Centers all the way down: a study of centrality in the modern city

This thesis will empirically examine the distribution of centers of commercial activity in the modern city. Using measures of built space for different types of activity in Atlanta, we will map the distribution of activity in the city; then we will derive the system of centers distributed throughout the city. This system of centers will be sorted into scales, from global to local, so that the morphological properties of the street network associated with each scale may be analyzed using space syntax and other tools. We will then compare the distribution of centers in different portions of Atlanta, both qualitatively and quantitatively. Finally, we will compate the emergent distribution of centers to distributions proposed by Doxiadis, Alexander, Central Place Theory, and others.

Dense urbanism at the old edge: conflict and reconciliation of streets and buildings

In the last few decades, new centers have emerged at the edges of traditional cities and pre-World War II suburbs. As these evolve, do they converge towards the urban forms of traditional cities? This question is explored based on a study of urban areas in the Atlanta Metropolitan Region. Atlanta Downtown, Decatur and Marietta, are compared to the new centers in Buckhead, Cumberland and Perimeter. The evolution of the street network of Buckhead is examined in detail. The morphological history of a particular urban block in Buckheadâ "the Tower Place blockâ "is documented. Morphological analysis, focusing on street patterns, block shapes and sizes, property boundaries and building footprints, is complemented by Space Syntax, focusing on the structure of street networks and connectivity. It is shown that new urban centers tend to grow on very large blocks accessed through major transportation infrastructure, but situated in otherwise sparse and fragmentary street environments. As these centers grow and as the density of land use increases, a secondary private road system is created, to take advantage of development potential and provide access to major building investments. The effective fragmentation of the large blocks suggests a pattern of metric convergence towards an optimum block size. In traditional cities, however, the street network is stable over time and acts as the framework for changes in architecture and land use. In the new centers, the secondary road system serves to access particular private investments without regard to the creation of a public framework of connections. From a syntactic point of view, the new centers are spatially unintelligible, thus substantially diverging from traditional cities, even as they accommodate dense mixed use developments. The thesis points to the need of developing and using subdivision regulations and zoning classifications in order to better regulate the spatial structure of new urban centers in the future.

Fondée au XVIIe siècle, Fort-de-France a connu une longue phase d’évolution géographique et morphologique. Depuis une soixantaine d’années, les politiques nationales de l’habitat et du logement ont eu un fort retentissement sur les projets urbains locaux. Des opérations de rénovation urbaine d’envergure ont été décidées et entreprises au sein des quartiers populaires de la ville. Compte tenu des différentes formes du renouvellement urbain, une série d’études de cas a permis une analyse des transformations de cinq quartiers remarquables, à partir de la notion de « trace urbaine » qu’il s’est agi de décrypter. En tant que vestiges des pratiques sociales et repère spatio-identitaire, les traces permettent de réinterroger la mise en œuvre des projets locaux dans leur imbrication avec les politiques nationales et recomposent les modalités de réappropriation de l’espace par les différents acteurs – ordinaires ou institutionnels – en présence. Notre démonstration met en évidence deux logiques principales de mise en mémoire et de réinvestissement des traces, l’un directif et l’autre négocié. L’intérêt de cette investigation est de rendre compte des enjeux associés à l’effacement et au maintien des traces dans le cadre de la patrimonialisation puisque ce processus contribue à définir l’identité culturelle, la valeur et la richesse de ces quartiers. C’est donc dans une dimension à la fois sociale, spatiale et symbolique que se place notre recherche. / Founded in the XVIIth century, Fort de France has experienced a long process of geographical and morphological evolution. For the last 60 years on, local urban projects have been framed according to national housing and living policies. Wide-scale urban renewal projects have been decided and undertaken within the most popular districts of the city. As these urban evolutions were shaped by different factors, a series of case studies enabled to lead a detailed analysis of the transformations undergone by five conspicuous districts of the city, from a notion of “urban tracks” that we’ve needed to identify. As they are vestiges of social practices and landmarks for spatial identity, tracks araise questions about how they impact the implementation of local projects in accordance with national policies; and how they redefine ways of re-appropriation of space through all the actors involved – either ordinary or institutional ‒. Our study highlights two major logics of memory-making and reinvestment of tracks, the first being directive, the second more negotiated. The interest in such an investigation is to account for the stakes involved in the disappearance and the preservation of tracks within the framework of patrimony development, because these processes have contributed in defining the cultural identity, the value and the wealth of these districts. Our research will be led by these social, spatial and symbolic patterns.

O estudo propõe uma análise crítica do cenário urbano atual, frente à descaracterização da morfologia urbana preexistente na cidade de Porto Alegre – RS, especificamente tomandose como enfoque de caso o bairro Teresópolis. Para isto, desenvolve-se uma avaliação dos Planos Diretores do município de Porto Alegre, identificando-se sua influência na construção da paisagem urbana porto-alegrense. Neste sentido, referencia-se contextualmente as características do bairro Teresópolis, frente à sua evolução urbana, identificando suas transformações ao longo da história e, principalmente, dentro de sua atual configuração, as possíveis conseqüências que vêem acarretando prejuízos em sua paisagem urbana natural e cultural. O principal objetivo é destacar os fatores que estão propiciando as transformações de descaracterização dos ambientes com valor significativo, tanto do ponto de vista histórico, quanto sociocultural. Os principais fatores de transformações abordados situam-se em toda ordem da sintaxe urbana, referente às construções atípicas, com características não contextuais e volumetrias e demais regimes urbanísticos não compatíveis frente às existentes, a traçados viários e estruturas de mobilidade urbana que não respeitam as típicas zonas residenciais puras e a não valorização do potencial natural. In order to do that, an evaluation is proposed of the Master Plan of Porto Alegre, identifying their influence on the composition of the urban landscape of the city. In that sense, the features of Teresópolis are regarded contextually considering its urban evolution and identifying its changes in history and, particularly, in its present configuration, the possible consequences which have been damaging its natural and cultural urban landscape. The main objective is to highlight the elements which are making possible the changes of descharacterization of the environments which have a significant value both historically and socioculturally. The main elements of change examined are located in the whole order of the urban synthax related to the atypical constructions with non-contextual features and volumetry and other urbanistic regimes which are not compatible with the existent ones, to the plan system and urban mobility structures which do not respect the typical pure residential areas, and to the non-valuation of the natural potential. It is assumed that these environments perpetuate a meaning for the city and consolidate features which qualify the urban setting thanks to their diversity and peculiarity, taking on a potentializing aspect of qualification of the urban scenery. Since the master plan is the main instrument of legislation of the urban changes, a criticism is made of the current Master Plan of Porto Alegre, always having in mind the aim of preservation of the existent urban scenery of the city, within a dialectics involving natural, built and sociocultural environments. Finally, some directions are proposed for the preservation and qualification of the neighborhood of Teresopolis, pointing to a view in which the Master Plan may respect the features of each city environment, valuing the existent relevant potentials. Cidades novas da fronteira do café: história e morfologia urbana das cidades fundadas por companhias imobiliárias no norte do Paraná. A presente tese concentra-se em desvendar a face urbana do universo pioneiro da fronteira do café no norte do Paraná. Especificamente, analisa o processo de formação histórica e a configuração formal de 96 cidades novas fundadas por 41 companhias imobiliárias entre 1923 e 1966. Através de uma abordagem interdisciplinar, procura evidenciar esta ímpar rede urbana considerando a dinâmica histórica que a gerou. A principal contribuição atém-se ao estudo da forma urbana dessas concepções. Sustenta-se uma reinterpretação demonstrativa de que em razão das características de sua gênese e do generalizado cuidado com específicos elementos morfológicos em somatória à observação zelosa das condicionantes do sítio singularizam-se dentro do cenário nacional e internacional desse movimento de reconfiguração territorial, ainda que compartilhem com premissas de desenho e preocupações comerciais universalmente consideradas. Para tanto, reuniu-se um conjunto inédito de fontes primárias que revelam o instante fundador dos núcleos urbanos e das empresas imobiliárias. Registra, dessa forma, o ímpeto do incipiente processo de urbanização na fronteira no norte do Paraná. / Coffee frontier new towns: urban history and morphology of towns settled by real State companies in northern Paraná State. This Thesis is about the urban face of pioneer universe of coffee frontier in northern Paraná State in Brazil. Specifically, it analyses the historical formation process and the formal configuration of 96 new towns settled by 41 real Estate companies between 1923 and 1966. Through an interdisciplinary approach it attempts to put in evidence this unique urban net considering the historical dynamic that generated it. The main contribution is the urban form study of these conceptions. It sustains a demonstrative reinterpretation of which on account of the characteristics of their origin and of the generalized care with specific morphological elements as well the zealous observation of the site restrictions they are singled out inside the national and international scenery of this movement of territorial reconfiguration, though they share with premises of drawing and commercial preoccupations universally respected. For so much, there was joined an unpublished set of primary sources that reveal the founding instant of these towns and companies. So it registers the impulse of the incipient process of urbanization in the north of Paraná State frontier.

L'étude se focalise sur une période caractéristique de la fin de l'empire ottoman alors que l'administration urbaine était sujette à un processus de transformation d'une approche "traditionnelle" à une approche "moderne". De façon similaire, cette thèse se concentre sur une zone spécifique d'Istanbul marquée par l'étalement urbain de Pera, la partie occidentale de la ville. Le développement du "Secteur Nord de Pera" reposerait en grande partie sur l'évolution de l'administration urbaine qui a progressivement été mise en place autour d'une règlementation codifiée de l'ère Tanzimat. Comment l'étude de l'étalement urbain de Pera, en grande partie inhabité au milieu du 19ième siècle, révèlerait donc la matérialisation des "idéaux urbains" de l'État ottoman disposé à construire un système moderne d'administration urbaine et ce sous l'influence des minorités étrangère et non-musulmane toujours plus actives au sein de la vie socio-économique de la ville. Dans ce cadre, cette étude se concentre sur l'émergence et le développement du "Secteur Nord de Pera", à travers une analyse morphologique, en espérant clarifier les traits caractéristiques de la modernisation urbaine ottomane à travers ce domaine d'intérêt très spécifique. / This study concentrates on a distinctive period of the late ottoman era during which the urban administration was subject to a transformation process from a "traditional" approach into a "modern" one. Similarly, this thesis focuses on a distinctive zone of Istanbul representing the urban extension of Pera, the occidental part of the city. The development of "the Northern Sector of Pera" is expected to owe much to the evolution of the urban administration which was gradually being shaped around the codified regulations of the Tanzimat era. How then the study of the urban extension of Pera, largely uninhabited by the middle of the 19th century, would reflect the materialization of the "urban ideals" of the ottoman state who was willing to construct a modern system of urban administration and who was, doing this, under the influence of foreign and non-Muslim populations which were becoming more and more active on the socio-economic life of the city. In this framework, this study focuses on the emergence and development of "the Northern Sector of Pera" through a morphological analysis by hoping to shed light on the distinctive features of the ottoman urban modernization by this very specific field of interest.
