Análise do ruído aeronáutico no entorno do aeroporto de São José dos Campos / Aircraft noise analyses in the vicinity of São José dos Campos airport

A pesquisa tem por finalidade, analisar a extensão do impacto sonoro produzido pelas operações de aeronaves no Aeroporto de São José dos Campos e avaliar o conforto acústico da população localizada na sua área de influência. Este trabalho estabeleceu como objetivo geral verificar se o nível de ruído produzido pelo tráfego aéreo atual está de acordo com os níveis estabelecidos pelo Ministério da Aeronáutica e identificar o grau de incômodo sonoro e a percepção atual da população com relação ao impacto sonoro. Foi admitida a hipótese de que as curvas isofônicas, passados 25 anos, se encontrassem subdimensionadas. A metodologia empregada para calcular o nível de ruído aeronáutico foi baseada principalmente na modelagem de curvas isofônicas, utilizando o programa computacional Integrated Noise Model (INM) versão 7.0, elaborado pela Federal Aviation Administration. Foram utilizadas como informações de entrada os dados de tráfego aéreo e informações meteorológicas de 2008, fornecidos pelo Comando de Aeronáutica. Como ferramenta auxiliar foi feita uma pesquisa de campo, através da aplicação de um questionário para avaliar a percepção da população quanto ao nível de incômodo sonoro. Ficou demonstrado que as curvas isofônicas estabelecidas em 1984, pela Aeronáutica, abrangem áreas maiores, para o mesmo nível de ruído, do que as calculadas na modelagem para o tráfego aéreo atual. O resultado da pesquisa também mostrou que o ruído emitido pelas aeronaves faz parte da rotina dos moradores nas áreas pesquisadas. A conclusão é de que o Plano de Zoneamento de Ruído do Aeroporto de São José dos Campos necessita de uma atualização quanto aos limites dos níveis de ruído para atender o nível de conforto sonoro da população. / The aim of this research is to analyze the extension of sound impact that is produced by the airplanes at São José dos Campos Airport and to evaluate the population acoustic comfort set in this influenced area. This work set as general objective to verify if sound level produced by current air traffic is due to the established levels of Aeronautics Department and to identify the level of sound disturbance and the population perception related to sound impact. Theres been admitted the hypothesis that the noise contours were undersized past 25 years. The methodology used to calculate the aeronautics sound level was based mainly at the noise contours, using a computer program Integrated Noise Model (INM), version 7.0 elaborated by Federal Aviation Administration. Theres been used, as entrance information, air traffic data and meteorological information of year 2008, given by Brazilian Air Force Command. As an auxiliary tool, theres been done field research, using questionnaire application to evaluate the population perception of the sound disturbance level. Theres been shown that noise contours established in 1984 by Air Force included larger areas to the same level sound than to those calculated at the modeling for current air traffic. The result of the research also showed that the noise sent out by the airplane is part of the neighborhood routine of the researched areas. The conclusion is that the Noise Zoning Plan of São José dos Campos Airport needs to be actualized due to the limits of the noise levels to attend a comfortable sound level to the population.

Guidelines for development agreements / Riktlinjer för exploateringsavtal

In January 2015 statutory regulation of the development agreement was introduced. The regelation is found in the Planning and Building Act Chapter 6. The purpose of the regulation is mainly to increase the predictability and to make clear rules in the contract negotiations. The regulation also meant that the municipalities that intend to enter development agreements have to establish guidelines. The overall aim of the guidelines is to create transparency and clarity in the negotiations between the parties. The purpose of this study is to examine the municipalities in Stockholm County that has established guidelines for the development agreements. These guidelines have been compared with the new law on guidelines for the development agreements, and its fundamental purpose. The conclusion is that the guidelines only creates a certain increased transparency and clarity, where as few municipalities have chosen to specify the content of the guidelines. / I januari 2015 infördes lagreglering av exploateringsavtal och återfinns i plan- och bygglagens 6 kapitel. Syftet med regleringen är främst att öka förutsägbarheten och tydliga spelregler i avtalsförhandlingarna. Regleringen innebar även att de kommuner som avser att ingå exploateringsavtal antar riktlinjer, där bland annat utgångspunkter och mål för avtalet anges. Det övergripande syftet med riktlinjerna är att skapa transparens och ökad tydlighet i förhandlingarna mellan parterna. Syftet med detta examensarbete är att granska de kommuner i Stockholms län som antagit riktlinjer för exploateringsavtal. Dessa riktlinjer har jämförts med den nya lagen om riktlinjer för exploateringsavtal och dess grundläggande syfte. Slutsatsen är att riktlinjerna för exploateringsavtal endast skapar en viss ökad transparens och tydlighet då få kommuner valt att precisera innehållet i riktlinjerna. Intentionen med lagregleringen är önskvärd då stora problem tidigare funnits men enligt vår mening uppfyller inte riktlinjerna syftet med lagreglering till sitt fullo.

Investigations during the planning procedure – A case study of six zoning plans / Utredningar i planprocessen – En fallstudie av sex detaljplaner

When new buildings are constructed, the municipality create a zoning plan that regulate the land and water use. While creating the zoning plan, the municipality also needs to complete different investigations so that the land can be built on. The effectivity of the municipal planning process is often criticized and some of the criticism is pointed towards the investigations. Investigations take long time and is often contributing to high costs. The aim of this study is therefore to examine what type of investigations that are made before and during the planning process. The result shows that the investigations occurs during three different periods of the planning process; before the process, during the process and after the consultation of the plan. Many of the investigations are common through every plan, however some of them differs depending on the conditions of the building area. / Vid ny bebyggelse upprättar kommunen en detaljplan som reglerar mark- och vattenanvändningen. Vid framtagandet av en detaljplan krävs även att olika utredningar görs för att marken ska kunna bebyggas. Effektiviteten av den kommunala planeringsprocessen kritiseras och en del av kritiken är riktad mot utredningar. Utredningarna drar ut på tiden och bidrar ofta med höga kostnader vid upprättande av detaljplaner. I denna studie undersöks därför vilka utredningar som görs, både före och under detaljplaneprocessen. Undersökningen är en fallstudie som behandlar sex detaljplaner i tre olika kommuner. De utvalda detaljplanerna är bostadsområden som har vunnit laga kraft och är upprättade enligt Plan- och bygglagen (2010:900). Resultatet visade att utredningar sker vid tre olika skeden i planprocessen; innan planbesked, under planarbetet och kompletterande utredningar efter samrådet. Många utredningar var liknande i samtliga detaljplaner, men en del skiljde sig beroende på förutsättningarna av planområdet.

Detta arbete är författat på Kungliga Tekniska Högskolan i Stockholm inom kandidatprogrammet Fastighetsutveckling med fastighetsförmedling. Undersökningen kommer att ligga som stöd för Statens Haverikommissions utredande rapport om jordskredet i Stenungsund. Den 23 september 2023 skedde ett jordskred i Stenungsunds kommun. I ett av de områden där jordskredet utlöstes antogs nyligen en detaljplan. Den aktuella detaljplanen för det utsatta området är Munkeröd 1:12 m.fl. Detaljplaneprocessen för Munkeröd 1:12 m.fl. började redan under 2008, när ett planförslag skickades in med önskan att ändra markanvändningen från närrekreationsområde till industrimark. Under detaljplaneprocessen utfördes flera utredningar med syfte att pröva markens lämplighet för industri. Det utfördes flera geotekniska undersökningar där markens lastrestriktioner ändrades under åren. Syftet med studien är att analysera detaljplaneprocessen för Munkeröd 1:12 m.fl. samt att analysera de geotekniska undersökningarna som har skett, i syfte att ta reda på vart i detaljplaneprocessen som markens lastrestriktioner har reviderats och varför. Detta har gjorts genom en litteratur- och dokumentstudie samt en rättsvetenskaplig metod. Studien visar vart i detaljplaneprocessen som lastrestriktionerna har ändrats och varför. Revideringarna har alla skett i samband med samråd och utställningen. Det har inkommit flera yttranden under detaljplanearbetets gång med synpunkter på b.la de geotekniska undersökningarna. Studien visar även vikten av noggranna och transparenta utredningar i detaljplaneprocesser, särskilt när det gäller områden med hög skredrisk. Även om de juridiska och strukturella aspekterna av planeringen följdes, påvisar denna undersökande studie att ytterligare granskning och försiktighet är nödvändig vid stora avvikelser från gällande översiktsplaner och när markanvändningen ändras betydligt. Denna slutsats understryker behovet av att framtida planer och beslut baseras på robust och aktuell information för att minimera riskerna och säkerställa hållbara och säkra markanvändningar. / This work is authored at the Royal Institute of Technology in Stockholm within the bachelor program in Property Development and Agency. The study will assist the Swedish Accident Investigation Authority's investigative report on the landslide in Stenungsund. On September 23, 2023, a landslide occurred in the municipality of Stenungsund. In one of the areas where the landslide was triggered, a detailed zoning plan was recently adopted. The current detailed zoning plan for the affected area is Munkeröd 1:12 et al. The detailed planning process for Munkeröd 1:12 et al. began as early as 2008, when a planning proposal was submitted with the desire to change the land use from a local recreation area to industrial land. Several investigations were carried out during the detailed planning process to test the suitability of the land for industry. Several geotechnical investigations were conducted where the load restrictions of the land were changed over the years. The purpose of the study is to analyze the detailed planning process for Munkeröd 1:12 et al. and to analyze the geotechnical investigations that have taken place, with purpose to find out where in the detailed planning process the land's load restrictions have been revised and why. This has been done through a literature- and document study as well as a legal scientific method. The study shows where in the detailed planning process the load restrictions have been changed and why. The revisions have all taken place in connection with consultations and exhibitions of the proposed plan. Several comments were received during the detailed planning work with views on, among other things, the geotechnical investigations. The study also shows the importance of thorough and transparent investigations in detailed planning processes, especially regarding areas with high landslide risk. Although the legal and structural aspects of planning were followed, this investigative study demonstrates that further scrutiny and caution are necessary in the case of major deviations from current comprehensive plans and when land use is significantly changed. This conclusion emphasizes the need for future plans and decisions to be based on robust and current information to minimize risks and ensure sustainable and safe land uses.

Medborgardialogens verktyg : En experimentell studie om att förmedla detaljplaner med 2D- och 4D-information

För att skapa en så bra livsmiljö som möjligt spelar medborgardeltagandet en stor roll i den urbana planeringen. För att gemene man ska kunna se framtida konsekvenser av nya planförslag måste de också förstå planens innehåll. Det finns olika slags verktyg för att presentera dessa planförslag. Syftet med denna studie var att genom ett experiment jämföra hur deltagarna förstod detaljplanematerial som presenterades på två olika sätt. Målet var att komma fram till hur olika presentationsverktyg kunde underlätta förmedlingen av nya planförslag vid medborgardialoger. Experimentets upplägg omfattade två moment: 2D-metoden och 4D- metoden. I 2D-metoden fanns detaljplanehandlingar som använts under Södertäljes samråd om Kvarteret Orion. I 4D-metoden tillämpades en 4D-modell över Södertälje som har använts vid medborgardialog. För att samla rådata tillämpades enkäter som insamlingsmetod. Enkätfrågorna utformades för att undersöka deltagarnas förmåga att förstå spatial och instruktiv information. Deltagarna delades slumpmässigt in i två grupper där respektive grupp fick prova en behandling: behandling A eller behandling B. Resultatet analyserades med hjälp av ett Wilcoxon signed rank test och en kvalitativ stapeldiagramsanalys. Slutsatsen visade att 4D- metoden förmedlade informationen tydligast, men att 2D- och 4D-metoderna har olika egenskaper. Dessa metoder behöver därför kompletteras med varandra för att förmedla detaljplaneinformationen till medborgaren på bästa möjliga sätt. / To create a good living environment the civic participation plays a major role in urban planning. In order for the common man to be able to see the future implications of the new planning proposal they must also understand the plan’s content. There are various tools to present these planning proposals. The purpose of this study was to through an experiment compare how the participants understood the zoning plan presented to them in two different ways. The aim was to come up with how various presentation tools could facilitate the communication of planning proposals for citizen dialogues. The experiment set-up comprised two parts: the 2D method and 4D method. In the 2D method, information and planning documents from the Södertälje consultation of Kvarteret Orion were used. In the 4D method, a 4D model of Kvarteret Orion previously used for citizen dialogue was employed. To collect raw data, questionnaires were applied as a collection method. The survey questions were designed to examine the participants’ ability to understand spatial and instructional information. The participants in the experiment were divided randomly into two groups, with each group assigned to try one of two treatments: treatment A or treatment B. The results were analyzed by a Wilcoxon Signed Rank Test and a bar graph qualitative analysis. The conclusion was that the 4D method was the most efficient in communicating the information, but that both methods have their different strengths. To fully convey zoning planning information to the citizen, both methods need to be used since only when complementing each other do they present a full picture of the plan at hand.

The key issue of the submitted diploma thesis is road plan proposal as part of the plan of joint facilities for komplex land consoladition in the cadastral area Hradiště u Kaplice. The introductory chapters are focused on the theoretical basis of the thesis and the analysis of professional literature, followed by the methodology of the procedure and criteria of the design of the field paths in the plan of common facilities. An essential part of the thesis is the evaluation of a detailed field survey, a proposal for reconstruction and completion of the road network. The final part of thesis evaluates results of the proposed measures for land access. The results of the work are processed in text and graphical form.
