An organisation development approach to the improvement of road traffic safety in ZimbabweChikono, Nathan Nomore 04 1900 (has links)
In the study, I explored how to achieve sustained road-traffic accidents reduction in Zimbabwe. Road traffic accidents are indiscriminant and each year hundreds of people lose their lives in road traffic accidents in Zimbabwe. A mixed methods research approach was used to conduct the study. The study was therefore done in two phases. Phase 1 was a quantitative survey using questionnaires, and phase 2 was a qualitative case study using semi-structured interviews. A sample of 500 road-users drawn at random from internet databases formed the respondents for the quantitative phase of the inquiry. A further 20 snowball selected participants, formed the qualitative inquiry group. The key findings from the study were that effective intervention planning, timely measurement, adequate resourcing, and inclusive organization development interventions were the key drivers of successful road safety programmes. Additionally, critical interventions for sustainable road traffic safety in Zimbabwe included; community consultation and involvement in road traffic safety strategy formulation and implementation, mainstreaming road traffic safety education in the schools’ curricula, behavioral changes, financial, and engineering interventions. / Business Management / M. Метод, на основу<br />статистичких показатеља даје одређене карактеристике<br />(сигнификантности) односно разлике или сличности између<br />посматраних група. Под појмом „група“ подразумевају се краће путне<br />деонице пута стандардне дужине (суб-деонице) на којима се у<br />одређеном временском периоду десио одређени број саобраћајних<br />незгода. Међусобним поређењем тих група (суб-деоница), као и<br />поређењем тих група (суб-деоница) са целим скупом (целом<br />посматраном путном деоницом коју чине све суб-деонице), добијају се<br />одређене статистичке вредности сигнификантности односно значајности<br />разлике или сличности међу њима. The method, based on<br />statistical indicators, gives certain characteristics (significance), ie differences<br />or similarities between the observed groups. The term "group" means shorter<br />road sections of standard length (subsections) where a certain number of<br />traffic accidents occurred during a certain period of time. By comparing these<br />groups (subsections) with each other, as well as by comparing these groups<br />(subsections) with the whole set (the entire observed road section consisting<br />of all subsections), certain statistical values of significance or significance of<br />the difference or similarity between them are obtained. These indicators<br />provide appropriate assessments of the observed subsections in terms of the<br />safety or not the safety of these subsections.</p>

The implementation of the road safety strategy towards reducing accidents and road fatalities on the N1 : a case study of Limpopo ProvinceMaluleke, Mihloti Tyron January 2022 (has links)
Thesis (MPAM.) -- University of Limpopo, 2022 / This study investigated the effectiveness of the national road safety strategy towards reducing accidents and road fatalities on the N1 in the Limpopo Province. Qualitative research was conducted to determine the experiences of the traffic law enforcement officers in implementing the road safety strategy in the Limpopo Province. Primary qualitative data were collected using the semi-structured questionnaire supplemented by telephonic interviews. Two groups of participants including the traffic law enforcement officers (n=10) and managers (n=5) participated in the study. The study established the domains of effective implementation and areas of challenges with discrepancy between the expected level of strategy implementation and availability of sufficient human and fiscal resources to enhance effective strategy implementation. The factors that impeded the effective implementation of the road safety strategy towards reducing accidents and road fatalities on the N1 in the Limpopo Province included the inadequate allocation and distribution of traffic officers in areas with a high probability of accidents, delayed recruitment of sufficient traffic law enforcement officers and unavailability of required budgeted funds for procurement of state of the art physical equipment to monitor the speed and magnitude of traffic flows and real-time surveillance and capture of road safety transgressions. The findings revealed that there is a considerable need for traffic law enforcement managers to collaborate with behavioural professionals and the police to ascertain effective behavioural change mechanisms to encourage road safety compliance. However, recruitment and constant re-training of traffic law enforcement officers on best practice strategies for traffic law enforcement could be useful to ensure the effective implementation of the road safety strategy; thereby contributing towards the reduction of accidents and road fatalities on the N1 in the Limpopo Province.

Rys / During the last several decades, the number of drivers and the number of senior citizens driving on U.S highways has increased significantly along with the number of traffic signs. The median age of the drivers has also increased due to the aging population. Traffic signs provide a plethora of necessary information - directions, guidance, warnings, regulations, and recreation. With today's congestion and higher speed, it's very important to recognize the need for brighter and easier to read signs to increase safety among drivers. In the recent years, there has been innovation in the field of traffic engineering, giving rise to numerous innovations in retro-reflective sheeting materials and fonts. It is important to identify the combination of font and retro-reflective sheeting material, which performs best by increasing the legibility distance between the driver and the sign during both day and night time conditions.
The objective of the research was to determine the combination of font (among Clearview 5-W, Series E-Modified and Clearview 5-W-R) and retro-reflective sheeting materials (DG3, Type 4 and Type 1) that produces maximum legibility distance. The objective was also to study the safety benefits of the Clearview font. Both field and computer based tests were carried out to find out which combination of font and retro-reflective material produced maximum legibility distance. From field tests it was found that the Clearview 5-W-R font along with Type 1 reflective material produced the maximum legibility distance in day time conditions, whereas Clearview 5-W-R along with Type 4 reflective material produced the maximum legibility distance at night conditions. It was also seen that while the Type 1 sheeting material performed well during day time, it failed to produce good results during night time. In fact it ended up as the worst performing sheeting material during night time. Based on these observations, it is recommended to use the Clearview 5-W-R in combination with Type 4 retro-reflective sheeting as it showed the most consistent performance compared to all other combinations of fonts and DG3 or Type 1 retro-reflective material.

Thesis (MEng)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Driving is a complex task that requires both the physical ability to drive a vehicle and the cognitive ability to do so safely. The ability to correctly integrate and apply information from the driving environment is essential for safe driving. In South Africa approximately 33 people per 100 000 population are killed annually in road accidents. Recent mortality data from South Africa has indicated that the age group 15 to 19 years old are the age group most likely to be involved in fatal vehicle crashes.
Novice driver behaviour has been confirmed as problematic across the globe and extensive research into novice driver behaviour has been conducted to understand and ultimately to curb novice driver deaths. Very little is known about South African novice drivers. This lack of knowledge makes it difficult to plan for training, education or preparing young South African novice drivers for the challenges they are likely to face on the road.
This study is a first stepping stone to understand this problem. This study utilises naturalistic driving studies as a method to explore differences between novice and experienced driver behaviour at a few preselected location types. Since 2005 naturalistic driving studies (NDS) have been employed extensively in the rest of the world and this study is South Africa’s first small attempt to employ this methodology and apply it to specifically novice driver behaviour.
This thesis therefore not only explores novice driver behaviour in the context of South Africa, but also provides an overview of how the ND methodology can be developed for use in South Africa.
The document provides an overview of both novice driver behaviour and naturalistic driving study methodologies from abroad. Where available, reference to South African research and reports are made. The literature review considers demographic, developmental and personality factors that could potentially (and have internationally been proven to) influence novice driver behaviour in the context of society, family and physical environments. Popular theories that have been applied to novice driver behaviour are reviewed. These theories include the Theory of Planned Behaviour, Social Learning Theory and the Theory of Intent. On the methodology side, the technology, its application as well as challenges and successes of the ND methodology are reviewed.
The research process is described in terms of the participants and their risk attitudes to road traffic safety prior and after the study. The research process also details the specifications of the technology used, the data collected and the associated processes to make the data manageable. The research process took a number of unexpected turns which included the development of a coding scheme for the image material. Initially it was thought that this coding scheme should be predefined. However once the coding process commenced it was clear that in-vivo coding was necessary for inclusion of all elements of the environment and the behaviour. These elements differed from video to video and participant to participant. Grounded theory was introduced in an attempt to explain the novice behaviour. Although the data analysed was not extensive enough to substantiate the use of grounded theory it is considered useful in operationalizing this coding scheme in future.
In addition to learning how to work with the data collection systems and how to integrate different types of quantitative and qualitative data in different formats, it also became clear that a strategy for managing large databases should be considered. This was an unexpected spin-off and is currently being investigated. The findings of the study showed that certain behaviours (such as the left scanning of a driving environment) were neglected not only by novice drivers but also by experienced drivers. Further investigations could include research into understanding this phenomenon. The preselected site types included stop streets, traffic lights, traffic circles and intersections. Traffic lights and intersections in particular have in recent years been highlighted as hazardous locations in Pretoria, where the study took place. Differences in behaviours were highlighted for intersections but not for traffic lights, stop streets or traffic circles. However the difference in the proportion of time that novice and experienced drivers took to scan their environments around these preselected hazardous locations differed significantly. Experienced drivers were much more thorough than their novice counterparts. This study was aimed at investigating the differences between novice and experienced drivers and aimed to develop recommendations that could potentially have implications for changing the driver training and education milieu in SA. However, the sample size (both participants and material selected for analysis) was too small to make meaningful recommendations towards change in this industry. It did however show clear differences between novice and experienced drivers, even in South Africa, and that this research needs to be expanded. The potential of this research for South Africa is enormous and could quite possibly, in future, change the way in which South Africans drive.

Utformning av sidoområden med hänsyn till vägens livscykelkostnadSandercock, Alexander January 2013 (has links)
Single vehicle accidents are one of the most common types of accidents that occur on the Swedish road network. Depending on the design of the road, the presence of a crash barrier and embankment on the roadside, the outcome of a roadside collision can lead to serious injuries and even deaths.The aim of this project is to investigate the possibility of improving road safety by designing the optimal roadside area based on the results of a life cycle cost analysis (LCC).The questions that have been answered during the duration of this project are: 1) Describe the current technical solutions for roadside area design and the various barrier types used in Sweden.2) Complete an existing mathematical model that has been developed by Hawzheen Karim, for calculating life-cycle costs for various roadside areas.3) Calculate and compare the life cycle costs for the side area with a barrier and without a barrier. By performing an analysis of the documentation on the current guidelines and rules for shaping the roadside, was it possible to describe the current technical solutions for the formation the roadside as well as the current roadside barriers in use today. A mathematical model for calculating the life cycle costs of different barrier types had already been developed by Hawzheen Karim. This model was supplemented so that it could calculate life-cycle costs of the roadside region with and without a barrier. After the model was completed, an analysis was performed to obtain life-cycle costs of a roadside with and without a barrier.The result showed that there is a clear relationship between the slope inclination, fill height, and the rate at which the costs rise. This breakpoint is highly dependent on several factors such as the price of land, the presence of bedrock in the construction process and if the ballast material needs to be treated. A flatter slope causes an increase in both the volume of material and the area of land that needs to be obtained, while a steep slope with a barrier may result in higher costs to society due to fatal collisions with the barrier and higher operating and maintenance costs. / Singelolyckor är en av de vanligaste olyckstyperna som förekommer på det svenska vägnätet. Beroende på utformningen av vägen, förekomsten av vägräcke och slänten på sidoområdet kan förloppet av en avkörningsolycka leda till svåra skador och även dödsfall. Syftet med detta projektet är att undersöka möjligheten att öka trafiksäkerheten genom att utforma det optimala sidoområdet baserat på en livscykelkostnadsanalys (LCC-analys).De frågeställningar som har besvarats under projektets utförande är: 1) Beskriv de nuvarande tekniska lösningar för sidoområdets utformning och de olika typer av räcken som används i Sverige.2) Komplettera en befintlig matematisk modell som har tagits fram av Hawzheen Karim, för beräkningar av livscykelkostnader för olika sidoområden.3) Beräkna och jämför livscykelkostnader för sidoområdet med räcken och utan räcken. Genom att utföra en dokumentanalys på de nuvarande riktlinjer och bestämmelser kunde alla nuvarande tekniska lösningar för sidområdets utformning och olika räckestyper beskrivas. De nuvarande tekniska lösningar som finns för att utforma sidoområden är både enkla och mycket effektiva, och riktlinjerna som finns för utformning av sidoområden är också omfattande och lätta att förstå.En matematisk modell för beräkning av livscykelkostnader av olika räckestyper hade redan tagits fram av Hawzheen Karim. Denna model kompletterades för att kunna användas både på sidoområdet med och utan räcken. För att få fram de samhällsekonomiska kostnaderna var det nödvändigt att använda STRADA (Swedish Traffic Accident Data Acquisition) för att räkna ut hur ofta avkörnings- och påkörningsolyckor i räcken leder till skador och dödsfall vilket blir stora kostnader för samhället. Efter att modellen kompletterats kunde en analys utföras för att få fram livscykelkostnader för ett sidoområde med och utan räcken. Resultatet redovisades grafiskt och skärningspunkterna visade den fyllnadhöjd då det blev mer lönsamt att installera vägräcken med en brant slänt istället för att bygga en flackare slänt. Resultatet visade att det finns ett tydligt samband mellan släntens lutning, fyllnadshöjden och graden till vilken kostnaderna stiger. Denna brytpunkt är mycket beroende på en rad faktorer så som markpriset, förekomsten av berggrund i området och om friktionsmaterial behöver behandlas. En flackare slänt medför en ökning av både volymerna av material samt area mark som behöver inlösas, medans en brant slänt med räcken kan medföra högre samhällsekonomiska kostnader på grund av påkörningsolyckor med räcken samt högre drift-och underhållskostnader.

Neste trabalho é estimado o valor do índice de mortes por quilômetro percorrido pela frota de veículos rodoviários no Brasil e em cada estado da federação nos anos de 2004 a 2008. Para determinar os valores da quilometragem anual média dos veículos - parâmetro necessário para estimativa do índice de mortes por veículo - quilômetro - desenvolveu-se um método apropriado tomando como referência a quantidade de combustível vendida pelas distribuidoras em cada estado. Os estados foram classificados em relação a todos os índices associados à mortalidade viária, assim como analisadas as relações entre o índice de mortes por quilômetro e o nível de desenvolvimento econômico dos estados. Constata-se que a situação da mortalidade no trânsito é um grave problema nacional, sobretudo nos estados mais pobres, onde os índices de mortes por veículo-quilômetro atingem números extremamente elevados. O fato positivo é que os números apontam para uma redução contínua do índice de mortes por quilômetro, que passou de 68,26 para 55,87 mortes por bilhão de quilômetros no país entre 2004 e 2008 (queda de 18,15%). Isso se deve ao aumento da quilometragem percorrida, função do aumento da frota, do crescimento econômico e de certa estabilização do número de mortes; este último em decorrência de ações em âmbito nacional implementadas pelo governo federal, bem como de ações específicas levadas a efeito em alguns estados. / This research estimated the value of the rate of deaths per kilometer traveled by the road vehicles fleet in Brazil and in each of the states of the federation, in the years 2004 to 2008. To determine the values of the average annual distance traveled by vehicles - parameter needed to estimate the rate of deaths per vehicle-kilometers - an appropriate methodology has been developed with reference on the amount of fuel sold by distributors in every state. The states were ranked according to all indexes associated with road fatalities, and the relationship between the rate of deaths per kilometer and the level of economic development of states, expressed by the motorization rate and the GDP per capita, is analyzed. It appears that the situation of traffic mortality is a serious national problem, especially in the poorest states, where the rate of deaths per vehicle-km reaches very high figures. The positive fact is that the numbers point to a continued reduction in the rate of deaths per kilometer, which decreased from 68.26 to 55.87 deaths per billion km in the country between 2004 and 2008 (a decrease of 18.15%). This is due to the increase on the distance traveled, a result of the increased fleet and economic growth, and also of some stabilization in the number of deaths; being the last a consequence of nationwide actions implemented by the federal government, and also of specific actions carried out in some states.

Ao longo das últimas décadas, o paradigma de sistemas críticos em segurança vem sofrendo transformações como forma de se adequar às novas necessidades demandadas, tais como redução de custos e aumento da produtividade. No Sistema de Gerenciamento de Tráfego Aéreo, esta transformação é preconizada pelo paradigma CNS/ATM (Communication, Navigation, Surveillance / Air Traffic Management), baseado no uso de novas tecnologias digitais, sobretudo satélites, aplicadas à comunicação, à vigilância, à navegação e ao gerenciamento do tráfego aéreo. O CNS/ATM visa reduzir as restrições do atual paradigma de tráfego aéreo como forma de atender sua crescente demanda, mantendo (ou melhorando) os atuais níveis de segurança. Porém, esta mudança de paradigma traz consigo novos desafios e necessidades, sobretudo, quanto à forma de se avaliar os sistemas resultantes. Em face destes novos desafios e problemas enfrentados, este trabalho propôs um método de avaliação de risco, constituído pela união dos métodos \"absoluto\" e \"relativo\" preconizados pela Organização da Aviação Civil Internacional (OACI), pelo emprego do formalismo das redes de Petri Fluidas e Estocásticas (RPFE) na modelagem dos sistemas, e pela comparação entre os valores de métricas de segurança estimados para o sistema avaliado e para um sistema legado. Este método foi aplicado para avaliar a segurança na mudança do atual paradigma de vigilância aérea, baseado em equipamentos Radar, para o paradigma de Vigilância Dependente Automática por Radiodifusão (ADS-B). Como conclusões, o método proposto mostrou-se promissor para avaliar a segurança de sistemas baseados nos atuais paradigmas de sistema críticos em segurança, especialmente o CNS/ATM, onde o formalismo das RPFE proporcionou modelar suas principais características, e a simulação por eventos discretos permitiu estimar as métricas desejadas. Além disso, a ADS-B mostrou-se uma aplicação viável para a vigilância no Sistema de Controle de Tráfego Aéreo, sendo capaz de reduzir o nível de exposição das aeronaves a eventos de perda de separação e, assim, melhorar os níveis de segurança do tráfego aéreo. / In last decades, the safety critical systems paradigm has changing to adapt itself to new necessities, such as costs reduction and productivity demand growth. In the Air Traffic System, those changes are ruled by CNS/ATM paradigm (Communication, Navigation, Surveillance / Air Traffic Management), based on new digital Technologies, mainly Satellites, applied to Communication, Surveillance, Navigation and Air Traffic Management. CNS/ATM intends to reduce the restrictions of current air traffic paradigm, enabling the growth of air traffic capacity without affecting current safety levels. However, this new paradigm brings together new challenges and needs, mainly related to safety assessment. In face of these new challenges, this work proposed a method of risk assessment constituted by the union of the \"absolute\" and \"relative\" assessment methods adopted by the International Civil Aviation Organization (ICAO), by modeling systems using Fluid Stochastic Petri Nets (FSPN) formalism, and by comparison between safety metrics obtained from proposed and legacy system simulations. This method was applied to assess a new concept of air traffic surveillance, named \"Automatic Dependent Surveillance - Broadcasting\" (ADS-B). As main conclusions, the proposed method was promising to assess system safety properties based on current safety critical system paradigm, especially the CNS/ATM, where FSPN formalism provided important modeling capabilities and discrete event simulation allowed estimating the desired safety metric. Besides, ADS-B has meaningfully reduced the separation losses risks and, therefore, it could be used to air traffic control surveillance system to improve capacity and/or safety levels of air traffic system.

It appears that the situation of traffic mortality is a serious national problem, especially in the poorest states, where the rate of deaths per vehicle-km reaches very high figures. The positive fact is that the numbers point to a continued reduction in the rate of deaths per kilometer, which decreased from 68.26 to 55.87 deaths per billion km in the country between 2004 and 2008 (a decrease of 18.15%). This is due to the increase on the distance traveled, a result of the increased fleet and economic growth, and also of some stabilization in the number of deaths; being the last a consequence of nationwide actions implemented by the federal government, and also of specific actions carried out in some states.
