Confidence and competence? The capacity of New Zealand Boards of Trustees to appoint highly effective school principals

Academics and lay persons alike freely acknowledge that principals exert enormous influence over the creation, maintenance and enhancement of the learning environment in schools. They recognise that a turbulent educational world presents principals with multiple challenges in sustaining the conditions necessary for student achievement, and that some principals are more successful in this endeavour than others. This small-scale qualitative study uses a semi-structured interview process to gather data from five Chairpersons of Boards of Trustees who have appointed a principal within the preceding twelve months. The study discusses the professional capabilities that theoretical and empirical research suggests distinguish highly effective principals from capable performers. It adopts a bipartite approach to the literature, examining both academic understandings and the degree to which available official publications inform the thinking of Boards of Trustees prior to embarking on the principal appointment process. The study then explores the extent to which these understandings influence the decision-making of five Boards of Trustees in appointing a new principal. Research findings reveal a dichotomy between the theory underpinning concepts of highly effective principals and the practice of Boards of Trustees in appointing a principal. Largely unaware of the academic literature and inadequately informed by official publications, Boards of Trustees adopt a problematic generic recruitment and selection process. Uncritical acceptance of the professional knowledge and standing of external consultants and misplaced trust in the advice they proffer leads Boards to proceed on a questionable perceptual basis. Secure in the knowledge that they have obtained the educational expertise they freely acknowledge they lack, Boards are further exposed to prevailing market discourses and internal prejudices which undermine their ability to identify and appoint a principal who possesses the capabilities necessary to exercise highly effective, contextually specific leadership. This study suggests that the autonomy of Boards of Trustees in their role as employer be sustained but supported through the mandatory appointment of an appropriately qualified advisor and that the involvement of existing advisors be further scrutinized.

The road to scholastic press freedom : a survey of midwestern high school newspaper advisers to determine the effects adviser backgrounds and school demographics have on student press freedom

This study examines what characteristics of schools and advisers have the most effect on fostering free student press practices as reported by advisers. Advisers' perceptions were measured based on three scales: one that measured student practices, one that measured administrative practices and one that measured adviser practices. Data suggested that existence of student free expression laws and open forum policies, number of years of teaching and advising, licensure and certification to teach journalism, and membership in professional journalism organizations are among the characteristics that have the greatest effect on fostering freer scholastic press practices. Recommendations were made to scholastic media organizations to use this data to help prioritize the initiatives to best free press practices in school newspapers. / Department of Journalism

Στην εργασία αυτή παρουσιάζεται το σύστημα εποπτείας και ελέγχου στην πρωτοβάθμια εκπαίδευση μέσα από τη μελέτη δύο κύριων φορέων υλοποίησής της, του θεσμού του Επιθεωρητή από το 1834 έως το 1982 και του θεσμού του Σχολικού Συμβούλου από το 1982 μέχρι το 2010. Έμφαση δίδεται στην εξέταση του λόγου της Διδασκαλικής Ομοσπονδίας Ελλάδας (Δ.Ο.Ε.) για τη λειτουργία του θεσμού του Σχολικού Συμβούλου πρωτοβάθμιας εκπαίδευσης. Αξιοποιώντας την τεχνική της ανάλυσης τεκμηρίων, επιχειρήθηκε η ποιοτική μελέτη του αρχειακού υλικού της Δ.Ο.Ε. Μελετήθηκαν όλα τα τεύχη του Διδασκαλικού Βήματος (232 τεύχη), τα οποία εκδόθηκαν από το 1982 έως το 2010. Η ανάλυση των δεδομένων αποκάλυψε ότι η Δ.Ο.Ε. κατά την υπό εξέταση περίοδο έχει συστηματικά καταθέσει προτάσεις για την εδραίωση και την αναβάθμιση του θεσμού του Σχολικού Συμβούλου, αποβλέποντας στη βελτίωση της παρεχόμενης εκπαίδευσης και στη στήριξη του καθημερινού έργου του εκπαιδευτικού. / This piece of work seeks to explore the inspection and advisory system of primary education in Greece through a historical perspective and an investigation of specific archives. At first, the inspectorate situation in primary education from 1834 up to 1982 as well as the school advisory system during the 1982-2010 period were studied. Secondly, a content analysis was attempted focusing on the examination of the official documents of the Federation of Primary School Teachers (D.O.E.), which were concerned with the topic under consideration. For this purpose, two hundred and thirty two issues published in the 1982-2010 period were studied. Data analysis revealed that, over the last three decades, the Federation has aimed at the upgrading of the school advisor’s status and has related this process with the betterment of school education and the support of teachers in their everyday work.

Percepções de profissionais do jornalismo cultural sobre ethos jornalístico e mediação das artes visuais

Esta tese busca compreender as percepções sobre o papel da mediação que jornalistas especializados em artes visuais exercem no campo cultural e como articulam um ethos profissional no jornalismo contemporâneo. O estudo foi construído a partir da produção e análise de entrevistas com 11 profissionais da área, numa amostra intencional, centrada na relevância da atuação desses escolhidos nos subgrupos de jornalistas da mídia e assessores de imprensa, e na abrangência de suas produções no contexto do jornalismo no Brasil. Buscamos investigar o entendimento do que é ser jornalista, sob o ponto de vista de cada entrevistado, a partir do(s) lugar(es) que ocupa no espaço profissional; compilamos valores, crenças e normas que os entrevistados associam ao campo e quais destes hoje são questionados ou relativizados; verificamos a formação de competência profissional na área cultural, enquanto um território que mescla funções de jornalista e de especialista; examinamos pertencimentos existentes entre os agentes do campo jornalístico; e interrogamos o papel do jornalismo cultural como espaço tradutor e legitimador das experiências artísticas, estéticas e intelectuais, envolvendo uma cadeia produtiva de indivíduos ou grupos que ambiciona visibilidade social. Para a produção e análise do corpus, utilizamos a entrevista oral temática como recurso, juntamente com a Análise de Discurso (AD) de linha francesa como referencial teórico-metodológico, e filiamos nosso entendimento do jornalismo no paradigma interacionista. Buscamos compreender questões que estão além das rotinas e que se sustentam em bases mais profundas, amparadas essencialmente em valores que se configuram nas relações entre sujeitos e a partir de atributos ou predicados nem sempre tão perceptíveis. Diante disso, na análise das entrevistas, foi possível mapear quatro sentidos: a) ao profissional há uma condição de entrada neste campo, que é sua formação de competência ou repertório, a partir do aprendizado com colegas de profissão e pela aquisição do conhecimento formal; b) para efetuar a mediação jornalística é necessário ter uma posição de atuação para o entendimento das práticas exercidas por cada subgrupo; c) há uma relação entre estes profissionais que se estabelece através de um capital baseado na confiança; d) e uma matriz de percepção constante, um habitus, que compreende a ideia de uma autoimagem articulada por um ethos profissional. Apontamos para a importância da noção de confiança como virtude fundamental na inter-relação do jornalista e o social, assim como para o jornalista no contrato social firmado como mediador da realidade perante esta mesma sociedade. / The purpose of this thesis is to understand the perceptions about the role of mediation journalists specialize in visual arts in the cultural field and how they articulate a professional ethos in contemporary journalism. The study was built from the analysis of interviews done with 11 professionals who work in the area, an intentional sample taking into account the relevance of these subgroups of media journalists and press officers, and the extension of their work in the Brazilian journalism. We intended to investigate the understanding of what it is to be a journalist, considering each interviewee point of view, according to the place they occupy; we compiled values, beliefs and rules they associate with the area and which are questioned or relativized; we verified how to build competence for the cultural area, as being a territory that mixes the function of journalist and specialist; we examined the sense of belonging from the agents of journalism; and we questioned the role of cultural journalism as a space for translating and legitimize artistic, esthetic and intellectual experiments, involving a whole productive chain of individuals or groups who seek for social visibility. For the corpus analysis, we used thematic oral interview as a resource together with Discourse Analysis (DA) from French research line as theoretical-methodological reference, and linked our understanding of journalism to the interactionist paradigm. Our goal was to comprehend questions which are beyond routines and that are sustained by deeper bases, reinforced essentially by values which are configurated through the relations among individuals and by attributes or qualities not always perceptible. Taking that into account, after analyzing the interviews, it was possible to distinguish four aspects: a) there is a condition to enter the field of cultural journalism which is related to the competence or knowledge acquired by learning with workmates or through formal education; b) to make the journalistic mediation possible it is necessary to have a position for understanding the practices of each subgroup; c) there is a relation among these professionals established through trust; d) and a matrix of constant perception, a habitus that involves the ideia of self-image articulated by a professional ethos. We highlight the importance of this sense of trust as a fundamental attribute of the interaction between journalist and society, as well as for the journalist into the social agreement firmed to act as a mediator of reality for the same society.

[pt] Esta dissertação pretendeu compreender de que forma a sociedade civil participou na formulação de estratégias e de controle da execução da política de Assistência Social na cidade do Rio de Janeiro. Sobretudo, compreender as formas e os mecanismos pelos quais os conselheiros eleitos, representantes da sociedade civil para a gestão 2013-2015, inscreveram seus projetos políticos no seio do aparelho de Estado através da representação das suas entidades, entendidas neste estudo como aparelhos privados de hegemonia. Neste contexto, buscou-se: a) identificar quais temas e situações foram analisados na gestão 2013- 2015 do CMAS/RJ; b) conhecer as formas e os mecanismos pelos quais os conselheiros civis inscreveram seus projetos através da representação das suas entidades; c) entender como os consensos foram construídos e d) até que ponto os projetos dos conselheiros civis estavam alinhados com as diretrizes do Sistema Único de Assistência Social (SUAS). Para o desenvolvimento do estudo foram utilizados conceitos gramscianos, tais como sociedade civil, intelectuais orgânicos, entre outros Os procedimentos metodológicos adotados incluíram, além da realização da pesquisa bibliográfica que forneceu informações aproximativas sobre o recorte da temática em questão, a análise documental, realizada a partir dos documentos coletados no campo, isto é, de 41 atas, 175 resoluções e 4 relatórios elaborados na gestão analisada, os quais foram posteriormente examinados a partir do seu conteúdo temático. Também foram realizadas 12 entrevistas semiestruturadas, as quais permitiram um contato mais íntimo com os sujeitos da pesquisa. Essa etapa proporcionou uma melhor compreensão não só sobre o material coletado, mas, em especial, sobre a reconstituição da criação do CMAS/RJ, pois alguns desses entrevistados já estavam nesse espaço há bastante tempo. Os dados obtidos e as análises empreendidas levam à constatação de que o CMAS/RJ se encontra numa posição periférica em relação aos processos que envolvem decisões propositivas para a política de assistência social em decorrência do caráter extremamente autorreferenciado e cartorial. Pode-se também identificar uma tendência conscienciosa e colaborativa entre os conselheiros titulares e suplentes civis e governamentais, além de identificada uma dinâmica boca-a-boca para a reprodução e perpetuação do establishment realizada pelos conselheiros que, em sua grande maioria, mais de 90 por cento, são assistentes socais. O que está em disputa na agenda do Conselho é a interdependência entre o público e o privado na prestação dos serviços socioassistenciais. Dessa maneira, o estudo revela o quanto a Política Nacional de Assistência Social (PNAS) não rompeu e nem superou a relação público-privado, mas a resinificou na história da assistência social no Brasil. O grande desafio esteve em pensar o CMAS/RJ tendo em conta suas tensões, contradições, limites e possibilidades sem, contudo, reiterar um discurso fatalista que configura este local como o da barganha, da cooptação e da luta por interesses corporativos ou tomando como o único espaço possível para a materialização da democracia e de exclusivo meio para avaliação e proposição das políticas de assistência social no município. / [en] It was intended to understand how civil society participated in the formulation of strategies and control of the implementation of Social Assistance policy in the municipality of Rio de Janeiro and, above all, to understand the forms and mechanisms by which elected councilors, representatives of civil society in the 2013-2015 administration inscribed their political projects within the State apparatus through the representation of their entities, understood in this study as private hegemony devices. In this context, we was sought to: a) identify which themes and situations were analyzed in the 2013-2015 administration of the CMAS / RJ; b) know the forms and the mechanisms by which the civil councilors inscribed their projects through the representation of their entities; c) to understand how consensus was built; and d) to know the extent to which the civil counselors projects were aligned with the guidelines of the Single Social Assistance System (SUAS). For the development of the study Gramscian concepts such as civil society, organic intellectuals, among others, were used besides the accomplishment of bibliographical research that provided approximate information on the cut of the subject in question. The research also had documentary analysis collected in the field, that is, of 41 minutes, 175 resolutions and 4 reports elaborated in the analyzed management, which were later examined from the thematic content. There were also 12 semi-structured interviews, which allowed a more intimate contact with the research subjects. This step provided a better understanding not only of the material collected, but especially about the reconstitution of the creation of CMAS/RJ, since some of those interviewees had been in this space for a long time. The data obtained and the analyzes undertaken lead to the realization that the CMAS/RJ is in a peripheral position in relation to the processes involving propositive decisions for social assistance policy due to the extremely self-referential and cartorial character. It is also possible to identify a conscientious and collaborative trend among the civil and government board members and deputies, as well as to identify a dynamic word of mouth for the reproduction and perpetuation of the establishment by the councilors, who more of 90 percent, are social workers. What is in dispute on the Council s agenda is the interdependence between the public and the private in the provision of social assistance services. In this way, the study reveals how the National Social Assistance Policy (PNAS) did not break and did not overcome the public-private relationship, but it has resignified it in the history of social assistance in Brazil. The main challenge was to think about CMAS/RJ, taking into account its tensions, contradictions, limits and possibilities, without reiterating a fatalistic discourse that configures this place as that of bargaining, cooptation and the struggle for corporate interests or taking as the the only possible space for the materialization of democracy and the exclusive means for evaluating and proposing social assistance policies in the municipality.

Durante os anos de 2008 e 2009, acompanhamos os encontros de estudos e as reuniões de trabalho desses atores institucionais, o que possibilitou a imersão como pesquisadora nas questões relativas ao desencadeamento desse processo. Foram realizadas também, entrevistas semi-estruturadas, com os Orientadores Pedagógicos para que pudéssemos captar o fenômeno estudado em suas diferentes perspectivas. Buscamos desvelar os limites e possibilidades do Orientador Pedagógico enquanto ator institucional indicado para articular esse processo. Além disso, o estudo aborda pontos essenciais nessa trajetória como gestão e Projeto Pedagógico. Pensar e colocar em prática uma avaliação emancipadora promotora da qualidade da escola é possível, e pode garantir uma educação pública que vá para além dos documentos e dos discursos e que auxilie de fato na formação de um cidadão crítico e participativo. / Abstract: This study aims to know the limits and possibilities of the role of Educational Supervisor as the articulator of the process of implementation of Participatory Institutional Assessment (PIA) in the schools of basic education in the Southwest Region of Campinas. During the years 2008 and 2009, we followed the study meetings and working meetings of these institutional actors, which allowed the immersion as a researcher on issues relating to the initiation of this process. Also there were made semi-structured interviews with the pedagogical advisors so that we could capture the phenomenon studied in its different perspectives. We seek to reveal the limits and possibilities of institutional actor as Pedagogical Advisor appointed to coordinate this process. A Study of Motivation to Work and Job Satisfaction of Student Activities Advisors at Srinakharinwirot University in Thailand

The problem with which this study is concerned is the motivation to work and the job satisfaction of faculty members who work both as full-time instructors and student activities advisors at eight campuses of Srinakharinwirot University in Thailand. In relationship to the respondent student activities advisors, the purposes of this study were (a) to study the perceived relationship between motivation to work and job satisfaction, (b) to compare perceptions of motivation to work and job satisfaction according to selected demographic variables, and (c) to determine whether or not these variables significantly contribute to the prediction of motivation to work and job satisfaction for the sample population. Two published survey instruments were used to collect the data. Both instruments were administered to 206 student activities advisors of Srinakharinwirot University; usable, completed questionnaires were returned by 191 (92,7%) respondents. The statistical treatments applied to the collected data for seven research hypotheses include the Kentall Tau correlation coefficient, one-way analysis of variance, and multiple regression analysis. The numerous data findings from this study appear to support several conclusions. Among these are that although the respondent faculty members who were also student activities advisors were modestly motivated to accept the additional advisory responsibilities, feelings of high job satisfaction were produced once they assumed their advisory roles. Furthermore, although some significant relationships were found among the variables, it would be difficult to predict which faculty members would be capable and successful student activities advisors based on sex, age, years of teaching experience, or marital status. As a result, therefore, no statistical model could be developed from the data obtained from this study that could be used to predict either motivation to work or job satisfaction for student activities advisors.

Guiding the 21st century foreign student advisor : a compendium to the Handbook of Foreign Student Advising

The field of Foreign Student Advising has undergone significant change over the last 25 years, outpacing the seminal guidance in the field provided in The Handbook of Foreign Student Advising by Gary Althen, first published in 1983 and revised in 1995. Foreign Student Advisors (FSAs) are professionals employed at institutions of higher education or nonprofit organizations, who work with nonimmigrant students (primarily those in F and J nonimmigrant status). Their essential function is to ensure the student's legal status and help promote adaptation to and academic success in the U.S. The field of Foreign Student Advising is inherently complex and intercultural, more so today due to the ever-present and increasing federal government parameters following 9/11/01. This thesis addresses these changes by providing a compendium to supplement The Handbook. The steps taken prior to writing the compendium include: consultation with Althen, a critical analysis of what does and does not work in The Handbook for today's FSA. a survey of a select group of international education leaders to determine what topics should be included in the compendium, and a review of the literature and research about FSAs with a focus on what has been written since 1995. In order to secure the most meaningful feedback on the major developments in the field, a survey was conducted with fifteen past presidents of NAFSA: Association of International Educators, who had a Foreign Student Advising background and were still active in the field. This information, in combination with the current literature from the field, reflections from my twenty-plus years of FSA experience, and guidance from Althen was used to prepare a compendium to The Handbook. The Compendium provides updated guidance, addressing some of the major changes in the field of Foreign Student Advising.
