The presence and impacts of dryland salinity are increasingly become evident in the semi-arid
Western Cape. This may have serious consequences for a region which has already been
classified as water scarce. This dissertation is a first attempt at providing a methodology for
regulating the hydrosalinity dynamics in a catchment affected by dryland salinity, i.e. the
Sandspruit catchment, through the use of a distributed hydrological model. It documents the
entire hydrological modelling process, i.e. the progression from data collection to model
application. A review of previous work has revealed that salinisation is a result of land use
change from perennial indigenous deep rooted vegetation to annual shallow rooted cropping
systems. This has altered the water and salinity dynamics in the catchment resulting in the
mobilisation of stored salts and subsequently the salinisation of land and water resources. The
identification of dryland salinity mitigation measures requires thorough knowledge of the water
and salinity dynamics of the study area. A detailed water balance and conceptual flow model was
calculated and developed for the Sandspruit catchment. The annual streamflow and precipitation
ranged between 0.026 mm a-1 - 75.401 mm a-1 and 351 and 655 mm a-1 (averaging at 473 mm a-
1), respectively. Evapotranspiration was found to be the dominant component of the water
balance, as it comprises, on average, 94% of precipitation. Streamflow is interpreted to be driven
by quickflow, i.e. overland flow and interflow, with minimal contribution from groundwater.
Quantification of the catchment scale salinity fluxes indicated the Sandspruit catchment is in a
state of salt depletion, i.e. salt output exceeds salt input. The total salt input to and output from
the Sandspruit catchment ranged between 2 261 - 3 684 t Catchment-1 and 12 671 t a-1 - 21 409 t
a-1, respectively. Knowledge of the spatial distribution of salt storage is essential for identifying
target areas to implement mitigation measures. A correlation between the salinity of sediment
samples collected during borehole drilling and the groundwater EC (r2 = 0.75) allowed for the
point data of salt storage to be interpolated. Interpolated salt storage ranged between 3 t ha-1 and
674 t ha-1, exhibiting generally increasing storage with decreasing ground elevation. The
quantified water and salinity fluxes formed the basis for the application of the JAMS/J2000-NaCl
hydrological model in the Sandspruit catchment. The model was able to adequately simulate the
hydrology of the catchment, exhibiting a daily Nash-Sutcliffe Efficiency of 0.61. The simulated
and observed salt outputs exhibited discrepancies at daily scale but were comparable at an annual
scale. Recharge control, through the introduction of deep rooted perennial species, has been
identified as the dominant measure to mitigate the impacts of dryland salinity. The effect of various land use change scenarios on the catchment hydrosalinity balance was evaluated with the
JAMS/J2000-NaCl model. The simulated hydrosalinity balance exhibited sensitivity to land use
change, with rooting depth being the main factor, and the spatial distribution of vegetation. Revegetation
with Mixed forests, Evergreen forests and Range Brush were most effective in
reducing salt leaching, when the “salinity hotspots” were targeted for re-vegetation (Scenario 3).
This re-vegetation strategy resulted in an almost 50% reduction in catchment salt output. Overall,
the results of the scenario simulations provided evidence for the consideration of re-vegetation
strategies as a dryland salinity mitigation measure in the Sandspruit catchment. The importance
of a targeted approach was also highlighted, i.e. mitigation measures should be implemented in
areas which exhibit a high salt storage. / AFRIKAANSE OPSOMMING: Die teenwoordigheid en impak van droëland versouting word duideliker in die halfdor Wes-Kaap. Dit kan ernstige gevolge inhou vir die streek wat reeds as ‘n waterskaars area
geklassifiseer is. Hierdie verhandeling is ‘n poging om ‘n metode vir die regulering van
waterversoutingsdinamiek in ‘n opvangsgebied wat deur verbrakking van grond geaffekteer is,
i.e. die Sandspruit opvangsgebied, te bepaal deur gebruik te maak van ‘n verspreide hidrologiese
model. Dit dokumenteer die volledige hidrologiese modeleringsproses, i.e. vanaf die versameling
van data tot die aanwending van die model. ‘n Oorsig van vorige studies bevestig dat versouting

jaarlikse stroomvloei en neerslag varieer tussen 0.026 - 75.401 mm a-1 en 351 - 655 mm a-1

gewissel tussen 2 261 - 3 684 t Opvangsgebied-1 en 12 671 - 21 409 t a-1 onderskeidelik. Kennis
van die ruimtelike verspreiding van opbou van soute in die grond is belangrik om areas te
identifiseer vir die toepassing van voorsorgmaatreëls. ‘n Korrelasie tussen die soutinhoud van
sediment monsters wat versamel is tydens die boor van boorgate en die grondwater EC (r2 =
0.75) het die interpolasie van puntdata waar sout aansamel toegelaat. Hierdie interpolasie van
sout aansameling het gewissel tussen 3 t ha-1 and 674 t ha-1 en bewys ‘n algemeen verhoogde
opbou met vermindering in grond elevasie. Die hoeveelheidsbepaling van water en die

van hervestinging het ‘n afname van 50% in versouting in die opvangsgebied getoon. In die
geheel het die resultate van die simulasies genoegsame bewys gelewer dat ‘n strategie van
hervestiging en groei as ‘n voorsorg maatreël kan dien om droëland versouting in die Sandspruit opvangsgebied teen te werk. Die belangrikeid daarvan om ‘n geteikende benadering te volg is
benadruk, i.e. voorsorg maatreëls kan toegepas word in areas met hoë soutgehalte.

An appraisal of the impact of membership characteristics on the pursuit of cooperative governance : a case study of wine cooperatives in the Western CapeMentani, Phumlani Sphiwo 12 1900 (has links)
Thesis (MAgricAdmin )--Stellenbosch University, 2011. / ENGLISH ABSTRACT: The South African wine industry has gone through a difficult period of having to undergo major
changes, most markedly in respect of its economic structure and institutional framework over the last
twelve years. The reintroduction of the wine industry to the world markets has brought wide-ranging
opportunities, as reflected by the increase in the number of exports. However, such a reintroduction has
also brought pressure to bear in terms of both local and international competitiveness. The increased
pressure on the industry has resulted in serious effects on the wine producers concerned, both in terms
of meeting the international standards and in terms of having to cope with sophisticated consumer
needs. The current study assesses to what degree, if any, membership characteristics impact on wine
cooperatives in South Africa. The central question to be addressed is whether the characteristics of
members who are involved in the governance structures of wine cooperatives impact on the manner in
which cooperative governance is pursued.
To address the research question stated above, the study used a list of wine cooperatives obtained from
Wines Cellars South Africa (WCSA), which captured the relevant data relating to all the existing wine
cooperatives in 2006. From the list, 46 wine cooperatives were randomly selected. Representatives of
some of the cooperatives were sent questionnaires by email, with the representatives of other
cooperative being personally interviewed. A qualitative analysis, making use of the Likert Scale
method, was performed. The analysis made use of 16 belief statements to determine the degree of
belief held in such statements, in order to ascertain the general degree of understanding regarding those
membership characteristics that could potentially influence wine cooperative governance. A
quantitative analysis was performed, using Statistica Version 8 to ascertain the possible relations
between certain factors (variables). Of the 16 variables which were selected for the analysis, only 8
variables showed positive and significant relations.
The results obtained in the study showed a high degree of investment-related incentive problems
(caused by conflicts of interest, due to the different returns acquired by the members and their diverse
risk profiles), as well as a high degree of decision-related incentive problems (caused by the influence
of education, occupation and experience on the decision-making process). The study also attempted to
ascertain the general perception of collective action approach in the wine industry. The assessment
revealed that sentiments relating to the collective action approach in the wine industry still exist. The results of the quantitative analysis showed the relations existing between eight different variables to be
influential factors in relation to the decision-making process. Furthermore, the study used New
Institutional Economics of property rights and agency theories to confirm the agency dilemmas existing
within the wine cooperatives. Such theories, together with their possible effects on the pursuit of
cooperative governance, are addressed towards the end of the study. Generally, the study shows that
differences in membership characteristics can lead to different levels of member expectations, resulting
in steering the organisation in different directions during the decision-making process. / AFRIKAANSE OPSOMMING: Die Suid-Afrikaanse wynbedryf het ’n moeilike tydperk van grootskaalse veranderinge oor die
afgelope twaalf jaar beleef, soos waarneembaar uit die veranderinge in sy ekonomiese struktuur sowel
as institusionele raamwerke. Die hertoetrede van die bedryf tot die wêreldmark het uitstekende
geleenthede in terme van uitvoere gebring, maar dit het ook druk op die bedryf geplaas om meer
mededingend te wees plaaslik en internasionaal. Die toenemende druk op die bedryf het ernstige
gevolge vir wynprodusente beide in terme van die voldoening aan internasionale standaarde en om aan
gesofistikeerde verbruikersbehoeftes te voorsien. Hierdie studie ondersoek die impak van ledeeienskappe
van wynkoöperasies. Die vraag is of die eienskappe van die lede van die koöperasies se
bestuurstruktuur ’n invloed het op die wyse waarop die koöperasie bestuur word.
Om hierdie navorsingsvraag aan te spreek, het die studie ’n lys van wynkoöperasies van Wynkelders
Suid Afrika (WKSA) gebruik, wat al die bestaande wynkoöperasies in 2006 gelys het. Ses en veertig
wynkoöperasies is ewekansig gekies. Vraelyste is per epos gestuur en persoonlike onderhoude is met
ander gevoer. ’n Kwalitatiewe analise is gevolg deur die gebruik van ’n Likertskaal metode wat bestaan
het uit sestien stellings om te bepaal hoe sterk sekere opinies gehuldig word. Sodoende kon ’n
algemene indruk verkry word van die lideienskappe wat potensieel die bestuur van die koöperasie kon
beïnvloed. ’n Kwantitatiewe analise is ook gedoen deur die gebruik van Statistica 8 om die moontlike
verhoudings tussen sekere faktore of veranderlikes te bepaal. Sestien veranderlikes is gekies vir hierdie
analise en slegs agt veranderlikes het positiewe en betekenisvolle verhoudings getoon.
Resultate toon baie beleggingsverwante motiveringsprobleme (wat veroorsaak word deur
konflikterende belange as gevolg van verskillende opbrengste verkry deur lede en hul diverse
risikoprofiele) en besluitnemingsverwante motiveringsprobleme (veroorsaak deur die invloed van
opleiding, betrekking en ervaring in die besluitnemingsproses). Die studie het ook probeer om die
algemene persepsie van die koöperatiewe benadering in die wynbedryf te bepaal. Die assessering wys
dat sentiment oor die koöperatiewe benadering die wynindustrie steeds bestaan. Die resultate van die
kwantitatiewe analise het verhoudings getoon tussen agt veranderlikes as invloedryke veranderlikes tot
die besluitnemingsproses Verder het die studie die ‘New Institutional Economics’ van eiendomsreg
gebruik en agentskap teorieë om die dilemmas van agentskappe binne die wynkoöperasies te bevestig.
Hierdie dilemmas word aan die einde van die studie aangespreek tesame met hul moontlike effek op die uitoefening van koöperatiewe bestuur. Oor die algemeen wys die studie dat verskille in lede

The comparative performance of selected agribusiness companies and cooperatives in the Western Cape, South AfricaSikuka, Wellington 03 1900 (has links)

Master of Science in Agriculture (Agricultural Economics) at Stellenbosch University / Thesis (MScAgric (Agricultural Economics))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: The main objective of the research is to understand the concept of cooperative conversions and compare the performance of converted cooperatives to those that never converted using financial accounting analysis and organisational dynamism. Even though the differences were relatively small, companies had the strongest relative financial performance than cooperatives. Companies had the strongest performances in asset and revenue growth. Average revenue growth for companies from 2004 to 2007 was 29% as compared to 15% by cooperatives and asset growth was 25% for companies compared to 12.5% by cooperatives. Results further indicate that for the past two years, cooperatives seem to be reporting decreasing performance in most of the financial ratios analysed. Thus, based on results from the financial analysis, operating as a company or converting from a cooperative to a company could result in slight increases in financial performance. Rapid change presents various challenges and opportunities for businesses in today‘s dynamic environment. As a result, business dynamism is becoming an increasingly important aspect and factor in determining success. Based on a dynamism score card, the study shows that companies are by far much more dynamic than cooperatives, with a score of 83.75 compared to 62.33 out of 100 respectively. However, cooperatives compare relatively well to companies in as far as organisational strategy, management, organisational structure and culture. Their limitations come from their property rights framework which is by far less dynamic than that of companies owing to the limitations and constraints of the Cooperatives Act (Act 14 of 2005). The main shortcomings of cooperative property rights were that of not allowing external investors into the cooperative and the one member one vote principle for primary cooperatives or the 15% cap for secondary cooperatives. / AFRIKAANSE OPSOMMING: Die vernaamste doelwit van hierdie navorsing was om die konsep van koöperatiewe omsettings te verstaan en die prestasie van omsette koöperasies te vergelyk met dié wat nog nooit deur middel van finansiële rekeningkundige analise en organisatoriese dinamisme omgesit is nie. Hoewel die verskille relatief klein was, het maatskappye die sterkste relatiewe finansiële prestasie gehad in vergelyking met koöperasies. Maatskappye het ook die sterkste prestasie in bate- en inkomstegroei getoon. Past and present climates : owl pellet composition as an indicator of local climatic changeVan Niekerk, Christiaan Hermanus 03 1900 (has links)
Thesis (MScAgric)--University of Stellenbosch, 2001. / ENGLISH ABSTRACT: During Holocene times a considerable deposit of barn owl pellet material accumulated in the
Hot Pot Cave at De Hoop Nature Reserve on the southern coast of the Western Cape
Province, South Africa. An excavation of this accumulation has yielded information on barn
owl prey species over the past some two millennia.
Four distinct layers were excavated and radiocarbon-dated to AD 381, AD 615, AD 991 and
AD 1417. The micromammalian cranial contents of these layers were compared to material
from two pellet collections that represent modem bam owl predation at De Hoop (AD 2000).
Comparisons were made from three perspectives: (1) physical size measurements of certain
cranial parameters, (2) micromammal community species composition and (3) community
structure indices, such as the Shannon-Wiener diversity index, Simpson's diversity index and
the species equitability index.
By extrapolating from known ecological distribution information of the relevant prey species,
these data were used to recreate the local climate at the time of the accumulation of the layers.
The results were compared to other palaeoclimate models for the region as a test of validity.
It was found that the lower two layers of the sequence represented mild conditions with
possibly more grass than in recent times, while the upper layers represented cool weather with
a possible increase in scrub. AD 381 was found to be somewhat dry and mild, AD 615 to be
the wettest level and possibly milder than AD 381, AD 991 to be the coolest of all the levels
and dryest of the ancient levels, AD 1417 to be somewhat cool and probably drier than AD
615, but wetter than AD 381, and AD 2000 to be the mildest and dryest of all levels, with the
artificial influence of nearby agricultural activities evident. / AFRIKAANSE OPSOMMING: Tydens die Holoseen tydperk het 'n relatief groot hoeveelheid nonnietjie-uil bolusmateriaal
versamel in Hot Pot Grot in die De Hoop Natuurreservaat aan die Wes-Kaapse suidkus, Suid-
Afrika. Opgrawings van hierdie bolusversameling het waardevolle en insiggewende inligting
aandie lig gebring rakende nonnetjie-uil prooi tydens ongeveer die afgelope tweeduisend jaar.

species, is hierdie data gebruik om die klimaat van daardie tydperke te herskep op 'n
streeksbasis en vergelyk met ander paleoklimaat-modelle om die geldigheid daarvan te
beproef.
Die resultate het getoon dat die onderste (oudste) twee lae warmer toestande met moontlik

n.e., en 2000 n.C. die warmste en droogste van al die lae, met kunsmatige invloed van
nabygeleë landbou aktiwiteite.

increasingly difficult to survive. The major problem seem to
be a lack of financial resources, but the financial position
of any sport organisation is the culmination of a number of
factors which directly or indirectly influence the financial
status of these organisations.
It is clear that sport organisations did not develop at the
same pace as other business enterprises, with the result that
they are still managed on an informal basis and, in many
instances, by volunteers. It is therefore easy to realise why
virtually no active marketing of sport organisations is
currently being undertaken. It is absolutely necessary that
sport organisations start applying the principles of the
marketing science if they want to ensure their survival. A
total transformation of the organisation might be required and
the best way to face this possibility, is to undertake a
process of strategic planning.
The sport organisation will then be forced to look at all
aspects of its operations in a scientific manner. Strategies
should be devised in terms of each one of the elements of the
marketing mix for sport organisations, namely the sport
product, price, place, promotion and public relations.
It is also clear that co-operation amongst sport organisations
is vitally important in terms of the development of the sport
industry. In addition, the appointment of professional
marketing personnel will ensure the proper implementation of
the sport organisation's marketing plan.
The key marketing success factors for the marketing of sport
are presented in order to provide sport organisations with
guidelines which could be of assistance in the planning
process. The relevance of these success factors will be
determined in each case by the nature and extent of operations
of the organisation.
The implications of sport marketing for the promotion of
tourism in the Western Cape are also considered. This is done
primarily in the form of major sport events and its influence
on the tourism industry.
This study proposes various recommendations for sport
marketing and sport tourism. The outstanding feature of these
recommendations is the recognition of the need for an
organisation to foster co-operation amongst sport
organisations and also between the sport industry and the
tourism industry.
It is generally recognised that tourism in South Africa has
potential for enormous growth over the next few years, In
this regard, it is important to realise that sport has a
unique role to play in the promotion of tourism in the -Western
Cape. Sport organisations are seemingly not aware of their
current and future contributions to tourism, with the result
that there is a lack of interaction and co-operation between
sport organisations and the tourism industry. This situation
will have to be addressed in order to integrate sport into a
tourism strategy for the region. / AFRIKAANSE OPSOMMING: Sportorganisasies in die Wes-Kaap vind dit al moeiliker om te
oorleef, hoofsaaklik om finansiele oorwegings. Die finansiele posisie van enige sportorganisasie is die resultaat van die
direkte of indirekte invloed van ' n aantal faktore op die
finansiele status van sodanige organisasies.
Dit is duidelik dat sportorganisasies nie teen dieselfde pas
ontwikkel het as ander sake-ondernemings nie, met die gevolg
dat hierdie organisasies steeds op 'n informele basis en deur

huidiglik byna geen aktiewe bemarking van sportorganisasies
plaasvind nie. Dit is absoluut noodsaaklik dat
sportorganisasies die beginsels van bemarking op 'n wetenskaplike basis toepas om sodoende hul oorlewing te
verseker. Dit mag 'n totale transformasie van die organisasie
vereis en die beste manier om hierdie moontlikheid te aanvaar
is om 'n proses van strategiese beplanning te onderneem.
Die sportorganisasie sal dan verplig word om wetenskaplik na
alle aspekte van sy bedrywighede te kyk. Strategie moet dan
ontwikkel word in terme van elkeen van die elemente van die
bemarkingsmengsel vir sportorganisasies, naamlik die
sportproduk, prys, plek, promosie en eksterne betrekkinge.
Dit is ook duidelik dat samewerking tussen sportorganisasies
uiters belangrik is in terme van die ontwikkeling van die
sportbedryf. Daarbenewens sal die aanstelling van
professionele bemarkingspersoneel die korrekte implementering
van die sportorganisasie se bemarkingsplan verseker.
Die belangrikste faktore wat die behoorlike bemarking van
sport sal verseker word voorgestel om sodoende riglyne, wat
waardevol in die beplanningsproses kan wees, aan
sportorganisasies te verskaf. Die toepaslikheid van hierdie
faktore word in elke geval bepaal deur die aard en omvang van
die bedrywighede van die organisasie.
Die implikasies van die bemarking van sport vir toerisme in
die Wes-Kaap word ook in oenskou geneem. Dit word hoofsaaklik
gedoen na aanleiding van die invloed van groot
sportgebeurtenisse op die toerismebedryf.
Daar word algemeen aanvaar dat toerisme in Suid-Afrika groot
potensiaal vir groei in die volgende jare inhou. In hierdie
verband is dit belangrik om te besef dat sport 'n unieke rol
het om te speel in die bevordering van toerisme in die Wes-Kaap.
Sportorganisasies skyn nie bewus te wees van hul
huidige en toekomstige bydraes tot toerisme nie, met die
gevolg dat daar 'n gebrek aan interaksie en samewerking tussen
sportorganisasies en die toerismebedryf bestaan. Hierdie studie maak sekere aanbevelings ten opsigte van die
bemarking van sport en die invloed van sport op toerisme. Die
uitstaande kenmerk van hierdie aanbevelings is die besef dat
daar 'n behoefte bestaan aan 'n organisasie wat samewerking
tussen sportorganisasies, asook tussen die sportbedryf en die
toerismebedryf , sal verseker.

A selected group of nurses' experience of termination of pregnancy support services at a health care facility in the Western CapeHavemann-Serfontein, Anne 03 1900 (has links)
Thesis (MA)--University of Stellenbosch, 2002. / ENGLISH ABSTRACT: The aim of this pilot study was to do a needs analysis with a selected group of nurses with regard
to the following three aspects: nurses' experiences of their involvement in termination of
pregnancy (TOP) services, the effects of their involvement in TOP service provision on a
personal, familial and career level, as well as their needs with regard to support. An important
aspect of the needs analysis was to develop a questionnaire which can be used as basis for future
research purposes.
A qualitative, explorative, descriptive and contextual research design was applied in order to
conduct this study. Participants were recruited from a health care facility in the Western Cape,
v~
and the small sample group (seven out of a possible fifteen) consisted of a selected group of
nurses who are currently involved in performing TOPs, as well as nurses involved in pre- and/or
post-procedure care of patients. Each participant completed a self-administered biographical dataand
semi-structured questionnaire, which was compiled specifically for the purpose of the pilot
study. Specific guidelines according to previous research findings were incorporated. The results
of the pilot study revealed that most of the participants experience some sort of cognitive,
emotional and/or behavioural reaction before, during and after TOP procedures are performed.
-Feelings of anxiety, sadness, anger, depression and guilt were reported in some cases, as well as
moral-ethical conflicts. With regard to the effect on a personal, familial and career level, it was
confirmed that the work has an effect on the majority of respondents' personal life and career to a
certain extent, although family life did not seem te be affected significantly. The results conveyed
that the majority of the nurses experienced that the impact of their work with TOPs seemed to be
different from that of their other nursing duties. It was found that participating nurses are in need
of some sort of support service, and that the practicality of the services which are currently
provided, should be investigated further.
Although the ability to generalise the results, was limited by the small research sample, valuable
information was gained with regard to nurses' needs for support, as confirmed by other South
African research findings. Suggestions for improvements in the questionnaire, as well as other
further research possibilities, are provided. / AFRIKAANSE OPSOMMING: Die doel van hierdie loodsstudie was om 'n behoeftebepaling te doen met 'n geselekteerde groep
verpleegpersoneel met betrekking tot die volgende drie aspekte: verpleegpersoneel se ervaring
van hul betrokkenheid by terminasie van swangerskap (TOP) dienste, die effek van hul
betrokkenheid by TOP diensvoorsiening op 'n persoonlike, gesins- en beroepsvlak, sowel as hul
behoeftes met betrekking tot ondersteuning. 'n Belangrike aspek van die behoeftebepaling was
om 'n vraelys saam te stel wat as basis vir toekomstige navorsingsdoeleindes sou kon dien.
'n Kwalitatiewe, eksploratiewe, beskrywende en kontekstuele navorsingsontwerp is toegepas ten
einde hierdie loodsstudie uit te voer. Deelnemers is gewerf by 'n gesondheidsorgfasiliteit in die
Wes-Kaap en die klein steekproef (sewe uit 'n moontlike vyftien) het bestaan uit 'n geselekteerde
groep verpleegpersoneel wat tans betrokke is by die uitvoering van terminasie van
swangerskappe, sowel as verpleegsters wat betrokke is in pre- en/of post-prosedurele versorging
van pasiente. Elke respondent het 'n selfgeadministreerde biografiese en semi-gestrulctureerde
vraelys voltooi, wat spesifiek vir die doel van die loodsstudie saamgestel is. Spesifieke riglyne op
grond van vorige navorsingsbevindinge is geinkorporeer. Die resultate van die loodsstudie het
aan die lig gebring dat die meeste van die respondente een of ander kognitiewe, emosionele en/of
gedragsreaksie ervaar voor, tydens en na die uitvoering van TOP prosedures. Gevoelens van angs,
hartseer, woede, depressie en skuld is gerapporteer in sornmige gevalle, sowel as moreel-etiese
konflikte. Wat betref die effek op 'n persoonlike, gesins- en beroepsvlak, is dit ook bevestig dat
die werk 'n effek blyk te he op respondente se persoonlike en beroepslewe tot 'n sekere mate,
alhoewel dit geblyk het dat gesinslewe nie beduidend bemvloed word nie. Dit het ook uit die
resultate van die studie geblyk dat die meerderheid van verpleegsters die impak van hul werk met
TOP as anders as die van hul ander verplegingstake ervaar. Daar is bevind dat deelnemende
verpleegpersoneel 'n behoefte het aan een of ander tipe ondersteuningsdiens en dat die praktiese
aspekte van die dienste wat tans voorsien word, verder ondersoek behoort te word.
Alhoewel die veralgemeenbaarheid van die resultate deur die klein steekproef beperk word, is
waardevolle inligting bekom met betrekking tot verpleegpersoneel se behoeftes aan
ondersteuning, soos bevestig deur ander Suid-Afrikaanse navorsingsbevindinge. Aanbevelings vir

Improving local-level government accountability - a study of the government's accountability within the land use planning and development context in the Western CapeDu Plessis, Johannes Petrus 03 1900 (has links)

This thesis considers the veracity, within the land use planning and development
context in the Western Cape, of the claim that South Africa has a constitution that gave
us accountable government. The study necessitates consideration of the meaning of
terms such as accountability and sustainable planning and development.
There is a dearth of South African literature on government accountability. The main
focus of the literature from abroad is on elections as a mechanism for achieving
government accountability, to the exclusion of other issues and with a distinct
disregard for legal questions. Much of the available overseas literature draws on the
descriptive models of how democratic accountability should work. The writers
seemingly have little interest in moving beyond the descriptive. The available body of
literature is static in nature as little theoretical development in the field of government
accountability has taken place for decades. This thesis argues that, as a result, the
literature from abroad on accountability is of limited value in South African context.
Accountability has an important role to play in curbing the abuse of public power and
for maintaining conditions of peace and stability. Central concerns with the study are
to assess the current measure of government accountability within the stated context
and to establish whether the existing system for achieving effective government
accountability is adequate.
The research commences with thorough literature and law reviews, supplemented by
the development of a questionnaire on accountability in the land use planning and
development field. The assessment of the current measure of government
accountability in the context of land use planning and development is supplemented by
the views of people active in that field. Those views are pieced together from the
results obtained from questionnaires and personal observations. The findings are that
government is presently not regarded as accountable in the field of study.
This thesis demonstrates how difficult it is to achieve effective government accountability - in particular, towards the local population - and how ineffective the
current accountability mechanisms are for this purpose. It argues that the challenges
facing South Africans in this regard are complex and that everyone is required to
accept responsibility as the actual agents of accountability, to make accountability work
as a personal concern and a matter of individual responsibility.
This thesis reflects on the need for new accountability mechanisms and calls for a
radical reform of the current approach to government accountability. It inter alia
recommends that the reform should involve the establishment of a new structure
empowered to enquire into the merits of decisions taken by public authorities. On the
basis of this discussion, the thesis concludes by advocating specific steps required to
improve government accountability at the local-level within land use planning and
development context. / AFRIKAANSE OPSOMMING:
Hierdie tesis oorweeg die geldigheid, binne die konteks van grondgebruik beplanning
en ontwikkeling in die Wes-Kaap, van die aanspraak dat Suid-Afrika 'n grondwet het
wat vir ons 'n verantwoordbare regering gegee het. Dit noodsaak oorweging van die
betekenis van uitdrukkings soos verantwoordbaarheid en volhoubare beplanning en
ontwikkeling.
Bykans doodse stilte heers oor regeringsverantwoordbaarheid in die Suid-Afrikaanse
literatuur. In buitelandse literatuur val die klem hoofsaaklik op verkiesings as
meganisme om regeringsverantwoordbaarheid te bewerkstellig, met uitsluiting van
ander kwessies en 'n besliste verontagsaming van regsvrae. Baie van die beskikbare
oorsese literatuur steun op die beskrywende benadering van hoe demokratiese
verantwoordbaarheid behoort te werk. Die skrywers het oënskynlik min belang daarin
om meer as beskrywend te wees. Die beskikbare literatuur is staties van aard
aangesien vir dekades min teoretiese ontwikkeling op die gebied van
regeringsverantwoordbaarheid plaasgevind het. Hierdie tesis argumenteer dat, ten
gevolge, die buitelandse literatuur oor verantwoordbaarheid van beperkte waarde is in
Suid-Afrikaanse konteks.
Verantwoordbaarheid het 'n belangrike rol om te vervul in die beperking van misbruik
van openbare mag en vir die instandhouding van toestande vir vrede en stabiliteit.
Sentraal tot hierdie studie staan pogings om te bepaal wat die huidige stand van
regeringsverantwoordbaarheid is binne die vermelde konteks en om vas te stel of die
bestaande stelsel vir bereiking van verantwoordbare regering voldoende is.
Die navorsing begin met deeglike literatuur en regsresensies, aangevul deur die
ontwikkeling van ‘n vraeboog oor verantwoordbaarheid in die veld van grondgebruik
beplanning en ontwikkeling. Die huidige stand van regeringsverantwoordbaarheid
binne die konteks van grondgebruik beplanning en ontwikkeling is aangevul deur die
sienings van persone wat aktief is in daardie veld. Daardie sienings is saamgestel
vanuit resultate wat bekom is uit vraeboë en eie waarnemings. Die bevindinge is dat
die regering in die algemeen tans nie as verantwoordbaar beskou word nie. Hierdie tesis toon aan hoe moeilik dit is om effektiewe verantwoordbaarheid van die
regering te bereik - in die besonder teenoor die plaaslike bevolking - en hoe
ontoereikend die huidige meganismes vir hierdie doel is. Dit argumenteer dat die
uitdagings wat Suid-Afrika in hierdie verband in die gesig staar, kompleks is en dat van
elkeen verwag word om verantwoordelikheid te aanvaar as die werklike agente van
verantwoordbaarheid om verantwoordbaarheid as 'n persoonlike aangeleentheid en 'n
saak van individuele verantwoordelikheid te laat werk.
Hierdie tesis besin oor die behoefte aan nuwe verantwoordbaarheidsmeganismes en

Thesis (MPA)--Stellenbosch University, 2000. / ENGLISH ABSTRACT: The year 1999 was announced as the year of service delivery by the National
Commissioner of Police, and the Police Plan for the RSA underwent a name
change to the "policy priorities and objectives" in the same year. The Police
Plan, consisting of policy priorities and objectives and internal focus areas, can
be seen as the strategic plan of the South African Police Service. Such a
strategic plan needs an implementation plan to put it into operation and ensure
the involvement of every member in the Service. The prime objective of the
South African Police Service is the establishment of a safe and secure
environment in partnership with the community. The emphasis should
therefore be on -
• improving the quality and effectiveness of service to the community;
• supporting the transformation process in South Africa in general and in
the South African Police Service in particular;
• instituting a new style of Community Policing and Management; and
• establishing a process for efficient and effective policing.
The above priorities consist of a number of objectives to put actions into
operation in order to reach a desired outcome. These actions will be
addressed at all managerial levels from top to lower levels through the
integrated planning process.
The South African Police Service in the Western Cape is divided into four
policing areas at present, namely the Eastern Metropole, Western Metropole,
Boland and Southern Cape.
Each area consists of stations which are responsible to the Area, and each
station must give feedback to the Area on its strategic management plan.
The strategic management plan of the SAPS in the Western Cape can be seen
as a combination of the Policing Priorities and Objectives for the province, the
Service Delivery Improvement Programme (SDIP) and the Area Operational
Plan.
The main goal of this research project is to design an integrated Strategic
Management model through which every Police Station in the Western Cape
can provide feedback in the Strategic Management processes. / AFRIKAANSE OPSOMMING: Die jaar 1999 is tot die jaar van dienslewering deur die Nasionale Kommissaris
van Polisie verklaar, en die Polisieplan vir die RSA het 'n naamverandering na
die "beleidsprioriteite en doelwitte" in dieselfde jaar ondergaan. Die
Polisieplan, wat bestaan uit beleidsprioriteite en doelwitte en interne
fokusareas, kan as die strategiese plan van die Suid-Afrikaanse Polisiediens
beskou word. So 'n strategiese plan benodig 'n implementeringsplan om dit in
werking te stel en die betrokkenheid van alle lede van die Diens te verseker.
Die hoofdoelwit van die Suid-Afrikaanse Polisiediens is om 'n veilige en
beveiligde omgewing in 'n vennootskap met die gemeenskap te bewerkstellig.
Daarom behoort die klem te val op -
• verbetering van die kwaliteit en doeltreffendheid van die diens aan die
gemeenskap;
• ondersteuning van die transformasieproses in Suid-Afrika in die algemeen
en in die Suid-Afrikaanse Polisiediens in die besonder;
• die instelling van 'n nuwe styl van Gemeenskapspolisiëring en bestuur; en

beplanningsproses geloods word.
Die Suid-Afrikaanse Polisiediens in die Wes-Kaap is in vier polisiëringsareas
opgedeel, naamlik die Oos-Metropool, Wes-Metropool, Boland en Suid-Kaap.
Elke area bestaan uit stasies wat aan die Area verantwoordelik is, en elke
stasie moet aan die Area terugvoer verskaf oor sy strategiese bestuursplan.
Die strategiese bestuursplan van die SAPD in die Wes-Kaap kan beskou word
as 'n kombinasie van die Polisiëringsprioriteite en Doelwitte vir die provinsie,

organisations to assess themselves and their environment and to revitalise and to
rebuild their strategies, structures and processes to manage change. The purpose of
this study is to establish an understanding of what organisation development is and how
it works, and to identify and explain the legislative and other aspects that influence the
decision-making process with regard to organisation development interventions within
the public service. In addition to this, the author explains the development and current
reality of organisation development in the Western Cape Provincial Administration.
A current burning issue in the context of public legislation and other directives in the
public service is that managers want to be empowered to manage their own resources.
The issue of centralisation or decentralisation of the organisation development function
is a major source of dissension within the Western Cape Provincial Administration. The
main purpose of this study is to provide a body of knowledge on whether organisation
development is centralised or decentralised and what factors need to be considered
regarding this issue. / AFRIKAANSE OPSOMMING: Organisasieontwikkeling is een van die belangrikste bestuursmiddele wat deur
organisasies gebruik word tydens assessering van die organisasie en van die
omgewing, en om nuwe lewe in hulle strategieë, strukture en prosesse te blaas en dit te
herbou ten einde verandering te kan bestuur. Die doel van hierdie navorsing is om 'n
begrip te verkry van wat organisasieontwikkeling is en hoe dit werk, en om wetgewing
en ander aspekte wat die besluitnemingsproses oor intervensies ten opsigte van
organisasieontwikkelings binne die staatsdiens beïnvloed, te identifiseer en te verklaar.

The benefits of agritourism : two case studies in the Western CapeVan Niekerk, Chantell 03 1900 (has links)
Thesis (MPhil)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: The amalgamation of the two large industries, agriculture and tourism, created
a new industry called agritourism. Current farming practices are not securing
employment opportunities for farm workers, and this situation will be
aggravated by the increased economic pressures on farming. Agritourism is
seen as a diversification option which could assist in creating jobs for the
vulnerable and unemployed farm community, while at the same time create
financial incentives to the farmer. This study specifically focused on the
advantages which could be derived from agritourism, with Sen’s Capabilities
Theory being used as frame of reference when determining the non-financial
benefits accruing to the local community on the farm.
A qualitative research approach was followed and information was gathered
through interviews, observations and being embedded in the researched
spaces. Two case study sites were used for primary research, Keisies
Cottages (situated outside Montagu) and Tierhoek Cottages (situated outside
Robertson). The management approach applied on the farms play an
important role in developing the farm workers’ capabilities, entitlements and
functionings as articulated in Sen’s Capabilities Theory. The two South
African agritourism case study sites were found to follow some of the
international trends identified during the literature review of this study but also
offered new findings relevant to the South African context. Although
agritourism is seen as a diversification strategy to ensure survival for most
farmers, such strategies offer both financial and non-financial benefits to the
broader farming community while having the potential to create a refuge for
urban dwellers and assist visitors to reconnect with the farmers and their
produce.
This research contributes to the South African agritourism literature, which is
currently limited. By highlighting some of the advantages of this industry, this
research could also assist farm owners who are considering agritourism as a
diversification strategy. / AFRIKAANSE OPSOMMING: `n Nuwe industrie genaamd agritoerisme word geskep wanneer twee groot
industriee, landbou en toerisme, amalgameer. Huidige landbou praktyke
verseker nie werksgeleenthede vir plaaswerkers nie, en hierdie situasie sal
vererger word deur verhoogde ekonomiese druk op landbou. Agritoerisme
word gesien as a diversifiserings opsie wat kan help om werksgeleenthede te
skep vir die weerlose en werklose plaaswerkers. Hierdie studie het veral
gefokus op die voordele wat geskep word deur agritoerisme, en Sen se
Vermoëns Teorie is gebruik as verwysingsraamwerk wanneer die niefinansiële
voordele ondersoek is van die plaasgemeenskap.
`n Kwalitatiewe navorsingsbenadering is gevolg en inligting is ingesamel deur
middel van onderhoude, obserwasies en om in die navorsingsspasie te wees.
Twee gevallestudie liggings is gebruik vir die primêre navorsing, Keisies
Cottages (geleë buite Montagu) en Tierhoek Cottages (geleë buite
Robertson). Die bestuursbenadering wat gevolg word op die plase speel `n
rol in die ontwikkeling van die plaaswerkers se vermoëns, aansprake en
funksionerings, soos bespreek in Sen se teorie. Die twee Suid-Afrikaanse
gevallestudie liggings het sommige internasionale tendense gevolg soos wat
geidentifiseer is tydens die literatuur studie, maar het ook unieke Suid-
Afrikaanse bevindinge tot gevolg gehad. Alhoewel agritoerisme gesien word
as `n divesifisering strategie wat oorlewing verseker vir meeste plaaseienaars,
bied hierdie strategie finansiële en nie-finansiële voordele aan die breër
