Nesta dissertação é realizada a aplicação do método do valor agregado no monitoramento e controle da execução de obras de loteamentos urbanos residenciais. Inicialmente, foi realizada uma revisão bibliográfica sobre a aplicação do método e sobre os métodos e teorias de gestão mais usuais no controle de obras da construção civil. Como não foi identificada nenhuma bibliografia com a aplicação do método do valor agregado nesse tipo de obras, foi realizada a aplicação em trinta e quatro empreendimentos de uma empresa do setor, a fim de verificar sua efetividade no monitoramento e controle das obras. Essa aplicação foi descrita detalhadamente para possível aplicação em ferramenta de monitoramento e controle de outras obras de loteamentos urbanos residenciais, que compreende obras de infraestrutura urbana, edificações e paisagismo. Para verificação da efetividade da aplicação do método do valor agregado, foi analisado o seu resultado em relação ao custo real final das obras e realizada a comparação entre as projeções de prazo e custo obtidas com a aplicação e as projeções do método atual de monitoramento e controle da empresa. Dessa forma, verificou-se que a aplicação do método do valor agregado para projeção de custos de obras é efetiva, porém não apresenta os mesmos resultados em relação à projeção de prazo de finalização. / This dissertation performs the application of the earned value analysis (EVA) in the execution\'s monitoring and controlling of residential urban development projects. Initially, it was done a bibliographic review about the application of EVA and about the most recognized methods and theories of management and construction work\'s controlling. How it wasn\'t found bibliography about the application of the earned value analysis in this type of projects, it was applied in thirty-four projects of a company of the sector, in order to verify its effectiveness in the work\'s monitoring and controlling. This application was described in detail for future application in a monitoring and controlling\'s tool for other residential urban development works, which includes urban infrastructure works, buildings and landscaping. In order to verify the effectiveness of the method\'s application, the result was analyzed in relation of final real cost of works and a comparison was done between the projections of time and cost obtained with the application of EVA with the projections obtained with the current method of monitoring and controlling of the company under study. Therefore, it was verified that the application of the earned value analysis for the projection of construction costs is effective, but it doesn\'t show the same results about the projection of the work\'s completion period.

The Political Construction Of Urban Development Projects: The Case Of Izmir

Urban Development Projects (UDPs) have become hegemonic projects of redefining urban political priorities. The political construction of UDPs could not only be investigated through analyzing capital accumulation processes. To reveal how UDPs are politically constructed, this thesis investigates how governmental and non-governmental agents form a hegemonic block to mobilize hegemonic discursive practices and coercive-legislative mechanisms in the formation of UDPs. A Lefebvrian-inspired neo-Gramscian theoretical perspective is formulated to overcome eco nomic determinist and voluntarist agent-oriented approaches. Critical realist methodology is adopted with combining deductive and inductive strategies and qualitative and quantitative methods. In the first stage of research, the thesis critically and comparatively reviews the politics of different UDPs from different countries and then deduces initial arguments from this review. In the second stage, these arguments are reconsidered in the light of the empirical evidence of the case study. New City Center and Inciralti Tourism Center Development Projects from Izmir are investigated in the case study through critical discourse analysis, questionnaires and in-depth interviews. The case study reveals how governmental and non-governmental agents collaborate to mobilize public support and consent for UDPs. The concept of &ldquo / capacity to produce consent&rdquo / is proposed to theorize hegemonically constructed discourses, activities and relations of governmental and non-governmental a gents. However this hegemonically constructed capacity is no t the only base of political power. Legislative interventions operate as coercive mechanisms and play key roles in the implementation of UDPs. UDPs are politically constructed by the complementary relation and differential articulation of hegemonically constructed capacities and coercive-legislative mechanisms.

Megaprojects, Gentrification, and Tourism. A Systematic Review on Intertwined Phenomena

Within the neoliberal context of today’s urbanism, a growing number of inner-city megaprojects aim to transform brownfield sites—accompanied by gentrification and tourism. However, there is no systematic review exploring the interplay between these phenomena. This paper aims to systemize the existing scientific contributions by means of a literature review. Using different databases, a total number of 797 scientific documents have been identified. After several screening steps, a final set of 66 studies was included in the review. I present an analysis from a quantitative and a qualitative perspective, exploring bibliometric aspects, concepts, methods, and relevant lines of discussion. The area studied is a relatively young and emerging field. Within the discussion, there is a strong dominance of countries located in the global north, with Spain, the UK, and the U.S. at the forefront. From a methodological point of view, qualitative and mixed methods are mostly applied. The discussion of megaprojects, gentrification, and tourism has an important descriptive focus, with main topics such as planning, justice, and motivations. There are considerable conceptual deficits, as one-quarter of the studies do not clearly explain their methods. Future research needs to find ways to enable knowledge transfer to planning practice.

Optimization routes of planning and implementation in large-scale urban development projects : some learning from France for China / Conduites d’optimisation en aménagement et mise-en-œuvre dans projets de développement urbain en large échelle : des leçons françaises pour la Chine

L’idée majeure de cette thèse de Doctorat part d’un regard sur les réalités en Chine. L’objectif majeur de cette thèse est celui d’essayer d’offrir des suggestions pour les villes chinoises à partir de l’expérience française en matière d’aménagement et de mise en œuvre de projets de développement urbain à large échelle. Comprendre le contexte, le mécanisme et la politique d’aménagement urbain au sein des pays développés peut être utile pour mieux répondre aux problèmes dans notre pays et, ainsi, à mieux construire les villes en Chine.D’abord, la dissertation fait une définition sur les concepts de base, le contenu et la structure de travail des projets de développement urbain à large échelle.L’origine des problèmes et les difficultés trouvées dans ce type d’opération seront alors débattues. Ancrée sur une étude empirique, la dissertation analyse quelques projets de développement urbain à large échelle en référence.Dans les sociétés modernes, les aménageurs doivent considérer plusieurs indicateurs d’incertitude dans le développement urbain. Ils doivent également être opérationnels en ce qui concerne la régulation de l’espace et coordonner les enjeux d’intérêt propres au développement urbain à large échelle. La thèse repère un cadre théorique de base selon ces trois aspects et travaille sur les moyens que les projets de développement urbain à large échelle en France mènent vis-à-vis de tous ces enjeux. Au travers de trois conduites qui sont la reforme du zoning et les droits du sol, une régulation plus stricte de l’espace urbain et une nette amélioration du cadre de coordination, l’aménagement et la mise en œuvre de ce type d’opération en France ont été optimisés. Au travers de réformes, de quelques modifications et améliorations, plusieurs projets français ont bien réussi à aboutir aux objectifs du plan. Les conséquences sociales, économiques et environnementales ont été également bien cadrées. Les Plans Locaux d’Urbanisme (PLU) ont été étudiés pour la reforme de la politique d’usage des sols. Le cahier des charges et le rôle de l'architecte Coordinateur ont été analysés pour la régulation des espaces urbains. Les ZAC, les SEM (Société d’Economie Mixte) et la participation institutionnelle ont été étudiées en terme de coordination d’institution. En partant d’une étude comparative entre la situation en Chine et l’expérience réussie en France, des suggestions ont été proposées pour optimiser les projets de développement urbain de large échelle en Chine. Les trois conduites d’optimisation sont bien connectées, ce qui signifie qu’ils ont une influence directe sur la construction urbaine. Une conduite isolée ne peut pas résoudre les défis. Ainsi, la dissertation suggère un ensemble de conduites d’optimisation pour les grands projets de développement urbain en Chine. La réforme de l’aménagement urbain et la mise-en-place institutionnelle devraient perfectionner les plans d’usage des sols, la régulation de l’espace urbain et les mécanismes de coordination dans son ensemble. L’aménagement urbain et le système de management devraient être orientés vers un perfectionnement intégré. / The main ideas of this thesis come from realities in China. The main objective ofthis thesis is trying to offer some suggestions for cities in China by learning fromFrance, on the topic of planning and implementation of large-scale urbandevelopment projects. Understanding the background, mechanism and policy ofurban planning in developed countries may help to cope with problems in ourcountry and then to better construct Chinese cities. Firstly, the dissertation defines the basic concepts, contents and framework of large-scale urban development projects. The origin of problems and difficulties in large-scale urban development projects is then discussed. Based on empirical study, the dissertation analyzes some typical large-scale urban development projects in France and then evaluates them. In modern society, planners should consider many uncertain indicators in urban development. They should also be effective in regulation of space and coordinate conflict of interests in large-scale urban development. The dissertation raises a basic theoritical framework in those three aspects and explores how French largescale urban development projects cope with these challenges. By three optimizing routes which are reforming of land-use planning, strengthen regulation of urban space and improvement of coordination mechanism, the planning and implementation of large-scale urban development project in France have been optimized. By continuous reforming, adjustment and improvement, many French large-scale urban development projects successfully finished the planning objectives. The social, economic and environment effects have also been well embodied.PLU (Plans Locaux d’Urbanisme) has been studied for the reform of land-use planning. Le "cahier des charges "and the role of the "Architect Coordinateur" have been analyzed for the regulation of urban space. ZAC (Zone d’Aménagement Concerte), SEM (Société d’Ecoonomie Mixte) and public participation institution have been studied in aspect of coordination institution. Based on comparativestudy of situation in China and successful experience in France, suggestionshave been made for optimizing Chinese large-scale urban development projects.The three optimizing routes are connected tightly, which means they influencethe course of urban construction together. Isolated route could not solve theproblems. Therefore, the dissertation suggests an ensemble optimizing route inChinese large-scale urban development projects. The reform of urban planningand implementation institution should improve land-use planning, regulation ofurban space and coordination mechanism all together. The urban planning andmanagement system should be in a direction of integrative improvement.

La réception des modèles urbains dans la pratique urbanistique : une entrée par les références en situation de conception / The uses of urban models in working practices : a focus on references in urban design situations

Depuis une vingtaine d’années, les discours promotionnels en urbanisme attribuent à un nombre croissant de lieux et de processus le statut de modèles à suivre ou de bonnes pratiques. Cette thèse vise à comprendre comment les acteurs opérationnels réceptionnent et utilisent ces modèles lorsqu’ils conçoivent d’autres projets urbains. L’approche construite vise à suivre les acteurs au plus près de leurs pratiques opérationnelles. Pour ce faire, la notion de « modèle » est mise de côté le temps de l’analyse pour lui préférer celle de « référence » dont la définition prend une dimension méthodologique. Une référence est la représentation d’un objet utilisée dans une situation autre que celle dans laquelle il a été élaboré. Tout objet (idée, image, ou texte) peut devenir une référence, mais il ne le devient qu’à partir du moment où sa représentation est citée dans une autre situation. La notion de référence est étudiée dans le cadre de situations de conception, les moments au cours desquels les acteurs réfléchissent, discutent, se projettent seuls ou à plusieurs, et prennent des décisions pour la transformation des usages d’un espace. Deux méthodes sont utilisées. Une méthode par entretiens semi-directifs auprès de 30 acteurs opérationnels d’origines variées vise à comprendre la façon dont ces derniers se représentent leurs usages des références. Une méthode d’observation circonscrite de quatre situations de conception au cours desquelles les acteurs sont en train d’élaborer des plans directeurs permet de suivre les usages des références dans des projets en train d’être conçus. Les observations et entretiens réalisés en France et dans l’Oregon aux États-Unis, se complètent et se rejoignent, permettent de découvrir des constantes concernant les usages de références et de redéfinir la notion. Les références sont, au sein d’une grande diversité, urbaines, ancrées et locales. Elles sont utilisées à des fins multiples, aussi bien pour communiquer dans un groupe et y négocier sa place, que pour la forme d’un plan directeur, pour lire un contexte, et pour évaluer des propositions de transformation d’un espace. Cette approche permet d’obtenir une lecture fine de l’usage des références en situation de conception, lecture importante pour le débat actuel de la fabrique de la ville concernant les modèles urbains. En situation, il n’y a pas un modèle mais une multitude de références qui sont citées, mentionnées, analysées ; et chaque plan est le résultat d’un travail articulant le contexte et ces objets cités, des projets, des espaces existants, des formes et objets génériques, et des théories / Over the last twenty years, promotional discourse on urban development has been assigning the labels of “best practice” or “model to follow” to an increasing number of specific sites and processes. My thesis explores how these models are received and used by urban developers and other relevant actors. My approach aims at following actors as closely as possible with regard to their working practices. To do so, the notion of “model” is put aside and favored over by the notion of “reference”, whose definition is methodologically based. A reference is the representation of an object (idea, image, text) that is cited within a design situation other than the one it was initially conceived in. Any object can become a reference, but it only becomes a reference when its representation is cited in another design situation. The notion of reference is studied during multiple stages of urban design: from conception to moments during which actors think, talk and plan alone or collectively, to decision-making about the transformation of spatial uses. Two methods were used. First, I carried out semi-structured interviews with 30 actors with the aim of understanding how actors perceive their use of references. Second, I observed and analyzed four specific situations during which actors were designing urban masterplans in order to understand the use of references in the design process.Both methods were applied in France and in the USA (Oregon) and converged in their results, leading to a more precise understanding of the notion of reference. References are mainly urban, anchored within a territory and local. They have many purposes, from communicating and negotiating within a group, to making design decisions, as well as reading an urban context and evaluating design propositions. The present analysis of how references are used is particularly useful for the current debate in urban studies concerning policy and the mobility of ideas. In the design process, there is not one model but a multitude of urban objects that are cited, analyzed and described. Each masterplan is the result of a coordination between an actual context and these cited objects, projects, existing spaces, generic objects and forms, and theories

Det blir allt vanligare att offentliga och privata aktörer samverkar för att bedriva stadsutvecklingsprojekt, inte minst för att främja en hållbar utveckling. Den sociala dimensionen av hållbarhetsbegreppet har på senare tid fått större utrymme i stadsplaneringen där samverkan ses som en viktig beståndsdel för att skapa socialt hållbara områden. Detta examensarbete avser att närmare undersöka hur offentliga och privata aktörer samverkar i stadsutvecklingsprojekt för att främja social hållbarhet. Syftet med studien är att bidra med kunskap om möjligheter och utmaningar med samverkan i arbetet för en socialt hållbar stadsutveckling. Detta undersöks genom en fallstudie av projektet Odde i stadsdelen Kista i Stockholm, där planläggning av cirka 2000 bostäder pågår. Odde är ett pilotprojekt för social hållbarhet där detaljplaneprocessen sker i samverkan mellan markägaren Stockholms stad och byggherren Skanska och Areim. De frågor studien avser att besvara är: hur fungerar det praktiska arbetet med social hållbarhet i en samverkansprocess? samt; vilka möjligheter och utmaningar kan identifieras för samverkan mellan offentliga och privata aktörer kring social hållbarhet inom stadsplaneringen? Det empiriska materialet bygger på intervjuer med involverade i projektet samt studier av projektets arbetsmaterial. Studiens resultat tyder på att det anses givande men utmanande att arbeta med social hållbarhet i en samverkansprocess. Det finns en stor vilja att främja social hållbarhet både hos staden och byggherren i Oddeprojektet. Upplevelsen är att samverkan kan skapa det helhetsgrepp som social hållbarhet kräver. Det kan däremot vara tidskrävande att nå en gemensam syn gällande hur samverkan kring social hållbarhet ska gå till i praktiken. Undersökningen visar att detta kan härledas till att social hållbarhet är ett abstrakt och svårmätbart begrepp, vilket försvårar en tydlig uppdelning av ansvarsområden för att realisera åtgärderna. I Oddeprojektets arbete med social hållbarhet har ett antal centrala teman identifierats, vilka är; social hållbarhet som process, social hållbarhet som mål samt förståelsen av social hållbarhet. I studien argumenteras för att dessa komponenter har skapat förutsättningar för att finna samverkansformer för social hållbarhet i planprocessen. I fallstudien kan urskiljas en stor potential för samverkan kring social hållbarhet. / It is becoming increasingly common for public and private actors to collaborate in urban development projects to promote sustainable development. The social dimension of the concept of sustainability has recently gained greater acknowledgement in urban planning, where collaboration is seen as an important element in creating socially sustainable areas. This degree project intends to investigate how public and private actors collaborate in urban development projects to promote social sustainability. The purpose of the study is to provide with knowledge about opportunities and challenges with collaboration in the work of creating a socially sustainable urban development. This is investigated in a case study of the ongoing planning process of the project Odde. The plan is to construct approximately 2000 dwellings in the district of Kista, Stockholm. Odde is a pilot project for social sustainability where the City of Stockholm and the developer Skanska and Areim, are collaborating in the process of developing a detailed development plan for the area. The study intends to explore the following research questions: how do actors work with social sustainability in a collaborative process? and; what opportunities and challenges can be identified for collaboration between public and private actors in the work of creating a socially sustainable urban development? The empirical material is based on interviews with actors involved in the project as well as studies of working material from the project Odde. The results of the study indicate that working with social sustainability in a collaborative process is considered rewarding but challenging. The two main actors desire to promote social sustainability, and experience that collaboration can assist achieving the holistic approach needed for social sustainability. However, it may be a time-consuming process to reach a shared view of how to collaborate in practice for social sustainability. The study shows that this can be explained by the fact that social sustainability is an abstract concept, and thus difficult to measure. This complicates the division of responsibilities needed to realize the suggested measures. Three themes has been identified in the Odde project that have proven to be important components in creating favourable conditions for finding a collaborative planning process around social sustainability. These are; social sustainability as a process, social sustainability as a goal and finally a common understanding of social sustainability. A great potential can be distinguished in public and private collaboration to promote social sustainability in urban developments.
