Some issues affecting participation of the poor in development projects in Inkosikazi communal lands in Zimbabwe

This study investigates some of the issues affecting participation of the poor in two development projects in Inkosikazi communal lands in Zimbabwe. Recent trends in participatory development are reviewed and discussed in the study. Some definitions of the concept of participation are explored, including its historical background, importance and challenges. Fieldwork was undertaken in Inkosikazi communal lands in July 2004. Two projects were randomly sampled, and in one of them involving goat-rearing, some of the participants were classified as being very poor, while in the other, a heifer loan-scheme project, none of the participants could be classified as very poor. The possible reasons for these variations are explored in the study. The conclusion of the thesis is that the study succeeds in examining certain key issues affecting participation of the poor in Inkosikazi communal lands in Zimbabwe and recommendations thereof are made. / Development Studies / M.A. (Development Studies)

Transformação essa que se dera no final do século XVIII, possibilitada pela economia de abastecimento interno desenvolvida em algumas regiões de São Paulo, a partir do século XVII. O surgimento de práticas agrícolas voltadas ao mercado internacional ocorreu, sobretudo no período pombalino e no governo de Morgado de Mateus. Quando D. José I assumiu o trono de Portugal, uma série de medidas foram tomadas com o objetivo de que o país alcançasse a riqueza de nações como a Inglaterra e a França, fortalecendo também sua presença na América Portuguesa. Nesta última, as políticas que objetivavam esse avanço se deram grandemente em torno do fomento agrícola, que aos poucos começou a surtir efeito, sobretudo nas regiões do Centro-Sul. Foi esse o caso da Capitania de São Paulo que, entre 1760 e 1770, passou a registrar seus primeiros produtos agrícolas para exportação pelo porto de Santos / The settlement of Rio Pardo headwaters region, which nowadays corresponds to cities located in the state of São Paulo such as: Caconde, São José do Rio Pardo, São Sebastião da Grama, Mococa Tapiratiba and Divinolândia, started in 1765; this was year when the governor of Sao Paulo, Luis Antonio de Souza Botelho Mourão, the Morgado de Mateus (his noble title), sent a stagecoach in order to find gold in this site and also in order to secure the possession of the region. There was, at the same time, a population shift to this area, which consisted of people in search of gold and land for planting. In this movement, the village of N. S. Conceição do Rio Pardo was established, which, in 1775, became a municipal sub-district. This population center corresponded to the limits of the Caconde Village (SP) which was, during the early nineteenth century, the center of the rural districts which appeared in its vicinities. The integration of this space to the São Paulo state area was accelerated by the expansion of export agriculture in the region of the state of São Paulo which was known as the cane quadrangle. This transformation had occurred in the late eighteenth century, and it was made possible by the development of an economy of domestic supply in some regions of São Paulo, which had begun in the seventeenth century. The emergence of agricultural practices geared to international markets occurred primarily in the pombalino period and during the government of Morgado de Mateus. When D. Joseph I assumed the throne of Portugal, a number of measures were taken so that the country of Portugal would be able to reach the same wealth of nations such as England and France; thus, strengthening its presence in the Portuguese America. In the latter, the policies aimed at advances were largely due to the promotion of agriculture, which gradually began to yield results, especially in South-Central regions

An investigation of urban agriculture projects as a local economic development mechanism to alleviate poverty in the Nelson Mandela Bay Municipality

Around the globe, towns and cities are growing rapidly in developing countries due to migration. The rate of urban growth outweighs job creation and the ability of most governments to provide basic services and infrastructure. The process of migration often precipitates into high levels of poverty and hunger, leading many urban dwellers to engage in agricultural activities to help themselves in satisfying their food need. The context of the research area is the NMBM townships where urban agriculture projects are taking place. There are three urban agriculture projects that were selected for this study and these are located in three different townships within the NMBM. Two of these projects are located in the Port Elizabeth area, which are the Emmanuel Haven Hydroponics Project, which is located in Motherwell Township, and the Walmer Hydroponics Co-operative that is in Walmer Township. The third project is located in the Uitenhage area near Kwa Nobuhle Township and that is the Tinarha Agriculture Tourism Initiative (TATI). The discussion in this research focuses on the NMBM poverty alleviation projects in the form of urban agriculture as a key driver of LED. The discussion also focuses on different factors that are required for urban agriculture projects to be effective and sustainable in the NMBM. Five project participants from each project responded to a structured questionnaire. Two municipal officials, the Agricultural Technician and the Urban Agriculture Director were interviewed and responded to a separate structured questionnaire. The third official, Assistant Director for Economic Development and Recreational Services was not interviewed but completed a questionnaire. The aim of the interviews was to determine the following from the project participants: (i) The impact of the projects in their livelihood; (ii) The role of the projects in creating employment; (iii) The views of the project participants regarding the sustainability of the projects. vi The aim of the interviews was to determine the following from the municipal managers: (i) The approach of the NMBM to urban agriculture initiatives as a LED strategy; (ii) The role of NMBM to ensure sustainability of the urban agriculture projects. The theoretical base that underpins this research hinges on four theoretical approaches: the basic needs approach, the people-centred development approach, the participation approach and the sustainable development approach. The research method that was chosen for this study is qualitative method included the following data collection instruments a literature review, a documentary analysis, a survey using questionnaires and interviews with project participants and municipal officials responsible for urban agriculture in the NMBM. The literature review formed the conceptual basis against which the information gained from documentary analysis, interviews and questionnaires were analysed. The projects that participated in the study were formed, amongst others, to alleviate poverty, thereby serving one of the basic needs which is food. Food is one of the basic needs in terms of Maslow‟s Hierarchy of Needs. The data collected in this study revealed that the three projects helped the project participants a great deal in meeting their basic needs, especially the food need. Therefore, there is a direct connection between the Basic Needs theory and the rationale behind the formation of these projects. In conclusion, the researcher has been able to draw a link between the theoretical underpinnings of the study and the practice as represented by experiences of the group sample. The researcher has also been able to demonstrate how the aims and the objectives of the study have been met.

The empowerment of women in agriculture: does it contribute to poverty alleviation and improvement of quality of lives in rural areas?

This study examines the extent to which the Siyazondla food programme, which is a woman based project, empowers women with agricultural skills and knowledge to alleviate poverty and improve their quality of lives in Ducats North area in East London. The investigation is based on the argument that when a woman is empowered, poverty will be reduced and the quality of life will improve. Through the use of qualitative research methodology, all women who are the main beneficiaries of the Siyazondla programme in Ducats North village were interviewed. Findings seem to indicate that although women in the project manage to produce good crops to feed their families, they are still not sufficiently empowered with skills and education to improve their quality of lives. This was found to be exacerbated by the fact that the officials assigned for the programme are to a greater extent inefficient and lack relevant knowledge to support beneficiaries. Most importantly, it was revealed that there is lack of monitoring and evaluation of the programme by government and this was considered to be the major constraint to successful implementation of the programme and in ensuring that poverty is alleviated in the area. It is on the basis of these findings that the study recommends that in order to yield positive results and ensure that women in the programme are empowered, there is a need to change the deeply embedded patriarchal perceptions and discriminatory practices and attitudes that seem to undervalue women‟s work. This will require greater awareness of women‟s contribution to agriculture, and the recognition of the role played by women in food security and poverty alleviation, coupled with a strong commitment from the government to empower rural women in agriculture.

Implications of food value chain support structures for water resource management by smallholder farmers in the Eastern Cape Province

Smallholder agriculture is faced with so many challenges despite all the policies and programmes that have been channelled towards ensuring improvement in this sector. Improving smallholder agricultural productivity requires that smallholder farmers gain access to reliable and adequate farmer support services such as physical infrastructures like good road network, functional irrigation facilities, extension services, finance and efficient marketing system. However, these support services are lacking in a vast majority of the rural communities in which the smallholder farmers live and work. This study is centred on governance within the food value chains, with specific focus on butternuts and chicken value chains;with a view to identifying those factors preventing smallholder farmers from accessing the mainstream market. Ciko and Mbozi villages in Mbashe local municipality were used as the research sites for the study. Data were collected across the two villages through sampling of 100 individual farming households based on random selection; questionnaires and checklist of questions were used as tools to access information from farmers through focus group discussions, personal interviews and key informants. In addition,Ciko Santrini project and foundation community project, which are the two agricultural community projects located within the study area were also investigated. Conceptual and analytical frameworks were employed in the research analysis. Williamson’s 4-level of social analysis and the sustainable livelihood frameworks were used to conceptualize the analysis. The findings suggest that adoption of any or combination of the significant factors could serve as good support structures for farmers and they could directly help them market their produce efficiently.

Integrated crop-livestock farming system for sustainable economic empowerment of small-scale and emerging farmers in the former homeland of the Eastern Cape province of South Africa: a case study of Ciskei area in Nkonkobe municipality

For decades, there has been significant investment in the development of agricultural technologies that aim to increase productivity of smallholder farmers in Africa. But farm output and productivity have stagnated and poverty rates have remained high and even increasing in some areas. At the same time, increases in human population levels have resulted in rising demand for food as well as for arable land. The growing intensification of farming has been accompanied by degradation of wild lands, including tropical forests and wetlands, at an alarming rate. Further pressure on fragile land has come from associated urbanization, leading to agricultural land being converted to residential and industrial uses with serious consequences for agricultural production and food supply. The recent increases in food prices across the globe as well as South Africa have drawn attention to this problem even more strongly. The main objective of the current study was to investigate farmer’s perception of the relative importance of crop-livestock integration in the small holder farming systems. Data were collected from 70 emerging and smallholder farmers selected by stratified random sampling in the communities surrounding Alice, Middledrift and the Seymour- Balfour area of Nkonkobe municipality of the Eastern Cape Province. To collect the data, a semi-structure questionnaire was administered to the respondents through face-to-face interviews. Descriptive statistics were used to characterize the farmers in terms of their socio-economic and demographic backgrounds. A series of multiple linear regression models and a binary logistic regression equation were fitted to determine the factors influencing farmers’ perception and how these in turn contribute to the decision to adopt or not to adopt crop-livestock integration. The results of the study reveal that small farmers in the Nkonkobe municipality have the possibility of realizing immense benefits from the integrated systems which also have the potential to lead to substantial improvements of the physical, chemical and biological soil properties. There is clear evidence of widespread interest to experiment with the practices based on the strong positive perceptions that a majority of the survey farmers exhibited during the course of the survey. But the farmers are facing challenges in coping with the associated complexities of competition on land, and management skill which are often in limited supply. That in most cases is not enough and efficient even to manage one of these two enterprises alone and reduction in crops yield due to use of manure as a substitute of fertilizer. Constraints to integrating crops and livestock include the competition for resources, especially land. Managing two types of farming on the same farm was perceived as difficult and many respondents held the view that use of waste of one enterprise as input to the other enterprise can reduce productivity. For example some farmers considered that the use of manure to improve soil fertility may not lead to output growth to the same extent as the use of fertilizer. A number of farmers (86%) pointed out that they only market their produce after deducting their consumption share, highlighting the crucial role of food security as a motivation for crop-livestock integration. Complementation of inputs rather than substituting inputs is required to render the system more productive and sustainable as costs are minimized and output is boosted. Associations of grain and livestock producers are useful for filling these gaps which include limited access to credit, technology and knowledge and can promote the adoption of a crop-livestock system.

The Development of Marine Aquaponics

Integrated aquaponic food production systems are capable of producing more food on less land using less water than conventional food systems, and marine systems offer the potential of conserving freshwater resources. However, critical factors such as suitable species combinations, environmental conditions (salinity and pH), and nutrient management (animal to plant ratio, C/N ratio, and dietary crude protein) have not been fully understood for marine systems. There were four objectives in this project. The first objective was to evaluate the growth performance of potential comparable combination (whiteleg shrimp with three halophytic plants) for the development of marine aquaponics with BFT under different salinities. The second objective was to evaluate stocking densities and the C/N ratio on growth and production of whiteleg shrimp and three halophytes. The third objective was evaluation of varying concentrations of dietary crude protein in practical diets fed to shrimp raised in biofloc aquaponic saltwater systems. The fourth objective was to evaluate effects of pH levels and additional C on the growth and production of whiteleg shrimp and five plant species in marine aquaponics. Four conclusions were determined: 1) Regarding marine aquaponics, whiteleg shrimp and the three halophytes (Atriplex hortensis, Salsola komarovii, and Plantago coronopus) are suitable combinations for future development. According to the research results, shrimp performed better in a salinity of 15 and 20 ppt; yet, plants performed better in a salinity of 10 and 15 ppt. Therefore, a salinity of 15 ppt is suggested as the optimal saline condition for shrimp and the three halophytes in an indoor marine aquaponics system. In addition, inoculating probiotics do have the efficiency of stabilizing water quality, cultivating microbial community, and enhancing the health of shrimp and plants in the operation of aquaponics. 2) The stocking density ratio and C/N ratio exerted significant impacts on the performance of shrimp and plants in marine aquaponics. Shrimp performed better with the stocking density of 2:1 and 3:1, with no impact from the C/N ratio. Conversely, plants performed better with the stocking density of 3:1 and 5:1 with the C/N ratio at 15. Therefore, a stocking density ratio of 3:1 with a C/N ratio at 15 is suggested as the optimal condition for shrimp and the three halophytes in an indoor marine aquaponic food production system. Inoculating the water with biofloc and applying probiotics regularly can enhance the management of water quality and the health of shrimp and plants in aquaponics. 3) Among the findings of the study, shrimp growth was not affected by the protein content of the feed, suggesting that it is possible to use feeds with lower protein concentration when culturing shrimp in biofloc-based marine aquaponics. However, plants grew better in the treatments with higher protein content feed in the early and middle stages of production. Hence, for maximum production, providing a higher protein concentration feed (35 %) in the early stages of system start-up, and switching to a lower protein concentration feed (30 %) in the later stages of cultivation might be feasible. 4) The current study found no significant effects of pH or additional C on shrimp performance. In contrast, plants grew better in lower pH treatments, while additional C supplements improved the performance of plants grown in higher pH treatments and had similar results to the lower pH treatments. We suggest that RO water is not suitable source of water for shrimp-based marine aquaponics if ionic composition is not managed. The addition of C, however, led to improved growth and yields of most plants. Hence, adding C can be a promising approach in marine aquaponics to enhance the resistance to the abiotic stress of plants and improve their growth.<div> <br>The present study on marine aquaponics has produced important findings that will fill some knowledge gaps, provide management guidelines for production, and facilitate its development. <br></div>

This study aimed at examining the social and economic impact of rural irrigation schemes with a particular focus on the Lower Gweru Irrigation scheme. The general objective of this study was to assess if rural irrigation schemes can act as livelihood security assets in transforming rural livelihoods, reduce poverty and attain food security in light of climate change. Results are based on findings from self-administered questionnaires directed at farmers and irrigation stakeholders, and face to face interviews involving farmers and stakeholders. Using Statistical Package for the Social Sciences, Microsoft excel and Health 24 web BMI calculator it was concluded that; Lower Gweru schemes, is a source of livelihood security securing food security, reduce poverty and creates rural employment. The effects of government agricultural development support on the livelihoods of small-scale farmers in South Africa

Over the past couple of years, the South African government has been offering varied support to households that are engaged in small-scale farming, with the objectives of improving their livelihoods, income and food security. Although the various rounds of the General Household Survey (GHS) gathered information on the type of agricultural support received by the farmers, their production, agricultural income and food security status, there is limited empirical evidence on the extent to which the agricultural support programme is yielding the intended results. Very little is also known about how the beneficiary households perceive the agricultural support programme as either relevant or otherwise. This study fills these gaps in the literature using the GHS data spanning the period 2013 to 2016 to assess how government agricultural development support influences the livelihoods of small-scale farmers in South Africa. This broad objective is divided into two specific objectives: (1) to assess the effects of government agricultural development support on agricultural income, production and food security of beneficiary small-scale farmers in South Africa; and (2) to assess the usefulness of the government agricultural development support for the beneficiary small-scale the government agricultural development support for the beneficiary small-scale farmers in South Africa. By combining descriptive analysis with Propensity Score Matching (PSM) and logistic estimation techniques to address these objectives, the results indicate that from the year 2013 to the 2016 survey years, the proportion of households who have access to agricultural development support has decreased marginally by about two percent. Access to support has remained higher among males than females; farmers who have low levels of education than those with high levels of education. Across provinces access to agricultural support is high in the Eastern Cape, KwaZulu-Natal, Northern Cape, North -West and Mpumalanga, but very low in the Free State, Limpopo, Gauteng and Western Cape. The agricultural development assistance given by the South African government is effective in reducing food insecurity, as well as in improving the production and income of the beneficiary smallscale farmers. However, the results suggest that the agricultural support system is having a heterogeneous impact on beneficiary small-scale farmers, depending on their gender and geographical locations. / Agriculture and  Animal Health / M.
