Vocational-technical education in Massachusetts: An examination of the African-American experience and prospects for change

This descriptive study presents strategies and recommendations that, if adopted and implemented effectively, can lead to a significant increase in the acknowledgment of the importance of vocational education in Massachusetts' Black communities, as well as lead to an increase in the number of minority youth expressing interest in vocational technical education. This will lead to prospects for change. A closer look will be taken at the quality of education being offered in various vocational technical schools and programs especially by minority parents, educators, and civic leaders. The pressure for quality in vocational education will be very great in Massachusetts' Black communities; this means that educators, civic leaders, and parents will begin to ask more and harder questions regarding decisionmaking, allocation and use of resources, and the quality and profile of the teaching profession in vocational technical education in Massachusetts. An important expectation to be noted here, based on what some union officials have stated about vocational education and Blacks, is that the union community wants to cooperate with minority leaders and parents who are seeking to make vocational education work for their youth. This study began with the theme that vocational technical education can be a creative and exciting "public policy glue" tying together demography, the economic needs of Massachusetts, and the educational needs of Black communities. It raised the awareness of the importance of vocational education in minority communities through various forums and meetings; it brought together a network of individuals and organizations which could be the basis of renewed interest and attention to the role that vocational education can play in the economic development of minority communities, and in the improvement of the quality and relevance of education in these communities. Finally, the study resulted in several concrete strategies and recommendations which, if implemented effectively, could lay the foundation necessary to guarantee a significant presence of Blacks in the world of vocational education in Massachusetts.

15 Jahre nach Bologna zeigt der Blick in die Lehreraus- und -weiterbildung, dass die Verankerung digitaler Bildungstechnologien und Lernangebote bisher wenig durchgreifend erfolgte. Im vorliegenden Beitrag wird ein computergestütztes Lehr-/Lernarrangement vorgestellt, das unter Berücksichtigung aktueller Forschung und der Besonderheit des Unterrichtsfachs Sport konzipiert wurde. Auf Basis des Learning-Management-Systems moodle wurde ein Plug-In entwickelt, das die Annotation und Kommentierung von Unterrichtsvideoaufzeichnungen ermöglicht. Didaktisch wird dabei ein transaktiver Wissens- und Kompetenzaufbau fokussiert, der den Teilnehmer/innen das Aufbrechen prototypischer Handlungsstrukturen ermöglicht soll.

The theoretical part of this thesis titled "Organization of Advanced Life Support Provider Course in the Czech Republic" deals with adult education from different perspectives. Firstly, it briefly discusses the history of adult education and then deals with emerging trends in human resource management and knowledge management (e.g. management by competencies, learning organization, etc.) in relation to education. Then clearly describes the area of adult education with a focus on training and mainly training of health care professionals. The last part of theoretical block describes the Advanced Life Support Provider course and teaching methods that are used during the course. The practical part presents the action research project, which includes quantitative methods, which represents two questionnaire surveys relates to the satisfaction of the course participants with the organization and practical usage of the taught techniques. The results of these surveys are high rate of satisfaction with ongoing organisation of the courses and also high rate of practical usage of the taught techniques. Harmonization of Biobank Education for Biobank Technicians: Identification of Learning Objectives

The quality of biospecimens stored in a biobank depends tremendously on the technical personnel responsible for processing, storage, and release of biospecimens. Adequate training of these biobank employees would allow harmonization of correct sample handling and thus ensure a high and comparable quality of samples across biobank locations. However, in Germany there are no specific training opportunities for technical biobank staff. To understand the educational needs of the technical personnel a web-based survey was sent to all national biobanks via established e-mail registers. In total, 79 biobank employees completed the survey, including 43 technicians. The majority of the participating technical personnel stated that they had worked in a biobank for less than three years and had never participated in an advanced training. Three-quarters of the technicians indicated that they were not able to understand English content instantly. Based on these results and the results of a workshop with 16 biobank technicians, 41 learning objectives were formulated. These learning objectives can be used as a basis for advanced training programs for technical personnel in biobanks. Setting up courses based on the identified learning objectives for this group of biobank staff could contribute to harmonization and sustainability of biospecimen quality.

This thesis deals with the problematics of education of teacher students in the field of ICT. The theoretical part focuses on mapping of the current situation of the pregraduate qualification in the field of ICT of teacher students that do not study ICT as their specialty. It presents the results of the ICILS 2013 research, which are connected to the Strategií digitálního vzdělávání do roku 2020 (Digital Education Strategy for 2020). This program should affect the qualification in the field of ICT of teacher students and the whole concept of teaching ICT in schools. The empirical part focuses on quantitative questionnaire research carried out at the Faculty of Education, Charles University. The goal of the research was to find out if the students are being educated in the field of ICT; if they are being encouraged to use ICT, and if they are interested in ICT. ICT subjects are not compulsory at the Faculty of Education, thus the only students that are being educated in these subjects are those ones who show interest and choose them as elective courses. Caught between theory and practice? : expert and practitioner views of the contributions made by universities and schools to initial teacher preparation in England

In November 2010, the coalition government published its seminal The White Paper, The Importance of Teaching. Its recommendations sought to reform Initial Teacher Training (ITT) so that more training was school-based; to create a new national network of ‘Teaching Schools’ that gave outstanding schools in England a leadership role in the initial training and professional development of teachers. This thesis critically analyses the subsequent changes in relationships and tensions between universities and schools as the reforms were implemented. The consequent increase in the number of routes into teaching, coupled with more autonomy devolved to schools in relation to Initial Teacher Preparation (ITP), has served to jeopardise university-based preparation. The changing notions of pedagogy and practice in school-led initial teacher preparation alter the significance of theory in ITP and ultimately question the future for university-led initial teacher education. What constitutes effective teacher preparation is explored through a series of semi-structured interviews drawn from a small, reputational sample across the field of education. This provides the data that reveals a contemporary dichotomy between ‘training’ and ‘education’ that challenges the relevance of a theoretically informed teacher education in favour of ‘on the job training.’ From the discussion of the contested data provided by reputational sample, an outcome of the current changes could result in a peripheral role for universities in ITP. In particular, undergraduate provision, such as the B.Ed, was threatened because it did not provide a sufficient depth of subject knowledge; a shift to post-graduate school-based preparation and a reliance on assessment-only routes renders the role of the universities defunct. The findings from the analysis of the reputational sample were further examined in the workplace through questionnaire given to academics and partnership school mentors working in delivering ITP in an East Midlands University. The tensions between ‘training’ and education and the role of universities in initial teacher preparation were mirrored by teachers and academics. In conclusion, the changes made by the coalition government have made the future of ‘teacher education’ uniquely fragile.

The context this essay was a school of Francisco Beltrão municipal education system, Paraná. The municipal school Juscelino Kubitschek, since 2010, has a singular process of organization this education practices, from now on teacher's continuous training. The focus this essay is in the practices realized in 2013 and 2014, study survey. The general objective of this research is to characterize a continuing training experience of teachers at school, trying to understand the reflection of movements mobilized actions and their consequences in pedagogical practices of teachers. Therefore, in the first chapter will be approached the conceptions and discussions about the teacher's continuous training, as certain analysis are directed about the relations of teacher's continuous training with education practice and teaching work, emphasize, the continuous training centered in school. In the second chapter will be described and analyzed the context of involve the school, the goals to movement of reflection about the education practice and partnership between the school and college. In the third chapter, has some practices that were results of the process of school, specially the "collective moment" as practice of school in the continuous training, the practice of planning for work project achieved for the school, and the forms that the school achieved to work the scholarly collective from now on the practice of self-organization with students. From a qualitative study, we sought to develop as a kind of research the Case Study. The data collection was by means of observations and records as field diaries, semi-structure interviews and analysis of documents. While bibliography discuss, permeate the debates of continuous training situating the categories: continuous training in school, education practice, teaching work, professionalization, partnership between school and college, and planning. In conclusion, the discusses about the continuous training coming have some decades occupying the debate spaces that treat of improvement in quality of education and the connection with the development of education practices. In the context of research, in consideration the indicative of differentiation methodological, performs relation the performance of professionals of school, the form as the collective routing are assumed in individual and collective scope and the external questions that hamper the formation of the pedagogical project with purpose of actions well defined. Therefore, highlight the dimensions of process from now of coordination of actions in the practice of continuous training, of management and collective planning of pedagogical practice from now on the reconstruction of methodology of planning for work project and formation of pedagogical devices that orient the teaching work with the collective of students. Stand out, that has a field comprehensive of potentialities and questions holding and analyzed in continuous training to articulate the dimensions theoretical-practical that involves the all this experience. / Este estudo discute o processo de formação continuada de professores e alguns desdobramentos nas práticas pedagógicas. O contexto da pesquisa foi uma escola da rede Municipal de Francisco Beltrão, Paraná. A Escola Municipal Juscelino Kubitschek vivencia, desde o ano de 2010, um processo singular de reorganização das práticas pedagógicas, a partir da formação continuada de professores. O enfoque deste estudo situa-se, porém, nas práticas concretizadas nos anos de 2013 e 2014, período da pesquisa. O objetivo geral desta pesquisa é caracterizar uma experiência de formação continuada de professores na escola, buscando compreender os movimentos de reflexão, ações mobilizadas e seus desdobramentos nas práticas pedagógicas dos professores. Nesse sentido, no primeiro capítulo abordar-se-á concepções e debates acerca da formação continuada de professores, como certas análises se direcionam às relações da formação continuada com as práticas pedagógicas e o trabalho docente, enfatizando, assim, a formação continuada centrada na escola. No segundo capítulo serão descritos e analisados o contexto que envolve a escola, os motivadores para um movimento de reflexão sobre a prática pedagógica e parceria entre Escola e Universidade. No terceiro capítulo a ênfase recai sobre alguns resultados do processo da escola, especificamente o "momento coletivo" como prática da escola de formação continuada, a prática do planejamento por projeto de trabalho alcançado pela escola, e as formas que a escola alcançou para trabalhar a coletividade escolar a partir da prática de auto-organização dos educandos. A partir de uma abordagem qualitativa de pesquisa, buscou-se desenvolver como tipo de pesquisa o Estudo de Caso. A coleta de dados deu-se por meio de observações e registros sob a forma de diários de campo, entrevistas semiestruturadas e análise de documentos. Enquanto discussão bibliográfica, permeou-se os debates da formação continuada situando as categorias: formação continuada na escola, prática pedagógica, trabalho docente, profissionalização, parceria colaborativa entre escola e Universidade, e planejamento. Constatou-se a partir desses estudos, que as discussões sobre a formação continuada vêm há algumas décadas ocupando, de forma significativa, os espaços de debate que tratam da melhoria na qualidade da educação e a sua estreita ligação com o desenvolvimento das práticas pedagógicas. No contexto da pesquisa, levando em consideração o indicativo de diferenciação metodológica implementada, apresentam-se entraves relacionados à atuação dos profissionais da escola, a forma como os encaminhamentos coletivos são assumidos no âmbito individual e coletivo e as questões externas que permeiam e dificultam a constituição de projeto pedagógico com finalidades de ações bem definidas. Neste sentido, ressaltam-se dimensões do processo a partir da coordenação de ações no âmbito da prática de formação continuada alcançada, da gestão e planejamento coletivo da prática pedagógica a partir da reconstrução da metodologia de planejamento por projeto de trabalho e da constituição de dispositivos pedagógicos que orientam o trabalho dos professores com a coletividade dos educandos. Destaca-se, ainda, que há um campo abrangente de potencialidades e questões a ser explorado e analisado na formação continuada para se articular as dimensões teórico-práticas que envolvem a totalidade desta experiência.

Die Arbeit leistet einen Beitrag zum Transformationsprozess von der schulischen beruflichen Bildung der DDR hin zu den Oberstufenzentren im Land Brandenburg in den 1990er Jahren. Es wird die Triade der Faktoren Institutionentransfer, Personen- und Knowhow-Transfer und Finanztransfer analysiert. Die vollständige Umstrukturierung ist das berufsschulpädagogisch herausragende Ergebnis der Transformation. Es wird herausgearbeitet welche Folgerungen aus dem Transformationsprozess für berufsschulpolitische Reformprozesse zu ziehen sind. Dabei wird der Frage nachgegangen, ob die Übernahme des bundesrepublikanischen beruflichen Schulsystems zwangsläufig der Nutzung einer Blaupause gleichkam oder ob es auch abweichende Wege gegeben hat bzw. generell hätte geben können. Der Transformationsprozess wird nicht auf der Ebene der Einzelschulen, der curricularen und konkreten Ausgestaltung der verschiedenen Bildungsgänge und des Lehrkräfteeinsatzes untersucht, sondern auf der Ebene der Entwicklung der Rahmenbedingungen und der Strukturen der Oberstufenzentren, also auf der Metaebene der Policy als inhaltlicher Dimension von Politik. Damit liegt der Fokus auf dem System „Oberstufenzentrum“. Die Untersuchung dieses Systems klammert die Untersuchung der Handelnden aus: Die untere Schulaufsicht, die OSZ-Leitungen, die Lehrkräfte und nicht zuletzt die Schülerinnen und Schüler. Die Analyse dient dem Verständnis und der Interpretation dessen, was sich sowohl durch die bundesstaatlichen Vorgaben – Einigungsvertrag u.a. – als auch durch das berufsbildungs- und berufsschulpolitische Handeln beteiligter Akteure herausbilden konnte. Die inhaltliche Dimension des berufsbildungs- und berufsschulpolitischen Feldes innerhalb des politisch-administrativen Systems im engeren Sinn wird überwiegend bezogen auf die KMK untersucht; ebenso die externen Akteure und ihre Rolle. Es wird herausgearbeitet welche Folgerungen aus dem Transformationsprozess für berufsbildungs- und berufsschulpolitische Reformprozesse gezogen werden können. Gegenstand der Untersuchung sind ausgewählte Beiträge zu verschiedenen Aspekten der Entwicklung der Oberstufenzentren im Land Brandenburg. Gegenstand sind deshalb ausgewählte Rechtsgrundlagen, Fachaufsätze etc. sowie durch Arbeitspapiere dokumentierte Aspekte der berufsschul- und berufsbildungspolitischen Diskussion in der Wendezeit und nachfolgenden nach der Gründung des Landes Brandenburg. Anhand von Vergleichen der rechtlichen Ausgangslagen in den fünf ostdeutschen Ländern wird analysiert, ob es verfassungs- respektive schulrechtliche Besonderheiten gab, die zu unterschiedlichem ministeriellen Handeln führten bzw. führen mussten. Die wiedergegebenen Beiträge zur Entwicklung der Oberstufenzentren werden bezüglich der Relevanz von KMK-Beschlüssen bzw. -Rahmenvereinbarungen untersucht und kommentiert. Der Institutionentransfer besteht aus dem Beitritt der ostdeutschen Länder zur Geschäftsordnung der KMK, der daraus resultierenden Übernahme der Schulformen und Bildungsgänge einschließlich der rechtlichen Folgen durch Schaffung des Schulrechts in den Ländern. Der Personen- und Knowhow-Transfer fand auf der Ebene der entsandten Verwaltungsmitarbeiterinnen und -mitarbeiter der Kultusministerien und der Mittelbehörden statt. Für den Transformationsprozess während des hier interessierenden Untersuchungszeitraums werden Berufsschul- und berufsbildungspolitische Aspekte, bzw. im umfassenderen Sinne die der Berufsbildungswissenschaft erstmalig mit der vorliegenden Untersuchung reflektiert. Insofern kann diese als Beitrag zur historisch-berufsbildungswissenschaftlichen Forschung betrachtet werden. / This study is a contribution to the transformation process of the vocational education system in the GDR toward the Oberstufenzentren in the state of Brandenburg in the 1990s. A triad of factors will be analysed: transfer of institutions, of personnel and knowhow and of finance. The complete restructuring is the characteristic result of this transformation process in the sector of vocational education. It will be worked out, which consequences should be drawn from the transformation process for reformation processes of the vocational education system. Thereby the question as to whether the adoption of the West German system of vocational training schools was comparable to the use of a blueprint or whether divergent paths would have been possible, is to be discussed. The transformation process will not be analysed on the level of the single vocational education schools, the curriculum, the different school levels and the use of teaching personnel but on the level of the development of general conditions and structures of "Oberstufenzentren”, on the meta level of policy as a dimension of politics as regards content. Therefore the focus is on the system of (the so-callled) ”Oberstufenzentren". The exploration of these systems excludes the exploration of the acting persons: supervision of schools, school management, teachers and students. This analysis serves for a deeper understanding and interpretation of national standards – for instance the Unification Treaty – and also for an understanding of the action frame of reference of vocational education politics and vocational training school politics by the involved participants. The dimension of contents in the vocational education and vocational training school field inside the political-administrative systems will be analysed by the KMK – The Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany; likewise the external actors and their role. The consequences of the transformation process for vocational education politics and vocational training school politics will be worked out. Selected works of different aspects of the development of ”Oberstufenzentren” in the land Brandenburg are the subject matter of the survey. This includes the analyses of selected legal basis, scientific papers etc., in combination with documents of vocational education discussion and vocational training school discussion in the political turning point following the formation of the federal state of Brandenburg. On the basis of the different legal initial positions in the five East German Länder it will be analyzed, whether there were constitutional or rather school law characteristics which led to /had to lead to different ministerial actions The reproduced articles on the development of ”Oberstufenzentren" will be analysed and commented with respect to the relevanz of KMK-decisions /. KMK-master agreements. The transfer of institutions is the accession of the East German federal states to the internal regulations of the KMK, the resulti is the takeover of school forms including the legal consequences by creating the school law in these states. The transfer of personnel and knowhow took place on the level of delegated members of school ministries of the Western federal states. For the transformation process in the surveyed time aspects of vocational education and vocational training or rather – on a more comprehensive level, the science of vocational training are going to be reflected for the first time, Therefore, this can be seen as a contribution to the historical-vocational training research.
