to reach a conclusion around the implementation of the strategic plan at the National Department of Human Settlements, information was gathered through a literature review, interviews, questionnaires and document analysis. The findings reveal that there is a disjuncture in the understanding of the link between MTSF and the strategic plan between middle and senior management as there is poor understanding of the link and purpose of aligning these documents. It also reveals that there is a disconnect between the strategic plan and its implementation caused by deviation from the implementation of the strategic plan by branches and non-consideration of outstanding targets when formulating the coming year’s plan. It also reveals that the systems for facilitating the implementation the strategic plan are ineffective due to the fact that there are no documented standard operating procedures that the Department follows when facilitating strategic plan implementation. Having identified the challenges in strategic plan implementation, it is vital for the National Department of Human Settlements to ensure that the systems for facilitating the implementation of the strategic plan are developed and implemented, and also that it develop a strategy for alleviating the challenges in strategic plan implementation.

Det spelar ingen roll hur perfekt ett nyhetsmedie är i teorin om det inte konsumeras eller litas på av samhällets medborgare (Strömbäck et al., 2020). Tillit och trovärdighet gentemot medier, såväl kommersiella- som public service-drivna, är en grundförutsättning för ett demokratiskt samhälle. Det är dessa aktörer som granskar makten och sprider relevant information till medborgarna, exempelvis politiska nyheter som också betraktas som den viktigaste skepnaden av journalistik (Strömbäck, 2019). Sveriges Television, SVT, är en av de pjäser som axlat uppdraget med bravur under en lång tid, vilket inte minst visat sig i deras historiskt starka trovärdighetssiffror (Svenskarna och internet, 2019). Men med nya tider kommer nya plattformar att engagera sig på, så även för public service-medier som SVT. Det gjorde att vi frågade oss - vilka effekter får dessa tillvägagångssätt på SVT:s trovärdighetskapital?   Det analytiska ramverket som låg till grund för studien var forskning om trovärdighet gentemot medium, meddelanden, meddelanden online samt avsändaren. Utöver detta hanterade studien forskning om dimensioner av trovärdighet, hur det mäts och varför. Sist men inte minst byggde studien på sociala medier-logiken, som menar att alla sociala medier besitter deras egen logik med normer och handlingar som gör dem unika.   Då vi ville undersöka vilka effekter de nya tillvägagångssätten fick på ett medieinnehålls och en avsändares trovärdighet, var det lämpligt att göra en experimentstudie. Studien var webbaserad och utgick från att svara på följande frågeställningar: Vad blir effekterna på medieinnehållets trovärdighet när det byter plattform från webben till Instagram?, Vad blir effekterna på medieinnehållets trovärdighet när det anpassar sig till logiken på Instagram? och Skiljer sig trovärdigheten gentemot SVT som avsändare åt beroende på vart artikeln publicerats, på webben eller Instagram?   Det studien kom fram till var att det fanns en effekt på både medieinnehållets och en avsändares trovärdighet när det bytte plattform från webben till Instagram. Medieinnehållet uppfattades som mest trovärdigt när det presenterades i en verklighetsförankrad webb-artikel och som minst trovärdigt i den artikel som inte var anpassad utefter plattformen den publicerades på. SVT som avsändare uppfattades som mest trovärdig utav de som läst Instagram-artikeln och som minst trovärdig utav de som läst artikeln som inte var anpassad utefter plattformen den publicerades på. Sett till den interpersonella kommunikationens roll i trovärdighetsuppfattningen, visade det sig i studien att det endast var ett fåtal respondenter som skulle prata om artikeln eller dela den i sina sociala medier. Detta resultat var därför intressant, eftersom det är motsatsen till vad Kiousis (2001) hävdade gällande den interpersonella kommunikationen. / It doesn't matter how perfect a news media seems in theory, if the news media is not consumed or trusted by citizens (Strömbäck et al., 2020). Trust and credibility towards media, commercial- as well as public service-driven, is a foundation for a democratic society. It’s these actors that examine the power and spread relevant information to the citizens, like political news that is seen to be the most important figure of journalism (Strömbäck, 2019). Sveriges Television, SVT, is one actor that has taken on the mission with success in Sweden during a long time, something that has been shown in their strong credibility numbers (Svenskarna och internet, 2019). But new times means new platforms and this includes adjustments for even public service-media like SVT. This new way of doing things made us curious - which effects did these new approaches have on SVT’s credibility?   The analytical framework that the study is based on are research of credibility of medium, messages, messages online and sources. Further this study addresses research on dimensions of credibility, of how it has been measured and why. Last but not least the study builds upon the theory of social media logic and the way all social media possesses their own logic with norms and actions that make them unique.   To examine what effects these new approaches towards content get on a source and their media content, it was appropriate to do an experimental study. The study was web based and aimed to answer the following questions: What are the effects on the media content’s credibility when it changes platform from the web to Instagram?, What are the effects on the media content’s credibility when it adjusts to the logic on Instagram? and Does the credibility of SVT as a source depend upon where the article is published, on the web or on Instagram?   The results of the study indicate that there was an effect on the credibility of both the media content and the source, when it changed platform from the web to Instagram. The media content was perceived as most credible when it was presented in a web article and as least credible when presented in a manipulated Instagram article. SVT as a source was perceived as most credible by the readers who’d read the Instagram-article, and at least credible by those who’d read the article who wasn’t adjusted to the platform it was presented on. Our results of what role the interpersonal communication plays in the perceived credibility, is not aligned with what previously researchers found (ag. Kiousus, 2001).

The goal is to identify the forms of termination, the mechanisms established by law to do so, as well as the consequences that present themselves right after the extinction of the contract. It also intends to present and organize all the possibilities that are available to the Public Administration at the conclusion of a concession pact, in order to maintain the provision of an adequate public service, as defined by constitutional force. Therefore, first it s necessary to verify all the details of the concession contract, defining its purpose and its fundamental clauses, without which it s inconceivable to have complete comprehension of the subject. Afterwards, aware of the contractual assumptions, it s feasible to discriminate the ways that the contract can be extinct and its causes, with the respective reflection in the rights of the service provider, as well as the granting authority. Finally, knowing the forms of contract termination, it´s mandatory to analyze how the provision of public services might continue; from the possibility of extending the same contract already in place, to the transfer of this obligation to agencies or government entities or, even, the event of a new process of selection of a concessionaire, through bidding, which is the instrument able to provide the specific choice of best proposal and best bidder. / Esta dissertação tem como objetivo o estudo e o aprofundamento de todo o arcabouço jurídico pertinente à extinção dos contratos de concessão de serviço público, bem como a viabilidade de prorrogação desses mesmos contratos. Busca-se verificar as formas de extinção, os mecanismos criados por lei para tanto e as consequências que se apresentam no momento posterior a extinção do contrato. Também visa apresentar e organizar todas as alternativas que são postas à Administração Pública quando do encerramento do contrato de concessão como meio de manter a prestação dos serviços públicos de forma adequada, mister definido por força Constitucional. Para tanto primeiro é preciso verificar as minúcias do próprio contrato de concessão, definindo seu objeto e suas cláusulas fundamentais, sem o que não é possível a compreensão completa do tema. Após, já conhecendo das premissas contratuais, é necessário passar à verificação das formas que pode se dar sua extinção e quais as causas delas, com os respectivos reflexos nos direitos do prestador dos serviços, bem como do Poder Concedente. Finalmente, conhecendo as formas de extinção do contrato, é preciso realizar a análise da forma de continuidade da prestação dos serviços públicos, passando pelas hipóteses de prorrogação do próprio contrato já firmado, até o repasse dessa obrigação para órgãos ou entidades da Administração Pública ou através da realização de nova seleção de concessionária por via licitatória, qual o instrumento apto a propiciar a seleção da melhor proposta e a escolha do melhor proponente.
