In my Diploma thesis I focus on rights and duties of the member of the Community of owners of housing units. The Community of owners of housing units and related issues are regulated in Act No. 72/1994 Coll., the Flats Ownership Act. Some general regulation can be found also in the Civil Code. First of all, in the introduction of my Diploma thesis I wanted to describe the reasons that lead me to choose this theme. After that I explained the methods I used in the process of completing of this thesis. After the explanation of the choice of the theme and the methods I concerned with the general regulation of the Community. In this chapter I described the birth of the Community and its articles of association. Here I was concerned with the approval and content of the articles of association and also with so called model articles of association and situations, when they are applicable. I also mentioned the regulation of bodies of the Community. According to Flats Ownership Act, the compulsory bodies of the Community are the meeting of unit owners and the statutory body, which can be represented either by committee or by the authorized owner. - Governing Bodies of the Unit Owners' Association and Their Decision- Making The aim of my thesis is to analyze the system of governing bodies of the unit owners' association, their decision-making, powers and liability. The thesis also attempts to focus on and to clarify certain legal questions relating to the provisions of the Unit Ownership Act that cause problems of interpretation with the professional public, courts and unit owners. The thesis is composed of five chapters. Chapter One is introductory and outlines the legal framework of the topic and relevant Czech legislation, and sets out the aims of the thesis. Chapter Two examines the nature of the unit owners' association as a legal entity endowed with limited (special) legal personality that is formed by operation of law (ex lege). The association may exercise only such powers and only to the extent expressly permitted and set forth in the provisions of the Unit Ownership Act (No. 72/1992 Coll.) such as administration, operation, maintenance, repair, and replacement of common elements of the building. Color based classification of circular markers for the identification of experimental units

In order to ensure ideal lighting for all plants under demanding conditions like lack of optimal light due to shadowing, side wall reflections, overlapping of plants, etc., pots are rotated manually in an irregular fashion. To keep track of the position of these plants from time to time, a marking system is used for each tray of 16 plants. These markers are unique for each tray High definition surveillance cameras placed above these plants capture the plant images periodically. These images undergo image processing. Image processing should be able to identify and recognize the plants from the identification markers that were placed within each tray and thereby draw the statistics about the growth of the plants. Hence the computing part of this project is all about extracting the identity of a plant through image processing. Image processing involves object and color recognition. Fiji, an image processing tool, is used for object recognition and the Python image module called “Image” is used for color recognition. Object recognition accurately locates the position of these circular objects and measures their size and shape. Color recognition identifies the pixel values of these circular objects. Finally the code corresponding to three-element groups of these circular units is fetched and stored. This code gives the identity of the tray and, therefore, each plant. The timestamp that is stored with each plant image along with the code fetched through image processing is used to track the location of a plant in the plant chamber through time.

As divergências léxico-conceituais dificultam o tratamento computacional das línguas naturais em tarefas como tradução automática e recuperação de informação multilíngüe. Assim, a construção de base de dados lexicais bilíngües e multilíngües em que as unidades de línguas distintas estão inter-relacionadas por meio do conceito a elas subjacente tem recebido muita atenção no Processamento Automático das Línguas Naturais (PLN). Para o português brasileiro (PB), faz-se urgente a construção desse tipo de recurso. Nesse cenário, esta tese visa a investigar os padrões de lexicalização do PB e a construir um recurso léxicoconceitual, ainda que de extensões reduzidas, que possa auxiliar o processamento automático dessa língua em meio escrito. Assumindo-se a concepção de PLN enquanto "uma engenharia da linguagem humana", utilizou-se uma metodologia tripartida que divide as atividades nos domínios: lingüístico, lingüístico-computacional e computacional. Este trabalho, em especial, não realizou as atividades previstas no terceiro domínio, pois estas não fazem parte do escopo desta pesquisa. No domínio lingüístico, um conjunto de conceitos lexicalizados no inglês norte-americano (AmE), extraído da WordNet de Princeton (WN.Pr), foi delimitado por meio da análise manual de recursos estruturados (base de dados e dicionários) e não-estruturados (corpora textuais). Na seqüência, as expressões do PB (em especial, as unidades lexicais) que materializam tais conceitos foram manualmente extraídas de dicionários bilíngües (AmE-PB), dicionários monolíngües e thesaurus e de corpora textuais do PB. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: Because of several factors, including, for instance, perceptual salience and semiotic relevance, languages have different inventories of lexicalized concepts (i.e. concepts expressed by lexical units). The lexical-conceptual divergences are a hindrance to computational treatment of natural languages in tasks such as machine translation and cross-language information retrieval. Therefore, the construction of bilingual and multilingual lexical databases, in which the lexical units of different languages are aligned by their underlying concepts, has become a very important research topic in Natural Language Processing (NLP). For Brazilian Portuguese (BP), in particular, the construction of such resources is urgent. In this scenario, this thesis aims to investigate lexicalization patterns of BP and to develop a lexical-conceptual resource for the automatic processing of written BP language. Assuming a compromise between NLP and Linguistics, this work follows a three-domain approach methodology, which claims that the research activities should be divided into the linguistic, linguisticcomputational, and computational domains. In particular, this research does not perform the last step, since it is not in the scope of this work. Accordingly, in the linguistic domain, a set of lexicalized concepts of North-American English (AmE) extracted from Princeton WordNet (WN.Pr) was selected through manual analysis of the structured (lexical databases and standard dictionaries) and unstructured resources (textual corpora). Performance and Energy Efficient Building Blocks for Network-on-Chip Architectures

The ever shrinking size of the MOS transistors brings the promise of scalable Network-on-Chip (NoC) architectures containing hundreds of processing elements with on-chip communication, all integrated into a single die. Such a computational fabric will provide high levels of performance in an energy efficient manner. To mitigate emerging wire-delay problem and to address the need for substantial interconnect bandwidth, packet switched routers are fast replacing shared buses and dedicated wires as the interconnect fabric of choice. With on-chip communication consuming a significant portion of the chip power and area budgets, there is a compelling need for compact, low power routers. While applications dictate the choice of the compute core, the advent of multimedia applications, such as 3D graphics and signal processing, places stronger demands for self-contained, low-latency floating-point processors with increased throughput. Therefore, this work focuses on two key building blocks critical to the success of NoC design: high performance, area and energy efficient router and floating-point processor architectures. This thesis first presents a six-port four-lane 57 GB/s non-blocking router core based on wormhole switching. The router features double-pumped crossbar channels and destinationaware channel drivers that dynamically configure based on the current packet destination. This enables 45% reduction in crossbar channel area, 23% overall router area, up to 3.8X reduction in peak channel power, and 7.2% improvement in average channel power, with no performance penalty over a published design. In a 150nm six-metal CMOS process, the 12.2mm2 router contains 1.9 million transistors and operates at 1GHz at 1.2V. We next present a new pipelined single-precision floating-point multiply accumulator core (FPMAC) featuring a single-cycle accumulate loop using base 32 and internal carry-save arithmetic, with delayed addition techniques. Combined algorithmic, logic and circuit techniques enable multiply-accumulates at speeds exceeding 3GHz, with single-cycle throughput. Unlike existing FPMAC architectures, the design eliminates scheduling restrictions between consecutive FPMAC instructions. The optimizations allow removal of the costly normalization step from the critical accumulate loop and conditionally powered down using dynamic sleep transistors on long accumulate operations, saving active and leakage power. In addition, an improved leading zero anticipator (LZA) and overflow detection logic applicable to carry-save format is presented. In a 90nm seven-metal dual-VT CMOS process, the 2mm2 custom design contains 230K transistors. The fully functional first silicon achieves 6.2 GFLOPS of performance while dissipating 1.2W at 3.1GHz, 1.3V supply. It is clear that realization of successful NoC designs require well balanced decisions at all levels: architecture, logic, circuit and physical design. Fatores associados à internação nas primeiras 24 horas de vida em uma unidade neonatal: um estudo caso-controle / Factors associated with hospitalization in the first 24 hours of life in a neonatal unit: a case-control study

Introdução: A internação em unidade neonatal está intimamente ligada à mortalidade neonatal e compartilham muitas causas e determinantes. Apesar de inúmeros estudos sobre os fatores de risco para mortalidade neonatal, pesquisas sobre os determinantes da internação dos recém-nascidos em unidade neonatal logo após o nascimento são iniciativas recentes. Objetivos: Analisar os fatores determinantes da internação de neonatos nas primeiras 24 horas de vida em uma unidade neonatal da região Oeste do município de São Paulo. Método: Tratou-se de um estudo retrospectivo, do tipo caso-controle não pareado, realizado em uma maternidade municipal. A amostra foi composta por 205 casos e 205 controles, no período de 01 de janeiro de 2016 a 31 de dezembro de 2017. Para verificar a associação entre a variável dependente internação na unidade neonatal nas primeiras 24 horas de vida e as variáveis independentes, foram realizadas análises bivariadas com cálculo de Odds Ratio (OR), com nível de significância de 5%, e intervalo de confiança 95%, por meio de testes qui-quadrado ou testes exatos (teste da razão de verossimilhanças ou teste exato de Fisher). As variáveis com valor de p<0,20 foram analisadas pelo modelo de regressão logística múltipla hierarquizada. No entanto, fizeram parte do modelo final apenas as variáveis com significância estatística. Resultados: as variáveis que permaneceram no modelo final associadas à internação nas primeiras 24 horas de vida em unidade neonatal de uma maternidade da região Oeste do município de São Paulo, por ordem decrescente de associação ao desfecho foram: índice de apgar no 1º <7 (OR=227,56; IC95% 35,49 - 1458,66), idade gestacional < 37 semanas (OR= 31,66; IC95% 7,47-134,121), não ter realizado consulta de pré-natal (OR=21,224; IC95% 1,65 - 271,91), peso ao nascer <2500g (OR=9,88; IC95% 2,01 - 48,57), uso de drogas ilícitas durante a gestação (OR= 5,31; IC95% 1,18 - 23,87), presença de líquido amniótico com mecônio (OR= 2,69; IC95% 1,25 - 7,54), tempo decorrido entre admissão e parto > 24 horas (OR= 2,68; IC95% 1,08 - 6,63),. A variável raça/cor da pele da mãe não branca apresentou-se como um fator protetor, com uma chance de internação de recém-nascidos nas primeiras 24 horas de vida em unidade neonatal 69% menor que os recém-nascidos de mães brancas.(OR=0,314; IC95% 0,157 -0,627; p=0,001).Conclusão: Comportamentos maternos de risco e problemas no acompanhamento pré-natal, e de assistência ao trabalho de parto e parto podem desencadear situações que aumentam a demanda por internação em unidade neonatal nas primeiras 24 horas de vida. Os achados deste estudo corroboram a importância de se investigar fatores associados à internação em unidade neonatal logo após o nascimento, pois possibilita identificar grupos expostos a diferentes conjuntos de fatores e detectar distintas necessidades de saúde, fornecendo subsídios para ações direcionadas aos recém-nascidos graves ou potencialmente graves, e a consequente redução dos óbitos neonatais. / Introduction: Neonatal unit hospitalization is closely linked to neonatal mortality and shares many causes and determinants. Despite numerous studies on risk factors for neonatal mortality, researches on the determinants in neonatal hospital admission to the neonatal unit right after birth are recent. Studying those aspects makes it possible to identify groups exposed to different sets of circumstances and to detect different health needs, providing resources for actions directed towards the serious or potentially serious ill newborns, and therefore reducing neonatal deaths. Objectives: To assess the determinants of neonatal hospitalization in the first 24 hours of life in a neonatal unit in the Western region of the city of São Paulo. Method: This was a retrospective, unpaired case-control study carried out in a municipal maternity hospital in the western region of the city of São Paulo (SP). The sample consisted of 205 cases and 205 controls. The criteria to be considered as a case was to be born alive by hospital delivery and admitted in a Neonatal Unit (Neonatal ICU or Regular Neonatal Intermediate Care Unit) during the first 24 hours of life, from January 1, 2016 to December 31, 2017. The controls are the babies that were born alive in the same period of cases and who were referred together with their mothers to the joint maternal accommodation unit. Twin neonates, anencephalic, home-delivered babies who were later admitted in the hospital, and newborns whose medical records were in external file, being unavailable for analysis. In order to assess the association between the dependent variable \"hospitalization in the neonatal unit in the first 24 hours of life\" and the independent variables, bivariate analyzes were performed as Odds Ratio (OR), with significance level of 5%, and a confidence interval of 95%, by Chi-square tests or exact tests (likelihood ratio test or Fisher\'s exact test). The variables that presented a p value <0.20 were analyzed by the hierarchical multiple logistic regression model. However, only the statistically significant variables were part of the final model. Results: Independently of the other characteristics evaluated, the variables that remained in the final model associated to the hospitalization in the first 24 hours of life in a neonatal unit of a maternity hospital in the western region of the city of São Paulo, in decreasing order of association to the outcome were: first minute Apgar Score < 7 (OR=227,56; IC95% 35,49 - 1458,66), gestational age <37 weeks (OR= 31,66; IC95% 7,47-134,121), absence of a prenatal visit appointment (OR=21,224; IC95% 1,65 - 271,91), birth weight <2500g (OR=9,88; IC95% 2,01 - 48,57), use of illicit drugs during the pregnancy (OR= 5,31; IC95% 1,18 - 23,87), presence of amniotic fluid with meconium(OR= 2,69; IC95% 1,25 - 7,54), time elapsed between admission and delivery > 24 hours (OR= 2,68; IC95% 1,08 - 6,63). The race / color variable of the non-white mother presented as a protective factor, with a chance of hospitalization of newborns in the first 24 hours of life in a neonatal unit 69% lower than the newborns of white mothers. Conclusion: Maternal risk behaviors and problems in prenatal care, assistance to labor and delivery may trigger situations that increase the demand for hospitalization in neonatal unit in the first 24 hours of life. The findings of this study corroborate the importance of investigating factors associated with hospitalization in a neonatal unit shortly after birth, as it allows the identification of groups exposed to different sets of factors and the detection of different health needs, providing resources for actions aiming the serious ill newborns or potentially seriously ill newborns, and consequent reduction of neonatal deaths.

A mortalidade decorrente de processos infecciosos em pacientes oncológicos, livres ou não de doença, ainda é alta. Teve-se como objetivo além da avaliação da mortalidade e das características clínicas e laboratoriais dos pacientes pediátricos oncológicos infectados, admitidos na Unidade de Terapia Intensiva Pediátrica (UTIP) do Hospital A.C. Camargo no período de 1º de janeiro de 2004 a 31 de dezembro de 2008, avaliar a associação dessas características à mortalidade. Estudou-se 148 internações de 97 pacientes, sendo que 31 indivíduos foram internados mais de uma vez (1-6 internações por indivíduo). 52,6% da população era do sexo feminino, a idade média foi de aproximadamente 8 anos, 67% dos pacientes encontravam-se eutróficos na primeira internação e 50,5% das neoplasias eram leucemias (34/97) e linfomas (15/97). Dos pacientes com neoplasias hematológicas, 40,8% internaram mais de uma vez, enquanto 29,9% daqueles portadores de tumores sólidos tiveram internações repetidas. Foi utilizado teste qui-quadrado de Pearson para analisar a associação entre duas variáveis categóricas, teste t de Student para as variáveis contínuas e teste t de Student pareado para as associações dependentes. Empregou-se a regressão logística para calcular a Razão de Chances (Odds Ratio - OR) para as medidas de associação. Dos 97 pacientes, 17 morreram durante a internação na UTIP, ou seja, 11,5% das 148 internações evoluiram para óbito. Observou-se uma mortalidade maior no grupo de pacientes que tiveram mais de uma internação 32,3% (p=0,012), com chance de óbito de 4 em relação a quem internou apenas 1 vez (OR=4,01[IC95%:1,35 -11,90]). Também foi encontrada associação significativa entre estado hemodinâmico (choque séptico, sepse grave e sepse) à admissão na UTIP com evolução para alta e óbito (p=0,001). Quando o paciente apresentava choque na admissão o risco de óbito foi de 11 vezes em relação a quando não apresentava (OR=11,4[IC95%:2,5-51,9]). A variação na dosagem da proteína C reativa 24 horas pré-admissão e à admissão na UTI, também demonstrou associação estatisticamente significativa com a evolução para óbito (p= 0,029). Não houve associação entre sexo, doença de base, estado nutricional, intervalo de quimioterapia, contagem de neutrófilos, sítio de infecção, variação de frequência cardíaca, frequência respiratória, pressão arterial média e óbito. Esse trabalho demonstrou que existe uma associação entre estado hemodinâmico à admissão na UTIP e óbito, o que incita a realização de novos estudos para descoberta de fatores que possam prever a evolução de um quadro infeccioso para choque séptico e selecionar os pacientes que devam ser transferidos mais precocemente para UTIP a fim de aumentar a chance de sobrevida. / The mortality due to infectious processes in oncologic patients, with or not active disease, is still high. The objective of this study is evaluation of mortality and clinical and laboratory characteristics of pediatric oncology infected admitted to the Hospital AC Camargo\'s Pediatric Intensive Care Unit in the period from January 1st, 2004 to December 31st, 2008, and association of these characteristics with mortality. One hundred and forty eight admissions in 97 patients were analyzed. Thirty one patients were hospitalized more than once (2-6 admissions per individual). 52.6% of the population was female, the average age was approximately 8 years, 67% of patients were eutrophic during the first hospitalization and 50.5% were leukemias (34/97) and lymphomas (15/97). Among patients with hematologic disease, 40.8% were hospitalized more than once, while 29.9% of those patients with solid tumors had repeated hospitalizations for infection during the study period. It was used the Pearson chi-square test to analyze the association between two categorical variables, Student t test for continuous variables, a variant of Student t test to measure the variation between two paired measurements from the same individual. Logistic regression was used to calculate Odds Ratio (OR) for measures of association. Among 97 patients, 17 died during hospitalization in PICU, ie 11.5% (17/148) of the admissions lead to death. A higher mortality in patients who had more than one hospitalization 32.3% (p = .012), with OR = 4.01 [95% CI: 1.35 -11.90] was observed. It was also found a significant association between hemodynamic status (septic shock, severe sepsis and septic) for admission to the PICU with evolution to discharge and death (p = 0.001). Septic shock and death were observed with a OR 11.4 [95%CI: 2 0.5 to 51, 9]. The variation of C-reactive protein dosage 24 hours pre-admission and admission to the ICU, also showed a significant association with progression to death (p = 0.029). There was no significant association between sex, underlying disease, nutritional status, interval of chemotherapy, neutrophil count, site of infection, changes in heart rate, respiratory rate variation, variation in medium blood pressure and death. This data demonstrates that there is an association between hemodynamic status on admission to the PICU and death, which encourages new studies to discover factors that might predict the course of an infection to septic shock and select patients who should be transferred earlier PICU in order to increase the chance of survival.

A função básica de um sistema de energia elétrica é fornecer aos seus clientes energia elétrica economicamente e tão confiável quanto possível. A importância da confiabilidade dos sistemas de energia elétrica é claramente notada quando as pessoas são confrontadas com a perda de energia elétrica, não importando se a perda provoca parada das linhas de produção ou mesmo impactos financeiros às empresas, o que pode consequentemente causar enorme impacto econômico além de situações que impactam o conforto da população. Dentro deste contexto esta tese apresenta uma metodologia para avaliação da confiabilidade de plantas de geração de energia elétrica que possibilita avaliar qualitativamente e quantitativamente a confiabilidade e disponibilidade dos principais componentes elétricos e mecânicos necessários à geração confiável de energia. A análise qualitativa foi realizada levando-se em consideração as características físicas das usinas hidroelétricas e as características construtivas das unidades geradoras para que fosse possibilitada a classificação das unidades geradoras em grupos estatisticamente significativos. A análise quantitativa foi fundamentada em métodos estatísticos de estimação e inferência e aspectos relacionados ao desempenho e disponibilidade de usinas hidroelétricas brasileiras tendo como referência os índices preconizados pelas agências regulatórias. As unidades geradoras foram modeladas através de métodos estatísticos e probabilísticos que permitem avaliar por meio de técnicas de confiabilidade a frequência e a duração das falhas além das probabilidades associadas a cada estado de falha. Os dados de falha foram obtidos por meio de bancos de dados consolidados por agentes geradores e órgãos federais responsáveis pela operação do sistema interligado nacional. Os dados representam a história operativa de grande parte das usinas hidrelétricas brasileiras operadas e despachadas de forma centralizada. A metodologia apresentada nesta tese preenche uma lacuna na existência de metodologias focadas em avaliação de confiabilidade de plantas de geração em fase de projeto, que possibilitariam a mitigação de riscos de falhas e perdas produtivas quando da operação comercial da planta de geração. / The basic function of a power system is to provide their customers electricity as economically and reliably as possible. The importance of the reliability of electric power systems is clearly noted when people are confronted with the loss of energy, no matter if the loss stops the production lines or even causes financial impacts on companies, which may consequently cause huge economic impact beyond situations that influence the comfort of the population. Within this context, this thesis presents a methodology for assessing the reliability of plants generating electricity that enables qualitatively and quantitatively evaluate the reliability and availability of key electrical and mechanical components needed to generate reliable power. Qualitative analysis was performed taking into account the physical characteristics of hydroelectric and constructive features of the generating units to which the classification was made to enable pool and cluster generating units in groups statistically significant. Quantitative analysis was based on statistical methods of estimation and inference and aspects related to performance and availability of Brazilian hydroelectric plants with reference to the indices recommended by regulatory agencies. The units were modeled using probabilistic and statistical methods for assessing, by means of reliability techniques, the frequency and duration of failures plus the probabilities associated with each state of failure. The failure data were obtained from consolidated databases by agents and federal agencies responsible for the operation of the national grid. The data represent the operational history of much of Brazil\'s hydroelectric facilities operated and dispatched centrally. The methodology presented in this thesis fills a gap in the existence of methodologies focused on reliability assessment of power plants in the design phase, which would allow the mitigation of risks of failures and production losses when the commercial operation of the generating plant.

O modelo descentralizado e participativo de gerência de unidades de saúde de média e alta complexidade implementado pelo Estado do Acre / The decentralized and participatory model of management of health units of medium and high complexity implemented by the State of Acre

Introdução: Os modelos de gerência centralizados e descentralizados utilizados pela administração pública no Brasil é tema bastante discutido em razão da busca por um atendimento de qualidade prestado à sociedade, não sendo diferente na área da saúde. Nesse sentido o Estado do Acre fez a opção de implementar um modelo de gerência de unidades de saúde que pudesse efetivar a descentralização das unidades de saúde estaduais e estabelecer a participação da comunidade. Objetivos: Analisar o modelo de gerência de unidades de saúde de média e alta complexidade, implementada pelo Estado do Acre, por meio da Lei de Gestão Democrática do Sistema Público de Saúde do Estado do Acre (Lei n.1912/07) e da Lei de Autonomia Financeira das Unidades de Saúde Estaduais (Lei n.1.910/07), no período de 2007 a 2011. Métodos: A pesquisa de natureza qualitativa e descritiva foi realizada no período de 2013 a 2016, utilizando como técnica de coleta de dados secundários a análise de documentos, e de dados primários as entrevistas individuais com informantes-chave. Trata-se de um estudo de caso cuja análise buscou compreender o modelo adotado pelo Estado do Acre. Resultados: A partir do modelo de gerência implementado pelo Estado do Acre, as unidades de saúde sob a gestão estadual passaram a ser geridas por um Conselho Gestor, constituído por gestores, profissionais de saúde e usuários de saúde. O modelo proporciona a descentralização da gerência das unidades de saúde com autonomia para o conselho gestor planejar e executar os recursos financeiros cujo repasse se efetiva com o termo de compromisso. O modelo implementado com a participação da comunidade no conselho gestor executivo apresenta aspectos inovadores e controversos, e sua legalidade fora questionada pelo Tribunal de Contas do Estado do Acre. No entanto, analisando as normas que permitiram a implementação do modelo, verifica-se o cumprimento das normas do Sistema Único de Saúde. Considerações finais: O modelo implementado pelo Estado mostrou ser uma alternativa de gerência de unidades de saúde descentralizado e participativo de modo a incentivar a organização e realização dos conselhos gestores / Introduction: The centralized and decentralized management models used by public administration in Brazil is a topic that is much discussed because of the quest for quality care provided to society, and is not different in the health area. In this sense, the State of Acre made the option of implementing a model of health unit management that could effect the decentralization of state health units and establish community participation. Objectives: To analyze the model of management of health units implemented by the State of Acre through the Law of Democratic Management of the Public Health System of the State of Acre (Law n.1912 / 07) and the Financial Autonomy Law of the Units of State Health (Law n.1.910 / 07) in the period from 2007 to 2011. Methods: The qualitative and descriptive research was carried out in the period from 2013 to 2016, using as secondary data collection technique the analysis of documents and data Primary interviews with key informants. It is a case study whose analysis sought to understand the model adopted by the State of Acre. Results: Based on the management model implemented by the State of Acre, health units under state management were managed by a Management Council, made up of managers, health professionals and health users. The model provides the decentralization of health unit management with autonomy for the managing board to plan and execute the financial resources whose transfer is effective with the term of commitment. The model implemented with the participation of the community in the executive management council presents innovative and controversial aspects and its legality was questioned by the Court of Accounts of the State of Acre. Final considerations: The model implemented by the State has shown to be an alternative for the management of decentralized and participatory health units in order to encourage the implementation of the model.
