Factors influencing tax evasion

Taxation and tax evasion is an observable fact that occurs in all societies. In South Africa, tax evasion is one of the most sinister forms of crime and millions of rands are sidetracked by tax criminals. Studies from various countries indicate that it is not unusual for about half of the possible tax revenues to remain uncollected. Tax evasion is not something that is restricted to poor third world countries, it is a global phenomenon that has been there from the time tax was invented and will in all likelihood be with us until the end of time. Tax evasion is an intricate and overall hidden behaviour, but it has significant social and economic consequences. Taking this into consideration almost anything could influence the taxpayer’s decision to evade tax or not. The decision to comply with tax laws or to evade tax depends on various internal and external factors with regard to the taxpayer and this may differ from person to person. This study discusses the various factors influencing the taxpayer’s decision to comply with tax legislation, and whether these factors differ or correlate in developed and developing countries. Firstly, the factors influencing tax evasion in the United States of America and Switzerland were determined, after which the factors influencing tax evasion in South Africa and Brazil were determined. Secondly, the factors in the developed countries were compared to those in developing countries. Lastly these comparisons were analysed and they determined whether there were any major differences between the factors influencing tax evasion in developed and developing countries. AFRIKAANS : Belasting en belastingontduiking is ‘n waarneembare feit wat in alle samelewings voorkom. Belastingontduiking is een van die mees ernstige vorme van misdaad in Suid-Afrika en miljoene rande word deur belastingontduikers gesteel. Studies vanuit verskillende lande dui daarop dat dit nie ongewoon is dat omtrent die helfte van die moontlike belasting- inkomste nie ingevorder word nie. Belastingontduiking is nie beperk tot arm derdewêreldlande nie, dit is 'n wêreldwye verskynsel, en was daar van die tyd dat belasting uitgevind is en sal in alle waarskynlikheid met ons wees tot aan die einde van tyd. Belastingontduiking is 'n ingewikkelde en grootliks verborge gedrag, maar dit het belangrike sosiale en ekonomiese gevolge. Met dit ingedagte kan byna enigiets die belastingbetaler se besluit beïnvloed om belasting te ontduik of nie. Die besluit om aan belastingwetgewing te voldoen of om belasting te ontduik hang af van verskeie interne en eksterne faktore met betrekking tot die belastingbetaler en verskil waarskynlik van persoon tot persoon. Hierdie studie bespreek die verskillende faktore wat die belastingbetaler se besluit om aan belastingwetgewing te voldoen beïnvloed, en of hierdie faktore verskil of korreleer tussen ontwikkelde en ontwikkelende lande. Eerstens was die doel van die studie om die faktore wat belastingontduiking in die Verenigde State van Amerika en Switserland beïnvloed te bepaal, gevolg deur die bepaling van die faktore wat belastingontduiking in Suid-Afrika en Brasilië beïnvloed. Tweedens is die faktore in ontwikkelde lande met dié in ontwikkelende lande vergelyk. Statistics show a significant increase in women entering the labour market and although demographics are changing rapidly, social attitudes and policies may lag behind, and the concept of mothers as principal caretakers and fathers as economic providers remains very much in place. The profound and sometimes contradictory convictions of individual members about working mothers and their children paralleled those of countless others and professional people where matched only by the equally profound lack of facts on which these convictions might be based. The objective of the study is to measure the perceived character traits of teenage children in terms of self confidence, locus of control, independence, time management and ambition. The questions were measured within two different scenarios: the first, within households where both parents are employed, and the second, within households where only the father is employed. The aim of the study is to determine if there is any correlation between maternal employment and the presence or lack of presence of the specified character traits. The empirical study was conducted using the quantitative research method with a non–probability sample. The data collection method used for the purpose of this study was in the form of questionnaires, based on the Likert scale. The content validity of the questionnaire was evaluated by a subject matter expert, while the face validity was determined by the Statistical Consultation Services of the North West University. Analysis of completed questionnaires involved descriptive statistics and practical significance. The target population, high school teachers within the North West and Gauteng Province, consisted of 70 participants. Based on the findings emanating from the research, there were no noticeable difference found between teenagers within households where both parents are employed and households where only the father is employed, although the results indicated a tendency for children within households where both parents are employed to be slightly more self confident, lean more towards an internal lotus of control, have higher ambition and are less dependent than those teenagers from households where only the father is employed. These findings, although not noticeable, agree with the literature. There were limitations that had an impact on the results of this study. The limited population resulted in a small sample. The sample indicated that 41 percent have five years or less experience. Participants indicated that they are not always aware of the household dynamics. Additional limitations include the strict ethical roadblocks when conducting research on children. It was recommended that a more comprehensive study should follow, which should include the participation of mothers and teenagers alike. Die tonale aspekte in die toonreekse van Dallapiccola se seriele komposisies (Afrikaans)

The technique of twelve-tone serialism was developed by Schoenberg to give structure to atonal compositions. The writer was interested in the fact that Dallapiccola’s twelve-tone compositions, as with Berg’s, were easier received by the general public than the works of other serial composers of the time. The reason being that his twelve-tone rows contain tonal elements. The boundaries of the field of study were determined in chapter 1. Terminology and problems encountered with the study were also discussed. To be able to analyse the tonal aspects of Dallapiccola’s rows, the basic outlines of tonality were clearly defined in chapter 2. It was found that tonal suggestions could be achieved by means of using: * tones that form part of a diatonic scale, * explicit triads, * implicit triads, * scale constructions and * tones that outline the tonic. The different types of twelve-tone rows were discussed and illustrated by means of music examples in chapter 3. A list of published works as well as a short discussion of each composition followed in chapter 4. Mention was made whether a work was tonal, atonal or a twelve-tone composition and Dallapiccola’s use of serial procedures in each composition was discussed. Chapter 5 showed where and how the above criteria were used in his rows. The study thus provides evidence that Dallapiccola had tonal references in mind when planning the rows and that tonal suggestions are common in his works. The twelve-tone rows often employ three, four or five of the criteria of implied tonality in a composition. Of the five criteria, tones that form part of a diatonic scale was used the most. This was discussed with all the rows, except Il prigioniero (row of hope) and Cinque frammenti di Saffo’s first and second tone rows. Dallapiccola used tones to outline the tonic in thirty one twelve-tone rows. Implicit triads were used in all but six works. Scale constructions appeared in nineteen works and Dallapiccola’s love for using a few chromatic notes or three consecutive notes of the implied major scale became apparent. Explicit triads only appeared in thirteen compositions. In the other rows, Dallapiccola created a tonal sense by means of other criteria or had a more chromatic approach. Dallapiccola thus used tonal references in the tone rows of his serial compositions and showed that twelve-tone tonality could be used to create a lyrical idiom. In this way the people that were trained in the tonal school could also appreciate twelve-tone compositions. Situation analysis of perceptions on comprehensiveness of rape prevention interventions by implementing agencies in Addis Ababa

Abstract in English, Xhosa and Afrikaans / The victimization of women and children represents one of the public health problems deserving urgent attention in Ethiopia, making the prevention of rape in all its forms a matter of vital importance. The purpose of the study was mainly to describe the extent of rape prevention interventions in Addis Ababa and examine efforts to assist rape survivors based on the perceptions of professionals working for organizations operating in this context. The study had a further purpose of identifying difficulties faced by government institutions and making suitable recommendations for the improvement of rape prevention interventions and programs in the future. A qualitative descriptive research approach was adopted mainly involving in-depth interviews for primary data collection. The study involved 14 research participants purposively selected from five government institutions. The study findings indicated Gandhi Memorial Hospital to be the only institution in Ethiopia implementing an integrated rape prevention intervention. Efforts were directed largely at secondary prevention, with little attention being paid to primary prevention. A theoretical framework for constructive interpersonal leadership relations in knowledge-based organisations

Text in English with abstracts in English, Afrikaans and Venda / In this qualitative study, the research objective was to present a theoretical framework for the phenomenon of interpersonal leadership relations (denoting both the dyadic relationship between two leader/followers and the leadership communication taking place in the dyad) in knowledge-based organisational contexts. It is posited that the interpersonal leader-follower dyad (LFD) may be viewed from a systems theory perspective as a system consisting of two system parts (individuals). These individuals are labelled ‘leader/followers’ to emphasise their mutual interdependence, and to indicate that these roles may be interchangeable, based on the knowledge needs in a particular situation (in line with the tenets of shared leadership). The dyadic system is influenced by its environment, the organisational context. However, the primary focus of this study is on interpersonal leadership communication as symbolic interaction between the leader/followers in the LFD. These three systemic levels are represented as major themes in the model resulting from this study: Theme 1 – an organisational environment that supports constructive interpersonal leadership relations (ILR); Theme 2 – symbolic interaction in the LFD; and Theme 3 – personal attributes that enhance ILR. The data were collected from two convenience samples. In-depth, semi-structured interviews were conducted with participants in Sample 1, while questionnaires were used to collect data from Sample 2. In both cases, thematic analysis was used to analyse and interpret the data. The major contribution of the study is the resulting theoretical framework of ILR, which comprises a theoretically based definition of ILR; a generic model of ILR; and current guidelines for fostering constructive ILR in knowledge-based contexts, with reference to the three systemic levels. The following definition was phrased based on the study: Constructive interpersonal leadership relations (ILR) in a knowledge-based organisational context is a dyadic process of symbolic communication between two expert leader/followers who mutually influence each other and share meaning to strengthen their relationship and to collaboratively transfer and apply knowledge to achieve organisational goals. In terms of the environment, it was found that organisational leaders should actively model and promote the following: a collaborative leadership concept, workplace spirituality, cultural inclusivity, and adaptation to advancing communication technologies. Regarding symbolic interaction in the LFD, the following communication practices were found to be central to constructive ILR: active listening, supporting followers as unique individuals, respectful communication, considering followers’ input, facilitating constructive redefinition of the other leader/follower’s self, role-taking (taking the perspective of the other leader/follower’s role), awareness of attribution, conflict management through non-threatening, respectful and preferably face-to-face discussion, facilitating a sense of meaning or purpose at work for the other leader/follower, and fostering constructive relationship properties such as trust. It was found that ILR may produce system outputs into the organisation that contribute to the organisational culture and climate, job performance, employee morale and engagement, and staff retention. Personal attributes were organised into personal values and competencies that support ILR. The most important personal values were identified as honesty, love or supportiveness, respect, relationships or engagement, trust, and professional excellence. Essential competencies were identified as listening skills, emotional communication competencies (particularly self-awareness, self-reflection and attending to others’ emotions), engagement skills, conflict management skills, and multicultural competency (including generational skills). / In hierdie kwalitatiewe studie word ’n teoretiese raamwerk voorgelê vir die verskynsel ‘interpersoonlike leierskapsverhoudings‘ (verwysende na beide die diadiese verhouding tussen twee leier/volgelinge en die leierskapskommunikasie wat in die diade plaasvind) in kennisgebaseerde organisatoriese kontekste. Die uitgangspunt is dat die interpersoonlike leier-volgeling-diade (LVD) vanuit ‘n sisteemteoretiese perspektief beskou kan word as ‘n sisteem wat uit twee sisteemdele (individue) bestaan. Hierdie individue word ‘leier/volgelinge‘ genoem om hulle wedersydse interafhanklikheid te beklemtoon; en om aan te toon dat hierdie rolle uitruilbaar mag wees, afhangende van die kennisbehoeftes in ’n gegewe situasie (met verwysing na die teorie van gedeelde leierskap). As ’n sisteem word die LVD ook deur die omringende omgewing of organisatoriese konteks beïnvloed. Die teoretiese raamwerk van ILV bestaan uit die volgende: ’n teoreties gefundeerde definisie van ILV; ’n generiese model van ILV; en ’n raamwerk van huidige riglyne vir die kweek van konstruktiewe ILV in kennisgebaseerde kontekste, met verwysing na die drie sistemiese vlakke van omgewing, diade en individuele leier/volgelinge. Die volgende definisie is op grond van die navorsingsresultate geformuleer: Konstruktiewe interpersoonlike leierskapsverhoudings (ILV) in ’n kennisgebaseerde organisatoriese konteks is ’n diadiese proses van simboliese kommunikasie tussen twee kundige leier/volgelinge wat mekaar wedersyds beïnvloed en betekenis deel om hulle verhouding te versterk en kennis samewerkend oor te dra en aan te wend om organisatoriese doelwitte te bereik. Met verwysing na simboliese interaksie in die LVD is die volgende praktyke bevind as sentraal tot konstruktiewe ILV: aktiewe luistergedrag, die ondersteuning van volgelinge as unieke individue, respekvolle kommunikasie, die inagneming van volgelinge se insette, die fasilitering van die konstruktiewe herdefiniëring van die ander leier/volgeling se self, rol-inneming (die inneem van die rolperspektief van die ander leier/volgeling), bewustheid van attribusie, die bestuur van konflik deur nie-bedreigende, respekvolle en – waar moontlik – aangesig-tot-aangesig bespreking, die fasilitering van ’n sin van doel of betekenis by die werk vir die ander leier/volgeling, en die kweek van konstruktiewe verhoudingseienskappe (vertroue, uitruilbare leier/volgeling-rolle en wedersydse invloed is geïdentifiseer as belangrik). Dit is ook bevind dat ILV sisteemuitsette in die organisasie mag genereer wat bydra tot die organisatoriese kultuur en klimaat, werkprestasie, werknemers se moreel en betrokkenheid, en personeelbehoud. Persoonlike eienskappe is verdeel in waardes en vaardighede wat ILV ondersteun. Die belangrikste waardes is geïdentifiseer as eerlikheid, liefde, respek, verhoudings, vertroue, en professionele uitnemendheid. Summaries in English and Afrikaans / Text in English / A modem "disease", stress is a universal and eternal problem in the pedagogic situation, where the child becomes an aduh, under adult supervision. Stress - a feeling of pressure or strain - is a problem for contemporary South African children, who automatically respond to stressors (causes of stress), in the same way as children of the past, since human beings have not changed psychobiologically over the millennia. Our bodies and minds should return to a calm state, after our initial stress reaction, but we often remain under stress, which results in emotional/ physical symptoms of distress. Yet history has shown that children can be helped to handle stress, making it a stimulus for growth. Although past societies were not directly conscious of the concept of stress, they taught coping mechanisms to their children. Some of these are generally valid, and provide us with solutions to the problem of stress in the pedagogic situation. / Die modeme "siekte", stres, is eintlik 'n universele en altyddurende probleem in die pedagogiese situasie - die· situasie waar die kind besig is om onder volwasse begeleiding 'n volwassene te word. Stres - 'n gevoel van druk en oorspanning - is 'n probleem vir hedendaagse Suid-Afrikaanse kinders wat maar, net soos die kinders in die verlede, outomaties reageer op "stressors" (faktore wat stres veroorsaak). Die afgelope millenniums het immers bewys dat die mens nie psigobiologies verander het nie. Ons liggaam en gees behoort mstig te word na 'n aanvanklike stres reaksie. Die probleem is dat ons meestal onder stres bly leef met emosionele/ psigiese simptome van angs as die resultaat daarvan. Tog het die geskiedenis bewys dat kinders gehe]p kan word om stres te hanteer en dit eerder as 'n stimulus vir ontwikkeling te benut. Ten spyte van die feit dat samelewings in die verlede nie so bewus was van die konsep van stres nie, het hulle tog sekere tegnieke aan hulle kinders oorgedra om hulle te he]p om hulle stres te hanteer.
