Mažeikių rajono mokyklų tinklo pertvarkos programos ekspertinis vertinimas / Expert evaluation on the reorganisation programme of the school system in Mažeikiai district

This master`s research analyses reorganisation programme of the school system in Mažeikiai district. It reveals the essence and the expression of the reorganisation of the school system. It theoretically focuses on the situation of the education reform in Lithuania and involves a review on the reorganization of the foreign school system. Also, there are identified the determinants of the reorganization of the school system in Mažeikiai district and in the country. The main method of this research has been an oral interrogation as well as a qualitative interview. Obviously, the Protocol (the questionnaire of the qualitative interview) has been prepared for the research. Seventeen experts of education from Mažeikiai district has taken part in the interrogation. The content method of analysis has been applied for processing the research data as well as for the analysing data there was applied the logical – inductive method. Thus, the results of the interrogation permitted to define the weaknesses and strengths of the reorganisation programme of the school system in Mažeikiai district. In addition, the hypothetical premises (which were raised in the beginning of the research) confirmed only partly because the reorganization programme of the school system in Mažeikiai district is appraised quite propitious. Šiame darbe tiriama bendrojo lavinimo mokyklų tinklo pertvarkos problemų struktūra, analizuojamos problemų priežastys, galimi sprendimo būdai. Darbo tikslas - atskleisti Vilniaus miesto savivaldybės bendrojo lavinimo mokyklų pertvarkos problemas, jų skirstymą ir pertvarką įgyvendinti trukdančius veiksnius. Darbą sudaro įvadas, teorinė ir empirinė dalys, pateikiamos išvados ir rekomendacijos bei literatūros sąrašas ir priedai. Pirmame teorinio darbo skyriuje apžvelgiama bendrojo lavinimo mokyklų reformos eiga, Lietuvai atgavus nepriklausomybę. Aptariami reformos politiniai, socialiniai, ekonominiai motyvai. Išskirti reformos etapai, pateikiami šiems etapams būdingi bruožai. Antrame teorinio darbo skyriuje nagrinėjami Lietuvos bendrojo lavinimo mokyklų tinklo pertvarkos trukdžiai bei problemos, įvardintos mokslininkų, švietimo specialistų, nepriklausomų tyrėjų. Taip pat pabrėžiama įvairių švietimo bendruomenių įtaka reformai, bendrais bruožais pateikiamas bendrojo lavinimo mokyklų bendruomenių (tėvų, mokinių, mokytojų, švietimo specialistų ir kt.) atstovų reformos vertinimas. Analizuojama Vilniaus miesto bendrojo lavinimo mokyklų tinklo pertvarkos kilmė bei eiga. Trečiame skyriuje analizuojami gauto kiekybinio ir kokybinio tyrimų rezultatai. Tyrimų duomenys nagrinėjami Vilniaus miesto bendrojo lavinimo mokyklų tinklo pertvarkos kontekste. Skyriuje pateikiama problemų struktūra pagal problemų socialinę, ekonominę ir politinę sritis ir pagal problemos aktualumą konkrečiam... [toliau žr. visą tekstą] / The structure problems of structural problems of reorganization of general education schools in Vilnius city are researched, the possible reasons and ways of solution are presented in the work. The aim is to open and divide the problems of schools’ network reorganization and the factors interfering its implementation. The work is divided into introduction, theoretical and empirical units, conclusions and recommendations. The development of educational reform after regaining the independence, its stages and political, social and economical grounds are presented and thoroughly described in the first unit. The run and impediments of general education reform in Lithuania analyzed by scientists, educators, and independent authors presented in the second unit as well as influence of educational communities and the reform evaluation made by their representatives. In the third unit the results of quantitative and qualitative research in the context of reorganization of school network described. The author successfully presents the structural analyses of social, economical and political fields taking into account the importance of the problem for each member of the community. Qualitative research lays in the background of analyses, linking with reasons and possible ways of making decisions.
