Analysis of the Barriers to Renewable Energy Development on Tribal Lands

Native American lands have significant renewable energy resource potential that could serve to ensure energy security and a low carbon energy future for the benefit of tribes as well as the United States. Economic and energy development needs in Native American communities match the energy potential. A disproportionate amount of Native American households have no access to electricity, which is correlated with high poverty and unemployment rates. Despite the vast resources and need for energy, the potential for renewable energy development has not fully materialized. This research explores this subject through three separate articles: 1) a case study of the Navajo Nation that suggests economic viability is not the only significant factor for low adoption of renewable energy on Navajo lands; 2) an expert elicitation of tribal renewable energy experts of what they view as barriers to renewable energy development on tribal lands; and 3) a reevaluation of Native Nation Building Theory to include external forces and the role that inter-tribal collaboration plays with renewable energy development by Native nations. Major findings from this research suggests that 1) many Native nations lack the technical and legal capacity to develop renewable energy; 2) inter-tribal collaboration can provide opportunities for sharing resources and building technical, legal, and political capacity; and 3) financing and funding remains a considerable barrier to renewable energy development on tribal lands.

Diabetes Education Among American Indians on the Fort Berthold Indian Reservation: Improving Educational Interventions in the School Setting

Minority populations such as American Indians (AIs) in the United States experience large-scale healthcare related disparities when compared with non-minority citizens. Diabetes can affect all races and ethnicities across the globe, regardless of age, sex, or location on the map, and affects AIs at disproportionately high rates. While type 1 diabetes mellitus (T1DM) is not preventable, type 2 diabetes mellitus (T2DM) can be prevented and avoided in some instances. The implementation of an evidence-based diabetes program in a school-based setting has the potential to positively improve the health of school-aged children. Based on the need for high-quality diabetes prevention education, an evidence-based educational curriculum was piloted in order to ascertain the feasibility of using such a program to increase diabetes and obesity prevention knowledge in the school setting. The implementation of the Diabetes Education in Tribal Schools (DETS) curriculum in community and school-based settings has been reported in literature. The program is intended to lower the prevalence of T2DM by incorporating lifestyle management options that specifically targets American Indian/Alaska Native (AI/AN) minority communities. Three lessons from the DETS curriculum were presented to the Boys and Girls Club of Three Affiliated Tribes (TAT) in Mandaree, North Dakota. Throughout the curriculum, students were educated regarding T2DM and obesity prevention by engaging in interactive learning activities. The results of the project revealed that community-based interventions for preventing T2DM and obesity can be a helpful way to reach children in the community setting. Overall, this curriculum was effective and successfully taught to voluntary participants. The measures used included qualitative interviewing and learning activities with answers/responses from the participants. Active community involvement by healthcare providers can promote primary prevention through educational activities.

Evaluation of Geodesign as a Planning Framework for American Indian Communities in the Southwest United States

abstract: The overarching aim of this dissertation is to evaluate Geodesign as a planning approach for American Indian communities in the American Southwest. There has been a call amongst indigenous planners for a planning approach that prioritizes indigenous and community values and traditions while incorporating Western planning techniques. Case studies from communities in the Navajo Nation and the Tohono O’odham Nation are used to evaluate Geodesign because they possess sovereign powers of self-government within their reservation boundaries and have historical and technical barriers that have limited land use planning efforts. This research aimed to increase the knowledge base of indigenous planning, participatory Geographic information systems (GIS), resiliency, and Geodesign in three ways. First, the research examines how Geodesign can incorporate indigenous values within a community-based land use plan. Results showed overwhelmingly that indigenous participants felt that the resulting plan reflected their traditions and values, that the community voice was heard, and that Geodesign would be a recommended planning approach for other indigenous communities. Second, the research examined the degree in which Geodesign could incorporate local knowledge in planning and build resiliency against natural hazards such as flooding. Participants identified local hazards, actively engaged in developing strategies to mitigate flood risk, and utilized spatial assessments to plan for a more flood resilient region. Finally, the research examined the role of the planner in conducting Geodesign planning efforts and how Geodesign can empower marginalized communities to engage in the planning process using Arnstein’s ladder as an evaluation tool. Results demonstrated that outside professional planners, scientists, and geospatial analysts needed to assume the role of a facilitator, decision making resource, and a capacity builder over traditional roles of being the plan maker. This research also showed that Geodesign came much closer to meeting American Indian community expectations for public participation in decision making than previous planning efforts. This research demonstrated that Geodesign planning approaches could be utilized by American Indian communities to assume control of the planning process according to local values, traditions, and culture while meeting rigorous Western planning standards. / Dissertation/Thesis / Doctoral Dissertation Geography 2020

Communicating Periodontal Disease Risk to American Indian Patients With Diabetes

Type 2 diabetes is epidemic in the American Indian population. One problem health care providers face when working with the American Indian population is communicating about secondary complications, such as periodontal disease. From a public health standpoint, periodontal disease prevention is important not only to prevent unnecessary oral pain and tooth loss, but also to prevent other more serious systemic problems from occurring such as cardiovascular disease, strokes, and bacterial pneumonia. The purpose of this qualitative study was to examine the communication efforts of health care providers and understand if and how they discuss periodontal disease with their American Indian patients with type 2 diabetes. Structured interviews were conducted with health care providers at an American Indian community clinic using questions based on the model of communication competence. Data analysis consisted of an analysis of the interview transcripts looking for concepts, themes, and events to see if discussion of periodontal disease is occurring at diabetic visits. Results of the study showed that although all the providers knew about the link between diabetes and periodontal disease risk, not all the providers were discussing the risk with their patients, and time, perceived health literacy, and other priorities all played a role in the lack of communication. This finding has the potential to influence positive social change by being an impetus for change in current diabetic patient care policies in the areas of communication and education regarding American Indian patients with diabetes about periodontal disease risk.

Behaviors Contributing to Native American Business Success

Native Americans start fewer businesses than do other U.S. populations, and the receipts and employment of those businesses are 70% lower than the U.S. average. However, little knowledge exists concerning Native American (NA) business success. The purpose of this quantitative study was to examine the likelihood that attitudes toward entrepreneurship, subjective norms, and perceived behavioral control predict business success amongst NA business owners. Understanding the factors that contribute to NA business success is imperative to developing best practices for business owners and business support agencies. The theory of planned behavior served as the theoretical framework for this study. Of the 550 invited NA business owners registered within a single tribe in the South Central United States, 79 participated in this study. A binary logistic regression analysis produced conflicting results: significant goodness-of-fit yet insignificant individual predictors. Information obtained from this study could assist NA and other underdeveloped business populations with understanding factors influencing entrepreneurial endeavors; however, readers must interpret findings with caution because of conflicting logistic regression results. NA business formation and success could enhance economic prosperity and decrease unemployment in NA communities.

Longitudinal and Reciprocal Effects of Ethnic Identitiy and Experiences of Discrimination on Psychosocial Adjustment of Navajo (Diné) Adolescents

This study examined the relationships among ethnic identity, cultural identity, experiences of discrimination, their interactions, and their effects on various psychosocial outcomes (self-esteem, depression, sense of school membership, social functioning, substance abuse, substance related problems, delinquent behaviors, and grade point average [GPA]). Data were collected twice over a 2-year period. Change across time was observed in male adolescents' experiences of discrimination. Affirmation and belonging to Navajo culture was the strongest protective predictor at Time 1, but at Time 2 less consistent patterns of association emerged. Also at Time 2, experiences of discrimination emerged as a powerful negative predictor of psychosocial functioning for boys only. Finally, there were very few longitudinal links between ethnic identity, discrimination experiences, and psychosocial functioning, suggesting that more complex and sophisticated analyses and designs may be necessary to more clearly delineate the longitudinal implications of ethnic identity development.

Stereotypes of Contemporary Native American Indian Characters in Recent Popular Media

This thesis examines the ongoing trends in depictions of Native American Indians in popular mainstream media from the last two decades. Stereotypes in general and in relation to Native American Indians are discussed, and a pattern of stereotype reactions to colonists’ perceived strains is identified. An analysis of popular television shows, movies, and books with contemporary Native characters will demonstrate new trends which we might consider transformed or emerging stereotypes of Native people in non-Native media. These trends will not only be shown to have emerged from more general national and regional stereotypes of Native identity, but will also demonstrate a continuation of the historical willingness of colonists to rely on more virulent Native stereotypes in cases where they perceive some Native threat. Particular attention will be paid to the denial of Indian identity in the southeast and northeast through comedy and mockery and, on the other hand, the exaggeration of Indian identity in the western United States through shape-shifting, paranormal encounters, mystery, and more conventional Native interests. At the end of the thesis, some possible methods for grappling with these problematic portrayals will be discussed.

In 1968 a number of Chippewa Indians met in Minneapolis, Minnesota to discuss some of the problems they faced in their communities. This meeting gave birth to the American Indian Movement. From 1968 to 1974, the American Indian Movement embarked on a series of radical protests designed to draw attention to the concerns of American Indians and force the Federal government into acting on their behalf. Unfortunately, these protests brought about a backlash from Federal law enforcement agencies that destroyed the American Indian Movement's national power structure.

Secondary Analysis of Diabetes and Psychological Distress in American Indian Women from the California Health Interview Survey (CHIS).

Since European settlers arrived to the United States (U.S.), American Indians (AI) have been separate and unequal members of society. After a long history of discrimination, ethnocide, genocide, and distrust, the AI have become a population with severe disparities, having the highest rates of diabetes, depression, suicide, tuberculosis, and alcoholism than any other minority or majority population in the U.S. The author's purpose for conducting this study was to explore a possible relationship between depression or psychological distress and diabetes in AI women. AI women are the most under studied group in the country; therefore, a secondary analysis of the large established California Health Interview Survey (CHIS) was done. The sample used 1,110 self-identified AI women's data. Even though the literature shows that the AI have the highest rates of diabetes and depression of any population, this analysis revealed no statistically significant relationship between the two diseases. It did reveal many limitations and implications associated with the use of such large databases for the AI woman. Among the limitations were the survey itself, its administration to the AI population, guidelines for self-identifying as AI, and the researcher's limited access to the data. The implications of this study are significant. Large databases provide the basis for social and political decisions such as allocation of federal dollars for health care. Healthcare and health care services are designed according to the health burden of specific populations. If these databases are in error, or not representative of the true population, healthcare decisions will not reflect the true health care needs of the population. The inadequacies of large databases results in less funding, leading to less quality health care, and an increase in AI health disparities. Further research is needed to determine the actual health burden depression and diabetes place on the AI woman.
