An analysis of crisis services accessibility of new Francophone arrivals in the city of Winnipeg

Abstract The purpose of this practicum project was to facilitate access to mental health services and those health services that address issues causing emotional distress for new Francophone non English-speaking arrivals in the City of Winnipeg. The objectives were 1) to uncover Francophone mental health and specialized health resources in the city of Winnipeg, 2) to identify barriers, attitudes, and access issues pertaining to Francophone services, 3) to develop a directory of Francophone resources and links for health care professionals and other essential providers, and 4) to develop recommendations for future study and consideration. The project was implemented through telephone interviewing of 24 administrators and direct providers in 19 agencies that provided mental health and specialized health services, as well as refugee and immigration agencies. The study used qualitative methods and a semi-structured survey interview design. Via analysis of the results, the project presents an argument that language barriers are indeed preventing access to care for Francophone immigrants, refugees and international students in the City of Winnipeg. This was widely stated by participants from key organizations that work with this aggregate population on an occasional to a frequent basis. It is also evident that, with use of Bachrach’s Continuity of Care Dimensions/Principles, continuity of care for this population is equally compromised because of language barriers, lack of culturally sensitive providers, and lack of Francophone providers. / October 2005

Park Accessibility in Atlanta

Urban green spaces, such as parks, provide urban residents with a multitude of environmental benefits and city residents should all have access to these benefits. This study examined the socioeconomic status of urban residents who live within one-mile distance to a public park in the city of Atlanta. Park accessibility was investigated with respect to distances to parks and park acreage using Euclidean distance and street-network distance. Socioeconomic status was examined using five variables: population density, median household income, percentage of population living below poverty, percentage of minority population and percentage of female population. A site suitability analysis was conducted to determine where additional park space could be most beneficial for the populations lacking access to the benefits of park space. Using Geographic Information Systems to analyze socioeconomic data from U.S. Census Bureau vis-à-vis Atlanta parks, this study discovered there is no statistically significant socioeconomic disparity among residents who currently have or do not have park access in Atlanta. The findings of this study showed some weak relationships of park distance and park size with population density and minority populations. CHILVote: The design and assessment of an accessible audio voting system

The Help America Vote Act, passed into law in 2002, mandated that all polling places provide privacy and independence to all voters. Given this, many jurisdictions have been forced into making a choice between providing traditional voting methods (such as paper ballots) and offering newer electronic voting systems. Electronic voting machines have been seen as the solution to many usability and accessibility problems, but very little literature exists to indicate whether this is the case among specific populations such as disabled, elderly, and non-English speaking voters. An audio accessible voting interface for visually disabled voters (CHILVote) was designed using specifications from both the Voluntary Voting System Guidelines and a largescale survey of blind individuals conducted by Piner and Byrne [in proceedings of The Human Factors and Ergonomics Society 55th Annual Meeting, pp. 1686-1690 (2011)]. CHILVote’s interface utilizes the given design guidelines and includes use of a male text-to-speech voice, a flexible navigation structure, adjustable speed and volume, and an optional review section. Relatively low error rates (M=1.7%) and high SUS scores (M=89.5) among blind subjects are consistent with previous findings. Error rates and satisfaction are not significantly different than those of sighted voters using both paper and DRE, and blind voters using a non-electronic interface. CHILVote significantly reduced the time it takes for blind subjects to vote, from 25.2 minutes (VotePAD) to 17.1 minutes (CHILVote). This is an improvement, but still over 2.5 times slower than sighted subjects voting on an identical ballot. The integration of accessibility into mainstream technology often has benefits beyond allowing more of the population access to a system. This research provides a comparison point and guidelines for future studies of accessibility solutions.

Oh The Places We'll Go: The Game of Children's Spaces

Play is inarguably an important part of human development. Through play, children as young as three years of age learn social skills and values that will form the foundation of their development in to adult life. Children can be excluded from play for many reasons. Any visible or cognitive differences in a child can cause them to be marginalized in playgroups or daycares and later in their development, at school and camps. This makes it difficult for them to experience the types of play that are so important to their healthy development. This thesis examines the existing standards for accessible design, finding the contradictions in the information available, and exposing the gaps of information that make it impossible for designers to create truly inclusive play spaces for children. Collaboration with Camp Trillium, one of the foremost pediatric oncology camp programs in Ontario, will be a useful tool for gaining insight into the healing powers of inclusive play experiences for children. The product of this thesis will be the design of a system for creating inclusive play spaces that will allow children who have been marginalized by disabilities and illness to play freely with others. These fully-inclusive play spaces will aim to foster a new understanding of inclusivity in children; teaching those without distinguishing differences the value of relationships with people of differing challenges, and instilling in marginalized children a sense of self that helps them develop the confidence and social ability to penetrate the boundaries that have been inflicted on them.

I examensarbetet har avvikelse- och underhållsrapporter rörande FörstaAmfibieregementets stridsbåtssystem analyserats för att finna eventuella brister. Iexamensarbetet finns statistik från hela 2008 representerat. Utifrån de rapporter ochden statisktik som dessa brister givit upphov till har de delsystem och komponentermed störst felfrekvens blivit granskade. I rapporten presenteras troliga orsaker tilluppkomna fel och brister, men även förslag på åtgärder för att öka tillgänglighetenpå systemet.Under arbetet med rapporten har det dock visat sig att marinens Drift, Informationoch Underhållsstödsystem (DIUS) kan vara den största orsaken till en minskadtillgänglighet. Systemet är inte anpassat för det stora antalet marina enheter ochpersonal som arbetar med systemet och de sistnämnda har inte alltid rätt utbildning. / This thesis has analysed incident and maintenance reports concerning the FirstMarine Regiment’s combat boat maintenance system. The aim was to find thosepossible deficiencies and shortcomings causing reduced accessibility. In addition, thethesis includes an analysis of maintenance-related statistics reported in 2008. Byusing these reports and statistical data as our factual base, we have examined thoseparts of the maintenance system and its components most frequently affected bydeficiencies and shortcomings. The thesis presents the most likely reasons for thesenegative occurrences, but also recommendations regarding measures that willincrease the overall accessibility.During our research, however, it also became evident that the main and most likelyreason for the reduced accessibility was the inherent capacity of the maintenancesystem (DIUS) used by the Royal Swedish Navy. In conclusion, this system is notsufficiently adapted to the great number of naval units and personnel who are usingit. Further, the naval personnel operating the system sometimes lack adequatetraining.

Effect of Accessibility of Medical Treatment for Patients on Managerial Tactics of Hospital Business¡V Case Study on Chung-Kang Memorial Hospital in Chia-Yi Branch

In Taiwan, the environment of medical treatment is changing drastically. In fact, business competition among hospitals in an agricultural county is obviously increasing today. It is a crucial challenge for a new and large-scale hospital to survive in an agricultural county at a location without good traffic network and high resident population. For some people who are living in agricultural counties, even though the economical predicament in buying health insurance and taking medical treatment has been alleviated due to execution of the national health insurance system, but obstruction on the way to taking medical treatment is still existing for lack of medical resource, traffic convenience and others. Additionally, the patient-transfer policy among medical treatment providers does not go to practice and effect very well. Therefore, what tactics drawn up to enhance the accessibility of medical service to patients are very important to the business management of a hospital in an agricultural county. The purpose and works in this thesis research are as follows: (1) To analyze the factors that influence the accessibility of hospital to the residents and to draw up the tactics that might be effective to enhance the accessibility. (2) To analyze the factors that influences the accessibility of medical service to the patients in hospital and to draw up the tactics that might be effective to enhance the accessibility. (3) To evaluate the effectiveness of the related tactics in business management of some selected hospitals, then to confirm what are good and effective tactics. In this research, Chung-Kang memorial hospital in Chia-Yi branch, abbreviated to CKCY hereafter, was selected as a major study object. Effectiveness of four tactics that are adopted and brought to practice by CKCY was evaluated. These tactics are improvement on traffic convenience, taking benefit from tactical cooperation, popularization by providing circulating medical service and efficiency enhancement by introducing electronic business (e-business) operation. In order to evaluate effectiveness of the tactics objectively, two hospitals were also selected as study objects for comparison with CKCY. The information and data from interview with key managers and answers of the designed questionnaires that were sent to some related employees in these hospitals are used as base to evaluate effectiveness of the tactics. Based on the analysis and evaluation done in this research, the conclusions are drawn up as follows: (1) Regarding the improvement of traffic convenience, the more faraway the town, the more obviously effective the tactic. Both the shuttle bus service provided by the hospital and the prompt assistance from volunteers in the hospital are more effective to increase the number of patients than the elongation of public bus lines. (2) Regarding the tactical alliance for regional isolation, the proper radial distance of the hospital-centered region for cooperating with other hospitals is around 30 kilometers. However, it is better to ally with hospitals located in neighboring counties. Within the short distance region, it would be helpful for hospitals to take tactic cooperation in vertically integrating the medical treatment resources via division of the medical care with different hospitals on different diseases, for example, acute or chronic diseases. In the horizontal integration, it would be helpful for hospitals to set up outpatient service centers in the allied hospitals. (3) Patient satisfaction to the circulating medical service for rural communities is very high and the ratio of return patients in the outpatient service is also very high. Therefore, the circulating medical service is worth taking into practice more actively. (4) Merits of electronic business (e-business) operation in the hospital comparing with traditional operation are confirmed and listed as follows: <1>Simplifying operation procedures <2>Reducing waiting time for patients to get medical treatment <3> Improving the accessibility of medical service and patient satisfaction <4> Ensuring the correctness and integrity of hospital operation <5>Saving labor cost of hospital operation.

Chromatin dynamics at the Saccharomyces cerevisiae PHO5 promoter

In eukaryotes, the organization of DNA into chromatin is a primary determinant of gene expression. Positioned nucleosomes in promoter regions are frequently found to regulate gene expression by obstructing the accessibility of cis-regulatory elements in DNA to trans-factors. This dissertation focuses on the chromatin structure and remodeling program at the S. cerevisiae PHO5 promoter, extending the use of DNA methyltransferases as in vivo probes of chromatin structure. Our studies address the diversity of histone-DNA interactions in vivo by examining nucleosome conformational stabilities at the PHO5 promoter. We present high-resolution chromatin structural mapping of the promoter, required to relate in vivo site accessibility to nucleosome stability and show that the PHO5 promoter nucleosomes have different accessibilities. We show a correlation between DNA curvature and nucleosome positioning, which is consistent with the observed differences in accessibility/stability. Kinetic analyses of the chromatin remodeling program at PHO5 show that nucleosomes proximal to the enhancer are disrupted preferentially and prior to those more distal, demonstrating bidirectional and finite propagation of chromatin remodeling from bound activators and providing a novel mechanism by which transactivation at a distance occurs.

Active Harbor City revitalization: stitching existing urban fabric and port redevelopments in Busan, Korea

This study is to propose spatial interventions to activate port areas in the harbor city, Busan. Many ports including Busan North Port redevelopment are expected to redevelop soon. Most of them will be changed existing industrial ports to waterfront facility. However, these developments do not consider existing urban context. To resolve this problem, I suggest infrastructures and public spaces between existing urban structure and expected developments. This plan will increase accessibility to waterfront area and provide active public spaces. Especially, this study focuses on Busan North Port area. I propose an athletic park for local people and four pedestrian bridges to connect between city downtown and Busan North Port. / text
