A literatura sobre direitos humanos nos sugere que todas as pessoas estão protegidas pelos direitos como o de ir e vir, o direito à educação, à moradia, segurança, o direito a um nome, e o direito à saúde. O histórico de conquistas de direitos individuais e sociais no Brasil, segundo grandes autores como por exemplo Chauí (1984), Coutinho (1999) e Benevides (1994), mostra que os setores que não se sentem protegidos pelas convenções e tratados internacionais, saem em luta e defesa de direitos que configuram conquistas também para outros grupos marginalizados. Esta extensão, no entanto, não parece atender pessoas Trans*1, em especial Travestis e Transexuais, que, de acordo com a Transgender Europe, são as maiores vítimas de homicídio no Brasil, e, consequentemente, um dos grupos com menor acesso a políticas públicas. Neste trabalho descrevo e analiso o programa TransCidadania, que surge como tentativa de resposta a esse quadro. Foram analisados os ciclos do programa de acordo com o Ciclo de Políticas Públicas de Mainardes (2001, 2006) em todas as etapas, a criação do programa, a sua implementação. Foram também avaliados seus objetivos e sucessos através dos documentos oficias do programa e balanços cedidos pela Secretaria Municipal de Direitos Humanos e Cidadania e da Coordenação do TransCidadania, analisei os discursos dos gestores e beneficiárias(os) do programa por meio de entrevistas semi-estruturadas. Como resultado desse processo de investigação reflito a partir de olhares de pesquisadores como Foucault (1988), Butler (2003), Bento (2014) e Pelucio (2007) sobre educação, violência física, empregabilidade, conjuntura política, indicadores que se destacaram nas entrevistas, através do mapa temático realizado. E foram levantadas algumas sugestões e impressões colhidas ao longo de todo o processo de investigação do programa TransCidadania / The literature on human rights suggests that we all are protected by rights such as the right to education, housing, security, the right to a name and to have healthcare. The history of achievements of individual and social rights in Brazil, according great authors such as Chauí (1984), Coutinho (1999) and Benevides (1994), shows that social sectors non-protected by the conventions and international treaties had struggling and advocacing for rights and their achievements can be sometimes extended for other marginalized groups. This extension, however, doesn\'t seem to meet Trans * groups, especially transvestites and transsexuals, which, according to the Transgender Europe, are the biggest victims of LGBTQI homicide in Brazil, and, consequently, one of the groups with less access to public policies and human rights. In this dissertation we describe and analyze the program TransCidadania, which appears to be an attempt to respond to this situation. The programm cycles were analyzed according to the Public Policy Cycle by Mainardes (2001, 2006) at all stages: since the creation of the program, its implementation an results. Were also evaluated their goals and successes through the official program documents and result sheets provided by the Municipal Secretariat of human rights and citizenship and of the coordination of the TransCidadania. We analyzed also the speech of coordinators and beneficiaries (the) on the program by semi-structured interviews. In this investigation we can find perspectives of researchers like Foucault (1988), Butler (2003), Bento (2014) and Pelúcio (2007) on education, physical violence, employability, political context, indicators highlighted in the interviews, through the thematic map. We also raised some suggestions and impressions taken throughout the process

Esta pesquisa visa descrever como determinadas demandas por cidadania são construídas e reivindicadas por travestis e transexuais, tendo como base a etnografia de uma residência coletiva localizada numa região da cidade de Campinas /SP na qual a principal atividade econômica é o comércio sexual. Portanto, este trabalho tem como finalidade compreender como estas pessoas vivem e fazem a política a partir das margens, visto que estas mulheres trans representam as fronteiras do corpo e da cidadania residindo em uma localidade que também é uma fronteira física, social e simbólica. Deste modo, observamos ao longo desta dissertação os grupos sociais que compõem esta vizinhança, incluindo as travestis e transexuais, que, apesar de em determinados contextos estarem situados às margens da Cidade e do Estado, também fazem parte de um conjunto de circuitos políticos, religiosos e econômicos externos a esta região. Assim, esta pesquisa descreve as redes que conectam esta localidade, as pessoas trans e o movimento de prostitutas locais, ao circuito político composto por movimentos sociais, pesquisadores, artistas, ONGs, partidos políticos, políticos profissionais e, por fim, aos agentes do Estado na construção e articulação de demandas que são específicas das mulheres trans, especialmente as relativas a saúde, educação e combate à violência. / This research aims to describe how certain demands for citizenship are constructed and enforced by travestis and transsexuals, starting from the ethnography of a collective residence located in a region in the city of Campinas/SP which the main economic activity is the sex trade. Therefore, this work has the purpose understand how this people lives and makes the political from the margins, since these women trans represent the boundaries of the body and of citizenship residing in a location that is also a frontier physical, social and symbolic. In this way, we observed throughout this dissertation the social groups that build this neighborhood, including the transvestites and transsexuals, although in certain contexts they are situated on the margins of the City and of the State are also part of a set of circuits political, religious and economic external to this region. Thus, this study describes the networks that connect this region, people trans and the movement of local prostitutes, to political circuit composed of social movements, researchers, artists, NGOs, political parties, professional politicians and, finally, to the agents of the State in the construction and articulation of demands that are specific to women trans, especially those relating to health, education and the fight against violence.

Its general objective has as its starting point a discussion about the labor scene of transvestites and transsexuals, specifically to problematize the 'Transpassion Program' of the city of São Paulo, implemented by its municipality in 2015, in the management of Fernando Haddad (2013-2016). The political project of the Transpassion Program that breaks with limited optics to the training in the labor axis, when being proposed to a humanistic formation thought of education, emancipation and access to citizenship to combat the social vulnerability to which these people are exposed. It is an international showcase that has been presented here since its pilot project: the Operation LGBT Work Program - POTLGBT. This research is qualitative based. In order to subsidize their performance, we sought to present a bibliographical survey and analysis relevant to citizenship, labor market, social constitution of transvestites and transsexuals, their insertion in the labor market, and the obstacles and setbacks expressed by religious representatives in the sectors of Brazilian party policy, besides presenting the structure of the TransCitizenhip Program. The field of research presents six of research that are divided in two modalities of interview: In the first modality three (3) people interviewed correspond to the operational and management personnel of the Program, being: (1) Political Project Memory – POTLGBT, (1) The Coordination Assistance of the TransCitizenship Program and (1) Pedagogy of the TransCitizenship Program. The second modality presents an analysis of the life itineraries of three (3) users of the TransCitizenhip Program. It seeks to understand the impact of this Program on the lives of these users. Users' access was provided through lectures and voluntary chats coordinated by the researcher directly in the TransCitizenship Program in the year 2016 as part of the research process. In this research we present some of these artistic productions of expression on labor trajectories that were conceived in these meetings by transvestite women, transsexuals and trans men and users of the TransCitizenship Program. The interest in the theme is justified by the importance of its social demands besides aligning itself with the social commitment of a Psychology that aims to act in the social transformation, along with the social movements and articulations that fight for the promotion and guarantee of the social rights. To problematize the configurations of the exercise of citizenship of this population in the employment sector based on education and emancipation confers to the research a relevance correlated to the promotion of citizenship and human rights of the population of transvestites and transsexuals / O presente estudo compõe a linha de pesquisa “Políticas do Corpo” do Núcleo INANNA de Pesquisa (NIP) do Programa de Estudos Pós-Graduados em Psicologia Social da Pontifícia Universidade Católica de São Paulo (PUCSP). Seu objetivo geral tem como ponto de partida uma discussão acerca do cenário trabalhista de travestis e transexuais para, especificamente, problematizar o Programa TransCidadania da cidade de São Paulo, implementado pela prefeitura em 2015, na gestão de Fernando Haddad (2013-2016). O projeto político do Programa TransCidadania rompe com óticas limitadas à capacitação no eixo trabalhista, ao se propor uma formação humanista pensada a partir da educação, da emancipação e do acesso à cidadania a fim de combater a vulnerabilidade social a que estão expostas essas pessoas. Trata-se de uma vitrine internacional que é aqui apresentada desde seu projeto piloto: o Programa Operação Trabalho LGBT (POTLGBT). Como a presente pesquisa é de base qualitativa, para subsidiar sua realização, buscou-se apresentar um levantamento bibliográfico e uma análise pertinentes a temas como a cidadania, o mercado de trabalho, a constituição social de travestis e transexuais, sua inserção no mercado de trabalho e os entraves e retrocessos expressos por representantes religiosos nos setores da política partidária brasileira, além de apresentar a estrutura do Programa TransCidadania. O campo da pesquisa apresenta seis sujeitos e sujeitas de pesquisas que se dividem em duas modalidades de entrevista. Na primeira modalidade, três (3) pessoas entrevistadas correspondem ao pessoal operacional e de gestão do Programa, sendo: (1) da Memória do Projeto Político POTLGBT, (1) da Assistência de Coordenação do Programa TransCidadania e (1) da Pedagogia do Programa TransCidadania. Na segunda modalidade, apresenta-se uma análise dos itinerários de vida de três (3) usuárias do Programa TransCidadania. Assim, busca-se compreender quais os impactos desse programa na vida dessas usuárias. O acesso às usuárias deu-se por meio de palestras e bate-papos voluntários coordenados pela pesquisadora diretamente no Programa TransCidadania, no ano de 2016, como parte do processo de investigação. Nesta pesquisa apresentam-se algumas dessas produções artísticas de expressão sobre trajetórias trabalhistas que foram concebidas nesses encontros por mulheres travestis, transexuais e homens transusuários e usuárias do Programa TransCidadania. O interesse pelo tema justifica-se dada a importância de suas demandas sociais, além de alinhar-se ao compromisso social de uma Psicologia que visa atuar na transformação social, junto aos movimentos e articulações que lutam para a promoção e garantia dos direitos sociais. Problematizar as configurações do exercício de cidadania dessa população no setor empregatício, tendo como base a educação e a emancipação, confere à pesquisa uma relevância correlacionada à promoção de cidadania e direitos humanos da população de travestis e transexuais

Orientador: Prof. Dr. Elias David Morales Martínez / Coorientador: Prof. Dr. Freddy Jesús Ruiz Herrera / Dissertação (mestrado) - Universidade Federal do ABC, Programa de Pós-Graduação em Ciências Humanas e Sociais, São Bernardo do Campo, 2018. / Esta pesquisa teve como objetivo principal analisar as imbricações entre trabalho decente e população trans, por meio do estudo do programa TransCidadania implementado na cidade de São Paulo nos anos 2015 e 2016. Isso foi possível por meio da discussão teórica dos diferentes entrelaçamentos entre a teoria queer, o direito ao trabalho, o trabalho sexual e as pessoas trans; a identificação das noções de Trabalho Decente e a implementação do conceito dentro das narrativas trans; e a avaliação do programa TransCidadania à luz da teoria do Trabalho Decente. Para cumprir com esses objetivos, foram utilizadas a estratégia de avaliação qualitativa e a perspectiva de observação participante, assim como as abordagens metodológicas de estudo de caso e avaliação de políticas públicas. Durante a revisão bibliográfica do quadro teórico, abordou-se o debate entre essencialismo e construtivismo das identidades trans; a teoria queer decolonial; as tecnologias de poder de Foucault; as teorias do sujeito e performatividade de Butler; as implicações da corporeidade trans na esfera do trabalho em geral; e o trabalho sexual em particular. Também foram estudadas as noções do trabalho decente no que diz respeito à relação com a informalidade, às pessoas LGBTIQ+ e ao trabalho sexual, além de estabelecer as convergências entre os pilares do Trabalho Decente com as narrativas trans. Para assim, no terceiro capítulo, avaliar o projeto do programa TransCidadania a partir da inclusão dos elementos do conceito do trabalho decente no desenho, teorização e estrutura programática dessa política pública municipal. Concluímos que, o programa TransCidadania corresponde enormemente com as recomendações da OIT no que diz respeito à melhora das condições que propiciem o acesso e permanência das pessoas trans em situação de vulnerabilidade ao Trabalho Decente. / This research had as main objective to analyse the imbrications between decent work and trans people, through the study of the program TransCidadania implemented in São Paulo in 2015-2016. This, through the theoretical discussion of the different interweaving between queer theory, the right to work, sex work and trans people; the identification of Decent work's notions and the implementation of the concept within trans narratives; and the evaluation of the TransCidadania program implemented in São Paulo during the years 2015 and 2016 in light of the theory of Decent work. To fulfil these objectives, the qualitative evaluation strategy and the perspective of participant observation were used, as well as the methodological approaches of case study and evaluation of public policies. During the bibliographic review of the theoretical framework, the debate between essentialism and constructivism of trans identities, queer decolonial theory, Foucault's power technologies, Butler's subject and performativity theories, and the implications of trans corporeity in the sphere of work in general, and sex work in particular, was discussed. Also, the notions of decent work were studied in terms of its relationship with informality, LGBTIQ + persons and sex work, as well as establishing the connexion between the pillars of Decent work and trans narratives. Thus, in the third chapter, the project of TransCidadania's program was evaluated around the inclusion of the elements from the concept of decent work in the design, theorization and programmatic structure of this municipal public policy. In conclusion, the TransCidadania program is in line with the recommendations of the ILO, regarding the improvement of the conditions to access and permanence to Decent work for the people in vulnerability situations.
