AbstractI fokus för detta arbete står frågan om förhållandet mellan de medborgerliga och politiska samt de ekonomiska, sociala och kulturella rättigheterna i relation till diskussionen om den allmänna förklaringen 1948 och världskonferensen om de mänskliga rättigheterna i Wien 1993. Både de teoretiska och praktiska aspekterna av detta förhållande uppmärksammas, till exempel med avseende på definition av rättigheter, deras funktion och så vidare, samt de diskussioner som fördes under formuleringen av den allmänna förklaringen och Wienkonferensen. Särskild vikt läggs vid att förstå dessa diskussioner i det politiska sammanhanget av Öst-Väst konflikten samt Nord-Syd konflikten. / AbstractIn this work, I deal with the relation between civil and political rights on the one hand and the economic, social, and cultural rights on the other hand in relation to the formulation of the Universal Declaration on Human Rights (UDHR) from 1948 and the Vienna Conference on Human Rights in 1993. Both theoretical and practical aspects of the relation between the two sets of rights are discussed, for example with respect to definition and function of rights, and with respect to the discussions taking place at the adoption of the UDHR and the Vienna Conference. Special attention is directed to the political context of the East-West conflict and the North-South conflict.

This paper discusses the history and recent developments pertaining to ISPs' liability for copyright infringement in the European Union. Section I. explains ISPs' basic roles on the Internet, discusses practical grounds justifying a special liability regime for ISPs and outlines the EU legal framework providing safe harbor provisions for ISPs' liability and transposition of these rules into the legal system of the Czech Republic. Section II. describes how judicial decisions in the EU Member States eroded safe harbor rules and how these decisions were subsequently overturned by the Court of Justice of the European Union (CJ). The section continues with an examination of the latest judgment of the CJ in UPC Telekabel Wien concerning new rules (or lack thereof) for website-blocking injunctions. Section III. discusses notable examples of EU Member states' legislation or legislative proposals which aimed to put a stop to "online piracy" and copyright infringement. Considerable part of this section analyzes the recent controversial system set up by the Italian communications regulator AGCOM. Section IV. describes examples of increasing voluntary collaboration between ISPs and content owners, which has the potential to effectively combat online piracy and benefit all parties involved. Housing Cooperatives and Social Capital: The Case of Vienna

Drawing on the case of Vienna, the article examines the role of third sector housing for social cohesion in the city. With the joint examination of an organisational and an institutional level of housing governance, the authors apply an interdisciplinary, multi-level research approach which aims at contributing to a comprehensive understanding of social cohesion as a contextualised phenomenon which requires place-based as well as structural (multi-level) solutions. Using a large-scale household survey and interviews with key informants, the analysis shows an ambiguous role housing cooperatives play for social cohesion: With the practice of "heme-oriented housing estates", non-profit housing returns to the traditional cooperative principle of Gemeinschaft. However, community cooperatives rather promote homogenous membership and thus, encompass the danger to establish cohesive islands that are cut off from the rest of the city. Furthermore, given the solidarity-based housing regime of Vienna, fostering bonding social capital on the neighbourhood level, might anyway just be an additional safeguarding mechanism for social cohesion. More important is the direct link between the micro-level of residents and the macro-level of urban housing policy. In this respect, cooperative housing represents a crucial intermediate level that strengthens the linking social capital of residents and provides opportunity structures for citizen participation. However, the increasing adoption of a corporate management orientation leads to a hollowing out of the cooperative principle of democratic member participation, reducing it to an informal and non-binding substitute. Thus, it is in the responsibility of both managements and residents to revitalise the existing democratic governance structures of cooperative housing before they will be completely dismantled by market liberalization and privatization. In contrast to other European cities, third sector housing in Vienna has the potential to give residents a voice beyond the neighbourhood and the field of housing. / Series: SRE - Discussion Papers

Das Archiv des Technischen Museums Wien verwahrt den umfangreichen Nachlass von Viktor Kaplan (1876-1934). Er gehört zu den bedeutendsten österreichischen Ingenieuren des 20. Jahrhunderts und ist der Erfinder der nach ihm benannten Turbine. Die vor rund 100 Jahren entwickelte Kaplan- Turbine ist bis heute weltweit in Verwendung. Sie hat den Einsatz von Wasserkraft als erneuerbare Energie wesentlich erweitert. Der Nachlass von Viktor Kaplan wurde 2014 in das österreichische Dokumentenregister der UNESCO aufgenommen und zählt damit zu jenen Beständen, die von herausragender Bedeutung für das kulturelle Gedächtnis Österreichs sind. Rund 1.400 technische Zeichnungen aus dem Nachlass des Technikers werden aktuell im Zuge eines mehrjährigen Projekts konservatorisch versorgt und wissenschaftlich bearbeitet. Im Rahmen des Vortrages wird das aufwändige Konservierungsprojekt sowie die wissenschaftliche Erschließung des Bestandes präsentiert.
