Effects of rain, nitrogen, fire and grazing on bush encroachment in semi-arid savanna, South Africa

Thesis (MScFor)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: Increases in woody plant density ('bush encroachment') reduce livestock production and biodiversity. By convention, soil moisture, soil nutrients, fire and herbivory are regarded as the principal factors governing the tree-grass ratio of savannas. An experiment with a completely-crossed design was employed to investigate woody seedling (Acacia me/lifera) recruitment near Kimberley, Northern Cape, South Africa, after fire and under conditions of maximum-recorded rainfall, nitrogen addition and grazing. The field experiment was repeated as a garden experiment to determine if the two experiments yield comparable results. Tree germination in the field was extremely low, probably due to below-average natural rainfall in plots that only received natural rain, and insufficient watering frequency in irrigated plots. As a result of low germination, none of the treatments (rain/nitrogen/fire/grazing) had a significant effect on tree recruitment in the field experiment. The duration of the experiment (2000/2001 growing season) was insufficient for the treatments to affect grass composition, although the high rainfall treatment and grazing exclusion significantly improved grass cover and height. The garden experiment showed that frequent watering, no nitrogen addition and grass clipping significantly enhanced tree germination and survival (termed 'recruitment'). There were also significant interactions among rain, nitrogen and grazing in their effects on tree recruitment. The effects of rain on tree recruitment were more pronounced under nitrogen supplementation and vice versa. Similarly, high rain and high nitrogen enhanced the effect of grazing on tree recruitment. It is inferred that above-average rainfall years with frequent rainfall events are required for mass tree recruitment. Tree seedlings can further benefit from space and resources which are made available through grass defoliation. Conversely, nitrogen enrichment improves the competitive ability of the fast-growing grasses relatively more than that of the N2-fixing tree component, thereby suppressing tree recruitment. In contrast to conventional wisdom that grazing alone causes encroachment, it is suggested that there are complex interactions between the abovementioned factors and 'triggering' events such as unusually high rainfall. Contrary to many claims that equilibrium models are inappropriate for explaining savanna dynamics, it was shown that consumer-resource theory has explanatory power for bush-grass dynamics of the savanna studied. The state-space approach that was used facilitated the understanding of savanna dynamics and enabled predictions about the system's response to perturbations. The applicability of consumer-resource theory to semi-arid nutrient-poor savannas confirmed the importance of resource competition in structuring natural systems. / AFRIKAANSE OPSOMMING: Toenames in die digtheid van houtagtige plante ('bosverdigting') verlaag veeproduksie en biodiversiteit. Volgens konvensie word grondvog, grondvoedingstowwe, vuur en beweiding beskou as die belangrikste faktore wat die boom-gras verhouding van savannas bepaal. 'n Volledig-gekruisde ("completely crossed") eksperiment is ontwerp om boomsaad-ontkieming (Acacia mellifera) naby Kimberley, Noord-Kaap, Suid- Afrika, te bestudeer na 'n brand en onder toestande van maksimum-aangetekende reënval, stikstof toevoeging en beweiding. Communication strategies of women principals of secondary schools

This study focuses on the conununication strategies of women principals in secondary schools. It highlights the role of conununication in management by examining the purpose of conununication, communication process, barriers to effective communication and the types of communication, which are verbal and nonverbal communication. The study, further highlights that communication in management may be affected by the differences in communication styles of women and men. It further shows that while differences in communicative styles can be attributed to many factors, socialisation into gender positions is a major factor that leads to gender communication differences. Though socialisation is one of the factors shaping communication of men and women, post-structuralists also argue that children who are socialised are not just passive recipients. During socialisation each person is active in taking up discourses through which she or he is shaped. The socialisation, starts at home, then to school and also the community. Children develop sex-appropriate speech in different communities. A single case study explored the conununication strategies of a woman principal in the Northern Province, South Africa. Reputational sampling was used for the selection of the participants and site. Data gathering was done by means of interviews [with the principal and six teachers], observation and document analysis. Findings suggest that a woman principal's communication is shaped by the context in which she is a woman, mother, wife, African, educational manager and as an individual with her own unique personality. Women managers in rural contexts experience cultural barriers to communication as women are not expected to talk much and should appear to know little in the presence of men. Women are also not supposed to conununicate non-verbally by keeping eye contact, using more space and using facial expression. In this study, a woman manager emerges as a good communicator who overcomes cultural barriers by even practicing what is not traditionally acceptable. The woman principal prefers personal encounters as channels of communication and as an African, she overcomes language barriers by using mother-tongue when speaking with staff and students. In general. this study found that the woman principal preferred human-oriented communication strategies, and endeavoured to conquer cultural barriers to communication. / Educational Leadership and Management / D.Ed. The problems associated with pregnancy amongst student nurses in the Northern Province

The purpose of this study was to explore possible problems associated with pregnancy amongst student nurses in the Northern Province, and to determine whether their studies were adversely affected by their pregnancies. Sixty-seven (71,0%) of student nurses fell pregnant because they lacked knowledge about contraceptives. Four-six (49,5%) of the respondents delayed seeking antenatal care, although they needed advice and support. Whilst fifty-eight (62,4%) of the respondents suffered from minor ailments such as tiredness, pre-eclampsia, early bleeding prior to three months pregnancy, and dizziness. Fifty-eight (62,4%) of the respondents encountered problems with their academic progress, as revealed by decreasing marks scored before, during, and after delivery. Cost analysis of economic impact of HIV and AIDS on length of stay in one hospital in the northern Cape Province in South Africa

Background and purpose. The purpose of the study was to determine the costs incurred on the average length of stay (ALOS) on patients with Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) related illnesses admitted in hospital and whether there are any other significant costs involved. Method. A quantitative approach was used to collect data; analysed; interpretation and report writing. Purposive sampling and data collection was done using data collection sheet. This was a retrospective cost analysis data from in-patients records (record review) of ages from 15 years to 49 years both gender. Data analysis and presentation of information was presented by the use of tables; different types of graphs and the interpretation thereof. Results. The study found that males (63%) with HIV Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) related illnesses had longer average length of stay in a hospital compared to females. However, females illustrated higher in-patient costs but majority of patients had costs of between R0–R17 500. Patients with longer hospital stay (>3 days of hospitalisation) had higher in-patient costs. Conclusion. The findings also showed that in-patient care costs were directly proportional to length of stay with higher costs for HIV and AIDS patient management care. Our findings are consistent with other studies regarding higher economic implications of care for HIV infected persons being almost as twice as people who are HIV negative due to longer periods of hospitalisation. / Health Studies / M.A. (Public Health)

A literature review of the water services education and training needs of councillors in local authorities within the context of developmental local government agenda with special reference to Northern Cape Province

Thesis (MPhil) -- University of Stellenbosch, 2004. / ENGLISH ABSTRACT: This study describes and analyses the water services education and training needs of councillors in local authorities in the Northern Cape to enable them to implement their legislative framework in the new dispensation in South Africa. It is the proposition of this study that during the transitional period from 1994 to 2003 and thereafter, there is a likelihood of lack of capacity in most local authorities in the Northern Cape to execute their legislative requirements. This invariably imposes leadership responsibilities upon a range of stakeholders and councillors in Local Authorities (LAs), and creates the need for a redefined model of representation on the part of councillors "from resemblance to responsibility and responsiveness" (Sartori 1968: 465). Using literature review to analyse leadership responsibilities of councillors, four priority education and training (E&T) needs of councillors have been identified: • the need to understand water services policy and business cycle within the context of decentralisation and devolution of powers and functions • to local government; • the need for water services business programme management and planning skills; • the need to understand community participation in water services development plans and development processes; and • the need for conflict-resolution skills. Based upon inferences drawn from literature evidence, it is concluded that Local Government (LG) patterns of responses involving the application of managerial and analytical principles grounded firmly in the twentieth century Organisational Development (00) and public service management experience and thoughts, can neither explain nor remedy the complex variables of Local Government Developmental Agenda (LGDA) and/or the complex array of water crises that are unfolding in Northern Cape. Thus, for water services to remain a viable "instrument of humanity" especially at a municipal level, it is concluded that more effective E&T strategies are required to equip current and future councillors with intellectual water business tools to address the complex challenges that lie before them. Furthermore, an Outcomes Based Education (OBE) action-based strategy is offered as an alternative to the current traditional training approaches in Northern Cape. It is also clear from the researcher's interpretations and analysis of LGDA variables that the water services E&T needs and the relevant "gaps" identified are not simply questions of "how to do things". Rather an OBE action-based strategy under LGDA processes involves a fundamental reorientation of all participants in E&T programme for councillors that should be relevant to the special demands of the Northern Cape LAs and councillors. The researcher makes recommendations for enriching the sociology of LG studies, to match the skills requirements, given the complexity of LGDA and numerous challenges for competent and innovative councillors in LAs. Finally, this study is not intended to be exhaustive but rather to complement a number of education and training initiatives commissioned or under preparation by water sector stakeholders in line with Skill Development Act of 1998 and SAQA of 1995 (South African Qualifications Act) processes. The role of school governing bodies in rural areas in the Northern Province

Thesis (MEd)--University of Stellenbosch, 2002. / ENGLISH ABSTRACT: In April 1994, after South Africa's first democratic elections, a new era in education commenced. The education system was transformed to a unitary system and a programme of legislation was launched aimed at promoting democratic ideals and practices. Of particular importance to schools was the South African Schools Act (Act No. 84 of 1996) by which significant powers were granted to School Governing Bodies (SGBs) at local level In addition to the school principal, a SGB was to be composed of elected representatives of four main stakeholder groups: educators, non-educator staff, learners (in Grade 8 or above) and parents. The powers and responsibilities allocated by the Act indicated that the introduction of SGBs had far-reaching potential to improve school effectiveness and, more importantly, to contribute to the growth of democracy in South Africa. The writer of this study was an educator, resident in the Northern Province and with significant first-hand teaching experience in schools in rural and semi-rural areas of the province, as well as experience as a member of a SGB. This experience had made him keenly aware of the role that SGBs could play in improving schools with which he was familiar. The purpose of the research was therefore to investigate the role of SGBs in rural areas of the Northern Province. To evaluate the role of SGBs, the researcher aimed to investigate aspects such as whether SGBs were in fact properly established, e.g. through the conduct of proper elections, how stakeholders perceived their roles, what functions were typically performed by SGBs, the perceptions of roleplayers about significant progress and or problems, and what needs for help or training were experienced. In particular the research aimed to discover whether there were particular needs associated with SGBs in the rural areas in order to determine what sort of capacity-building was required. The approach used in the investigation followed four main steps. Firstly, a literature study provided the basis for analysis and clarification of important concepts. Secondly, the legal and policy context was described, paying particular attention to the specific legislation and documents that frame school governance in South Africa. Thirdly, the writer examined the context of Northern Province, describing four stages in the history of educational administration and focusing on rural communities in particular. The fourth perspective was gained by an empirical study of a sample of ten secondary schools in the rural and semi-rural areas around the town of Thohoyandou. The method of investigation was to use questionnaires and interviews to obtain data from representatives of all five stakeholder groups in SGBs at each of these schools. The findings led to the conclusion that SGBs were largely well-established in the rural areas of Northern Province. They were widely accepted as legitimate and worthwhile structures but there were specific important needs for training and capacity-building. Perhaps the most important finding was that parents in rural areas appear to find it very difficult to become involved in the educational life of schools and are especially reluctant to serve on SGBs. Reasons for this apparent apathy were found to lie in problems of illiteracy and feelings of ignorance or inferiority. These conclusions enabled the researcher to make specific recommendations for improving the role and functioning of SGBs. Recommendations were made for improving the role of SGBs as a whole as well as for capacity-building relating to the needs of each stakeholder group. A particular emphasis of these recommendations was on ways in which the unique needs of rural communities can be met. This was seen as a priority in order to improve education in secondary schools in these historically underdeveloped areas and through that, promote the growth of democracy in the rural areas of Northern Province. / AFRIKAANSE OPSOMMING: Suid-Afrika se eerste demokratiese verkiesing op 26 April 1994 het 'n nuwe era vir die onderwys ingelei. Een unitêre en eenvormige geïntergreerde onderwysstelsel is gevestig en 'n program geloods van nuwe wetgewing gerig op die bevordering van demokratiese ideale en praktyke. Van besondere belangrikheid vir skole was die Suid-Afrikaanse Skolewet (Wet Nr 84 van 1996) wat bepaalde magte aan skole op plaaslike vlak afgewentel het deur die instelling van Skool Beheerliggame (SBLs). Saam met die skoolhoof, was SBLs saamgestel deur verkose verteenwoordigers van vier hoof belanghebbende groepe: opvoeders, nie-opvoederpersoneel, leerders (in Graad 8 of bo) en ouers. Die magte en verantwoordelikhede deur die Wet aan SBLs geallokeer was 'n aanduiding dat die instelling van SBLs verreikende potensiaal gehad het om skooleffektiewiteit te bevorder sowel as 'n belangrike bydrae te maak tot die ontwikkeling van demokrasie in Suid-Afrika. Om die rol van SBLs te evalueer het die navorser besluit om aspekte te ondersoek soos die vestiging van SBLs, bv. of hulle welordentlik gevestig was, o.a. deur die bepaalde verkiesingsprosedures, die persepsies van belanghebbendes oor hulle eie rolle, die tipiese funksies deur SBLs gerig, die rolspelers se eie persepsies van beduidende vordering en/of probleme in die funksionering van hulle SBLs, en enige opvallende behoeftes. Die navorsing het veral gepoog om agter te kom of daar spesifieke eiesoortige behoeftes t.O.V. SBLs in gemeenskappe in landelike gebiede was. Om sulke behoeftes te kon bepaal sou bydrae tot die ontwikkeling van geskikte programme vir kapasiteitsbou by SBLs in landelike gebied. Die ondersoek het uit vier hoofstappe bestaan. Eerstens het In literatuurstudie bygedra tot die ontleding en verduideliking van belangrike konsepte. Tweedens is die wetlike en beleidskonteks beskryf, met besondere verwysing na die raamwerk van spesifieke wetgewing en dokumente wat skoolbeheer in Suid-Afrika bepaal Derdens het die skrywer die konteks van Noordelike Provinsie omskryf, insluitend 'n beskrywing van vier fases in die geskiedenis van onderwysbeheer Daar is ook veralop die eienskappe van landelike gemeenskappe gefokus. Die vierde perpsektief was deur 'n empiriese ondersoek verkry, gebasseer op 'n seleksie van tien sekondêre skole in die landelike en semi-landelike gebied rondom Thohoyandou. Die ondersoek het gebruik gemaak van vraelyste en onderhoude met verteenwoordigers van elkeen van die belanghebbende groepe. Daardeur is gegewens bekom van al vyf belanghebbende groepe by elkeen van die tien skole. Die bevindinge het tot die gevolgtrekking gelei dat SBLs reeds grootendeels gevestig was in die landelike gebiede van Noordelike Provinsie. Dit het geblyk dat SBLs wyd aanvaar was as legitieme instellings, maar dat daar spesifieke behoeftes was vir opleiding en kapasiteitsbou. Moontlik die belangrikste bevinding was dat ouers in die landelike gemeenskappe dit blykbaar baie moeilik vind om betrokke te raak in die opvoedingstaak en lewe van skole en veral skaam is om op SBLs te dien. Redes wat vir hierdie skynbaar apatetiese gedrag aangevoer is, was dat die meerderheid ouers ongeletterd is en dat gevoelens van onkundigheid, onbekwaamheid en minderwaardigheid ouers weerhou om deel te neem .. Bogenoemde gevolgtrekkings van die studie het die navorser in staat gestelom spesifieke aanbevelings te maak t.o.v. die ontwikkeling en verbetering van die funksionering van SBLs. Aanbevelings is gemaak om die rol van die SBL in die algemeen te verbeter, sowel as t.o.v. kapasiteitsbou gerig op die spesifieke behoeftes van bepaalde belanghebbende groepe. Die aanbevelings het in besonder klem laat val op die soeke na wyses waardeur die unieke behoeftes van landelike gemeenskappe aangespreek kan word. Hierdie behoefte word as 'n prioriteit beskou om onderwysverbetering in sekondêre skole in hierdie histories onderontwikkelde gebiede te versnel. Daardeur sou die ontwikkeling van demokrasie in die landelike gebiede van Noordelike Provinsie ook versterk en bevorder word.

The quality of professional conduct by the nursing practitioner in selected public hospitals in the Northern (Limpopo) Province

D.Cur. / The purpose of this study was to evaluate the quality of professional conduct by the nursing practitioner in clinical nursing care as reflected in post laparotomy and respiratory disorders in selected public hospitals in the Northern (Limpopo) Province, and to develop a programme to improve the quality of professional conduct by the nursing practitioner in public hospitals. Professional conduct in this study refers to the level of compliance with the SANC/Muller (1999) practice standards as refined by the researcher. The following dimensions are addressed in relation to post laparotomy patients and patients with respiratory disorders: knowledge, skills/competencies, scientifically-based care, recording, teamwork/networking, health promotion, therapeutic environment and accountability. The hypothesis for this study was that the quality of professional conduct by the nursing practitioner in clinical nursing care as reflected in post laparotomy and respiratory disorders is inadequate and non-compliant with the standards and criteria in selected public hospitals in the Northern (Limpopo) Province. The following research questions were addressed: a) What is the quality of professional conduct by the nursing practitioner in clinical nursing as reflected in practice setting of post laparotomy and respiratory disorders in selected public hospitals in the Northern (Limpopo) Province? b) What professional conduct programme should be developed to improve compliance with the standards and criteria? A quantitative evaluative descriptive and contextual survey was conducted consisting of: 1. Refinement of standards by the researcher 2. Baseline survey to evaluate the quality of professional conduct by the nursing practitioner in clinical nursing care as reflected in post laparotomy and respiratory disorders; 3. The development of a professional conduct programme as a remedial action strategy. The data collection method utilised strategies such as the use of trained evaluators, direct and indirect observations, individual and group interviews, and documentation analysis. Population and samples were selected from public hospitals that offer clinical nursing care to both post laparotomy patients and patients with respiratory disorders. The units that offered clinical nursing care to the same patients and the nursing practitioners who provide clinical nursing care to these patients were selected. A three point rating scale consisting of compliance (C) = 1, partial compliance (PC) = 0.5 and non-compliance (NC) = 0.0 was used to collect data. Statistical analysis system was used by the statistician to analyse the data. Individual items were analysed and percentages calculated. Then mean (M) and standard deviation (SD) on individual standard were determined. The results revealed that for practice standard one the nursing practitioner showed partial compliance (M = 0.375; SD = 0.197); practice standard two, the nursing practitioner showed partial compliance (M = 0.355; SD = 0.267) slightly lower than standard one; practice standard three the nursing practitioner showed non-compliance (M = 0.319; SD = 1.211); practice standard four, the nursing practitioner showed partial compliance (M = 0.552; SD = 0.180); practice standard five, the nursing practitioner showed partial compliance (M = 0.397; SD = 0.220); practice standard six, the nursing practitioner showed non-compliance (M = 0.238; SD .= 0.257), the lowest of all the standards; practice standard seven, the nursing practitioner showed partial compliance (M = 0.396; SD = 0.237); and practice standard eight, the nursing practitioner demonstrated partial compliance (M = 0.530; SD 0.267). The first research question was what is the level of compliance by the nursing practitioner with the standards and criteria in clinical nursing care in public hospitals in the Northern Province? The overall results for the eight standards showed partial compliance (M = 0.380; SD = 0.175). The second research question was what professional conduct programme should be developed to improve compliance with the standards and criteria. The professional conduct programme was developed based on the SANC/Muller practice standards as the theoretical foundation. Further analysis was done on contributory factors. There was a relationship between the recording format (78.9% inadequate) and compliance with practice standard three; scientifically-based recording on patient records rated low at all the selected hospitals (M = 0.319; SD = 0.211). There was also an association between supervision/support (85% inadequate) and practice standard six, indicating non-compliance (M = 0.238; SD = 0.257) and practice standard seven (M = 0.396; SD = 0.237). A relationship between availability of stock and supplies (69.4% inadequate) and practice standard one and two, was observed (M = 0.375; SD = 0.197) and (M = 0.355; SD = 0.269) respectively. There was, however, no relationship between staffing and the practice standards;
