Mountain climbing is a leisure activity being performed mainly in a natural environment. In our country can be found preponderance of convenient places for doing this kind of sport in the Specially Protected Areas. The basic legal regulation governing the performance of climbing in the Czech republic is the Act of Nature and Landscape Protection. This paper investigates opinions of Administration of Protected landscape Areas employees on climbers and on mountain climbing generally. It also investigates possible effects of mountain climbing according to the view of particular employees. For this investigation I have chosen a qualitative strategy of sociological research.

The goal of this thesis is to examine the term of public interest within the framework of the 'shale gas' issue in the Czech Republic. The theoretical section is divided into two basic parts. The first part defines the term public interest from the point of view of political science, sociology and economy. The second one describes the issue of shale gas extraction in global context. The examination is focused on the context of administrative procedures defining the prospecting exploration area of unconventional hydrocarbon resources in the Trutnov region and around the Berounka River The intention of private companies to extract shale gas in the Czech Republic caused a big discussion. In its core there is the dispute between the economic development of the country connected with energy security on one hand and the environment protection on the other. Within this debate the term public interest appears in many different contexts. The way it is used by the people involved and their interests are described through interviews with them and analysis of the gained material.

This master degree thesis is focused on the rights and obligations of agricultural land owner from the perspective of right. Land belongs to most important sources of planet. Human being cannot alive and exist without agricultural land and cultivation of agricultural land helped to developed modern human civilization. Soil has been threatened on area and as well as quality especially by human, therefore is needed effective legal regulation with a balanced respect for property rights and the public interest in protecting of agriculture land and the environment. The main goal of thesis should be critically analyze on legislation (especially Laws, but also Government Regulations and Notices), regulating the ownerships of agricultural land. After general part of thesis, analyzing ownerships in general follows the interpretation of the ownership of land parcels, supplemented by the system and the development of land registration. The main part of thesis consists of a chapter entitled the rights and obligations of agriculture land owner, which is divided into modes of protection of agricultural land (in terms of area and quality), protection of larger area under Act on the protection of nature and landscape and other laws. Protection of environment and ownership The diploma thesis deals with relationship between protection of environment and ownership in legal system of Czech Republic. The thesis is based on complex approach to this matter and tries to cover all aspects of this relationship. Because typical for the relationship between protection of environment and ownership is a mutual collision, the thesis focuses on expressions of the collision in Czech legislation, among them various types of restrictions of the ownership in favour of protection of environment prevail. The diploma thesis analyses restrictions of ownership in the area of protection of wood, nature and landscape, agricultural land and water. In the Czech Republic, the conception of fundamental rights and the conditions for their limitations are the result of a specific interpretation of the Charter of Fundamental Rights and Freedoms by the Constitutional Court, which in turn reflects its own views on constitutional theory. Despite being presented almost dogmatically, the confrontation with foreign literature suggests that the so-called external theory of the Constitutional Court finds strong opponent in the so-called internal theory. Internal theory sheds doubts on such hallmarks of the Court's doctrine like the wide conception of fundamental rights, the principle of proportionality or the very existence of conflicts of constitutional values. In this thesis, it is argued that although the internal theory cannot substitute for the external theory at the moment, it represents an opportunity for the Constitutional Court to reassess its current position in order for it to better depict the aims of the constitution-maker, to respect the policies of the legislator and - above all - to take fundamental rights seriously. La thèse examine les tentatives de professionnalisation et d’institutionnalisation du lobbying en Pologne et en République tchèque du début des années 1990 à 2016, en utilisant le cadre théorique de la sociologie des professions, de la sociologie de l’action publique et l’analyse interprétative des politiques publiques. Tout d’abord, sur la base d’une analyse statistique des trajectoires professionnelles de quatre-vingts lobbyistes consultants polonais et tchèques, elle présente leur typologie commune aux deux pays et montre comment sont liés les efforts de reconnaissance et d’amélioration de leur statut professionnel à leur poursuite de la légitimité politique. Ensuite, elle s’attache à montrer comment le lobbying a été construit comme un problème politique, analysant l’évolution de l’usage de ce terme dans la presse, les scandales politiques emblématiques liés au lobbying, ainsi que les débats parlementaires et débats d’experts. En analysant la mise sur agenda du lobbying comme problème, la thèse accorde une attention particulière au rôle des acteurs transnationaux dans ce processus. Enfin, les processus de régulation du lobbying sont analysés comme des arènes où la frontière symbolique entre les sphères publique et privée est négociée et redéfinie. / The dissertation examines attempts to professionalize and institutionalize lobbying in Poland and the Czech Republic from the beginning of the 1990s to 2016, using the theoretical framework of the sociology of professions, the sociology of public policy-making and interpretive policy analysis. First, on the basis of a statistical analysis of the professional paths of eighty Polish and Czech commercial lobbyists, it presents their common typology for both countries and shows how efforts to gain recognition and enhance their professional status, i.e. efforts to professionalize lobbying, are linked to their pursuit of political legitimacy. Then it analyses the construction of lobbying as a policy problem, analysing the evolution of its use in the press, emblematic political scandals related to lobbying, as well as debates in parliamentary and policy expert fora. It then explores the conditions under which lobbying in both countries was constructed as a problem and set on the agenda. In doing so, the dissertation pays particular attention to the role of transnational actors in this process. Finally, lobbying regulation processes are analysed as arenas where the symbolic boundary between the public and private spheres is negotiated and redefined. / Práce zkoumá pokusy o profesionalizaci a institucionalizaci lobbingu v Polsku a v České republice od začátku 90.-tých let 20. století do roku 2016, z hlediska sociologie profesí, sociologie tvorby veřejných politik a také jejich interpretativní analýzy. Nejdříve na základě analýzy profesních drah osmdesáti polských a českých lobbistů předkládá společnou typologii lobbistů konzultantů pro obě země a ukazuje, jak snahy o získání uznání a zlepšení profesního statusu, tedy snahy o profesionalizaci lobbingu, souvisejí se snahou o získání politické legitimity. Pak uchopuje lobbing jako specifický způsob politizace polické aktivity soukromých aktérů. Ukazuje, za jakých podmínek byl lobbing v obou zemích coby problém konstruován a nastolen na agendu, jakou roli v této politizaci sehrály mezinárodní organizace a externí aktéři, a konečně, jakým způsobem tyto pokusy o regulaci lobbingu participují na redefinici symbolické hranice mezi veřejnou a soukromou sférou.

Land Government in Bohemia in Relation to the Public between 1900-1908 Abstract At the beginning of the 20th century, the term Czech Kingdom referred to one of the crown lands forming the "West half" of the Habsburg monarchy, called Cisleithania. The Czech Kin- gdom was a public corporation which participated in implementing public administration. Its activities included mainly administrative tasks and to a limited extent also tasks related to exercising state power. The Czech Kingdom as a public body managed in the early years of the 20th century a very complex public agenda ranging from supervision and regulation of the subordinate self-governance bodies, significant activities related to public construction work, tasks related to education on the national level to tasks from the field of culture. Agricultural issues and tasks related to small scale business were of great importance. In 1890s, coalition of conservative nobility and Czech citizenship policy won a majority of parliamentary seats in the representative assembly of the Czech Kingdom. Public law contracts can be defined as bilateral or multilateral legal operations, which establish, change or repeal rights or duties in the area of public law. I tried to give a complete point of view on them, including their history, the actual legal regulation and I also tried to present the single types of public law contracts. Public law contract is one of the forms of public service. It is an institute, which was already commented by legal theorists in the period of Austria-Hungary and also in the beginning of 20th century. The importance of this institute was shaded during the Second World War and during the period of communism. The democracy and then the general legal regulation in form of the normative act No. 500/2004 called the Rules of Administrative Procedure give the institute importance again. Public law contracts can be considered as instruments, which help to involve private entities in the sphere of public services. This diploma thesis deals with the large water dams realization and their impact on the adjacent region and its development. The aim of thesis is to identify the most important effects associated with the construction of dams and analyze them. The theoretical part defines basic terms, categories of dams and the impacts of their construction, included the planning proces too. The problem is practically solved on the example of the Orlik Dam. The methods that has been used on this topic were literature review, data and available resources analysis and also there were used microhistorical approach. It can be assumed that dams have great impact on the surrounding environment, but the volume of the impact is always determined by many factors. Due to the amount of planned infrastructure projects is needed to pay extra attention for consequences of their realization considerable.
