The role of personal remittances in financial sector development : evidence for Africa

The study investigated the impact of remittances on financial development in Africa using the dynamic generalised methods of moments (GMM) and other panel data analysis methods with data from 2003 to 2015. Using the same econometric estimation methods, the study also explored the influence of the complementarity between remittances and economic growth on financial development in Africa. Literature on the relationship between remittances and financial development is mixed, inconclusive and indecisive. The desire to contribute towards literature on the influence of remittances on financial development in the African context prompted this study. In Africa, personal remittances had an insignificant positive impact on financial development across all the econometric estimation approaches in all the four models, in line with some empirical studies on the subject matter. African countries are urged therefore to avoid wasting their time developing and implementing remittances, foreign aid and human capital development enhancement policies as a way of spearheading financial development. Using both broad money (as % of GDP) and domestic private credit ratio as measures of financial development, the interaction between remittances and economic growth was found to have a non-significant negative effect on financial development in Africa. The policy implication is that Africa needs to avoid over relying on economic growth as a channel through which financial development can happen / Die studie het die impak van betalings op finansiële ontwikkeling in Afrika ondersoek – deur middel van die dinamiese veralgemeende momentemetode (GMM) en ander metodes van paneeldata-ontleding, met data van 2003 tot 2015. Dieselfde ekonometriese beramingsmetodes is ook ingespan om die invloed van die komplementariteite tussen betalings en ekonomiese groei op finansiële ontwikkeling in Afrika te ondersoek. Die literatuur oor die verwantskap tussen betalings en finansiële ontwikkeling is gemeng, onoortuigend en vaag. Die begeerte om tot die literatuur oor die invloed van betalings op finansiële ontwikkeling in die Afrika-konteks by te dra, het tot hierdie studie aanleiding gegee. In Afrika het persoonlike betalings ʼn onbeduidende positiewe impak op finansiële ontwikkeling in al die benaderings tot ekonometriese beraming in al vier modelle gehad, wat strook met sommige empiriese studies oor die onderwerp. Afrika-lande word dus gemaan om nie hul tyd te mors met die ontwikkeling en implementering van betalings en buitelandse hulp en beleide om mensekapitaalontwikkeling te verbeter as ʼn manier om finansiële ontwikkeling te lei nie. Daar is bevind dat sowel breë geldvoorraad (as ʼn persentasie van BBP) en die binnelandse private kredietverhouding as maatstawwe van finansiële ontwikkeling, die wisselwerking tussen betalings, en ekonomiese groei ʼn nie-beduidende negatiewe uitwerking op finansiële ontwikkeling in Afrika het. The role of an unconditional social cash transfer intervention in strengthening or weakening social capital : a case study of Goromonzi and Epworth in Zimbabwe

Social cash transfers (SCTs) are part of social protection instruments aimed at reducing poverty and vulnerability. SCTs are among the most evaluated social protection interventions. Most designs and much of the current evidence give limited attention to effects of SCTs on social capital. Greater attention has been devoted to economic and human capital outcomes. The purpose of this study was to explore and analyse the effects of Zimbabwe’s Harmonised Social Cash Transfer (HSCT) on social capital in a rural and a peri-urban settlement. To achieve this, the study first identified and analysed design and operational features of the HSCT. The analysis drew from the perspectives and experiences of beneficiaries and other stakeholders. The study was based on a mixed methods design. The theoretical framework was informed by social capital and social network theories. The results confirm and in other cases contradict findings from previous research, and there are areas where new insights were found. The results indicate that HSCT’s features particularly targeting and selection methods, complementary services and the payment method have effects on social capital. Additionally, findings indicate that the HSCT affected a diverse set of social relations with positive effects on bonding and linking social capital. There are positive psychosocial effects, limited evidence on bridging social capital, and inconclusive results on collective action. The HSCT seems to strengthen trust between beneficiaries but has negative effects on social relations between beneficiaries and non-beneficiaries. Social networks created through the HSCT are exclusionary. There were isolated cases of domestic violence in some households. The HSCT has unintended effects particularly the exclusion of some beneficiary households from access to other benefits; women’s empowerment; and social and economic risks to beneficiaries. Evidence from this study confirms that unconditional cash transfers go well beyond their primary goal of consumption smoothing, and have positive and negative effects on social capital. This provides a strong case for the design and implementation of SCTs to embed explicit objectives and strategies that promote the strengthening of social capital. There is greater need for collaborative efforts between economists, sociologists and anthropologists in the design and analysis of SCTs. / Development Studies / D. Phil. (Development Studies)

A análise comparativa realizada a partir dos estudos de caso dos programas municipais de Campinas, Jundiaí, Santo André e Santos mostrou que os programas são diferentes não apenas em termos de seus desenhos institucionais, mas de maneira mais significativa em termos das idéias, concepções e valores segundo os quais eles vieram se constituindo. Com base nisso, foi possível identificar diferentes noções de cidadania subjacentes aos programas, a partir de uma dupla abordagem: liberal e fortemente assentada no trabalho - em Jundiaí e Santos -, ou democrático-participativa, potencialmente prescindindo do trabalho como seu substrato - em Campinas e Santo André. Percebeu-se, assim - dos discursos dos gestores públicos aos das beneficiárias -, que as implicações dos programas de renda mínima vão muito além da dotação financeira: elas não só incidem sobre distintas concepções de cidadania, mas também sobre formas diferenciadas de enxergar e pensar a sociedade, bem como de agir sobre ela. Isso significa que estes programas - com base nos distintos projetos políticos sobre os quais se apóiam e dos quais fazem parte, quer como Renda Mínima, quer como Renda Básica - indicam diferentes caminhos: seja, por um lado, para a manutenção (ou apenas alívio) da pobreza e para a conservação da sociedade, seja, por outro lado, para a superação da pobreza e transformação da sociedade / Abstract: This work intends to show that Minimum Income programs, despite their expansion in Brazil since 90's, do not have a consolidated only-model.. Through the comparative analysis about the programs from Campinas, Jundiaí, Santo André and Santos, ali them cities in the state of São Paulo, it was possible to verify that these programs are different not just because of their institutional design, but rather because of the ideas, values and conceptions which support each policy. So, it was possible to identify different conceptions of citizenship underlying each program: those ones from Jundiaí and Santos are supported for a liberal conception of citizenship, in which work occupies a central place; those ones from Campinas and Santo André are supported for a democratic-participative conception of citizenship, whichcan dispense with work as its substrata. Through both spokes, from beneficiaries to policy makers of each program, not just the same conception of citizenship was identified and ratified, but also same opinions about the society and about how to act on it. Thus, beyond the money transfer, these Minimum Income programs have diverse socio-political implications. Social protection policy-making in Kenya : a study of the dynamics of policy transfer

Power, and how it is exercised within social relations is pivotal in explaining policy change. Hence, this dissertation explores policy change in Kenya by examining the transfer and subsequent adoption of social protection policies in the form of cash transfer schemes. Instead of the current analytical frameworks drawing from political settlements, political institutions, and ideational approaches in explaining policy uptake, the research studies policy making from a policy transfer and power nexus. The study examines power relations among multiple actors in the national context to explain the adoption of social protection policies. Hence this dissertation articulates power dynamics and asymmetries inherent in policy-making involving national and transnational actors as underpinning policy transfer processes. The thesis is premised on the following interrelated arguments; firstly, I show how transnational actors created and manipulated interests and incentives based on their resource base in three significant ways: controlling the policy agenda, constraining the agency of other actors and influencing the preferences of actors in the policy space. The interaction of interests and resources – financial, and ideas and knowledge – converged to bring about policy change. Secondly, I focus on the role of ideas and knowledge within policy space to show how the creation of a discursive hegemony and a structure of knowledge, social construction and policy narratives played a significant role in shaping learning and influencing national actors. Thirdly, I argue that transnational actors used structural mechanisms based on financing and coerced government to adopt social protection policies through a catalysing mechanism and imposition of conditionalities. The study depicts how transnational actors conditioned and manipulated national context and institutions to align with the idea of cash transfers. This thesis employs a qualitative approach to study policy transfer and subsequent adoption of two cases of transfer schemes in Kenya, the Cash Transfer for Orphans and Vulnerable Children (CT-OVC) and the Hunger Safety Net Programme (HSNP). / Sociology / D.
